DECISION
APPROVING THE PROGRAM FOR DIGITALIZATION OF NATURAL RESOURCES AND ENVIRONMENT SECTOR BY 2025 WITH ORIENTATIONS TOWARDS 2030
MINISTER OF NATURAL RESOURCES AND ENVIRONMENT
Pursuant to the Government’s Resolution No. 50/NQ-CP dated April 17, 2020 on promulgating Government’s action program on Politburo’s Resolution No. 52-NQ/TW dated September 27, 2019 on a number of guidelines and policies for active participation in the fourth industrial revolution;
Pursuant to the Prime Minister’s Decision No. 749/QD-TTg dated June 03, 2020 introducing program for national digitalization by 2025 with orientations towards 2030;
Pursuant to the Prime Minister’s Decision: No.701/QD-TTg dated May 26, 2020 improving National Committee on e-Government; No.950/QD-TTG date August 01, 2018 approving project for development of smart city and sustainable in Vietnam from 2018 to 2015 with orientations towards 2030; No.2117/QD-TTg date December 16, 2020 promulgating list of prioritized technology to develop research and application for active participation in the fourth industrial revolution; No.2289/QD-TTg dated 31/12/2020 promulgating national strategies on fourth industrial revolution by 2030; No.127/QD-TTg dated 26/1/2021 promulgating national strategies on research, development and application artificial intelligence (AI) by 2030; No. 206/QD-TTg dated February 11, 2021 approving the program for digitalization of library sector by 2025 with orientations towards 2030;
Pursuant to the Government's Decree No. 36/2017/ND-CP dated April 04, 2017 defining the functions, tasks, entitlements and organizational structure of the Ministry of Natural Resources and Environment
At the request of the Director General of Information Technology and Natural Resources and Environment Data Authority (DINTE)
HEREBY DECIDES:
Article 1. The program for digitalization of the natural resources and environment sector by 2025 and the vision towards 2030 is promulgated together with this Decision;
Article 2. This Decision takes effect from the date on which it is signed.
Article 3. Director General of Information Technology and Natural Resources and Environment Data Authority (DINTE), Heads of units of the Ministry, Directors of Departments of Natural Resources and Environment of provinces and relevant units are responsible for the implementation of this Decision.

PROGRAM
DIGITALIZATION OF THE NATURAL RESOURCES AND ENVIRONMENT SECTOR BY 2025 WITH ORIENTATIONS TOWARDS 2030
(Promulgated together with Decision No. 417/QD-BTNMT dated 10/3/2021 by the Minister of Natural Resources and Environment)
I. VISION TOWARDS 2030
The natural resources and environment sector manages and operates on the basis methods, processes and models of digital technology and results of analyzing and processing digital data; applies science and technology to innovation and high quality staffs. Create initiative, effectiveness and efficiency in: management, exploitation, efficient and sustainable use of natural resources; environment protection; conservation and development of biodiversity; proactively cope with climate change and sea level rise; natural disaster prevention and mitigation; build of a green economy, circular economy, environmental friendly.
II.TARGETS
2.1 Targets by 2025
a) Development of the digital Government with enhanced efficiency and performance
- Fundamentally complete the system of legislative documents, standards, regulations and technical regulations in accordance with rapid changes of technology, ensure the development and operation of the e-Government sector and meet the requirements of digitalization process.
- 100% of online public services must be provided at level 4 and on multiple device platforms, authenticated once, optimized and brought convenience to users; 70% of public administrative services must be arisen online application and integrate online public services with the National Public Service Portal. 90% of people and enterprises are satisfied with the processing of administrative procedures.
- Maintain 100% of work dossiers are processed online (excluding work dossiers concerning state secrets)
- 100% of comprehensive reports, periodic reports and statistical reports of Ministry are completely created online, connected, integrated and shared on the National report information system;
- 80% of databases on natural resources and environment are built and updated on the big data platform with contributions from organizations, individuals and communities; in which the national land database, national geography and demography database; national environment database must be basically completed; be prepared to connect, share and provide open data for implementing online public services to serve people and enterprises, operate e-government, orient towards digital government, develop digital economy and society digital, smart city.
- 80% of equipment used in investigation, survey, monitoring and measurement use digital technology to ensure direct reception of digital data, 70% of which are integrated with smart solutions using Internet of Things (IoT) technology.
