RESOLUTION
INTRODUCING 2020 SOCIO-ECONOMIC DEVELOPMENT PLAN
THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Considering the Reports of the Government, Supreme People’s Court, Supreme People’s Procuracy, affiliates of the National Assembly and relevant bodies and opinions of National Assembly deputies;
HEREBY RESOLVES:
Article 1. General objectives
Focus on stabilizing macroeconomics; control inflation; boost productivity, quality, efficiency, independence and competitiveness of the economy. Complete institutions and mobilize resources; facilitate equal opportunities for investment and business. Further restructure the economy in connection with growth model reform; accelerate projects of national importance and key construction works; enhance the roles of key economic zones and major cities. Link nurture and training of a high-quality workforce with scientific-technological development and innovation; stimulate sustainable economic growth while foster cultural-social development and environmental protection, fortify national defense and security, and improve material and spiritual life of people. Improve land and natural resource management, environmental protection, prevention and control of natural disasters and epidemics, and response to climate change. Further organize and downsize the apparatus strictly; perform administrative and judicial reform; improve legislation and implementation and enforcement thereof. Exercise disciplines, implement laws, and prevent corruption, wastage and misconduct. Proactively communicate to obtain social consensus. Consolidate national defense and security, promote foreign affairs and international integration; ensure independence, sovereignty and territorial, sea and island integrity and a stable and peaceful development environment; elevate national reputation and position around the world. Deploy and implement free trade agreements to which Vietnam is a signatory; fulfill the duties of the 2020 ASEAN chairmanship, chairmanship of 41st AIPA General Assembly and 2020-2021 non-permanent UNSC membership.
Article 2. Main targets
1. Gross domestic product is predicted to increase by 6.8%.
2. Consumer price index is expected to rise by fewer than 4% on average.
3. Total export turnover is projected to increase by 7%.
4. Ratio of trade deficit to total export turnover is estimated to remain under 3%.
5. Total capital for investment in development is projected to reach 33-34% of GDP.
6. Percentage of poor households and poor districts according to multidimensional poverty guidelines is expected to fall by 1-1.5% and 4% respectively.
7. Urban unemployment rate is expected to fall under 4%.
8. Percentage of trained workers is expected to hit 65%, 25% of which are trained workers who have obtained degrees or certificates.
9. Number of sickbeds per ten thousand people is expected to reach 28 (excluding sickbeds in commune-level medical stations).
10. It is expected that 90.7 % of population purchase medical insurance.
11. It is expected that 90% of industrial zones and export processing zones have centralized wastewater treatment systems of environmental standards.
12. Forests are expected to cover 42% of land area.
Article 3. Main tasks and solutions
The National Assembly generally agrees with the tasks and solutions proposed in specialized appraisal and inspection reports from the Government, Supreme People’s Court, Supreme People’s Procuracy and National Assembly affiliates. Based on opinions from National Assembly deputies and the Central Committee of the Vietnamese Fatherland Front, the National Assembly hereby requests the Government and relevant bodies to fulfill the requirements and duties and adopt the solutions specified in the Conclusion No. 63-KL/TW dated October 18, 2019 of the 11th conference of the 12th Central Steering Committee of the Communist Party on 2019 state budget and socio-economic state and 2020 orientations and duties, and focus on the following tasks and solutions:
1. Continue to formulate and complete the legislative system in a modernized and synchronized manner, meeting integration requirements. Improve quality, consistency and feasibility of legislative documents; enforce laws strictly; focus on resolving difficulties, robustly remediate investment and business environments, and increase competitiveness and international ranking indexes. Promptly review and amend regulations of laws and institutions related to fulfillment of international commitments.
Renovate mechanisms for resource mobilization, distribution and utilization; promote different types of market systems equally; continue to facilitate and generate new growth drivers; focus on solutions for domestic resource attraction and promotion of privatization. Encourage entrepreneurship and innovation; and complete incentive policies, institutions and mechanisms for new business forms and hi-tech application; facilitate growth of large private business corporations and privatization of investment in and performance of large projects.
Effectively implement the Planning Law and planning-related laws, ordinances and resolutions; urgently develop and approve planning. Evaluate implementation of the Statistics Law; formulate socio-economic targets appropriate to the 2021-2025 period.
2. Continue to maintain macroeconomics stability, control inflation and sustain major balances to form the foundation for fast and sustainable development. Monitor real estate market, stock market, etc. to take corrective measures promptly and mitigate impacts on the economy.
