DECISION
APPROVING THE SCHEME FOR IMPLEMENTING THE POLITICAL DECLARATION ON ESTABLISHING JUST ENERGY TRANSITION PARTNERSHIP
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendment to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Political Declaration on establishing Just Energy Transition Partnership with Vietnam;
At request of the Minister of Natural Resources and Environment.
HEREBY DECIDES:
Article 1. Approve the Scheme for implementing Political Declaration on establishing Just Energy Transition Partnership (JETP) as follows:

1. Mobilize and effectively use resources for just energy transition on the principles of fulfilling benefits of investors, using energy and meeting development demand of provinces and local areas; staying within public debt and external debt range of Vietnam, promoting orientation of national energy development strategy, General national energy planning and Nationally determined contributions (NDC) of Vietnam.
2. Ensure public, fair, and transparent energy transition process with the consent of relevant parties, including enterprises, employees, and inhabitants affected by the transition; improve efficiency and effectiveness of just energy transition process.
3. Private investment serves an important role in just energy transition process; resources from government and International Partners Group (IPG) must lead technology transfer process, improve administrative capacity and replacement clean energy. Resources originating from Glasgow Financial Alliance for the goal of net “zero” emission and other financial institutions are directly invested to enterprises instead of through Governmental security.
II. OBJECTIVES
1. General objectives
Successfully implement the JETP Declaration, promote the development of renewable energy, efficient and effective energy use, contribute to the realization of net “zero” emission by 2050; develop energy sector in a manner that harmoniously incorporates disciplines and infrastructures on the basis of ensuring national energy security, fulfilling development objectives, and ensuring equality in energy transition. Receive and effectively utilize assistance of international partners in energy transfer, administration, personnel training, financial support for the purpose of implementing the JETP Declaration, contributing towards orientation of National energy development strategy of Vietnam and implementation of Global Coal-to-Clean Power Transition Declaration.
2. Specific objectives
a) For the phase until 2030
- Develop and improve legal framework to facilitate and attract participation of investors, enterprises, and the general public in just energy transition and technology transfer.

- Upgrade and develop infrastructures for smart, advanced, modern production, transmission, storage, distribution, and electrical operation capable of integrating renewable energy on a large scale; increase electrification and personnel development; gradually master modern technology in order to manufacture equipment serving renewable energy; increase administration capability in energy sector to advanced level.
- Develop renewable energy industries, especially manufacturing industries for renewable energy equipment, electricity storage, CO2 recovery, absorption, storage, and use equipment; promote production of clean hydrogen, clean ammonia, etc. Aim to establish 2 interregional centers for renewable energy industry and services by 2030 in potential areas such as Northern region, South Central Coast, Southern region.
- Identify solutions for minimizing risks to protect enterprises, investors, employees, and poor, vulnerable households in energy transition process; provide training and refresher training to seize investment and career opportunities within renewable development ecosystem.
- Mobilize consent and active participation of the general public, enterprises, and the community in efficient, effective energy use and energy transition to increase proportion of renewable energy to 47%, limit maximum emission of electricity sector to 170 million tonne of equivalent CO2, limit maximum capacity of coal-fired electricity to 30.127 MW with adequate and practical international assistance.
b) For the phase following 2030
- Continue to policies to enable energy transition and clean energy production and use to become regular, continuous activities within organizations, enterprises, the community, and the general public under guidance of the Government and assistance of international community.
- Continue to develop renewable energy industries, especially manufacturing industries for renewable energy equipment, electricity storage, CO2 recovery, absorption, storage, and use equipment; promote production of clean hydrogen, clean ammonia, etc.
- Suspend further construction of and slowly eliminate coal-fired thermal power plants; extensively implement solutions for reducing greenhouse gas so that energy emission does not exceed 101 million tonne of equivalent CO2 and ratio of renewable energy to total energy reaches 80 - 85% by 2050.
- Vietnam becomes regional center for renewable energy and is staffed by experts in just energy transition to share Vietnam’s experience with international community.