- At least 50% of the management, direction, administration and expertise duties of the sector are completely based on data analysis and process using artificial intelligence (AI) technology; in which up to 80% of the monitoring, forecast and warning on natural resources and environment are based on analysis, processing of big data in real-time in order to make accurate, timely, and conformable decisions
- 50% of inspection and examination activities of the sector are carried out through the digital environment and the information systems of the regulatory authorities.
- Ensure cyber-security according to the 4-layer model, 100% of the Ministry's servers and workstations are equipped with anti-malware solutions; complete determination of cyber-security level; 100% of information systems at levels 3, 4, 5 and important national information systems are monitored to ensure information safety and security.
- 100% of people working in the sector are provided with training and advanced training on digital skills in which 30% of those are provided with training and advanced training on data analysis and processing skills.
- Spending on e-Government development, digitalization, maintenance and operation of digital technology systems is expected to account for from 1,5% to 2% of the total non-business budget and development investment.
b) Development the digital economy, improvement the competitive power of the economy
- Formulate and complete mechanisms and policies on the acquisition, creation and management of digital natural resources in terms of the natural resources and environment sector for the development the digital economy.
- Provide and deploy data and information services on natural resources and environment for organizations, individuals and communities to develop digital economy and digital content services. Contribute the proportion of the digital economy to be accounted for 20% of GDP, annual labor productivity to be increased by 7%.
c) Development of a digital society, bridging digital gaps
Carry out dissemination of information and digital communication to raise public awareness about digitalization of the natural resources and environment sector Use digital methods and technology to improve service quality, interoperability, transparency, guarantee accountability of state agencies to satisfy people and enterprises, create a habit of using digital services and contribute to digital society development
2.2 Targets by 2030
a) Development of the digital Government with enhanced efficiency and performance
- Formulate and complete mechanisms and policies on guarantee of the development of digital Government in the natural resources and environment sector. Complete mechanisms, policies and implement them to acquire, create and comprehensively manage digital resources in terms of natural resources and environment, serve the management of the country's "development space"
- Reduce 30% of the quantity of administrative procedures; provision 50% of the public services is participated in non-state organizations. 100% of online public services must be involved online records and integrate online public services with the National Public Service Portal. 95% of people and enterprises are satisfied with the processing of administrative procedures.
- Complete the database on protection of national sovereignty on natural resources and environment in cyberspace, continuously update it with the participation and contributions of organizations, individuals and communities; ensure the provision and sharing of data for the implementation of public services to serve people and enterprises to build foundation for the development of digital Government, digital economy, digital society and smart cities.
- 100% of equipment for investigation, survey, monitoring and measurement is digital-based and able to directly acquire digital data, 90% of which uses Internet of Things (IoT) technology.
- Management, direction, administration, professional expertise, monitoring, forecast and warning about the natural resources and environment sector are completely based on analysis and processing of big data by artificial intelligence in real-time in order to make accurate, timely decisions
- At least 70% of inspection and examination activities of the sector are carried out through the digital environment and the information systems of the regulatory authorities.
- Ensure information security for the initiation and operation of the digital Government
- 100% of people working in the sector are trained in digital skills to meet the requirements for deploying and operating the digital Government.
- Spending on e-Government development, maintenance and operation of digital technology systems is expected to account for from 2% to 3% of the total state budget
b) Develop the digital economy; improve the competitive power of the economy
- Complete financial mechanisms to build, and use data, information about natural resources and environment.
- Mobilize organizations, individuals and communities to build, provide digital data and digital services... on natural resources and environment. Provide sufficient data and information services on resources and environment for development of digital economy and digital content services. The digital economy is expected to account for 30% of GDP; annual labor productivity is expected to increase by 8%
c) Develop a digital society, bridging digital gaps
Improve management capacity, service, transparency, guarantee accountability of state agencies to satisfy people and enterprises on digital platform, contribute to the development of a digital society, bridge digital gaps.
