DECISION
APPROVAL FOR “YOUTH ENTREPRENEURSHIP SUPPORT (YES)” PROGRAM FOR 2022 – 2030 PERIOD
PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments and Supplements to certain Articles of the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Youth dated June 16, 2020;
Pursuant to the Government’s Resolution No. 50/NQ-CP dated May 20, 2021 regarding the Government’s Action Program for implementation of the 13th National Congress of the Communist Party of Vietnam;
Pursuant to the Prime Minister’s Decision No. 749/QD-TTg dated June 3, 2020 on approval for the National Digital Transformation Program to be implemented by 2025 with vision towards 2030;
Pursuant to the Prime Minister's Decision No. 1331/QD-TTg dated July 24, 2021 on introduction of the Strategy for development of Vietnam’s youth for the 2021 – 2030 period;

HEREIN DECIDES
Article 1. To approve the “Youth Entrepreneurship Support (YES)” Program for the 2022 – 2030 period (hereinafter referred to as Program). The content of the Program is as follows:
I. OBJECTIVES
1. General objectives
Raise the awareness and aspiration to start a business; develop the entrepreneurial capacity of Vietnamese youth at home and abroad; participate in creating an environment to support youth entrepreneurship to develop the country on the basis of science and technology, innovation and digital transformation, contributing to the successful implementation of the strategic socio-economic development goals for the 2021-2030 period as stated in the Resolution of the 13th National Congress of the Communist Party of Vietnam.
2. Specific targets
a) Phase 1 (2022 – 2025):
- 100% of Ho Chi Minh Communist Youth Union staff who are full-time in charge of supporting youth in entrepreneurship at all levels can be trained in basic knowledge about entrepreneurship and youth entrepreneurship support.
- 100% of youth unions of provinces and cities can annually be engaged in propagation and enhanced awareness of entrepreneurship and digital transformation for the youth.

- Each year, 100,000 young people can have access to knowledge and training sessions to improve their capacity in entrepreneurship and business administration.

- 40% of province and city youth unions can set up the Advisory Councils for youth entrepreneurship support.
- 40% of province and city youth unions can have regulatory institutions for youth entrepreneurship support.
- Offering support for establishment of 200 youth-owned cooperatives.
- Each year, offering at least 200 communes continued support for implementation the “One Commune One Product” (OCOP) Program and ensuring that there are products of young people meeting OCOP standards.
b) Phase 2 (2026 – 2030):
- 100% of Ho Chi Minh Communist Youth Union staff who are full-time in charge of supporting youth in entrepreneurship at all levels are trained in basic knowledge about entrepreneurship and youth entrepreneurship support.

- Each year, 200,000 young people can have access to knowledge and training sessions to improve their capacity in entrepreneurship.
- Maintaining and developing 120,000 youth-owned businesses that can have access to business development counsels and support.
- 100% of province and city youth unions can set up the Advisory Councils for youth entrepreneurship support.
-100% of province and city youth unions can have regulatory institutions for youth entrepreneurship support.
- Offering support for establishment of 300 youth-owned cooperatives.
- Each year, offering at least 200 communes continued support for implementation the “One Commune One Product” Program and ensuring that there are products of young people meeting OCOP standards.
II. DUTIES AND MEASURES
1. Carrying out propagation activities to raise awareness of the Party's guidelines, the State's policies and laws on entrepreneurship, business development, and the roles of young people in economic development amongst the youth.
a) Propagate the Party's guidelines, the State's regulatory policies on entrepreneurship and the role, position and responsibility of the youth in socio-economic construction and development.

c) Create documents and publications in the form of written books, e-books and audio books aimed at disseminating, communicating and supporting young people to raise awareness of entrepreneurship; develop a white paper on youth entrepreneurship.
d) Build and promote specialized pages and columns in newspapers of the Youth Union and Association to introduce typical youth entrepreneurship examples and effective youth entrepreneurship models.
dd) Cooperate with television broadcasters, industry associations and other organizations to develop TV programs, radio programs, and reality shows on entrepreneurship.
e) Hold talk shows and conversations between governments and enterprises or the youth; organize exchanges between the youth and successful businessmen.
g) On an annual basis, praise typical entrepreneurs and honor typical experts, consultants and typical entrepreneurship support units. Integrate the content and measures of orientation towards entrepreneurship in the career and job orientation and consulting programs intended for the youth.
h) Raise awareness among, consult and train the youth engaged in entrepreneurship so that they can have access to funds and contact foreign investors in order to prevent them from being defrauded by foreign entities and persons to serve the purposes of causing adverse impacts on social order and security.
2. Offering the youth support in entrepreneurship and business development
a) Find, screen and reinforce potential entrepreneurship ideas.
- Continue to hold entrepreneurship contests in different groups of young people in order to seek potential business startup ideas and projects, especially innovative ideas or projects and application of digital technology.

