DECISION
APPROVING VIETNAM’S ROOFTOP SOLAR PHOTOVOLTAIC PROMOTION PROGRAM DURING 2019 - 2025
MINISTER OF INDUSTRY AND TRADE
Pursuant to the Government's Decree No. 98/2017/NĐ-CP dated August 18, 2017 on functions, tasks, entitlements and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Prime Minister’s Decision No. 2068/QĐ-TTg dated November 25, 2015 approving Vietnam’s Strategy for Development of Renewable Energy by 2030 and the orientations towards 2050;
Pursuant to Decision No. 3816/QĐ-BCT dated October 02, 2017 of the Ministry of Industry and Trade on functions, tasks, entitlements and organizational structure ofElectricity and Renewable Energy Authority (EREA);
At the request of Director of EREA;
DECIDES:
Article 1.Approving Vietnam’s Rooftop Solar Photovoltaic (RSP) Promotion Program during 2019 – 2025 (hereinafter referred to as the Program) with the following primary contents:
1. Name of the Program: Rooftop Solar Photovoltaic Promotion Program during 2019 – 2025.
2. Objectives of the Program:
a) Overall objectives: Implement the national strategy for development of renewable energy through solutions for development of RSP market.
b) Specific objectives: By 2025, there will be 100 thousands of RSP systems (or equivalent to 1.000MWp) nationwide.
3. Components of the Program:
3.1. Develop and complete policies and regulations on assistance in development of RSP towards preparedness to convert under market conditions.
This component includes the following activities:
a) Evaluate the potential of RSP and its impact on the distribution grid.
b) Propose of policies and regulations on RSP promotion.
3.2. Standards, inspection and testing
This component includes the following activities:
a) Establish standards, regulations and guidance on equipment, installation, connection and operation of RSP systems;
b) Establish procedures for quality inspection of RSP equipment; improvement of capacity of inspecting units and specialized regulatory bodies.
3.3. Promotion of market conditions and pilot sponsorship program
This component includes the following activities:
a) Carry out study, analysis, survey of the market, determine the demand and roles of relevant parties (suppliers of goods and services, investors, project developers, rooftop owners, power buyer) and determine of target group, potential sources of financial and technical assistance.
b) Execute pilot sponsorship programs/projects for investment and technical assistance.
3.4. Rooftop Solar (RTS) certification program:
This component includes the following activities:
a) Evaluate demand and development of the plan for improvement of capacity and provision of training for regulatory bodies, investors, service providers, installers, operators, relevant organizations and individuals.
b) Execute programs for training and issuance of RTS certificates for providers of equipment, consulting services and installing units that participate in the Program.
c) Develop and implementation of the plan for improvement of capacity of relevant universities and vocational schools.
3.5. Development of the management information system and promotion strategy.
This component includes the following activities:
a) Develop and maintain the online database about solar power and RSP in order to support management, planning, supervision, reporting and market development.
b) Develop strategy, design and execute programs for promotion and sharing of information about RPS (websites, television programs, conferences, talk shows, etc.).
c) Organize conferences and forums for discussion and exchange of experience and recommendation of policy development and propagation of development models.
Specific activities of the Program are provided in the Appendix.
4. Execution period: 2019 – 2025.
5. Mechanism for mobilizing resources to the Program
- Integrate activities of the Program with technical assistance projects, projects funded by ODA grants and managerial activities of the Ministry of Industry and Trade.
- Financing sources of local governments: local government budgets and other mobilized sources.
- It is recommended to mobilize private financing sources to execute the Program.
6. Organizing the implementation:
a) EREA shall:
- Take charge and cooperate with relevant agencies, units, the People’s Committees of provinces and EVN in execute the Program.
- Establish a Program Coordinating Board that consists of heads of relevant units of the Ministry of Industry and Trade, heads of EVN and representatives of sponsors and presides over development of annual plans and execution of the Program. The Program Coordinating Board will receive assistance from a group of experts that are representatives of units, sponsors and independent experts. The costs of operation of the group of experts shall be covered by sponsors.
- Organize periodic, mid-term and terminal evaluation of the Program; enhance cooperation between the parties to ensure achievement of objectives of the Program.
- Submit periodic reports to the Minister of Industry and Trade on progress and proposed solutions for execution of the Program.
b) The People’s Committees of provinces shall:
- Cooperate with the Ministry of Industry and Trade in researching and evaluating potential areas for RSP development in accordance with the planning for development of urban areas, industrial zones and economic zones.
- Provide a mechanism for encouraging RSP installation on administrative, commercial and office buildings.
- Cooperate with the Ministry of Industry and Trade and EVN in development and deployment of solar power and RSP management information system.
c) EVN shall:
- Deploy RSP assistance activities within its jurisdiction.
- Instruct electricity units to connect to RSP systems in a timely manner; ensure conformity and operational safety.
- Develop and deploy the solar power and RSP management information system nationwide.
Article 2.This Decision comes into force from the day on which it is signed.
Article 3.Chief of the Ministry Office, the Director of the Financial and Enterprise Innovation Department, Director of EREA, Director of Electricity Regulatory Authority, General Director of EVN and heads of relevant units are responsible for the implementation of this Decision./.