1. Finalize institutions and policies promoting energy transition
- Review relevant legislative documents to request competent authority to amend, replace, or issue in order to stay in line with implementation of the JETP Declaration, ensure equality in energy transition, especially in economic sectors, including communities affected by unpredicted negative effects caused by energy transition process.
- Improve legal framework to facilitate investment in renewable energy, effective energy use, strengthening of electrical grid in Vietnam.
- Develop long-term legal framework conforming to roadmap for achieving net “zero” emission and fulfilling low-emission development, fossil-to-renewable or fossil-to-low emission demands.
- Develop regulations on assisting domestic enterprises in manufacturing, producing, maintaining equipment of renewable energy.
- Introduce issues of just energy transition in production and implementation of land use plan, planning, and socio-economic development plan, planning of all level.
2. Promote the transition from coal to clean energy
- Negotiate the suspension of investment in coal-fired thermal power plants behind schedule or facing difficulties in shareholder change and capital arrangement; negotiate the closure of old, underperforming coal-fired thermal power plants.
- Develop roadmap for reducing greenhouse gas of coal-fired thermal power plants in a manner consistent with roadmap for developing carbon market in Vietnam and connecting with global carbon market.

- Implement managerial and technical measures to improve efficiency of traditional power plants, increase energy efficiency in production, transmission, and distribution of electricity; promote the transition from fossil fuel to clean energy.
3. Develop renewable energy industry and service ecosystem
- Implement development of industrial and renewable energy service ecosystem according to National electricity development planning of the period 2021 - 2030 and vision to 2050.
- Continue to promote renewable energy sources (hydroelectricity, solar power, onshore and off-shore wind power, etc.), new energy (clean hydrogen, clean ammonia, tidal wave, geothermal, etc.) appropriate to the ability to maintain system safety with reasonable electricity price.
- Research and develop 2 interregional centers for renewable energy industry and services for electricity production, transmission, and consumption; manufacturing industry for equipment of renewable energy, construction, installation, relevant services, develop renewable energy industries in potential areas such as the Northern region, South Central Coast, Southern region.
- Develop models of biomass electricity, energy from waste, solid waste in order to utilize agricultural, forestry, wood processing by-products, promote afforestation and environmental remediation.
- Develop and implement regulations on ratio of renewable energy for electricity distributors in combination with development of renewable energy credit market. Improve capability to manufacture, produce, repair, and maintain equipment of renewable energy domestically.
- Encourage the use of electricity generated from clean energy; unlimited development of rooftop photovoltaic installation on office buildings and houses in a self-sufficient manner.
4. Use energy effectively and efficiently

- Promulgate standards, technical regulations, mandatory regulations and penalties regarding energy consumption of economic sub-sectors.
- Promote development and application of Energy Service Company (ESCO).
5. Upgrade electrical transmission and distribution system, expedite roadmap for development of smart electrical system and development of energy reserve system
- Continue to expedite road for development of smart electrical system to increase integration of renewable energy in electrical system and reduce electricity loss in electrical grid.
- Promote cooperation and connection of electrical grids with regional countries to increase system connectivity, electricity exchange and utilize resources of other countries.
- Develop pumped-storage hydroelectricity power plants to regulate load, reserve capacity, and integrate large-scale renewable energy.
- Assist in investing and implementing battery storage technology combining with solar power and other models in energy storage or close to load centers.
- Develop regulations promoting participation in taking off load during peak hours of electrical system or alternating operational management during off-peak hours.
6. Implement green energy transition, reduce greenhouse gas emission in transportation sector