- Organize annual youth start-up journeys; meetings for investment and start-up agreements of young people with investors; seminars, talks and workshops on entrepreneurship and innovative start-up.
b) Offer support for improvement of business and entrepreneurial capacity for the youth
- Provide training courses on promotion of basic knowledge for young people about starting a business and developing businesses, such as knowledge about production management, human resource management, marketing, quality management, supply chain management,...
-Organize training courses on financial management, accounting and tax; provide guidance on management and use of capital for small and micro enterprises for young start-ups.
- Introduce, counsel and connect young people with business and entrepreneurial ideas in order to enable them to visit typical factories and enterprises in specific sectors and industries.
- Provide additional programs, documents, and electronic textbooks on business start-up and business development knowledge. Publish a set of start-up support manuals, including books categorized by target reader groups and sectors or industries.
- Provide specialized training courses for young start-ups on knowledge of digital transformation and application of digital technology in business administration, production, service provision, transportation, promotion, and product consumption and others needed in the production and business process.
- Support young start-ups to improve their business capacity according to the value chain on the basis of make best use of existing strengths and potentials of regions and localities.
c) Support young start-ups to access funds, contact domestic and foreign investors

- Build idea exchanges to connect young people with investment funds.
- Offer more capital support for production and business establishments owned by union, association members and the youth through loans from the National Employment Fund managed by the Central Committee of the Ho Chi Minh Communist Youth Union and provincial People's Committees; deposits made in the Social Policy Banks, funds held in trust by the Social Policy Banks upon receipt from localities, organizations and individuals at home and abroad to provide loans to support job creation, maintenance and expansion of employment and other legitimate sources of capital.
- Find and connect more new businesses with investment funds to support entrepreneurship.
- Counsel and support businesses, cooperatives, cooperative groups and sole proprietorships of the youth to access preferential credit sources of the Bank for Social Policies and commercial banks.
- Actively advise local Party committees and regulatory authorities to allocate budget to develop preferential credit programs to support young entrepreneurs; pool money to set up local youth start-up support funds.
- Provide young people with instructions and support for completion of fund borrowing requirements and procedures; methods for formulating projects and loan applications.
- Establish the connection mechanism between business startup consultants, lending banks and entrepreneurship support funds to mobilize capital to carry out youth entrepreneurship projects.
d) Build and develop channels to support distribution and consumption of startup products of the youth
- Regularly organize exhibitions and fairs for startup products; organize trade promotion activities to introduce start-up products.

- Train and counsel youth entrepreneurs on import-export operations, and provide information on international markets.
- Organize consulting and support programs for newly established businesses, small and medium enterprises, and cooperatives of the youth that put e-commerce to use in product consumption.
- Develop e-market models, link with major e-commerce platforms to support product marketing and consumption; help in building brands and product identity packages for youth entrepreneurs.
dd) Offer legal counsels for youth entrepreneurs
- Train youth entrepreneurs in knowledge about law, intellectual property rights, and legal framework.
- Offer counsels and support related to law, intellectual property, brand and trademark registration, product brand protection and other legal issues related to business to youth entrepreneurs, cooperatives, cooperative associations, sole proprietorships of the youth.
- Build legal support products and applications intended for youth entrepreneurs.
e) Offer support for connection and development of the network of start-up businesses
- Boost and improve performance of Young Entrepreneurs Associations in provinces and cities. Encourage youth entrepreneurs to join the Young Entrepreneurs Associations of provinces and cities.

