INTRODUCING GOVERNMENT’S ACTION PROGRAM ON POLITBURO’S RESOLUTION NO. 52-NQ/TW DATED SEPTEMBER 27, 2019 ON A NUMBER OF GUIDELINES AND POLICIES FOR ACTIVE PARTICIPATION IN FOURTH INDUSTRIAL REVOLUTION
THE GOVERNMENT
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in the fourth industrial revolution;
At the request of the Minister of Science and Technology,
HEREBY RESOLVES:
Article 1. Promulgated together with this Resolution is the Government’s action program on the Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in the fourth industrial revolution.
Article 2. This Resolution takes effect from the date on which it is signed.
Article 3. Ministers, heads of ministerial-level agencies, heads of Governmental agencies, chairpersons of People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals shall implement this Resolution./.

GOVERNMENT’S ACTION PROGRAM
ON POLITBURO’S RESOLUTION NO. 52-NQ/TW DATED SEPTEMBER 27, 2019 ON A NUMBER OF GUIDELINES AND POLICIES FOR ACTIVE PARTICIPATION IN FOURTH INDUSTRIAL REVOLUTION
(Enclosed with the Government’s Resolution No. 50/NQ-CP dated April 17, 2020)
The Politburo passed Resolution No. 52-NQ/TW dated September 27, 2019 (hereinafter referred to as “Resolution No. 52-NQ/TW”) on a number of guidelines and policies for active participation in the fourth industrial revolution with the general objectives being “seize opportunities arising from the fourth industrial revolution to facilitate growth model reform and restructuring of the economy in connection with achievement of strategic breakthroughs and modernization of the country; vigorously promote the digital economy; develop in a rapid and sustainable manner based on science - technology, innovation and high-quality workforce; improve people's quality of life and benefits offered; ensure national defense and security and protect the environment.”.
Pursuant to the viewpoints, objectives, guidelines and policies stated in Resolution No. 52-NQ/TW, the Government promulgates an action program with the following main contents:
I. OBJECTIVES AND REQUIREMENTS
1. Ensure the viewpoints, objectives, guidelines and policies stated in Resolution No. 52-NQ/TW are fully understood and properly implemented.
2. Specify main tasks of the Government, Ministries, Ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “ministries and local governments”) to accomplish the general and specific objectives of Resolution No. 52-NQ/TW.
II. MAIN TASKS AND SOLUTIONS
To accomplish the objectives of Resolution No. 52-NQ/TW, in the upcoming period, besides their official duties, Ministries, Ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities shall elaborate and perform the following tasks:
1. Change of mindset, unification of perceptions, and enhancement of the Communist Party’s leadership, state management and participation of Fatherland Fronts and socio-political organizations.
a) Ministries and local governments shall ensure that officials, public employees, armed forces and workers under their management thoroughly grasp the viewpoints, objectives, meanings, requirements and methods concerning our approach to the fourth industrial revolution, and regard this as a routine task.
b) Ministry of Information and Communications shall take charge and cooperate with the Ministry of Public Security, Ministry of Science and Technology, Central Propaganda and Training Commission, Central Committee of Vietnam Fatherland Front, ministries and local governments in informing contents of Resolution No. 52-NQ/TW to ministries, local governments and organizations of the Communist Party at all levels, Fatherland Fronts, organizations, enterprises and all people; elaborate and promote contents of Resolution No. 52-NQ/TW in connection with new issues and issues warranting a warning via mass media to raise the awareness of officials, members of the Communist Party, public employees and citizens towards major guidelines and policies for active participation in the fourth industrial revolution, garnering support from the public and the whole political system.
Improve and boost communications on the fourth industrial revolution based on the characteristics of each target group, promptly implement pilot models on a wide spread scale and promote exemplary cases. Utilize digital technology for communications.