Manage monetary policies proactively, flexibly and carefully and in consistent and effective cooperation with fiscal policies, strive to control inflation according to the targets set by the National Assembly in the 5 year socio-economic development plan for the 2016-2020 period. Improve credit quality and allocate to the prioritized areas of the economy. Aim to increase foreign exchange reserves of the state. Tighten financial - state budget disciplines; ensure transparency and thriftiness, prevent and combat corruption and wastage, and enhance responsibilities of leaders; ensure percentage of budget expenditure for investment in education, training, science and technology, and pay due attention to cultural investment; focus on handling and collection of accrued tax; ensure performance and disbursement schedules and improve use of public investment capital; thoroughly conserve budget for regular expenditure; and boost renovation of public service providers. Tightly control state budget deficit; and properly manage state financial funds unrelated to state budget. Directly allocate capitals of projects unfeasible or not yet started to other projects with high disbursement probability; urgently finish overdue projects and construction works. Continue to control public debts strictly and use public property effectively. Stimulate stock market growth. Implement roadmaps to ensure market prices are commensurate to power price and prices of essential public services such as education, healthcare, etc.
Boost trade promotion, and build a brand for Vietnamese goods. Expand, diversify and prevent dependence on a number of markets; effectively apply trade remedies and technical barriers in compliance with international commitments and the realities of the country; strictly handle price transfer, smuggling, trade frauds and goods origin frauds; promote official exports, especially agro products; prevent risks of imbalance between export and import in a number of localities. Proactively mediate commercial relations with major partners. Robustly enhance domestic market’s role and promote e-commerce. Successfully carry out the “Vietnamese prioritizing Vietnamese goods” campaign.
3. Restructure the economy more practically, accelerate the shift into a growth model based on scientific and technological application and innovation, improve workforce’s quality, productivity and efficiency of management, use and enhancement of resources of the economy.
Urgently implement the 2019 Law on Public Investment, continue to restructure public investment and improve capital use; promote IT application in and computerization of investment monitoring and assessment, integrate information systems and databases for investment management.
Continue to restructure credit institutions, robustly deal with poorly performing banks; strengthen cooperation between relevant regulatory bodies in handling bad debts. Improve inspection and monitoring of credit institutions. Develop modern banking technologies and e-payment.
Further implement roadmaps for restructuring of state-owned enterprises, focus on resolving difficulties in equitization and divestment for state-owned enterprises, ensuring transparency and improvement of performance of such enterprises post-equitization, and maximize state interest; strictly and thoroughly handle projects and enterprises suffering losses or performing poorly. Enhance the roles of and tighten cooperation between the Commission for the Management of State Capital at Enterprises and supervisory Ministries and clarify attribution of responsibilities thereof. Produce solutions for solid support for the collective economy, cooperatives and small and medium enterprises and realization of the potential thereof.
Boost sectorial and intrasectorial restructuring based on comparative advantages, and promote scientific and technological application. Concentrate on development of key industries that possess great potentials, many advantages and high added value; raise the percentages of the processing and manufacturing sectors. Further develop a number of foundation industries to meet the economy’s demands for basic means of production. Robustly promote ancillary industries, strengthen connection with foreign-invested enterprises; and participate in regional and global value chains at a higher and deeper level.
Generate growth of hi-tech agriculture, and modern and highly efficient goods manufacturing with a scale suitable to each category, product and market; boost new rural development, aim for at least 58% of communes meeting new rural standards. Urgently adopt solutions for livestock epidemic prevention and surveillance and for production stabilization. Flexibly utilize paddy land and convert to annual plant cultivation or rice cultivation combined with aquaculture to earn better yield and income.
Promote the ocean economy, enhance the roles of seaside economic zones and ecological industrial zones in connection with establishment and development of large ocean economic centers. Focus on producing and adopting solutions to quickly lift the yellow card imposed on the fishery sector by the European Commission; clarify responsibilities of all levels for inspection and monitoring at fishing ports and via the system for monitoring of commercial fishing vessels, and strictly handle violations. Exploit potentials and strengths, and concentrate on improvement of service quality, especially that of tourism, and reduce costs and improve efficiency of logistic services. Continue to review and complete mechanisms and policies for achieving breakthroughs, improve planning quality to boost key economic zones and regional connection, and enhance the role of major cities substantially. Formulate mechanisms for regional development management and connection on the basis of reviewing and regional planning as appropriate.