- Promote and connect commercial activities between member enterprises of the Young Entrepreneurs Association at all levels, especially businesses in the same locality.
- Form production links according to sustainable value chain; establish, maintain and replicate economic development linkage models such as youth cooperative groups, youth cooperatives, young businessmen clubs; support the youth to establish and convert into the new models of cooperative.
3. Develop the support ecosystem for youth entrepreneurs
a) Invest in developing legal framework for entrepreneurial support
- Establish advisory councils for support for youth entrepreneurs at the central and local level.
- Improve performance of Centers for youth entrepreneur support under the Central Committee of the Youth Union. Communist youth unions of provinces and cities should effectively build and use facilities for youth entrepreneurship support, such as youth entrepreneur support centers, start-up incubators, and innovative entrepreneurship support spaces. Get all start-up support centers nationwide connected with each other.
- Improve the efficiency of association programs between universities, institutes, research centers and enterprises to apply and commercialize research findings.
- Train and improve entrepreneurship knowledge and skills and digital transformation for members of Communist Youth Union or Associations directly in charge of youth entrepreneurship support.
- Establish links between agencies, organizations, training institutions, research institutes, experts and start-up venture funds to support young people to start their own businesses. Build and develop the community of young entrepreneurs in various fields.

- Promote and broaden international cooperation in youth entrepreneurship activities; fulfill regional and international agreements related to youth entrepreneurship activities to which Vietnam is a signatory.
- Contact foreign embassies in Vietnam, international organizations, NGOs, foreign investment funds to support young people in starting their own businesses in terms of capital, technology, management and market access capacity; mobilize international resources to enable the youth to have access to youth entrepreneurship support and improve digital transformation capacity.
- Link and build links between young Vietnamese entrepreneurs and entrepreneurs at home and abroad; between Association of Young Vietnamese Entrepreneurs and ASEAN and international young entrepreneur organizations and networks.
- Cooperate with and instruct organizations of the Communist Youth Union; Vietnamese Youth and Student Federation; and Vietnam Student Association in foreign countries in improving entrepreneurship knowledge for overseas Vietnamese youth, and encouraging Vietnamese young expats to return Vietnam for business startup.
4. Research, propose policies, check and supervise the implementation of policies to support youth entrepreneurship and business development
a) Research and comment on adjustments, supplements and proposal of new policies to support youth entrepreneurship and business development by types of receivers and regions.
b) Organize the "Youth Entrepreneurship Forum" and dialogue programs between young businessmen and youth entrepreneurs and leadership of the Government, leadership of ministries, central authorities and local authorities to solve issues, problems and propose policies and programs to promote and support youth entrepreneurs.
c) Counsel and recommend policies to attract contributions from young expat people and overseas students in order for them to return home for business startup.
d) Create packages of governmental policies on youth entrepreneurship.

e) Make draft policies and law on business development and support for youth entrepreneurs available for public comments.
III. BUDGET
1. Funding sources
a) State budget allocations specified in annual budget estimates of the central committee of the Communist Youth Union of Ho Chi Minh, central and local authorities according to the current budgetary lines; integrated funds derived from programs and projects approved by competent authorities.
b) International financial aid and grants and public contributions prescribed in law.
c) Other legal funds.
Each year, based on requirements of the program, the Central Committee of the Communist Youth Union of Ho Chi Minh, central and local authorities develop budget plans and estimates for implementation of the program, and include estimated funds in finalized annual budget estimates of central and local authorities for submission to competent authorities to seek their consent.
IV. IMPLEMENTATION
1. Central Committee of Ho Chi Minh Communist Youth Union

b) Direct and guide the unions at all levels to plan and organize the implementation of the Program's activities in their localities and units.
c) Organize the evaluation and preliminary review of the Program by 2025, and the final review by 2030; summarize and report on the results of the implementation of the Program; supplement and adjust the operation of the Program to ensure its practicality, and submit it to the Prime Minister for consideration and decision.
2. Ministry of Education and Training
a) Based on the functions and tasks of the Ministry, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Take charge of and develop entrepreneurship, start-up knowledge and skill training materials for students.
c) Provide training courses aimed at improving competencies and qualification of personnel giving counsels and support for students engaged in entrepreneurship at training and education institutions.
3. Ministry of Agriculture and Rural Development
a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Cooperate on providing training courses on improvement of entrepreneurship capacity for local young people; transfer technological advances to local union members and young people in order to use them for building business startup and economic development models.

a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Cooperate on support for improvement of information technology capacity; raise awareness and digital transformation capacity for the youth to get them ready for the upcoming start-up process.
c) Cooperate on the implementation of tasks of communication and propagation of the Program.
5. Ministry of Finance
Take charge of and cooperate with the Ministry of Planning and Investment and the Central Committee of Ho Chi Minh Communist Youth Union, depending on the availability of the central budget funds and other lawful capital, on allocating funds for implementation of the Program, and submit them to competent authorities for their consideration and decision in accordance with the Law on State Budget.
6. Ministry of Planning and Investment
Cooperate with the Central Committee of Ho Chi Minh Communist Youth Union, and the Ministry of Finance, depending on the availability of the central budget funds and other lawful capital, on allocating funds for implementation of the Program.
7. Ministry of Foreign Affairs
a) Contact foreign embassies in Vietnam, international organizations, NGOs and foreign investment funds to support young people in starting their own businesses in terms of capital, technology, management and market access capacity; mobilize international resources to enable the youth to have access to youth entrepreneurship support and improve digital transformation capacity.

