APPROVING SCHEME FOR PILOT DEVELOPMENT OF STANDARD AGRICULTURAL AND FORESTRY INGREDIENT ZONE FOR DOMESTIC CONSUMPTION AND EXPORT FOR THE PERIOD OF 2022 - 2025

Pursuant to Decree No. 15/2017/ND-CP dated February 17, 2017 of the Government on functions, tasks, powers, and organizational structure of Ministry of Agriculture and Rural Development;
Pursuant to Decision No. 1804/QD-TTg dated November 13, 2020 of the Prime Minister approving the Program supporting development of collective, cooperative economy for the period of 2021 - 2025;
Pursuant to Decision No. 340/QD-TTg, dated March 12, 2021 on Strategy for development of collective, cooperative economy for the period of 2021 - 2030;
Pursuant to Decision No. 1318/QD-TTg dated July 22, 2021 of the Prime Minister approving the Plan for supporting development of collective, cooperative economy for the period of 2021 - 2025;

Article 1. Approving the Scheme for pilot development of standard agricultural and forestry ingredient zone for domestic consumption and export for the period of 2022 - 2025 as follows:
1. Name: Scheme for pilot development of standard agricultural and forestry ingredient zone for domestic consumption and export for the period of 2022 - 2025.
2. Scope:
a) Location.
The Scheme is implemented across 46 districts of 13 provinces (Hoa Binh, Son La, Quang Tri, Thua Thien Hue, Gia Lai, Dak Lak, Dak Nong, Kon Tum, Dong Thap, Long An, Tien Giang, Kien Giang, An Giang).
b) Duration
From 2022 to 2025, with 2 stages:
- Stage 1 (2022 - 2023): Focus on pilot development of standard ingredient zones and assess Scheme implementation.
- Stage 2 (2024 - 2025):

+ Expand implementation of community agricultural extension.
3. Principles:
- Development of ingredient zones for the purpose of processing and consumption must adhere to socio-economic development planning, ensure sustainable development, ensure protection of the environment and the ecosystem, and promote processing, preservation, consumption, and building of agro-forestry-fishery product brands.
- Development of ingredient zones for the purpose of processing and consumption must rely on market demand; utilize natural advantages and conditions of the region, closely connect to preservation, processing industries and target market, establish centralized polyculture commodity production zones, apply science technology, especially high technologies, technologies pertaining to ecological farming, organic agriculture, smart agriculture, and circular economy in agriculture production and sale.
- Development of ingredient zones must be implemented on the basis of reorganizing production, restructuring plant proportions, and promoting application of science and technology, preservation, and processing in order to maximize added values, increase income of the general public, change the face of rural areas, and develop new rural areas.
- Investment must be made in order to improve infrastructures and equipment serving sale, processing, transport, and consumption of agricultural commodities. Assist and enable cooperatives in ingredient zones to effectively participate in trade promotion, product advertisements, connection and cooperation with enterprises in order to improve capacity, competitiveness, and access to science technology.
- Encourage connection and cooperation between enterprises and agriculture cooperatives in order to establish value chains for agricultural products, expand market, establish joint venture, connect, act as providers for agricultural products for domestic supply, and aim for export, sustainable development.
- Development of ingredient zones for the purpose of processing and consumption must be consistent to policies, joined by all types of ownership in combination with the Government’s support in order to ensure effective, sustainable, and safe production for the ecosystem.

a) General objectives
- Establish 5 ingredient production zones for agricultural and forestry products that are on concentrated commodity scale, modern, applied with advanced technologies on the based on sustainable connection between agriculture cooperatives and processing, sale enterprises in order to rapidly, effectively, and sustainably promote the restructuring of agriculture and develop new rural areas.
- Develop and improve the role, effectiveness of agriculture cooperatives in value chains of agricultural products, meet quality requirements, and reduce input costs for the purpose of processing and consumption. Improve income and livelihood of local inhabitants.
b) Specific objectives:
2022 - 2023 stage
- Establish 5 quality ingredient zones with concentrated scale and total area of 166.800 ha, to be specific:
+ Fruit trees in the northern highlands: 14.000 ha;
+ Certified cultivated timber forests (FSC, PEFC, VFCS, etc.) in the Central coast: 22.900 ha
+ Coffee in the central highlands: 19.700 ha

+ Fruit trees in the Plain of Reeds: 60.200 ha.
- Establish product manufacturing, processing, and consumption chains between enterprises, cooperatives, and farmers in ingredient zones.
- Reduce input costs by 5-10% for all cooperative members and farmers; reduce post-harvest losses by 5-10% of total ingredients and increase value by 10-20%. Thereby increase income of cooperative members and farmers by 5-10%.
- Improve capacity of at least 250 agriculture cooperatives in ingredient zones.
- Develop infrastructures of ingredient zones serving production, preservation, processing, and commodity commerce for cooperatives and connected enterprises.
- Carry out pilot establishment of 136 community-based agricultural extension groups and organize 770 training courses for cooperative development and market connection counseling.
- Utilize software to manage ingredient zones of quality certified timber, coffee, rice, and fruits; digitalize information and database of ingredient zones to serve product traceability.
- Carry out pilot implementation of loan capital policies for production development for cooperatives and members thereof; agriculture insurance policies and support policies for connection as per Decree No. 98/2018/ND-CP.

