DECISION
APPROVING NUTURE SCHEME FOR TOTAL DEVELOPMENT OF CHILDREN DURING EARLY YEARS IN FAMILY AND COMMUNITY DURING 2018 - 2025
PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to Children Law dated April 5, 2016;
Pursuant to Resolution No. 63/NQ-CP dated July 22, 2016 of the Government on the Government’s program of action for the implementation of the National Assembly’s Resolution and 5-year Socio-economic development plan from 2016 to 2020;
At request of Minister of Labor - War Invalids and Social Affairs,
HEREBY DECIDES:
Article 1. Approving nurture scheme for total development of children during early years in family and community during 2018 – 2025 (hereinafter referred to as “Scheme”) with following primary guidelines:
I. OBJECTIVES OF THE SCHEME
1. General objectives:
Ensure that children up to 8 years of age receive total development in terms of physical, intelligent and mental statuses; access to services assisting age-based total development to exercise children’s rights thereby developing national human resources.
2. Specific objectives until 2020:
a) Aim to get 70% of children of up to 8 years of age to access services assisting total development on demand and suitable for age group in terms of health care, education, nutrition, nurture, children protection and social benefits.
b) Aim to get 70% officials operating in affairs related to children in medical examination and treatment establishments, education facilities, children nurturing facilities and children protection service providers are equipped with relevant knowledge and skills to assist and enable total development of children.
c) Aim to get 50% of total provinces and central-affiliated cities to develop networks for connecting and transferring children total development services to different levels; monitor and assess demands of children of up to 8 years of age and implement pilot total development model for children in family and community.
3. Objectives for the period of 2021 - 2025.
a) Aim to get 90% of children of up to 8 years of age to access services assisting total development on demand and suitable for age group in terms of health care, education, nutrition, nurture, children protection and social benefits.
b) Aim to get 90% officials operating in affairs related to children in medical examination and treatment establishments, education facilities, children nurturing facilities and children protection service providers are equipped with relevant knowledge and skills to assist and enable total development of children.
c) Aim to get 90% of total provinces and central-affiliated cities to develop and maintain networks for connecting and transferring children total development services to different levels; monitor and assess demands of children of up to 8 years of age and implement pilot total development model for children in family and community.
II. SUBJECTS AND SCOPE OF THE SCHEME
1. Subjects:
- Children up to 8 years of age.
- Relevant agencies, organizations and individuals.
2. Implementation period: from 2018 to 2025.
3. Implementation scale: Nationwide.
III. PRIMARY TASKS AND SOLUTIONS OF THE SCHEME
1. Publicize to raise awareness of total development of children during early years of authorities, ministries, parents, caretakers and the community.
2. Improve capacity of staff related to children affairs of ministries, entities and service providers in terms of knowledge and skills related to total development of children during early years.
3. Conduct research, review and complete legal framework and policies on total development of children during early years.
4. Consult, instruct and guide parents and caretakers regarding skills and knowledge for total development of children of up to 8 years of age. Develop Program for consulting and educating parents about total development of children during early years. Implement pilot Program and direct nationwide implementation.
5. Children of up to 8 years of age can access children total development services suitable for their development demands and age. Prioritize consulting and guiding children nurturing in the first 1,000 days and pregnant women, provide early education and care in safe, healthy environment and ensure social benefits and safe from violence.
6. Develop interdisciplinary cooperation mechanism, network for connecting and transferring services for assisting children total development during early years in family and community to different levels. Implement pilot models, assess, organize experience-learning meetings and guide expansion of models after 3 years of implementation. Implement pilot framework for measurement of children total development.
7. Monitor, supervise and assess implementation of the Scheme, quality of children total development services and environment assisting access to children services.
8. Mobilize resources of domestic and international organizations and individuals to effectively implement total development of children during their early years.
V. BUDGET FOR SCHEME IMPLEMENTATION
Expenditure on Scheme implementation includes:
1. Included in annual state budget expense estimates of ministries and local governments according to current decentralized state budget. Integrated from funding sources for implementation of relevant programs and projects approved by competent authorities.