III. PRIMARY OBJECTIVES
3.1 Formulate and improve regulations on digitalization
a) Complete the system of legislative document, regulations on processing administrative procedures, standards, technical regulations, technical regulations, technical and economic norms to ensure the construction of the digital resources and environment sector
b) Formulate mechanisms, policies and deployment to acquire, create and comprehensively manage digital resources in terms of natural resources and environment, serve the management of the country's "development space" including institutional frameworks for controlled testing (sandbox).
c) Research, formulate and complete the legal framework for the deployment of new models of environmental pollution control, response to climate change and sea level rise; national technical standards and regulations on environment, specific criteria for assessment of waste treatment technology.
d) Formulate an overall strategy of digital resources in terms of natural resources and environment by 2030 with orientation towards 2035.
e) Create a legal corridor to develop digital content services in terms of resources and environment.
3.2 Develop digital infrastructure
a) Complete digital infrastructure, data center of digitalization with criteria including modernity, intelligence, inheritance, effective use, synchronization, national scale, high speed, cyber-security. Combine centralized and distributed models, access to Cloud System of Government, local authorities, ministries and branches in cloud computing; integrate with Could Service of international or domestic suppliers; ensure connection, automation on receiving data on IoT platform; provide the management and storage capacity on big data; provide analysis, process and calculation capability for using AI technology; ensure the provision and share of data, information about natural resources and environment in real-time.
b) Restructure, centralize digital infrastructure, connecting, providing infrastructure, platforms, shared services, application as a service of the system, minimize the use of digital infrastructure at private units
c) Deploy infrastructure for connection to IoT device networks, integrate with sensors and apply digital technology including IoT devices of enterprises to establish a digital platform to receive data and information of national resource and environment.
d) Formulate and operate an intelligent operating system (IOC) to connect to the national steering and operating system.
e) Entirely convert the current Internet protocol infrastructure to Ipv6 (Internet protocol version 6)
3.3 Develop data infrastructure
a) Formulate and complete national databases, natural resources and environment databases based on architecture, standards, regulations, services of unified share data. Ensure the data platform is an important and essential infrastructure for the digitalization of the natural resources and environment sector
b) Collect, digitize content, standardize database of administrative documents, internal database, apply and deploy text mining and process technology to meet the requirements of direction, administration and implementation of administrative work.
c) Design, integrate and connect to natural resource and environment data systems to meet the requirements of smart city development (the data of urban space, land, environment, water resources, geology, weather ...).
d) Develop an electronic storage system of natural resources and environment sector
dd) Build a storage of shared natural resource and environment data; use big data management technology solutions (big data, data lake) to comprehensively manage digital resources in terms of natural resources and environment.
e) Complete digital library of natural resources and environment (including the main library and component libraries), link with the national library system; integrate with the open data component of the Vietnamese Digital Knowledge System
3.4 Develop digital platforms
a) Develop an integration platform; connect resource and environmental data to national databases, databases of ministries, branches and localities to share data and information for exploitation and use. Build a shared e-authentication system in whole branches based on connection with the national e-authentication and identification exchange platform.
b) Build and provide digital data platforms on natural resources and environment for the development of digital government, digital economy, digital society and smart cities including (i) land; (ii) national remote sensing, geospatial platform and map; (iii) national environment; (iv) sea and ocean; (v) geology and minerals; (vi) weather, climate and climate change; (vii) water resource.
c) Build and develop an open data platform on natural resources and the environment, meet requirement of receiving data from domestic and international data systems related to natural resources and environment, sensor equipment, shared data from people, enterprises, communities, and social networks towards the form of an open data ecosystem, data market, information on resources and environment.
d) Build web portal, open web portal on resources and environment to provide data, open data, shared data.
dd) Build a center that are responsible for processing data on natural resources and environment to research, develop and innovate. dd) Develop artificial intelligence platforms, explore and process big data, intelligent platforms for forecast, warning, analysis, synthesis, statistics to provide and share data, information on natural resources and environment in real-time to manage state and develop economy and society
e) Build a platform based on blockchain technology for providing online public services, e-license for the natural resources and environment sector.
g) Develop mobile application platforms to provide services, process, consult and exploit information about natural resources and environment.
h) Build online meeting platforms and online training platforms that support remote work in digital environment, apply virtual reality (VR) technology and augmented reality (AR) technology.
