PROMULGATING NATIONAL ANTI-CORRUPTION STRATEGY UNTIL 2030

The Law on Government Organization dated June 19, 2015; the Law on amendments to some Articles of Law on Government Organization and Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Anti-Corruption dated November 20, 2018;
Pursuant to the working program of the Central Steering Committee for Anti-Corruption in Document No. 32-CTr-BCDTW dated January 19, 2023;
At the request of the Inspector General of the Government Inspectorate;

Article 2. This Resolution comes into force as of its date of signing.
Article 3. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of People’s Committees of provinces and central- affiliated cities and Heads of relevant authorities, organizations and units shall be responsible for the implementation of this Resolution./.

I. CIRCUMSTANCE

In addition to the achieved results, there are many shortcomings and limitations. A lot of ministries, central and local authorities have not yet made considerable changes in anti-corruption efforts. Corruption is still a major and complicated issue in many sectors, especially personnel organization; management of finances, budget, public assets, management of state capital invested in enterprises, investment, construction, bidding, auction; land, natural resources, minerals; credit, banking; tax, customs and enforcement of laws directly related to the people and enterprises.
The corruption is still one of the risks threatening the existence of the Communist Party and regime. Main causes of corruption include: state management mechanisms in certain sectors are incomplete; law is not strictly enforced; punishments for corruption are not severe enough to effectively deter corruption; there are overlaps in organizational structure as well as the organization structure is not simplified and operates in an inefficient manner; some officials and public employees have moral and political degeneration; the participation in anti-corruption is still restricted.
In the new period, with the in-width and in-depth development of market economy and international integration, serious corruption will occur. The anti-corruption will face new difficulties and challenges. With a view to inheriting achievements and continuing to improve the effectiveness of anti-corruption, the Government has issued the national anti-corruption strategy until 2030.
II. VIEWPOINTS AND OBJECTIVES
1. Viewpoints
a) The anti-corruption is an important task of the entire political system and society under the Communist Party’s leadership. This task shall be performed in a strong, persistent, synchronous and focused manner with the motto of "no forbidden zones", "no exceptions"; the prevention is a basic and long-term task; detection and settlement are essential, urgent and breakthrough tasks; the prevention, detection and settlement is closely connected with the synchronous imposition of political, ideological, organizational, administrative, economic and criminal measures;
b) The anti-corruption is associated with the construction and rectification of the Communist Party, control of state power, prevention of moral and political degeneration, consolidation of the people's trust and enhancement of the great bloc of national unity;
c) Actively and proactively promoting international cooperation in and selectively gaining good experience in anti-corruption.

Prevent and tackle corruption in order to contribute to construction of a democratic, disciplined and incorruptible society; stabilize political situation and promote socio-economic development.
b) Specific objectives:
- Overcome inadequacies and loopholes in policies and laws in socio-economic fields, especially those with high risk of corruption;
- Build a simplified organizational apparatus that operates effectively and efficiently; develop the contingent of officials and public employees that are professional, disciplined and incorruptible.
- Adopt preventive measures; promptly detect and strictly handle all corruption acts, and thoroughly recover appropriated and lost assets;
- Promote roles of the Vietnamese Fatherland Front and its member organizations, press and media agencies; mobilize the participation of the business community and the people in anti-corruption;
- Strengthen international cooperation in anti-corruption in association with implementation of the United Nations Convention against Corruption.
III. TASKS AND SOLUTIONS
1. Completion of policies and laws in fields of socio-economic management and anti-corruption

b) Complete regulations on promulgation of policies and laws. Issue, amend, revoke, suspend, extend, annul, and execute administrative decisions in a public and transparent manner and raise responsibilities for explanation thereof;
c) Thoroughly remove limitations and overcome inadequacies in mechanisms for management, policies and laws detected through inspection, examination, audit, investigation, prosecution, adjudication and judgment enforcement; clearly define responsibilities of agencies, organizations, units and heads for organization and implementation;
d) Review and elaborate regulations on the responsibilities of heads of authorities at all levels and heads of agencies, organizations and units for implementation of anti-corruption measures within local and central authorities, ministries, fields, agencies, organizations and units under their management.
2. Improvement of state apparatus, completion of regulations on public duties and development of the contingent of officials and public employees that are incorruptible; enhancement of effectiveness of law enforcement
a) Review and simplify the state administrative apparatus at all levels; promote decentralization, promulgate specific, clear and scientific regulations on functions, tasks and powers of managerial departments in each level, thereby ensuring transparency and high responsibility, and provide mechanisms for effective inspection, examination and supervision;
b) Develop the contingent of officials and public employees that are professional, disciplined, incorruptible, qualified and capable, and meet task requirements;
c) Encourage and protect officials who are dynamic, innovative, creative, dare to think, dare to do, dare to make breakthroughs, and dare to take responsibilities for the public interest; prevent and take actions against evasion of responsibility, reluctance and hesitation in taking actions by some officials and Communist Party members, especially leaders and managers at all levels;
d) Improve the efficiency in enforcement of laws in association with strict control of state power, conflicts of interests, assets and income of office holders; uphold the responsibilities of heads for anti-corruption;
dd) Innovate salary policies applicable to public employees and public duties, thereby ensuring that officials and public employees have reasonable income and stable life, and are able to resist temptation; strengthen control over the application of regimes, norms and standards to activities of agencies, organizations and units that use state budget;