2. Completion of institutions facilitating active participation in the fourth industrial revolution and the national digital transformation process
a) Ministries and local governments shall:
- Continue to robustly implement the Government’s Resolution No. 99/NQ-CP dated October 03, 2017 introducing the Government’s action plan on the Resolution No. 11-NQ/TW dated June 03, 2017 by the 5th conference of the 12th Central Steering Committee on completion of institutions of socialist-oriented market economy; and the Government’s Resolution No. 22/NQ-CP dated October 18, 2019 introducing action program on Politburo’s Resolution No. 30-NQ/TW dated July 25, 2018 on national cybersecurity strategy.
- Formulate flexible management mechanisms suitable for the digital business environment and facilitating innovation. Promptly promulgate regulatory sandboxes to try out new business models, services, products and technologies with high potential risk from the fourth industrial revolution before large-scale implementation. Such pilot implementation must be carried out at predetermined locations and times.
- Promote application of technologies from the fourth industrial revolution in forecasts, policy analysis, law formulation, promulgation and enforcement, ensuring timely and accurate information and policy feedback mechanisms, keeping up with the rapid pace of socio-economic changes.
b) Ministry of Planning and Investment shall take charge and cooperate with the Ministry of Finance and other relevant ministries in the following tasks:
- Research and amend regulations of laws, first and foremost, laws on enterprises, investment and business, to promote development of new business activities and models based on the digital economy, sharing economy, circular economy and innovation-based economy while promptly preventing negative effects on the society and economy. Enable enterprises to freely operate business lines not forbidden by law; create a business environment that is fair for both new and traditional business activities and models.
- Take charge and cooperate with the Ministry of Science and Technology in amending regulations on investment in a manner that facilitates capital attraction, share purchase, mergers and acquisitions concerning technology enterprises; and encourages foreign investors to invest in innovative startups.
c) Ministry of Information and Communications shall:
- Proactively follow regional and global legal frameworks to promote the digital economy. Complete laws and policies on data and data management to facilitate data production, connection, sharing and use, ensure domestic cybersecurity and information safety, and aim to connect with ASEAN and other countries around the world. Formulate the legal corridor for national electronic authentication and identification; and establish the national digital identity framework.
- Research, review and complete the legal framework for e-transactions.
- Build technical infrastructure and facilities for testing of information technology and communications products and solutions.
d) Ministry of Science and Technology shall:
- Complete financial policies to mobilize all societal resources for investment in scientific research, technology application and development and innovation. Provide mechanisms for state-owned enterprises to invest in technology research and development, make venture capital investments and invest in innovative entrepreneurship.
- Complete laws on intellectual property, intellectual property right protection and efficient and proper use of Vietnamese intellectual property; encourage commercialization and transfer of technologies and intellectual property rights, especially Vietnamese patents, in compliance with Vietnamese law and on the basis of national security interests. Encourage multinational corporations to place their research and development facilities in Vietnam.
dd) Ministry of Finance shall:
- Develop and complete the national finance database, connect, integrate and exchange information and data with ministries and local governments. Take charge and cooperate with the State Bank of Vietnam and relevant bodies in reviewing and completing financial and tax policies for cross-border services following economic development trends.
- Take charge and cooperate with the Ministry of Planning and Investment, Ministry of Information and Communications and relevant bodies in formulating the mechanism for order placement and public procurement by the State applicable to Vietnamese digital technological products.
e) Ministry of Labor - War Invalids and Social Affairs shall research, propose and establish the legal corridors for assistance for job creation, development of the labor market information system and forecasts based on digital technology, social security system restructuring and social policy completion following development trends of new business models arising from the fourth industrial revolution, ensuring all citizens have minimal income and are capable of preventing, reducing and minimizing risks. Promptly address challenges to social development.
g) Ministry of Construction, Ministry of Public Security, Ministry of Information and Communications, Ministry of Science and Technology and relevant local governments shall research, formulate and complete legal frameworks for sustainable smart city development; national technical regulations and standards; smart city data infrastructure and criteria for smart city operation assessment. Determine the pilot implementation roadmap and select cities for pilot implementation of the smart city model, during which, some specific mechanisms may be piloted in an efficient and practical manner.
h) Ministry of Justice shall research, propose and complete legal frameworks for property, contracts, ownership and other relevant matters applicable to the fourth industrial revolution.
i) Ministry of Natural Resources and Environment shall research, formulate and complete legal frameworks for adoption of new models of pollution control and adaptation to climate change and sea level rise, national technical regulations and standards concerning the environment and criteria for waste handling technology evaluation; formulate and implement policies and mechanisms to collect, create and manage digital resources about natural resources and the environment thoroughly, contributing to the country’s “space for development” management goal. Create a legal corridor for development of digital content services concerning natural resources and the environment.