2. Mobilized from domestic and international organizations and individuals and other legitimate sources.
3. Based on tasks assigned under this Scheme, ministries, central and local governments shall prepare annual expenditure estimates and request competent authorities to approve.
Article 2. Implementation
1. Ministry of Labor – War Invalids and Social Affairs shall take charge in implementing the Scheme and cooperate with relevant ministries in being responsible for:
a) organizing and guiding implementation of the Scheme nationwide.
b) organizing media activities and increasing capacity of ensuring total development of children.
c) Reviewing and amending within competence or requesting competent agencies to amend policies and regulations and law on total development of children.
d) developing network for connecting and integrating children total development services; assisting children in accessing child care, protection and nurturing services and social benefits.
dd) implementing pilot models for connecting and transferring children total development services; developing program for consulting and educating on parenting and total development of children during early years, conducting pilot implementation and directing implementation of the program nationwide.
e) monitoring, supervising and assessing implementation of the Scheme; periodically producing preliminary, final reports and assessment on Scheme implementation.
2. Ministry of Education and Training shall take charge in deploying appropriate education for children of up to 8 years of age; assisting early education for children before school age and primary school children; guiding appropriate education to ensure total development of children in the community; implementing pilot models based on functions of the sector.
3. Ministry of Health shall take charge in providing healthcare and nutrition services to ensure total development of children; guiding healthcare of children to ensure total development of children; implementing pilot models based on functions of the sector.
4. Ministry of Culture, Sports and Tourism shall take charge providing services to satisfy requirements for enabling children to participate in cultural, sports and tourism activities suitable for their age and total development; integrating total development of children in developing healthy, progressive and happy family and family education; cooperating in assisting services related to total development of children in families.
5. Ministry of Planning and Investment shall cooperate with relevant ministries in mobilizing sources of ODA for programs and projects for total development of children; guiding integrating objectives and quotas regarding total development of children into national, ministerial and local socio-economic development plans.
6. Ministry of Finance shall rely on capacity of state budget and request competent authorities to allocate expenditure on implementation of the Scheme and integrate with current programs and schemes of the Government according to Law on State Budget and guiding documents; cooperating with Ministry of Labor - War Invalids and Social Affairs in inspecting use of expenditure on Scheme implementation.
7. Ministries within their functions and tasks shall deploy Nurturing scheme for total development of children during early years in family and community.
8. Requesting Central Committee of Vietnam Fatherland Front, Central Vietnam Women's Union, Central of Communist Youth Union of Ho Chi Minh City, Vietnam Farmers' Union, member organizations of the Vietnam Fatherland Front, Vietnam Children’s right Protection and social organizations, within their functions and tasks, to deploy the Scheme; promote publicizing and educating to raise awareness of nurturing for total development of children during early years among their agencies; deploying models; developing policies, regulations and law; developing and deploying parenting education and counsel programs for total development of children; supervising compliance with policies, regulations and law on total development of children.
9. People’s Committees of provinces and central-affiliated cities are responsible for:
a) implementing the Scheme in local divisions according to guidelines of Ministry of Labor - War Invalids and Social Affairs and ministries.
b) developing plans for Scheme implementation, which prioritize developing and deploying network for connecting children total development services; assisting children of up to 8 years of age in accessing services; deploying models, assessing and expanding models in local divisions; deploying parenting education and counsel programs regarding total development of children during early years.
c) allocating budget for implementing the Scheme according regulations and law on state budget.
d) mobilizing resources for local implementation of the Scheme; integrating effective implementation of this Scheme with other local relevant programs and projects.
dd) regularly inspecting, supervising, assessing and reporting to Ministry of Labor - War Invalids and Social Affairs on local implementation of the Scheme to consolidate and report to the Government.
Article 3. This Decision comes into effect from the date of signing.
Article 4. Related ministers, heads of ministerial agencies, heads of Governmental agencies, Chairman of the Provincial People’s Committee, organizations and individuals are responsible for the implementation of this Decision./.
