APPROVAL FOR INVESTMENT GUIDELINES FOR PROJECT ON “IMPROVEMENT OF THE QUALITY OF LIFE OF THE DISABLED IN PROVINCES HEAVILY AFFECTED BY AGENT ORANGE”.

THE PRIME MINISTER

Pursuant to Law on Government Organization of Vietnam dated June 19, 2015; Law on amendments to some Articles of the Law on Government Organization of Vietnam and Law on Local Government Organization of Vietnam dated November 22, 2019;

Pursuant to Law on Public Investment dated June 13, 2019;

Pursuant to the Government’s Decree No. 40/2020/ND-CP dated April 06, 2020 on elaboration of implementation of a number of Articles of Law on Public Investment;

Pursuant to Government’s Decree No. 56/2020/ND-CP dated May 25, 2020 on management and use of official development assistance (ODA) and concessional loans granted by foreign donors;

Article 1. Approval for investment guidelines for the Project on “Improvement of the quality of life of the disabled in provinces heavily affected by agent orange” (hereinafter referred to as “the Project” funded by grants from United States Agency for International Development (USAID). To be specific:

1. Name of the Project: “Improvement of the quality of life of the disabled in provinces heavily affected by agent orange”.

2. Supervisory body: the Ministry of National Defense 

Owner of the Project: National Action Centre for Toxic Chemicals and Environmental Treatment (NACCET).

3. Funded by: United States Agency for International Development (USAID).

4. Objectives and scale of the Project;

a) General object: Improving the quality of life of the disabled in provinces heavily affected by agent orange.

b) Specific objectives:

- 1: Expanding medical support and rehabilitation services, and improving the health and the quality of life of the disabled. After implementation of the Project, it is required to achieve the following results:

+ About 10 multidisciplinary rehabilitation service providers (doctors, physiotherapy, occupational therapy, speech therapy and assistive devices) in each province will be established;

+ With the support from the Project, achieve the average ratio of rehabilitation technicians per 10.000 capita in the region in order to meet the local demand.

- 2: Expanding social services, strengthening support for social inclusion and providing direct support for improvement of the quality of life of the disabled. To be specific:

+ Meeting the demands of daily life (including eating, personal hygiene, taking medications as prescribed, safe movement, regular exercise, etc.);

+ Improving living conditions at home to facilitate daily activities by the disabled (access to clean water, sanitation, ramps, handrails in toilets/stairs, etc.).

+ Improving psychosocial environment: the disabled will receive psychological assistance and encouragement to participate in family activities and carry out appropriate activities to practice life skills.

+ In addition, peer support networks will promote social inclusion of the disabled via provision of opportunities for the disabled to participate in activities and events organized in the community and training in independent living skills for the disabled, form and develop independent living models for the disabled.

- 3: Developing policies, changing public attitudes, reducing barriers and ensuring social inclusion of the disabled. The Project aims to improve the living environment of the disabled via implementation of policies; encourage the enforcement of the rights of the disabled; raise public awareness and attitudes towards the disabled; gradually remove physical and social barriers to the disabled; develop fundamentals of the national autonomy in identification and solution to problems related to provision of assistance for the disabled with a focus on financial autonomy and incentives for individuals, communities, enterprises and social organizations to participate in the process of developing and providing support services for the disabled, thereby harmonizing public service system.

- 4: Increasing capacity for management, implementation and assistance for the disabled at all levels (including capacity for directing assistance for the disabled in provinces heavily affected by agent orange and relevant authorities at central level: Steering Committee, Project Management Board, Local Project Management Offices, governing bodies, implementing partners, central and local agencies).

5. Locations and duration of the Project:

- Locations: Quang Tri, Thua Thien Hue, Quang Nam, Binh Dinh, Kon Tum, Binh Phuoc, Dong Nai, Tay Ninh

- Project duration: 2021-2026.

6. Estimated total investment: 1.593,4 billion VND. To be specific:

- United States’s ODA grant: 1.518,4 billion VND, equivalent to 65 million USD.

- Counterpart funds: 75 billion VND, investment capital from state budget

7. Domestic financial mechanism: State budget shall disburse the entire counterpart funds.

Article 2. Ministry of National Defense shall

- Obtain appraisal opinions from the Ministry of Planning and Investment and opinions from relevant agencies to complete, appraise and approve the decision on investment in the Project accordance with applicable regulations.

Article 3. This Decision takes effect from the date on which it is signed.

The Minister of National Defense, the Minister of Planning and Investment and Heads of relevant units shall be responsible for implementation of this Decision./.