3. Building and development of essential infrastructures for the fourth industrial revolution
a) Ministry of Information and Communications shall:
- Launch high quality high bandwidths nationwide, reaching all villages, schools, hospitals and community centers, with continuity and preparation for contingencies. Research, formulate and propose policies and mechanisms encouraging qualified sole proprietorships to build telecommunications infrastructure and other types of infrastructure for digital transformation.
- Take charge and cooperate with ministries, local governments and relevant bodies in researching, establishing and developing national databases in a synchronized manner. Establish, connect and synchronize national data centers and regional and local data centers. Regard data as an important resource for socio-economic development. Form reliable and stable data systems of the State and enterprises.
- Enhance Vietnam’s capacity for technological research and development, device manufacturing and application development to support digital transformation and the digital economy.
b) Ministry of Science and Technology shall further invest in enhancement of basic research capacity of higher education institutions and research institutes in connection with technology enterprise development. Continue to launch science and technology programs approved by the Prime Minister. Encourage establishment of science and technology intermediaries based on digital platforms, the Internet and cyberspace.
c) State Bank of Vietnam shall take charge and cooperate with the Ministry of Finance and relevant ministries in implementing the planning for development of a synchronized, consistent and shared national digital payment infrastructures to reduce the number of connections and connection costs and provide affordable payment services for people. Complete and formulate mechanisms and policies for cashless payment promotion and management and monitoring of cross-border online payment methods.
d) Ministry of Industry and Trade and Ministry of Transport shall research, develop and upgrade infrastructures necessary for application of technologies of the fourth industrial revolution, starting with energy and traffic infrastructures. Ensure national energy security. Review and revise design standards to apply new technologies in operation and management. Invest in pending crucial projects to produce widespread effects. Encourage as much private investment in development and operation of public infrastructure as possible.
dd) Ministry of Information and Communications, Ministry of National Defense, Ministry of Public Security, Government Cipher Commission and relevant bodies shall:
- Research and propose investments in technical infrastructure upgrade to ensure information safety and cybersecurity. Effectively implement the Politburo’s Resolution No. 29-NQ/TW dated July 25, 2019 on strategy for Fatherland protection in cyberspace; and the Politburo’s Resolution No. 30-NQ/TW dated July 25, 2019 on national cybersecurity strategy. Complete the national information safety and cybersecurity monitoring mechanism and model; and standards and regulations concerning cybersecurity. Provide policies on investment in specialized cybersecurity workforce and infrastructure, and enhancement of independence in cybersecurity. Raise the awareness of organizations, enterprises and citizens on cybersecurity, prevention of hi-tech crimes and data management. Closely cooperate with international organizations in monitoring cross-border cybercrime and hi-tech crimes. Form cybersecurity alliances. Formulate and propose strategies, guidelines, policies and plans for cybersecurity protection. Focus on protection of data stored in systems of importance to national security such as information systems of key bodies of the Communist Party and the State, finance, energy, aviation sectors, etc. Appraise, evaluate, inspect and supervise response to and remediation of incidents happened to information systems of importance to national security.
- Research and propose prioritized investments in building and modernization of private telecommunications networks of service to national defense and security and operation of bodies of the Communist Party and the State.
- Take charge in establishing and proposing to the Government and the Prime Minister legal corridors for prioritized investments in building and modernization of private telecommunications networks of service to operation of bodies of the Communist Party and the State to facilitate digital transformation in bodies of the Communist Party and the State following the trends of the fourth industrial revolution.
