To: Departments of Tourism; Departments of Culture, Sports, and Tourism; Departments of Culture, Information, Sports, and Tourism of provinces/cities
Implementing conclusion of Deputy Prime Minister Vu Duc Dam in the meeting regarding solutions for reopening to tourists in the new normal from March 15, 2022 (Notice No. 43/TB-VPCP dated February 16, 2022), in order to safely, effectively, and properly reopen to tourists, the Ministry of Culture, Sports and Tourism hereby requests Departments overseeing tourism of provinces/cities to:
1. Take charge and cooperate with relevant authorities in advising People’s Committees of provinces/cities to promulgate plans and solutions for reopening to tourists for each province/city on the basis of continuing implementation of Guidelines No. 3862/HD-BVHTTDL dated October 18, 2021 of the Ministry of Culture, Sports and Tourism, Decision No. 218/QD-BYT dated January 27, 2022; propose solutions for resolving issues while Vietnam is reopened to tourists. Disseminate plans for reopening to tourists in a safe, effective manner and compliant with regulations on COVID-19 safety.
2. Continue to implement Program for initiating domestic tourism while safely, flexibly adapting and effectively controlling COVID-19 under Document No. 4698/BVHTTDL-TCDL dated December 16, 2021 of the Ministry of Culture, Sports and Tourism. Assist local tourism enterprises in investing, improving quality of tourism services and developing new products to satisfy tourists’ demands after 2 years of COVID-19. Enhance destination promotion and connection of tourism products between provinces, cities and enterprises, organize events attracting domestic and international tourists.
3. Advise People’s Committees of provinces/cities to promulgate policies attracting tourists, reducing ticket price, and improving tourists’ experience. Publicize, implement policies on reducing issue fees for tour operator service permit, tour guide cards, deposit payments of tour operator service providers, policies assisting employees and employers to encourage positive recovery of tourism.
4. Cooperate with relevant departments, local governments in establishing interdisciplinary inspectorates to guide and assist local tourism enterprises in preparing to reopen to tourists and take strict actions against violations as per the law.
5. Direct and guide local tourist attractions, tourist accommodations, and tourism services.
- Actively develop plans for reopening to tourists including COVID-19 control and response solutions as per the law. Continue to strictly comply with regulations on epidemic control in accordance with guidance of the Government, Prime Minister, and Ministry of Health.

- Rely on the new normal and market forecast, recruit, train, and improve human resources to promptly satisfy requirements for reopening for tourists.
6. On a monthly basis, produce reports on reopening to tourists and difficulties during implementation to Ministry of Culture, Sports and Tourism (via the Vietnam National Administration of Tourism) for consolidation and presentation to the Prime Minister.
Ministry of Culture, Sports and Tourism hereby requests Departments overseeing tourism sector in provinces/cities to cooperate in implementing and ensuring safe, effective organization of tourism activities in accordance with solutions for reopening to tourists while adapting flexibly, safely and effectively controlling COVID-19./.
