Implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government promulgating interim regulations on “Safety and flexibility and effective control of COVID-19”, in consideration of the current pandemic situation in Vietnam and in the world, high national COVID-19 vaccination coverage; in order to harmonize economic development and effective control of COVID-19 pandemic in agencies, enterprises, schools and provinces, the Ministry of Health require Directors of the Departments of Health of provinces and central-affiliated cities and Chiefs of units affiliated to the Ministry of Health to organize quarantine/isolation for confirmed COVID-19 cases (F0 cases) and their close contacts (F1 cases) according to conditions and resources of their provinces. To be specific:
1.1. Identification of F1 cases shall be carried out according to Official Dispatch No. 11042/BYT-DP dated December 29, 2021 on adjustment of definitions of COVID-19 cases (Appendix issued herewith).
1.2. Quarantine of F1 cases
a) People who have received at least 02 doses of COVID-19 vaccines (presented in the certificate of COVID-19 vaccination, on “SSKĐT” or “PC-Covid” application) according to regulations and the last dose has been administered for at least 14 days or they have recovered from COVID-19 within 3 months from the day on which they are identified as F1 cases (with discharge certificate/certificate of recovery from COVID-19):
Stay in quarantine for 05 days at home, accommodation or other eligible areas for quarantine arranged and set up by local agencies, organizations, units, schools (1) from the last date of exposure; take a test for SARS-CoV-2 with PCR or antigen method (antigen rapid test or by immunoassay machine) on the 5th day of quarantine performed by medical workers or by the F1 cases themselves under the supervision of medical workers whether directly, indirectly or through remote supervision media. If results are negative, continue self-monitoring for the next 5 days and strictly comply the 5K Rules. If there are unusual signs of health (fever; cough; sore throat; runny nose, stuffy nose; body pain, fatigue, chills; decrease or loss of taste; decrease or loss of smell; headache; diarrhea; shortness of breath; respiratory tract inflammation), report to health authorities for monitoring, testing and treatment according to regulations.

Stay in quarantine for 07 days at home, accommodation or other eligible areas for quarantine arranged and set up by local agencies, organizations, units, schools (1) from the last date of exposure; take a test for SARS-CoV-2 with PCR or antigen method (antigen rapid test or by immunoassay machine) on the 7th day of quarantine performed by medical workers or by the F1 cases themselves under the supervision of medical workers whether directly, indirectly or through remote supervision media. If results are negative, continue self-monitoring for the next 3 days and strictly comply the 5K Rules. If there are unusual signs of health (fever; cough; sore throat; runny nose, stuffy nose; body pain, fatigue, chills; decrease or loss of taste; decrease or loss of smell; headache; diarrhea; shortness of breath; respiratory tract inflammation) report to health authorities for monitoring, testing and treatment according to regulations.
Isolation shall be carried out according to the guidelines of Decision No. 250/QĐ-BYT dated January 28, 2022 of the Ministry of Health on promulgating guidelines on diagnosis and treatment for COVID-19.
Measures to prevent and control the COVID-19 pandemic need to be carried out in a manner that they ensure the uniformity of health, administrative and socio-economic measures and must be strictly and drastically carried out by all individuals, families, agencies, organizations, enterprises, schools and provinces.
This Official Dispatch replaces Official Dispatch No. 10696/BYT-MT dated December 16, 2021 of the Ministry of Health on medical quarantine/isolation for F1 cases that have been fully vaccinated or have recovered from COVID-19.
Directors of the Departments of Health of provinces and central-affiliated cities, Heads of units affiliated to the Ministry of Health and relevant units shall implement this document. Difficulties that arise during the period of implementation of this Circular should be reported to the Ministry of Health (Department of Preventive Medicine) for research, update and amendment./.

DEFINITION OF CLOSE CONTACTS (F1 CASES)

Close contacts (F1 cases) are defined in Official Dispatch No. 11042/BYT-DP dated December 29, 2021 on adjustment of definitions of COVID-19 cases.
Close contacts (F1 cases) mean one of the following cases:
- A person who has physical contact (shaking hands, hugging, kissing, direct skin-to-skin contact, etc.) with a confirmed Covid-19 case (F0 case) during the F0 case's contagious period.
- A person who wears a mask, has contact or communication with a F0 case within 2 meters or in the same narrow and closed space and for at least 15 minutes during the F0 case's contagious period.
- A person who does not wear any mask, has close contacts and communication with a F0 case within 2 meters or in the same narrow and closed space during the F0 case's contagious period.
- A person who directly provides care, examination or treatment for an F0 case during the F0 case's contagious period without adequate use of personal protective equipment (PPE).
The contagious period of an F0 case begins 2 days before the onset (for a confirmed case without symptoms, the contagious period begins 2 days before the day on which he/she tests positive for Covid-19) and ends on the day on which test result is negative or CT value ≥30.