- Formulate and launch programs providing assistance for enterprises in research on and application of digital technology in digital transformation and the digital economy.
- Research and propose to the Government investment in and development and manufacturing of equipment, software and products of the security industry that involve specialized technologies to protect national security and ensure public order and social safety, which shall provide the basis for gradual mastering of core technologies and domestic production of accessories and equipment of modern information technology.
e) Ministry of Natural Resources and Environment shall take charge and cooperate with ministries and local governments in producing, updating, processing, providing and using digital resources and information concerning Vietnam’s natural resources and environment and supporting state management, socio-economic development and international integration.
4. National policy for innovation capacity enhancement
a) Ministry of Science and Technology shall:
- Research, review and propose plans for comprehensive restructuring of public scientific and technological research establishments. Establish and develop national innovation centers with a focus on key technologies of the fourth industrial revolution.
- Take charge and cooperate with the Ministry of Planning and Investment and Ministry of Finance in improving efficiency of public investments in scientific and technological activities on the basis of new best-practice management models around the world.
- Promote the national innovation system with enterprises being the center and higher education institutions and research institutes being strong researchers.
- Take charge and cooperate with the Ministry of Planning and Investment and Ministry of Finance in researching, formulating and proposing special and breakthrough mechanisms and policies for establishment and operation of innovation centers. Encourage domestic and foreign organizations, enterprises and universities to establish innovation centers in Vietnam.
- Provide guidelines for and take charge and cooperate with relevant ministries in researching, formulating and promulgating national technical regulations and standards for products and services supporting participation in the fourth industrial revolution. Form legal frameworks and a system of policies in a synchronous and timely manner to deploy and promote new technologies.
- Take charge and cooperate with relevant bodies in compiling and promulgating list of key technologies of the fourth industrial revolution.
- Research and propose models, mechanisms and policies to achieve breakthroughs in development of hi-tech parks.
- Cooperate with the People's Committees of Hanoi, Ho Chi Minh City and Da Nang in boosting the national innovation and entrepreneurship ecosystem; and development of innovation metro areas of international standards in Hoa Lac hi-tech park, Ho Chi Minh City and Da Nang.
- Formulate and launch programs providing assistance for enterprises in technological research and application. Review and complete regulations on establishment and use of science and technology development funds of enterprises in a manner that enables enterprises to proactively use their funds for technology transfer and research and development.
- Formulate and launch programs providing assistance for enterprises in technological research and application and enhancement of productivity, quality, performance and competitiveness of the economy.
- Research and establish test areas for technology enterprises based on international advanced models. Recognize and develop technical regulations and standards for new business models, technologies and products and compile lists of such regulations and standards.
- Research and propose incentive mechanisms for scientific research in information technology, cybersecurity and information safety; provide incentive policies and assistance for leading scientists and experts of these fields to research and develop products benefitting Vietnam.
- Take charge and cooperate with the Ministry of Planning and Investment and Ministry of Information and Communications in developing and launching the national strategy for technology enterprise development, prioritizing hi-tech enterprises with Vietnam-based design, innovation and production.
b) Ministry of Planning and Investment shall:
- Take charge and cooperate with the Ministry of Science and Technology and relevant bodies in establishing and promptly putting the national innovation center in Hoa Lac hi-tech park into operation according to the Prime Minister’s Decision No. 1269/QD-TTg dated October 02, 2019.
- Promote Vietnam Innovation Network, which was established by the Ministry of Planning and Investment in 2018.
5. Development of workforce for the fourth industrial revolution
a) Ministry of Information and Communications shall:
- Equip people with digital skills and skills in information safety and cybersecurity assurance. Boost communications, raise awareness and foster digital culture in the community.
