APPROVING THE PROJECT FOR “FINDING, FOSTERING AND DEVELOPING YOUNG VIETNAMESE TALENTS FOR THE PERIOD OF 2022-2030”

THE PRIME MINISTER OF VIETNAM

Pursuant to the Law on Governmental Organization dated June 19, 2015; Law on amendments to the Law on Governmental Organization and the Law on Local Government Organization dated November 22, 2019;

Pursuant to the Youth Law dated June 16, 2020;

Pursuant to Decision No. 1331/QD-TTg dated July 24, 2021 of the Prime Minister promulgating the Strategy for the Vietnam Youth Development in the period of 2021-2030;

At the request of the Secretariat of the Ho Chi Minh Communist Youth Union.

I. OBJECTIVES

1. General objective:

Find, respect, foster and develop Vietnamese young talents to contribute to the high-quality human resources development; implant patriotism and dedication aspirations of Vietnamese young talents; motivate and inspire the younger generation; realize the aspiration for a national development towards prosperity and happiness according to the Resolution of the 13th Party Congress.

2. Specific objectives

- Annually, at least 70% of the youth is provided with information on policies and activities of finding, fostering and developing the young talents in all fields.

- By 2030, after being found and honoured, at least 60% of young talents will be fostered to participate in knowledge sharing, community assistance and socio-economic development activities organized by the Ho Chi Minh Communist Youth Union, ministries, central authorities and local authorities.

- By 2030, at least 80% of Youth Union officials at all levels, of which 100% of such Youth Union officials takes charge of works related to young talents, will be trained and equipped with knowledge and professional skills to find, foster and develop young talents.

- Annually, 100% provinces and cities of the Youth Union monitor and update the local young talent database and connect and effectively promote young talents.

- By 2025, effectively update and exploit data of 10.000 young Vietnamese talents at home and abroad; By 2030, effectively update and exploit data of 30.000 young talents on the National Young Talent Database System.

3. Regulated entities and scope

a) Regulated entities

Vietnamese citizen aged from full 16 to 35 (up to the year of being found and honoured) at home and abroad won prestigious national and international awards.

b) Regulated scope

The Project will be run nationwide by 2030.

II. TASKS AND MEASURES

1. Disseminating and improving awareness of finding, fostering and developing the young Vietnamese talents

- Organize dissemination of guidelines and policies on finding, fostering and promoting young talents; foster ethics, national traditions and civic consciousness; take the lead in creative labour and national defense for young talents.

- Develop communication products and publications to publicize young talented examples and young talent activities; build and edit digital media publications, publish activities documents of the grassroots-level units of Communist Party, etc.

- Organize conferences and seminars on young talents to raise awareness of committees, authorities at all levels and the whole society about the role and importance of detecting, fostering and promoting young talents.

2. Detecting and honouring young talents

- Organize academic, gifted and talented playgrounds in each field so that young people have an environment to express their talents.

- Organize awards and contests to detect and honour typical young talents in industries and fields. Focus on detecting young talents who are: managerial leaders, scientists, entrepreneurs, athletes, writers, artists, traditional artisans, armed forces, ethnic minorities and young Vietnamese talents abroad. Apply technology, digital transformation in deploying and organizing talent awards and contests.

- Encourage the organization of learning and talent promotion activities in each family, clan, agency, organization and area to detect, nurture and develop talents among children.

- Organize gifted classes, clubs, teams, groups of palaces and houses of children's culture, youth education centers at all levels, gifted schools; connect with grassroots cultural institutions, educational institutions, library information centers in order to detect and foster talented children to develop their talents.

3. Organizing activities to foster and support young talents

- Organize activities to foster revolutionary ideals, patriotism, national self-reliance, aspirations to contribute to young talents through organizing memorial activities, visiting cultural and historical sites of areas and countries; participate in activities related to borders and islands; hold meetings and exchanges with historical witnesses, etc.

- The Ho Chi Minh Communist Youth Union shall select typical young talents at home and abroad, cooperate with relevant agencies in organizing a delegation of young Vietnamese talents to visit the Spratly Islands and frontier islands of the Fatherland.

- Support young talents who face difficult circumstances and young talents who live in ethnic minority and mountainous areas, border and island areas in study, research and development of their talents.

- Organize training and retraining in raising awareness, knowledge and professional skills and organize forums to exchange and share experiences for officials for consulting, detecting, fostering and developing young talents.