g) Strengthen administrative reform with a focus on administrative procedures; build and effectively operate e-Government and digital government systems; promote the application of science, techniques and technology to state governance and socio-economic management towards openness, transparency, friendliness, accessibility and easy implementation in order to enable enterprises and the people to contribute to improvement of efficiency in management; enhance national financial transparency and non-cash payment;
h) Ensure openness and transparency in the performance of activities by agencies, organizations and units according to regulations of law, especially in fields with high risk of corruption, thereby enabling organizations and individuals to participate in procedures for making decisions and monitoring the activities of state administrative agencies.
3. Promotion of inspection, examination, audit, investigation, prosecution, adjudication and judgment enforcement;
a) Continue to improve organizational structure, functions, tasks, powers and professional procedures of agencies in charge of inspection, supervision, audit, investigation, prosecution, adjudication and judgment enforcement, thereby ensuring that there is no any overlap in operations and such agencies operate effectively and efficiently;
b) Raise responsibilities for and promote anti-corruption within agencies and units in charge of anti-corruption, especially specialized agencies and units;
c) Strengthen training and refresher training in order to develop expertise, professional qualifications, political courage, ethical qualities and lifestyle of officials in charge of anti-corruption; establish benefit policies to make sure anti-corruption officers are able to resist temptation and fully perform their duties.
d) Comply with regulations on complete recovery and confiscation of assets appropriated or lost due to corruption; build and easily access the national database on control of assets and income of office holders, promptly detect and prevent and handle acts of corruption and dispersal of assets.
dd) Carry out digital transformation and promote the application of information technology and digital technology to inspection, supervision, audit, investigation, prosecution, adjudication and judgment enforcement;
e) Strengthen cooperation among authorities in charge of inspection, supervision, audit, investigation, prosecution, adjudication, and judgment enforcement in prevention, detection and handling of corruption, and recovery of assets

a) Innovate and enhance the effectiveness of methods for disseminating and educating laws on anti-corruption; include anti-corruption in education, training and refresher training programs; enable the people to actively and proactively participate in anti-corruption in order to gradually build and develop an integrity culture in society;
b) Promptly provide accurate information on anti-corruption and corruption cases, especially those which have aroused public concern for news agencies to disseminate anti-corruption results; discover and propagate positive factors, excellent examples, initiatives and good methods for anti-corruption;
c) Strengthen roles and responsibilities of Vietnamese Fatherland Front and its member organizations, social organizations, socio-professional organizations, business and industry associations and news agencies for supervision and social criticism during the process of establishment and implementation of policies and laws on anti-corruption; propagate, disseminate and educate laws, encourage members, union members and the people to implement policies and laws on anti-corruption;
d) Clearly define the responsibilities of agencies, organizations, units and heads for receipt, processing and handling of feedback, reports and complaints about corruption and anti-corruption; reward and protect persons who give feedback, report on and complain about corruption and strictly impose penalties on individuals who intentionally give feedback or report information on, and complain about corruption and anti-corruption in an untruthful manner with the aim of slandering others or causing trouble, thereby affecting political security, social order and safety, interests of the State, legitimate rights and interests of collectives and individuals;
dd) Encourage and assist enterprises and business community to develop the integrity culture in trade, closely cooperate with competent authorities to promptly prevent, detect and handle acts of corruption, especially non-state sectors and harassment and bribe solicitation committed by officials and public employees.
5. Active participation in and improvement of the efficiency in international cooperation in anti-corruption, execution of full rights and obligations by member countries of the United Nations Convention against Corruption
a) Enhance efficiency in international cooperation in anti-corruption, especially cooperation and sharing of information and implementation of preventive measures for recovery of dispersed assets or arrest of corruption-related criminals who abscond and come to foreign countries; sign new international treaties and agreements or participate in other relevant international cooperation frameworks to meet Vietnam's practical requirements for anti-corruption, and gain international experience in judicial proceedings and mutual legal assistance, meeting requirements for handling of corruption cases involved in foreign elements;
b) Improve the effectiveness of implementation of the United Nations Convention against Corruption and encourage positive, proactive, real and efficient participation of Vietnam in cooperation within the framework of the United Nations Convention against Corruption, thereby meeting Vietnam's practical requirements for anti-corruption;
c) Promote technical linkage and cooperation in provision of training and refresher training for officials in anti-corruption with international organizations and partners; research and selectively gain international experience in anti-corruption in accordance with Vietnam's reality.

1. Implementation roadmap
The national anti-corruption strategy until 2030 is implemented in two phases:
a) During the first phase (from 2023 to 2026)
- Organize the synchronous performance of tasks and solutions with a focus on study, review and amendment to laws on socio-economic management and anti-corruption for the purpose of overcoming loopholes and inadequacies in these laws in order to propose specific tasks in development of laws and ordinances of the 15th and 16th National Assembly; focus on increase in capacity for and efficiency in prevention, detection and handling of corruption acts.
- Fulfill specific tasks in the period of 2023-2036 (a Plan is provided) and conduct preliminary review of implementation in 2026.
b) During the second phase (from 2026 to 2030)
- Promote positive results achieved in the first phase. On the basis of the preliminary review, according to requirements of anti-corruption and the practical situation, develop a specific Plan to implement the strategy for the period of 2026 - 2030 and promote comprehensive implementation of tasks and solutions to reach the objectives of the strategy.
- Conduct final review of implementation of the strategy in 2031.

- The Government Inspectorate is assigned to preside over and cooperate with the Government Office and relevant agencies and organizations in advising and assisting the Government to conduct, urge and inspect the implementation of the strategy; proactively monitor, evaluate and make annual reports on the implementation of the strategy, and propose preliminary and final reviews of the implementation of the strategy.
The Government requests ministries, central and local authorities, business and industry associations, and enterprises to strictly implement the "national anti-corruption strategy until 2030"; recommends the leaders of the Communist Party, the State, the National Assembly, Supreme People's Court, Supreme People's Procuracy, State Audit, Vietnamese Fatherland Front and member organizations, social-professional organizations, news agencies and all people to participate in implementation, inspection and supervision of the implementation of this strategy.
