At the request of the Director General of the Department of Planning and Finance;
The Minister of Culture, Sports and Tourism hereby promulgates a Circular promulgating the Nomenclature of exports and imports under cultural management of the Ministry of Culture, Sports and Tourism with codes determined under Vietnam’s Nomenclature of exports and imports.

The Nomenclature of exports and imports encompasses the following Appendices:
1. Appendix I. Nomenclature of exports requiring licenses under cultural management of the Ministry of Culture, Sports and Tourism with codes determined under Vietnam’s Nomenclature of exports and imports (HS codes).
2. Appendix II. Nomenclature of imports requiring licenses under cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.
3. Appendix III. Nomenclature of exports subject to conditions under cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.
4. Appendix IV. Nomenclature of imports subject to conditions under cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.
5. Appendix V. Nomenclature of goods banned from export under cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.
6. Appendix VI. Nomenclature of goods banned from import under cultural management of the Ministry of Culture, Sports and Tourism determined under HS codes.
Article 2. Rules for using the Nomenclature
1. Rules for application:

b) If there is only a 6-digit code, the same will be applied to all 6-digit goods of the same sub-heading.
c) If there is 8-digit HS code, those rules will be only applied to such 8-digit goods.
2. The export, import, imposition of a ban on export or import, rules and methods for management and procedures for export or import of commodities with codes determined under HS codes specified in Article 1 of this Circular shall comply with regulations of law on management of international sale of goods under cultural management of the Ministry of Culture, Sports and Tourism prescribed by the Minister of Culture, Sports and Tourism and other relevant regulations of special legislation.
Any exports or imports classified or determined that they are assigned the same HS codes as prescribed in this Circular but are not regulated by culture-related laws in accordance with regulations of culture legislation shall not be under the management of the Ministry of Culture, Sports and Tourism.
3. In case a good has not been assigned any HS code on the Nomenclature of exports and imports (or such good has not been assigned any HS code), upon following export or import procedures, it must be sampled for assessment by a competent authority in order to assign a code.
Article 3. Effect and implementation
1. This Circular comes into force as of October 06, 2023.
2. This Circular supersedes the Circular No. 24/2018/TT-BVHTTDL dated August 23, 2018 of the Minister of Culture, Sports and Tourism.
3. The Department of Planning and Finance affiliated to the Ministry of Culture, Sports and Tourism is an advisory agency which assists the Minister of Culture, Sports and Tourism to organize and provide guidelines for the implementation of this Circular. Difficulties that arise during the implementation of this Circular should be reported to Department of Finance and Planning affiliated to the Ministry of Culture, Sports and Tourism for consideration and resolution./.