- Increase effectiveness of energy use, transition of electricity use, green energy in respect of green traffic equipment, vehicles, infrastructures in transportation sector.
- Develop electric vehicle charging network infrastructure to ensure availability of charging stations accessible by a variety of vehicles; promote the transition to electric motorized vehicles.
7. Renovate, develop, and transfer technology
- Establish International center for renewable energy in Vietnam to share professional knowledge, assist in development of technology skills and understanding and facilitate cooperation with private sector regarding technology transfer to expedite development of renewable energy sources and clean electrical system management.
- Apply new, modern technologies to make the transition to a low-carbon economy, reduce energy consumption, reduce emission, aim towards fulfilling regulations on carbon emission per unit of export commodities and carbon market.
- Develop and promulgate criteria, national standards, national technical regulations in identifying clean technology, green transition projects; amend national standards and national technical regulations on recycling and use of wastes of energy production process.
- Research development and application of new energy sources (green hydrogen, green ammonia); research pilot implementation of carbon capture, utilization, and storage (CCUS) technologies, co-firing of ammonia and boiler (coal-fired thermal electricity), recovery of methane in coal and petroleum production activities, storage, processing, and transportation of coal, petroleum, and fuel products.
- Promote research, application of advanced science and technology and digital transformation in management, production, distribution, and effective, efficient use of energy; master manufacturing technologies for equipment of clean energy, renewable energy, advanced and environmentally friendly energy storage equipment appropriate to Vietnam’s conditions.
- Research, experiment, renovate, and improve clean technologies in universities, research institutes, large private enterprises to gradually master and make technology transition.

a) Ensure equality in access to resources and responsibility in energy transition
- Evaluate economic, societal, and environmental impact in just energy transition in respect of relevant entities.
- Enterprises implementing energy transition projects shall access financial resources from IPG and Glasgow Financial Alliance for net “zero” emission goals and financial institutions without requiring Governmental security.
- Enterprises implement reduction of greenhouse gas emission in a manner that adheres to roadmap for achieving net “zero” emission by 2050 and NDC.
- Use multi-purpose land for energy production in combination with agriculture, aquaculture in order to increase energy accessibility, create investment opportunities, create careers, and increase initiative of enterprises in repurposing of farmland for renewable energy development.
b) Assist vulnerable employees and households susceptible to energy transition.
- Expand electricity transmission and distribution infrastructures; ensure accessibility to electricity of reasonable pricing in respect of electricity for civil use and specific use; aim to achieve 100% of rural households having access to electricity by 2025 by implementing the “Development fund for small-scale electrical grid” which assists access to renewable energy in areas where electrical grid is inaccessible.
- Design regulations on reasonable electricity pricing for affected groups, vulnerable groups, and groups with low income, including electricity price financing via various household electricity retail pricing models where starting price is affordable for low income households.
- Promote green and sustainable job creation in low carbon emission economy; establish and implement programs assisting job creation, vocational training and education, refresher training for employees affected by energy transition, especially female employees and unofficial employees to receive information on green jobs, access to vocational education and training opportunities, receive support for career change, maintain or create new livelihood depending on the situation.

c) Provide training and refresher training for affected employees
- Increase capacity of public officials, public employees, and employees on renewable energy and novel energy authorities and relevant topics for central to local authorities.
- Review and list all employees suffering from unemployment as a result of energy transition and develop plans, programs for training and re-training to enable these employees to re-integrate with the labor market.
- Promote development of skill framework and national vocational skill standards, create scientific and practical basis for developing plans, strategies regarding vocational training and education relating to renewable energy and novel energy.
- Update training, refresher training, skill training programs and documents in a manner that complies with green jobs and new careers in energy transition; diversify vocational training methods with active participation of enterprises and other socio-economic sectors.
- Adjust composition and increase quality, effectiveness of the labor market; integrate just energy transition with implementation of Support program for labor market development until 2030 and Development strategy for vocational education of the period 2021 - 2030.
- Integrate just energy transition, renewable energy and novel energy development in formal education program.
9. Communicate and raise awareness
- Communicate and raise awareness regarding just energy transition.