3.5 Information safety and security assurance
a) Complete level determination and implementation of project to ensure information system security according to level. Prioritize resources to ensure network information security for national information systems that is important, ensure that the proportion of expenditures for the duties of ensuring network information safety and security reaches at least 10% of the total target applied to information technology.
b) Organize and ensure the operation of VNCSIRTs Network. Participate in the activities of national and international cyber security and safety alliances.
c) Build and operate the information security monitoring center for natural resources and environment sector, connect and share with the National Cyber Security Center; deploy systems of support for monitoring, operation network safety and security, coordination, response to incidents of network information security and anti-malware.
d) Perform regularly information security inspection and assessment for information systems and databases. Organize inspection, assessment and drills to ensure network information security.
3.6 Develop digital government in the natural resources and environment sector
a) Complete and innovate regulations, standardization and simplification of administrative process reform administration; improve organization, apparatus and effectiveness; research and transfer technology; improve technical level, train digital skills, develop human resources... in digitalization on the digital environment.
b) Develop and operate internal and specialized information systems using intelligent technology to analyze, process and show information and data on digital platforms for managing, making policy, directing, operating to professional expertise of units and providing convenient, safe and fast services for people and enterprises.
c) Upgrade the Ministry's Public Service Portal, connect with the National Public Service Portal; National Single Window Mechanism, ASEAN Single Window Mechanism connected to the National Single Window Information Portal; connect and integrate with electronic identification system and electronic payment system; apply digital technology to personalize the interface, improve the users' experience to ensure the provision of level 4 online services, essential public services and improve the Vietnam e-Government index according to the assessment of the United Nations.
d) Develop information system of a general and statistical report for the natural resources and environment sector that connects and integrate with the Government Report and Information System for direction and administration of the Government and the Prime Minister.
dd) Upgrade the management system of documents and electronic records, integrate with intelligent technologies, exploit administrative data, provide utilities, intelligently process incoming and outgoing documents, electronic records.
3.7 Develop digital economy
a) Provide data, shared information, open data, and digital content ecosystem on natural resources and environment for society, economy, technology enterprises to create data flow, motivation for developing data and increasing data value. This provision is the foundation for innovation, development of digital content services, digital economy, digital advertising communication; intelligent creation and ecommerce...
b) Facilitate and promote organizations, enterprises and individuals to invest, sponsor and research into digital technologies, develop digital platforms, operate digital data, create digital content services on natural resources and environment to for society and develop the digital economy.
3.8 Provide digital society development services
a) Carry out dissemination of information and answer legal policies on a digital platform, use modern and advanced technology, diversify digital communication channels to help community to easily access, use, and raise their awareness about natural resources and environment. Ensure the interaction between agencies in branch and organizations, individuals through digital media, receive and promptly process reflected and recommended information.
b) Improve the quality of digital services, apply digital technology to personalize the interface, improve the users’ experience in terms of natural resources and environment.
3.9 Duties to be prioritized in digitalization on natural resources and environment
a) Build a national land database in the implementation of e-Government, approach digital government in the natural resources and environment sectors.
Build an open national digital map to provide development foundation for digital services of socio-economic development
b) Build information systems and big databases in the field of natural resources and environment for comprehensive and effective management. These systems and databases include national geography, natural resources and environment monitoring, biodiversity, waste sources, water resources, remote sense, sea and islands, climate change; meteorology - hydrology; geology - minerals.
c) Build and complete mechanisms, policies and organize to collect, create and comprehensively manage digital resources in terms of natural resources and environment for the purpose of management of the "development space” for Vietnam
d) Develop the overall strategy of digital resources in terms of the natural resources and environment sector by 2030 with orientation towards 2035.
e) Research, formulate and complete the legal framework for the deployment of new models of environmental pollution control, response to climate change and sea level rise.
g) Implement smart solutions into monitoring, management, processing of environmental incidents, waste and waste sources management, early warning of natural disasters.
h) Attract human resources, train and develop managers, officials, public employees with high professional capacity of information technology and digitalization skills; expand international cooperation, research, develop and innovate the digital environment.
