Currently, complicated developments of the COVID-19 pandemic are taking place in many countries and territories around the world with the appearance of dangerous and fast-spreading variants such as Delta and Omicron. The COVID-19 situation in Vietnam has been basically brought under control. However, new COVID-19 cases have increased in some provinces and cities. For the purposes of active supervision, early detection and effective management of new COVID-19 cases in the context of safe and flexible adaptation to and effective control of the COVID-19 pandemic which should be conformable with actual conditions and resources of each province/city, the Ministry of Health hereby request Directors of Provincial Departments of Health and heads of units affiliated to the Ministry of Health to carry out COVID-19 surveillance for the following population groups:
1. Surveillance case (suspected case) is one of the following cases:
a) A person who is a close contact of a confirmed case (F1) and has at least two of the following clinical signs or symptoms: fever, cough, sore throat, congestion or runny nose, muscle or body aches, fatigue, chills, loss of taste or smell or a reduction in these senses, headache, diarrhea, dyspnea, difficulty breathing, and respiratory symptoms.
b) A person who meets epidemiological criteria (excluding F1) and has at least 2 of the abovementioned clinical signs or symptoms.
c) A person who has a positive SARS-CoV-2 antigen-detecting rapid diagnostic test (Ag-RDT) (except the cases specified in Points b, c and d Section 2).
A person who meets epidemiological criteria (excluding F1) means:

- A person residing in or coming from an active outbreak area.
2. Confirmed case (F0) is one of the following cases:
a) A person who has tested positive for SARS-CoV-2 by PCR (polymerase chain reaction) method.
b) A person who is an F1 and has a positive SARS-CoV-2 Ag-RDT.
c) A person showing clinical signs or symptoms of a suspected case (specified in Point a Section 1), having a positive SARS-CoV-2 Ag-RDT and meeting epidemiological criteria (excluding F1).
d) A person who has a positive SARS-CoV-2 Ag-RDT twice in a row (the 2nd test result is given within 8 hours from time of obtaining the 1st positive test result) and meets epidemiological criteria (excluding F1).
Biologicals used in SARS-CoV-2 Ag-RDT must be ones approved by the Ministry of Health. Ag-RDT must be performed by health officers or persons who meet suspected case criteria under either direct or indirect supervision of health officers.
3. Close contact (F1) is one of the following cases:
- A person who has direct physical contact such as shaking hands, hugging, kissing, direct skin-to-skin contact or body contact, etc. with a confirmed case (F0) during the infectious period of F0.

- A person who did not wear a face mask while having close contact or communicating within 2 meters, or in a narrow and closed space, with a confirmed case (F0) during the infectious period of F0.
- A person providing medical care, examination and treatment directly for F0 during the infectious period of F0 without using adequate personal protective equipment (PPE).
The infectious period of F0 starts from 2 days before the onset of symptoms (or, for asymptomatic people, 2 days before the positive specimen collection date) until they are tested negative or have CT values ≥30.
Directors of Provincial Departments of Health, heads of units affiliated to the Ministry of Health and relevant agencies are requested to promptly implement guidelines herein. Difficulties that arise during the implementation of this document should be reported to the Ministry of Health (via General Department of Preventive Medicine) for consideration and modification of guidelines for COVID-19 surveillance, prevention and control./.