- Consider proposes to develop policies for young talents. Organize in-depth forums and dialogues related to policies on young talents.

4. Strengthening the connection and development of young talents

- The Ho Chi Minh Communist Youth Union shall develop and operate the Global Young Vietnamese Talent Network and the National Young Talent Digital Park; update, exploit and share databases on young Vietnamese talents in order to connect with businesses, agencies, units and local authorities for developing young talents.

- Organize various activities of gathering young talents such as clubs, forums by professional fields and geographical areas to connect and develop young talents of agencies, local authorities and units.

- Organize international meetings and exchanges between young talents at home and abroad; attract and create conditions for young talents studying and working abroad to participate in various activities of connection and gathering of young talents organized by Ho Chi Minh Communist Youth Union, ministries and local authorities. Organize the Global Young Vietnamese Intellectuals Forum and meetings with young talents every year.

- Mobilize and encourage young talents with excellent achievements in scientific research to participate in forums and training courses to support, share experiences, knowledge, guide scientific research skills and publish internationally for students and young scientists.

- Mobilize and encourage young talents to participate in science and technology application transfer and digital transformation activities; undertake and guide the implementation of production models, socio-economic development works and projects.

- Periodically organize meetings and dialogues between leaders of the Government, ministries, central and local authorities and the youth, including young talents, in order to exchange information as well as receive recommendations and proposals of young talents in formulating and implementing guidelines, Party lines, policies and laws of the State.

- Organize in-depth forums and seminars for young talents in various fields and young scientists to promote their intellect and show their responsibility in solving major problems of industries, their areas, and the country.

- Facilitate and support young talents to take charge of the implementation of development projects of industries, of their areas and the country.

- Organize the National Congress of Young Talents for every 5 years to evaluate results of young talent work in the past period and develop directions and tasks for the coming period; commend young talents and local authorities with outstanding achievements in detecting and fostering young talents; organize forums to discuss and propose local and national development solutions.

III. FUNDS FOR IMPLEMENTATION

1. Sources of funds

a) State budget allocated in the annual budget estimates of the Ho Chi Minh Communist Youth Union, ministries, central and local authorities according to current budget decentralization; funds integrated through programs and schemes approved by competent authorities.

b) International aid and funds mobilized from society and community in accordance with law.

c) Other legal funds.

IV. ORGANIZING IMPLEMENTATION

1. Ho Chi Minh Communist Youth Union shall

a) Take charge of formulating plans for implementation of the Scheme in each period and annually; take charge and cooperate with ministries, central and local authorities in organizing implementation of tasks and solutions of the Scheme.

b) Direct and guide ministerial-level delegations in formulating plans and organizing implementation of the Scheme's activities in local authorities and units.

c) Evaluate, make a preliminary report on the Scheme’s implementation in 2025 and a summary report in 2030; compile reports on results of implementation of the Scheme; supplement and adjust activities of the Scheme to ensure practical conformity and submit them to the Prime Minister for consideration and decision.

2. The Ministry of Home Affairs shall

Cooperate with the Ho Chi Minh Communist Youth Union in inspecting, supervising and evaluating the implementation of the Scheme, making the preliminary report on the Scheme’s implementation in 2025, and the summary report and formulating a plan for the next period in 2030.

3. The Ministry of Finance shall

Take charge and cooperate with the Ho Chi Minh Communist Youth Union and relevant agencies, based on the balancing capacity of the central budget and other lawful capital sources, in allocating funds for the implementation of the Scheme and proposing them to competent authorities for consideration and decision in accordance with the Law on State Budget.

According to assigned functions and tasks, create favorable conditions to support activities of detecting, fostering and developing young talents; cooperate closely with the Ho Chi Minh Communist Youth Union and relevant agencies and local authorities in implementing the tasks of the Scheme.

5. The Central Committee of the Vietnam Fatherland Front and socio-political organizations shall

Cooperate with the Ho Chi Minh Communist Youth Union in implementing the contents of the Scheme.

6. The People’s Committees of provinces and central-affiliated cities shall

a) Allocate local funds for implementation of tasks and solutions of the Scheme.

b) Annually submit reports on the situation and results of the implementation of the Scheme to the Ho Chi Minh Communist Youth Union; make the preliminary report, summary report and send reports to the Ho Chi Minh Communist Youth Union as planned to consolidate them and report to the Prime Minister.

Article 2. This Decision comes into force from the date on which it is signed.

Article 3. Ministers, Heads of Ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities are responsible for implementation of this Decision./.