IV. SOLUTIONS
4.1 Raising public awareness
a) Regularly innovate and carry out dissemination of information of the policies of the Communist Party and State on e-Government and digital government, participate in the fourth industrial revolution and digitalization duties.
b) Heads of regulatory bodies, organizations and managing bodies of sectors and administrative divisions shall take direct responsibility for digitalization in the bodies under their management; Connect digitalization objectives and duties with resolutions, strategies, action programs and plans, set an example, inspire, strictly implement digitalization on carrying out duties
c) Renovate the working method; build new office culture in accordance with the development of the digital government.
d) Promote communication and develop the interaction between people and enterprises during the digitalization process.
4.2 Development new policies and mechanisms; administration reform
a) Prioritize the formulation and completeness of legal documents for digitalization into the Ministry's annual program on formulating legal documents.
b) Connect closely administrative procedure reform and the development of e-Government and digital government.
c) Review administrative procedures and professional process in regulatory agencies towards the application for digital technology and digital data.
d) Improve the organization, apparatus, functions, duties, organizational structure of information technology units in line with the process and roadmap of digitalization, development of digital government, digital economy, society digital and smart city.
4.3 International cooperation
a) Promote international cooperation, visit, learn experience, technology, deployment model; organize seminars and international forums on exchange and share digitalization of natural resources and environment sector.
b) Organize thorough cooperation with international organizations, non-governmental organizations and countries in sponsoring, training, researching, transferring and testing in solutions for digitalization on natural resources and environment.
4.4 Scientific research and technology transfer
a) Research, apply and develop technology solutions for the fourth industrial revolution to create a foundation for digitalization on the natural resources and environment sector in the development process of digital government, digital economy, digital society and smart city.
b) Develop and apply technology to automation, digitization, and modeling in data acquisition, investigation, observation, monitoring, forecast and warning natural resources and the environment; intelligent technology solutions for management, analysis, process, exploitation, provision and use digital data in natural resources and environment sector
c) Promote effective application and transfer new technologies from advanced partners to acquire, manage, analyze and process data to create breakthroughs in the development of digital government in the natural resources and environment sector.
4.5 Train digital skills and develop human resources
a) Train and improve level, perception of digitalization for managers
b) Train core experts, widen knowledge and skills for digitalization, develop of digital government in natural resources and environment sector
c) Annually train digital skills, data analysis and process skills for managers, officials and public employees to be ready to transform work environment into a digital environment.
d) Attract domestic and foreign qualified experts who have experience in development and participation in training programs; expert network on digitalization
4.6 Financial mechanism
a) Prioritize the use of the state budget and mobilize other capital sources in accordance with the law to develop the digital government; strengthen the mobilization of non-state resources and hire information technology services.
b) Allocate sufficient frequent expenditure for maintenance and operation on the information systems of state agencies for the development of e-government and digital government.
c) Prioritize public investment to implement development projects on digital infrastructure and data center; national database, specialization and digital platforms.
4.7 Implementation, measurement, monitoring, deployment evaluation mechanism
a) Heads of agencies and units in the natural resources and environment sector shall directly instruct and take responsibility to competent authorities for the result of digitalization at their agencies or units.
b) Promote the role of the information technology unit in the organization of digitalization. Identify the duties on digitalization on the natural resources and the environment sector is a priority public non-business service to ensure the development of the digital government in the sector.
c) Annually announce the evaluation result to build foundation for monitoring, urge and rank of the e-Government and digital government of agencies and units. Automatically measure and monitor systems and services in digitalization.
d) Formulate the level assessment index of digitalization on the natural resources and environment sector to monitor and honestly, objectively and fairly assess the results of annual digitalization in the sector.
4.8 Promote socialization in the digitalization on the resources and the environment sector
a) Encourage and allow economic components, communities and individuals to invest; research and develop digital technology products and services, participate in the implementation and contribution to digitalization of the natural resources and environment.
b) Promote and implement mechanisms and policies on service hire, cooperation in the form of public-private partner and investment in accordance with regulations.
V. KEY DUTIES, PROJECTS AND FUNDING
5.1 Key duties and projects are detailed in the attached appendix.
5.2 The Program shall be funded by state budget; Official Development Assistance (ODA); investments from enterprises, the private sector and the community and other legal funding sources.