10. Promote cooperation and mobilize resources for just energy transition
- Mobilize and attract international resources via diplomatic activities, cooperation programs of ministries, central departments, and local governments with international partners and Vietnamese representative missions in foreign countries.
- Study, acknowledge, share experience and models of just energy transition in other countries, initiatives regarding the use of green energy sources, transition from coal energy to clean energy, renewable energy, grid decarbonization for the purpose of implementing sustainable socio-economic development.
- Actively participate and contribute to multi-lateral and bilateral cooperation models in order to introduce just energy transition in multi-lateral and bilateral cooperation; mobilize IPG to assist Vietnam financially and technologically and provide additional support for just energy transition post-2025.
IV. RESOURCES FOR IMPLEMENTATION
Expenditure on implementation of the JETP Declaration is provided by the state budget and mobilized through sponsorships, assistance, other legitimate financial sources as per the law.
Mobilize resources from the IPG, Glasgow Financial Alliance, other organizations and financial institutions; encourage private investment, promote development of domestic carbon market and connection to international carbon market to increase resources for low carbon economy development.
V. ORGANIZING IMPLEMENTATION
1. Secretariat for implementation of JETP Declaration is responsible for advising the Prime Minister to coordinate, operate, and resolve tasks pertaining to implementation of the JETP Declaration and cooperate with IPG in implementing the JETP Declaration. Assign relevant ministers to establish Task groups for implementing the JETP Declaration:

b) Institution, Policy, and Investment Group is established by the Minister of Planning and Investment, led by a head equivalent to the Deputy Minister of Planning and Investment and responsible for developing institutions, resolving difficulties, issues, renovating administrative procedures to enable foreign investors and enterprises to participate in just energy transition; introducing just energy transition components in long-term and medium-term programs, strategies, planning, and plans of Vietnam. Mobilizing and effectively using funding provided by partners for just energy transition of Vietnam.
c) Technology and Energy Group is established by the Minister of Industry and Trade, led by a head equivalent to the Deputy Minister of Industry and Trade and responsible for reviewing, proposing development of policies and regulations promoting just energy transition; identifying demands, promoting and coordinating technical operations and technology transfer in implementation of the JETP Declaration in accordance with guidelines of Vietnam and the IPG for just energy transition.
d) Financial Group is established by the Minister of Finance, led by a head equivalent to the Deputy Minister of Finance and responsible for negotiating financial support from the IPG and Glasgow Financial Alliance and relevant parties, including bilateral and multi-lateral financial institutions, private sectors, and other parties in implementation of the JETP Declaration.
2. Assign responsibilities to ministries and relevant authorities
a) Ministry of Environment and Natural Resources shall
- Establish General Group led by a head equivalent to the Deputy Minister of Natural Resources and Environment.
- Take charge and cooperate with ministries, central departments, IPG in developing Mobilization Plan and requesting competent authority to approve; monitor, inspect, evaluate, and consolidate information on implementation of Mobilization Plan, Scheme and implementation of the goals defined under the JETP Declaration; producing periodic and irregular reports on implementation of the JETP Declaration and requesting Prime Minister and National Steering Committee for implementation of Vietnam’s commitment at the COP26.
- Take charge and cooperate with ministries, central departments, and agencies in developing regulations, policies on exchange and offset of carbon credit, results of greenhouse gas emission reduction/capture in order to attract foreign investment in a manner that adheres to greenhouse gas emission reduction goals defined under the NDC.
- Take charge and cooperate with ministries, central departments, and local governments in consolidating land use quota for development of electrical works and environmental protection, climate change adaptation, and conservation of scenery, ecosystem and requesting approval.

- Develop National marine spatial planning and General planning for sustainable production and use of coastal resources for development of wind power, solar power, other forms of power from the sea; Water resource planning for hydroelectricity development and use of water surface for solar power development; Land and sea area use planning that satisfies renewable energy production, agriculture, and aquaculture.
b) The Ministry of Planning and Investment shall
- Establish Institution, Policy, and Investment Group led by a head equivalent to the Deputy Minister of Planning and Investment.
- Take charge and cooperate with the Ministry of Finance and relevant ministries in identifying demands for assistance, private investment in just energy transition; mobilize and distribute domestic investment, ODA, concessional loans, and assistance grants not classified as ODA for implementation of the Scheme in a manner that stays in line with national public debt and external debt; cooperate with the Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
c) Ministry of Industry and Trade shall:
- Establish Technology and Energy Group led by a head equivalent to Deputy Minister of Industry and Trade.
- Propose regulations, policies, and regulations on energy transition to include in draft amendment of the Law on Electricity, Law on Renewable Energy, and relevant legislative documents; request the Government to promulgate policies on direct electricity sale; propose development of off-shore wind power projects; cooperate with the Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
- Take charge in proposing priority projects in just energy transition in order to mobilize support from IPG, Glasgow Financial Alliance, and other financial institutions appropriate to goals of the JETP Declaration and roadmap for national energy development.
- Take charge in coordinating activities and initiatives regarding energy transition, ensure consistency and mobilize combined support for just energy transition in Vietnam.