- Take charge and cooperate with the Ministry of Education and Training and relevant ministries and local governments in training and improving the workforce for information safety and cybersecurity assurance in the fourth industrial revolution.
b) Ministry of Education and Training shall take charge and cooperate with the Ministry of Information and Communications, Ministry of Labor - War Invalids and Social Affairs and relevant ministries and regulatory bodies in the following tasks:
- Comprehensively review and revise educational and training contents and programs in a manner that promotes competency-based learning, innovative mindset and ability to adapt to the fast-changing technological environment; incorporate basic digital skills and foreign languages into the national educational program. Reform learning and teaching approaches based on digital technology; evaluate quality of information technology programs of higher education institutions based on assessments of enterprises. Encourage adoption of new digital-based educational and training models. Provide incentive mechanisms for organizations, individuals and enterprises directly involved in education and training and development of products for the digital economy. Establish a number of excellent technology education and training centers through public-private partnerships. Continue to complete mechanisms and policies for attraction and employment of high quality workforce.
- Take charge and cooperate with the Ministry of Science and Technology in developing strong research teams for key technologies of the fourth industrial revolution.
- Form networks with foreign educational and training institutions to enable Vietnamese to research, study and improve their capacity, meeting the requirements of the fourth industrial revolution.
c) Ministry of Labor - War Invalids and Social Affairs shall take charge and cooperate with the Ministry of Information and Communications and relevant ministries in:
- Vigorously enhance vocational training and skill training for the fourth industrial revolution. Enable vocational training institutions to enter into joint ventures with domestic and foreign enterprises to provide training in necessary disciplines; provide assistance for workers taking refresher courses and training courses to take on a new job.
- Develop and launch suitable programs for improvement of digital skills and innovation skills of workers of all fields. The State shall provide assistance for workers taking refresher courses to take on a new job
d) Ministry of Public Security shall:
- Take charge and cooperate with the Ministry of Education and Training in formulating textbooks and teaching materials of information safety and cybersecurity suitable for each educational level to incorporate these contents into training programs and courses for all citizens.
- Take charge and cooperate with relevant ministries in providing refresher courses on cybersecurity operations for cybersecurity forces, officials, public employees and workers to jointly protect cybersecurity.
- Take charge and cooperate with the Ministry of Information and Communications and relevant ministries in educating people on cybersecurity and hi-tech crime prevention.
dd) Ministry of Science and Technology shall:
- Take charge and cooperate with the Ministry of Foreign Affairs in forming knowledge and talent networks for key technologies of the fourth industrial revolution. Continue to complete mechanisms and policies to further enable overseas Vietnamese and foreign intellectuals and scientists to participate in scientific research, training and new technology transfer in Vietnam.
- Take charge and cooperate with the Ministry of Education and Training in implementing the state-funded scheme for development of domestic and foreign science and technology workforce more effectively; training science and technology workforce via technology research and development tasks in overseas reputable research and training institutions to receive and master new technologies; researching and completing relevant regulations to heighten efficiency of science and technology workforce development.
6. Policies for development of prioritized industries and technologies
a) Ministry of Information and Communications, Ministry of Public Security, Ministry of Finance, Ministry of Agriculture and Rural Development, Ministry of Industry and Trade, Ministry of Health and Ministry of Culture, Sports and Tourism shall intra vires research and propose solutions and policies for targeted development of prioritized industries with high readiness level such as information technology, electronics - telecommunications; information safety, cybersecurity; smart manufacturing; finance - banking; e-commerce; digital agriculture; digital tourism; digital culture; healthcare; and education and training.
b) Ministry of Science and Technology shall prioritize resources for a number of national key research programs concerning the fourth industrial revolution. Focus on promoting prioritized industries that are practical to develop specific products complementing Vietnam’s competitive advantages and strategic and basic technologies of the fourth industrial revolution, creating an impact on other industries, such as information technology and communications, mechatronics; new technologies in the energy sector; artificial intelligence and automation; biotechnology and biomedical electronics.
c) Ministry of Health shall focus on researching and developing vaccine production technologies; researching, mastering and applying advanced biotechnologies in healthcare - pharmacy; apply modern technology in preventive medicine and medical services; boost information technology application in healthcare; and vigorously promote cashless payment in healthcare.