5.3 Prioritize state funding for activities supporting perception change, institution formulation, digital infrastructure development, digital platform development, cyber safety and security assurance, international cooperation, research, development and innovation in the digital environment, and skill transformation in the digital environment
VI. IMPLEMENTATION
6.1 Instruct the implementation of digitalization on the natural resources and environment sector
Strengthen the Steering Committee for the development of e-government in the natural resources and environment sector to ensure digitalization under the direction of the Government and the Prime Minister; direct, coordinate, urge and inspect the implementation of the program on digitalization on the natural resources and environment sector by 2025 with orientations towards 2030.
6.2 Units affiliated to the Ministry of Natural Resources and Environment shall
a) Pursuant to the assigned functions and duties, organize the implementation of the contents of this program; take responsibility to the Minister for the implementation, assurance about the progress, quality and efficiency of the assigned projects.
b) Report annually and irregularly on the implementation of the Program according to the instructions and requirements of the Ministry.
6.3 Office of Ministry shall
a) Promote the information systems application and databases for the management, direction and administration of the Ministry, the natural resources and environment sector. Urge and inspect the use and operation of public service portal system; single-window electronic information system; comprehensive report to connect with the National Public Service Portal, the National Reporting Information System, the Information Center, and direction and operation of the Government and the Prime Minister...
b) Propose and develop duties on administrative modernization and smart management at the Ministry.
6.4 Department of Planning - Finance shall
a) Take charge and cooperate with units affiliated Ministry, relevant ministries and branches to consider, appraise, and submit to the Ministry for promulgation technical norms and unit prices related to digitalization.
b) Advise and propose the Minister for allocating capital resources to ensure funding for the implementation of projects and duties in the Program.
6.5 Department of Personnel and Organization shall
a) Take charge and advise on connecting administrative reform with digitalization on the natural resources and environment sector; criteria for e-Government development, digitalization on regular assessment and classification of units and individuals.
d) Advise the Minister of the improvement of the organization, apparatus, functions, duties in line with the development of e-government, digital government on the functions and duties of units in charge of digitalization of the sector
6.6 Department of Legal Affairs shall
Appraise and assess administrative procedures in the process of development and amendment legal documents in accordance with the implementation of e-Government, digitalization towards digital government.
6.7 Department of Science and Technology shall:
a) Take charge and cooperate with units affiliated Ministry, relevant ministries and branches to consider, appraise, and submit to the Ministry for promulgation standards, regulations, technical regulations related to digitalization.
b) Take charge of guidance on the implementation of scientific research and technology transfer in this Program; prioritize the implementation of scientific duties on digitalization of the sector
6.8 Department of International Cooperation shall
Take charge of implementation of international cooperation in this Program.
6.9 Department of Information Technology and Natural Resources and Environment Data (DINTE) shall:
a) Be main cooperation unit of the Ministry of Natural Resources and Environment in the National Digitalization Program by 2025 with orientation towards 2030; assist the Minister to direct the implementation, inspection, urge and guidance relevant units on the implementation this Program.
b) Take charge and cooperate with related units in development of legal documents, standards and regulations on information technology in the digitalization on the natural resources and environment sector; deploy digital infrastructure, information systems, databases, digital platforms, applications and shared digital services of the sector.
c) Take charge and cooperate with related units on review and standardization; restructuring and simplification towards the digital process of administrative procedures in the digital environment.
d) Take charge and cooperate with units affiliated Ministry, relevant ministries and branches to consider, appraise, and submit to competent authorities for promulgating regulations on management, exploitation and use of data and natural resources and environment information
e) Summarize and report to the Minister on the results of implementation and difficulties and obstacles in the implementation process to provide timely solutions. Advise about updating and adjusting the Program in accordance with new regulations and policies of competent authorities.
6.10 Departments of Natural Resources and Environment shall
a) Pursuant to this Program and the local digitalization program (if any), the Heads and staffs of Department of Natural Resources and Environment actively develop a plan for digitalization of the natural resources and environment sector in the local and submit this plan to the President of People's Committee of provinces to consider, approve and implement after the plan was approved.
b) Report annually and irregularly on the implementation of the Program according to the instructions and requirements of the Ministry and People's Committee of provinces
During the implementation process of the Program, if there are difficulties or obstacles, he/she shall reflect the Ministry of Natural Resources and Environment (via the Department of Information Technology and Data of Natural Resources and Environment) in guidance, processing or timely consideration, amendment and adjustment.