4. Mobilize and utilize resources, boost infrastructure construction and urban development; accelerate construction of the North-West expressway, clear land for Long Thanh international airport project and perform important, urgent and regionally significant traffic projects that promote connectivity. Continue to manage, repair, restore and maintain land traffic systems regularly. Facilitate projects on development of power sources and transmission grids; Complete legal frameworks for power price, promptly tap and develop renewable energy sources linked with environmental assurance, especially for solar energy. Develop digital infrastructure on modern and synchronized IT platforms. Actively promote the Vietnamese digital ecosystem with new business models, services and shared platforms; gradually grasp platform technologies to achieve breakthroughs in transformation into a digital economy. Resolve problems and attract resources for development of smart and modern metropolises. Further deal with traffic congestion and road flooding in Ha Noi, Ho Chi Minh and some other cities. Diversify forms of mobilization and utilize social resources to strongly attract private investment, and complete laws on PPP investment. Attract foreign investment in a selective manner and improve quality and efficiency thereof.
5. Focus on improving the workforce’s quality in connection with innovation and application of modern science - technologies, meeting market’s requirements, ensuring suitable sectorial and professional structures; develop mechanisms for talent attraction and employment. Prepare and deploy new general education programs; implement the (amended) Education Law and Law on amendments to a number of Articles of Law on Higher Education, encourage independence in higher education institutions. Concentrate on overcoming difficulties to facilitate advancements of education, training and vocational training. Improve higher education and college quality; successfully organize entrance examinations; ensure security, safety and hygiene in schools. Strongly promote scientific and technological markets, place enterprises at the center of innovation; further connect domestic and foreign innovation networks; produce outstanding mechanisms and policies to enable science, technology and innovation to become the main driving forces for growth and improvement of productivity, quality, performance and competitiveness of the economy; establish a national innovation center. Proactively participate in the fourth industrial revolution; formulate policies to achieve breakthroughs in terms of new business models, products, services and hi-tech application; complete institutions for intellectual property valuation, strive to protect intellectual property and strictly handle violations. Adopt solutions for promotion of national productivity in the near future. Tighten control over technological imports, and encourage hi-tech imports. Evaluate energy intensity to accomplish the target stated in the National Assembly’s Resolution No. 142/2016/QH13.
6. Pay attention to cultural preservation and promotion, and enhancement of national cultural heritage, strive for social progress and equality, and improve people’s quality of life. Elevate socio-cultural life, facilitate the cultural industry; properly mediate economic-social relationship. Ensure social security and employment, and alleviate poverty sustainably. Implement policies for and improve living conditions of people with meritorious services and their families; aim to eradicate poverty for all people with meritorious services by 2020. Continue to expand scope of social insurance, health insurance and unemployment insurance; provide solutions for social insurance debts to protect legitimate rights and interest of workers. Ensure social protection, senior care, education and protection for children for the sake of women’s advancement and youth development. Supply more social housing, housing for workers of industrial zones, and houses for rent, and ensure housing security for people living in areas prone to natural disasters. Focus on implementing ethnic and religious policies. Deploy the national target program for sustainable poverty alleviation; prioritize state budget and mobilize social resources for mountainous areas and ethnic minority areas; enable people to access and utilize basic social services; implement and establish livelihood, poverty alleviation and sustainable development models.
Properly launch the “All-people solidarity for promotion of civilized lifestyle” movement and “All-people solidarity for civilized urban and new rural development” campaign. Enhance national commendable values and acquire the cultural quintessence of humankind. Pay attention to familial affairs, gender equality and child abuse prevention; seriously implement the Children Law and UN Convention on the Rights of the Child.
Improve healthcare and health professionals’ quality, complete planning and continue to locate health facilities based on a simplified and effective arrangement. Enhance preventive medicine; improve people’s health, and prevent harm from tobacco and alcoholic beverages. Expedite construction of central and tertiary hospitals. Tighten control over medicines quality and boost centralized bidding to meet people’s healthcare needs. Control food safety. Focus on prevention of child malnutrition in mountainous areas, ethnic minority areas and areas with socio-economic difficulties.
Further promote sports and community sports. Properly prevent and combat social evils, especially for narcotic substances and superstition.