7. International integration policies
a) Ministry of Planning and Investment shall:
- Take charge and cooperate with the Ministry of Science and Technology in further attracting and utilizing resources from other countries and international partners for technology transfer, innovation, entrepreneurship, application and research.
- Take charge and cooperate with the Ministry of Finance, Ministry of Information and Communications and State Bank of Vietnam in completing laws and policies for foreign direct investments in a manner that raises technology standards, encourages joint ventures and enhances technology cooperation and transfer between domestic enterprises and direct investment enterprises; strictly managing operations on cross-border service provider platforms of enterprises to ensure a fair domestic business environment. Complete regulations of laws on foreign joint ventures.
b) Ministry of Foreign Affairs shall:
- Proactively promote international technology exchange. Further connect domestic enterprises and research bodies with reputable foreign technology conglomerates and research organizations; boost technology transfer and foreign investments in connection with high technology, especially for key technologies of the fourth industrial revolution.
- Cooperate with the Ministry of Science and Technology and relevant ministries in following and providing information on development trends of the fourth industrial revolution and policies and experience of other countries when they participate in the fourth industrial revolution.
c) Ministry of Science and Technology shall take charge and cooperate with the Ministry of Foreign Affairs in researching, expanding and deepening cooperation on science, technology and innovation with partners, especially strategic partners with advanced scientific and technological level that are leading the fourth industrial revolution. Proactively participate in global innovation networks.
8. Policies facilitating digital transformation in bodies of the Communist Party, the State, Fatherland Fronts and socio-political organizations
a) Ministries and local governments shall continue to robustly implement the Government’s Resolution No. 17/NQ-CP dated March 07, 2019 regarding certain key tasks and measures for electronic Government development for the 2019 - 2020 period with a vision towards 2025 to encourage further participation from people and enterprises and enhance state management efficiency. Create digital data of all levels of governments, enabling all citizens to obtain necessary updates on state operation. Invest in online transaction and data management and collection infrastructures in state agencies.
b) Ministry of Information and Communications shall establish legal frameworks to enable citizens and enterprises to use data and interact with governments at all levels via digital identities. Invest in online transaction and data management and collection infrastructures in state agencies.
c) Ministry of Home Affairs shall take charge and cooperate with relevant bodies in formulating and implementing the scheme for preparation of officials and public employees for the fourth industrial revolution; and scheme for standardization and enhancement of capacity of state management officials. Specify functions, duties and mechanisms of cooperation between state agencies regarding digital transformation. Complete administrative procedures for operation of digital governments and minimize face-to-face transactions.
III. IMPLEMENTATION
1. Based on Resolution No. 52-NQ/TW and the Government’s action program on Resolution No. 52-NQ/TW, ministries, ministerial-level agencies, Governmental agencies and People’s Committees of provinces and central-affiliated cities shall intra vires formulate their own plans for implementation of Resolution No. 52-NQ/TW and the Government’s action program on Resolution No. 52-NQ/TW before June 01, 2020.
2. Ministers, heads of ministerial-level agencies and Governmental agencies, and Chairpersons of People’s Committees of provinces and central-affiliated cities shall direct specific tasks and solutions; inspect and expedite implementation of this action program, and submit annual reports on such implementation to the Ministry of Science and Technology before December 01 of every year, which shall submit a consolidated report to the Government in the year-end meeting session.
3. Ministry of Science and Technology shall take charge and cooperate with ministries and local governments in monitoring and expediting implementation of this action program and submitting annual reports and propose measures necessary for synchronized and efficient implementation of this action program to the Government and the Prime Minister before December 31 of every year; and closely following the agendas of the Central Steering Committee of the Communist Party, the Politburo, the Secretariat, the National Assembly and the Standing Committee of the National Assembly to report as regulated.
4. During the implementation of this action program, any amendment considered necessary should be proposed to the Ministry of Science and Technology for consolidation and reporting to the Government, which shall consider and make the final decision./.