8. Ministry of Culture, Sports and Tourism
a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Take charge of formulating legal frameworks and regulatory policies, creating a foundation for youth entrepreneurship support in the fields of culture, sports and tourism.
c) Take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant ministries and local authorities in offering counsels, training courses and legal support related to intellectual property; support for connection with international intellectual property organizations; providing guidance on procedures for copyright registration of works in the culture domain.
9. Ministry of Home Affairs
Cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union on inspecting, supervising, evaluating and drawing annual experience on the implementation of the Program; organizing a preliminary review of the Program by 2025; preparing final reports and developing plans for the next stage in 2030.
10. Ministry of Labor, War Invalids and Social Affairs
a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Take charge of the implementation of tasks and solutions to support entrepreneurship for the youth and students in vocational education institutions.

a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Preside over the implementation of guidelines and support for youth entrepreneurs and innovative start-ups; organize activities to connect and promote the role of components of the startup ecosystem to create an environment to promote youth startup ideas and projects; connect a network of consultants to support young people in starting a business and setting up a business in different industries and fields; cooperate on introducing and connecting youth startup projects having high growth potential with start-up incubation and support organizations across the country.
c) Develop manuals for the implementation of innovative entrepreneurship support for the youth.
12. Ministry of Industry and Trade
a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Cooperate with central and local authorities on building and developing channels to distribute and consume startup products of the youth.
13. Ministry of Natural Resources and Environment
a) Based on the functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Cooperate on providing support for start-up ideas and start-up models of young people in the field of environmental protection and response to climate change.

15. Committee for Ethnic Affairs
Take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing entrepreneurship support tasks and solutions for the youth from ethnic minorities.
16. State Bank of Vietnam
a) Based on its functions and tasks, take charge of and cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries, central and local authorities in performing the Program's tasks and solutions.
b) Promulgate according to its competence or submit to competent state agencies for promulgation of incentive policies on loan to help union members and the youth in entrepreneurship and economic development.
17. Viet Nam Bank for Social Policies
Offer more capital support for production and business establishments owned by union, association members and the youth through loans from the National Employment Fund managed by the Central Committee of the Ho Chi Minh Communist Youth Union and provincial People's Committees; deposits made in the Social Policy Banks, funds held in trust by the Social Policy Banks upon receipt from localities, organizations and individuals at home and abroad to provide loans to support job creation, maintenance and expansion of employment and other legitimate sources of capital.

According to their assigned functions and tasks, provide favorable conditions to support youth start-up activities; closely cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union and relevant local agencies and units in implementing the Program's tasks.
19. Vietnam Television, Voice of Vietnam, other press and media agencies
a) Communicate and propagate youth entrepreneurship activities; cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union, relevant ministries and central authorities to implement the Program.
b) Promote propaganda on youth entrepreneurship; circulate more news and articles about typical and outstanding young entrepreneurs in various fields.
20. The Central Committee of the Vietnam Fatherland Front and its member organizations are requested to cooperate with the Central Committee of the Ho Chi Minh Communist Youth Union in implementing the Program.
21. People’s Committees of centrally-affiliated cities and provinces
a) Approve and direct or guide the People's Committees at lower levels to approve local youth entrepreneurship plans, creating conditions for the Youth Union at all levels to implement the plans and integrate them with other projects, programs and plans in process within their remit.
b) Allocate local funds to implement the Program's tasks and solutions.
c) Send annual reports on the situation and results of the Program's implementation to the Central Committee of the Ho Chi Minh Communist Youth Union; organize preliminary and final reviews and send reports to the Central Committee of the Ho Chi Minh Communist Youth Union according to the plan for compilation of a final report for submission to the Prime Minister.

Article 3. Secretariat of the Central Committee of the Ho Chi Minh Communist Youth Union, Ministers, Heads of Ministry-level agencies, Heads of Governmental bodies, and Presidents of People’s Committees of centrally-affiliated cities and provinces, shall be responsible for implementing this Decision./.