7. Prioritize resources for and proactively respond to climate change and prevent natural disasters; tighten control over resources, protect the environment and existing natural forests. Continue to inspect land management and use nationwide; strictly correct and handle violations against land management regulations; review current state and strictly handle cases where foreigners receive transferred land use rights or rent land unlawfully. Produce solutions for mobilization and utilization of land and natural resources. Promote international cooperation in sustainable water use; strictly control and utilize water sources, and ensure security and safety thereof. Harmonize environmental protection with socio-economic development. Tighten control over waste sources; reduce plastic waste; collect and recycle solid waste; heighten responsibilities of enterprises and people; strictly handle environmental pollution; facilitate the environmental industry; gradually establish a circular economy. Invest state resources in and mobilize social resources for modernization and improvement of disaster prediction and warning; urgently accelerate and deploy climate change response programs and plans, especially for sea level rise and landslides at shores. Robustly adopt solutions for sustainable development of the Mekong Delta. Deal with environmental and air pollution in Ha Noi and large cities; ensure quality of domestic water. Review and assess water pollution in a number of major rivers, propose solutions therefor, and report to the National Assembly in its 9th session.
8. Improve state management, tighten inspection and robustly prevent corruption and wastage. Promptly provide guidelines and implement policies concerning renovation, apparatus reorganization and downsizing linked with wage reform; ensure simplification and efficiency. Further delegate power and improve managerial capability of all levels and regulatory bodies. Tighten administrative laws and disciplines and emphasize leader’s responsibilities. Focus on deploying modern and continuous IT systems for operation of the National Assembly, the Government and central and local bodies. Quickly, vigorously and properly simplify administrative procedures, business conditions and specialized inspection to dispose of unofficial costs for enterprises and people; raise awareness of responsibility and morals of officials; strictly handle violations against regulations on fulfillment of official duties and recruitment and appointment of officials and public employees.
9. Consolidate resources for national defense and security and border protection; maintain socio-political stability; boost efficiency of foreign affairs and international integration. Strengthen connection between national defense and security and socio-economic development. Continue to renovate and modernize the judiciary, facilitate settlement of administrative denunciations and disputes, sentence enforcement, investigation and adjudication of major cases; take more precautions and strive to wipe out crimes, especially organized crimes, crimes involving foreign elements and crimes related to narcotic substances; prevent and strictly handle usury. Fight against social evils, immoral, uncivilized or offensive acts and acts that exert negative influence on society. Further ensure cyber information safety and security; adopt solutions to accident mitigation, traffic safety assurance, explosion prevention and management of explosives and toxics.
Persevere with the independent diplomatic style that aims for multilateralism and diversity; further strengthen relations with other countries and partners. Proactively monitor global and regional events to promptly respond to any problem arising, especially matters related to the South China Sea; be determined to protect sovereignty, sovereign rights, national interest and seafarer’s interest. Promote and deploy bilateral and multilateral cooperative mechanisms. Fulfill duties concerning overseas nationals and citizen protection; manage Vietnamese guest workers and foreign workers in Vietnam.
10. Boost journalism and communications; promote good and honest journalism; proactively and promptly provide and receive information from enterprises and people, especially for prevention of moral deterioration, anti-corruption and anti-wastage; raise awareness of compliance; commend exemplary cases and good deeds. Stop and handle unfavorable and harmful information on social networks strictly and promptly.
11. Further strengthen cooperation between regulatory bodies, organizations, the Fatherland Front Committee and mass organizations at all levels. Enhance the spirit of innovation and patriotic emulation in all regulatory bodies and at all levels; successfully convene the 10th National Patriotic Emulation Congress. Courteously receive citizens and settle their complaints and denunciations, promptly handle problems arising at grassroots level, ensure absolute security, safety and thorough preparation for Communist Party Congresses at all levels and election of National Assembly deputies and People's Council delegates.
Article 4. Implementation
The Government, local governments at all levels, Supreme People’s Court, Supreme People’s Procuracy and State Audit Office of Vietnam shall implement this Resolution ex officio.
The Standing Committee of the National Assembly, Ethnic Minorities Council, affiliates of the National Assembly, Delegations of the National Assembly Deputies and National Assembly deputies shall supervise the implementation of this Resolution.
The Central Committee of the Vietnamese Fatherland Front and affiliates thereof shall supervise and encourage people from all social strata to implement this Resolution.
The National Assembly hereby calls upon all citizens in Vietnam and overseas to honor patriotism and solidarity, utilize their capabilities, seize opportunities, and overcome difficulties and challenges to implement the 2020 socio-economic development plan and complete the 5-year socio-economic development plan for the 2016-2020 period successfully.
This Resolution was passed by the National Assembly of the Socialist Republic of Vietnam, 14th legislature, 8th session, on November 11, 2019.