5. Tasks:
a) Build 5 quality ingredient zones for agriculture and forestry in 11 provinces.
- Project 1: Invest in regional connection infrastructures to assist cooperatives in developing ingredient zones.
+ Invest in road systems to connect cultivation zones: Total of 132 km of road to serve agriculture production and connect ingredient cultivation zones to manufacturing, processing areas.

+ Invest in cold storage system, preparation, silo, preservation and processing facilities: Invest in building 2 silos, each with storage capacity of 300 tonne; 1 IFQ cold storage with storage capacity of 500 m2; 1 preparation and preservation facility for agricultural products with area of 1000 m2; 2 jackfruit preparation facilities with area of 650 m2; upgrading 1 drying yard integrated with greenhouse, 3 coffee storages, 2 coordination and exhibition buildings with area of 2.000 m2; 6 lumber yards with area of 10.000 m2.
+ Finance infrastructures for cooperatives with a total of 66 work items (preparation facilities, cold storage, irrigation system, drying and processing systems, storage, tanks, net house, etc.) and 54 supporting equipment; support a total of 106 cooperatives in ingredient zones.
- Project 2: Organize production and administration of ingredient zones.
+ Develop, improve, and empower cooperatives and members thereof in ingredient zones.
+ Implement agricultural extension, transfer and apply science and technology to cooperatives and participating farmers.
+ Apply information technology to manage ingredient zones for the purpose of connection and traceability.
- Project 3: Develop community-based agricultural extension and communication.
+ Develop community-based agricultural extension model for the purpose of sustainable development of ingredient zones.
+ Reinforce fundamental agricultural extension system by duplicating community-based agricultural extension groups.

- Investment scale: Invest in furnace with area of 2.000 m2; invest in storage of 8.000 tonne and assisting equipment; 500 m roads connecting centers to primary traffic routs in ingredient zones; ports for receiving rice.
Logistic center for organic rice-shrimp in Kien Giang Province.
- Investment location: Thanh An and Thanh Hoa Rice-Shrimp-Crab Service cooperatives; Thanh An Hamlet and Thanh Hoa Hamlet, Dong Thanh Commune, An Minh District, Kien Giang Province.

- Investment location: Sector II My Hiep Logistic Center for fruits, expanding wholesale fruit market of Dong Thap Province (Hamlet 2, My Hiep Commune, Cao Lanh District).
- Investment list and scale: Logistic warehouse with area of 17.890 m2 and storage with total area of 23.021,81 m2.
Logistic center for shrimp processing in Soc Trang Province
- Investment location: Hung Phu Fishery Cooperative, An Nghiep Hamlet, An Thach 3 Commune, Cu Lao Dung District, Soc Trang Province.
- Investment list and scale: Shrimp farm infrastructures; shrimp preparation
Logistic center for coffee chain (Gia Lai Province).
- Rebuild Pleiku City of Gia Lai Province with internal roads, brick walls, drying yards, storage, administrative and exhibition buildings, systems and machinery serving coffee processing.
- Finance the construction of traffic infrastructures, warehouses, net houses, drying yards, silos; support assessment, analysis, and certification for 6 cooperatives connected to high quality coffee production chain of enterprises.

6. Funding demand for Scheme implementation:
Total funding demand is: 2.467,3 billion VND.
In which:
- Central government budget demand is: 942,4 billion VND.
- Local government budget demand is: 409,4 billion VND.
- Counterpart fund demand of cooperatives and enterprises is: 572,2 billion VND.
- Loan capital demand: 552,3 billion VND.
7. Organizing implementation

- Department of Cooperatives and Rural Development shall:
+ Take charge and cooperate with other entities in implementing the Scheme; take charge implementing details under projects 2, 3, and 4 of the Scheme.
+ Direct and guide local governments to develop plans and organize implementation of tasks that involve new establishment and improvement of cooperatives and members thereof in ingredient zones.
+ Cooperate with relevant entities affiliated to the Ministry and local governments in developing information and data management systems for ingredient zones;
+ Take charge cooperating with credit institutions (Vietnam Bank for Agriculture and Rural Development; Vietnam Bank for Social Policies; and Cooperative Development Fund affiliated to the Vietnam Cooperative Alliance system and other concessional loans) in order to apply chain-based credit policies for cooperatives and farmer members thereof in ingredient zones;
+ Take charge and cooperate with insurance enterprises; connected enterprises in implementing agriculture insurance in accordance with Decree No. 58/2018/ND-CP and Decision No. 03/2021/QD-TTg; implementing Decree No. 98/2018/ND-CP pertaining to connections in ingredient zones.
+ Allocate funding to provide support for cooperatives: Provide refresher training and advanced training to improve administrative capacity of directors, cooperative officials, and cooperative directors.
+ Supervise implementation of the Scheme; consolidate reports on Scheme implementation results and submit to heads of the Ministry. Organize assessment and conclusion of implementation of the Scheme and recommend solutions, policies in order to multiply.
- Management board of agricultural projects shall:

+ Implement tasks of investors in accordance with applicable regulations of the Government and the law.
- National Agriculture Extension Center
+ Take charge implementing Task 2-Project 2 (agricultural extension); and Task 1-Project 3(community-based agricultural extension) of the Scheme. To be specific:
+ Take charge and cooperate with Department of Cooperatives and Rural Development and local governments in carrying out pilot implementation of community-based agricultural extension groups in order to advise the development of agricultural cooperatives in ingredient zones; provide refresher training and advanced training pertaining to techniques and procedures for planting, tending, harvesting, preparing products for farmer members in ingredient zones.
+ Take charge and cooperate with local government in ingredient zones in order to implement agricultural extension tasks of the Scheme; direct Agricultural Extension Center of provinces where the projects take place to develop agricultural extension models and projects; provide refresher training, advanced training, and technical training pertaining to production techniques; assist in developing and transferring science, technology, and technical advances in production;
+ Allocate funding from central agricultural extension funding sources to assist implementation of agricultural extension projects and models in ingredient zones.
- Department of Planning:
+ Advise heads of the Ministry to approve Decision on investment guidelines of construction projects within medium-term public investment for the period of 2021 - 2025 under management of the Ministry of Agriculture and Rural Development;
+ Consolidate 5-year and annual capital plan serving the Scheme implementation.

- The Office of the National Target Program for construction of New Rural Area: Allocate funding: Assist infrastructure, equipment and machinery serving production, preparation, preservation, and processing of products in ingredient zones for cooperatives and members; Assist refresher training and advanced training to improve capacity of cooperatives; Develop and complete key cooperative models in ingredient zones; Develop information and data management systems for ingredient zones.
- Plant Protection Department: Allocate funding and participate in developing codes of cultivating zones for cooperatives in ingredient zones.
- Other entities affiliated to the Ministry: Institute of Policy and Strategy for Agriculture and Rural Development, Vietnam Academy of Agricultural Sciences (VAAS), Colleges of Management for Agriculture and Rural Development I and II, and other entities affiliated to the Ministry: cooperate in implementing relevant details within their tasks and functions.
b) People’s Committees of provinces participating in the Scheme.
- Establish the Steering Committee for construction of ingredient zones. The Steering Committee of the province shall consist of Vice Chairperson of the People’s Committee of the province as the director, director of Department of Agriculture and Rural Development as the vice director, and head at the same level as a Director of Department authorized by the Ministry.
- Assign Department of Agriculture and Rural Development to take charge implementing relevant tasks pertaining to capital allocated by provinces.
- Direct departments and local governments to develop plans and implement details of the Scheme.
- Allocate funding to implement the Scheme every 5 year and every year.
- Consolidate reports on implementation results and progress of the Scheme, submit to Ministry of Agriculture and Rural Development every 6 months and every year, and produce conclusion for the stage as per the law.

- Processing and sale enterprises, cooperatives: Organize production and connection based on value chain in ingredient zones; provide counterpart fund to implement the Scheme.
- Technology entities: Cooperate with Department of Cooperatives and Rural Development and relevant entities affiliated to the Ministry and local governments in ingredient zones in establishing, transferring, and operating management software system of ingredient zones; Develop traceability and code systems for cultivating zones.
- Insurance companies: Cooperate in implementing insurance models for ingredient zones for enterprises, cooperatives, and farmers.
d) Vietnam Bank for Social Policies; Vietnam Bank for Agriculture and Rural Development shall: Cooperate with Ministry of Agriculture and Rural Development in directing and guiding local governments in implementing the Scheme.
Article 2. Assign Department of Cooperatives and Rural Development to act as presiding authority in implementing the Scheme, cooperate with relevant agencies, and organize implementation of the Scheme in accordance with Article 1 hereof and approved contents of the Scheme. In regard to provinces participating in the projects, entities shall contribute human resources and finance towards implementation of the Scheme depending on their functions and tasks.
Article 3. This Decision comes into force from the date of signing.
Article 4. Chief of the Ministry Office, Director of Department of Cooperatives and Rural Development, Director of Department of Planning, Director of Department of Finance, Director of Management Board of agricultural projects, Director of National Agricultural Extension Center, and heads of relevant entities are responsible for the implementation of this Decision./.