d) The Ministry of Finance shall
- Establish Financial Group led by a head equivalent to Deputy Minister of Finance.
- Take charge and cooperate with relevant authority in negotiating and receiving ODA, concessional loans, ODA grant to assist energy transition in accordance with regulations on management and use of ODA and concessional loans of IPG and foreign sponsors; cooperate with Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
- Take chare and cooperate with ministries, central departments, and agencies in developing financial regulations and policies encouraging private sector to participate in energy transition.
dd) Ministry of Labor - War Invalids and Social Affairs shall
- Take charge and cooperate with ministries, central departments, and agencies in developing policies, regulations, and solutions for promoting just transition in vulnerable subjects, adapting to climate change, and implementing just energy transition; supporting vocational training and education, refresher training, job creation, and other support for employees affected by energy transition; cooperate with Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
- Participate in Task groups, ensure that the energy transition process is just and compliant with Declaration of the International Labor Organization (ILO) regarding basic principles and rights at workplace, allow the entire society to benefit from green transition, increase reasonable energy accessibility, attract participation of organizations and relevant parties in order to satisfy demands of individuals affected by the transition process the most.
e) The Ministry of Science and Technology shall
- Take charge and cooperate with the Ministry of Industry and Trade in researching development and application of new energy sources (green hydrogen, green ammonia); researching pilot implementation of carbon capture, utilization, and storage (CCUS).

g) The Ministry of Transport shall
Take charge and cooperate with ministries, central departments, and authorities in developing, improving regulations and policies, increasing efficiency of energy usage, electricity and green energy transition of green traffic vehicles, equipment, infrastructures; developing standards and regulations on shared charging stations; cooperate with the Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
h) The Ministry of Construction shall
Take charge and cooperate with ministries, central departments in developing, improving regulations, policies, urban development planning, green construction, public infrastructures serving electric vehicles and environmentally friendly vehicles; producing and using construction materials of low carbon emission; using new energy sources, clean energy in order to reduce energy consumption in construction sector; reducing and replacing coal in production of construction materials; developing planning, design, management, and development of carbon-neutral cities.
i) The Ministry of Agriculture and Rural Development shall
- Take charge and cooperate with ministries, central departments in coordinating, guiding local government to use farmland and aquaculture land for multi-purpose development that incorporates production of renewable energy, improving energy accessibility, and creating jobs for rural inhabitants.
- Cooperate with the Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan; cooperate with Ministry of Industry and Trade in developing off-shore wind power projects that incorporate sea aquaculture and fisheries auxiliaries.
k) The State Bank of Vietnam shall
Take charge and cooperate with relevant agencies in signing, receiving ODA grant not associated with loans of financial institutions, monetary organizations, and international banks to finance energy transition in accordance with field-specific regulations on management and use of ODA and concessional loans of foreign sponsors; cooperate with the Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.

Exercise their functions, tasks, and powers in order to promptly implement programs and projects in Scheme for implementing Political Declaration on establishing Just Energy Transition Partnership (JETP); ensure better living conditions for workers under their management; cooperate with Ministry of Natural Resources and Environment in developing and implementing Mobilization Plan.
m) The Committee for Management of State Capital at Enterprises shall
Direct Vietnam Electricity, Vietnam Oil and Gas Group, Vinacomin to closely cooperate with relevant agencies, IPG in providing information, developing plans, roadmaps for energy transition of member enterprises.
n) People’s Committees of provinces and central-affiliated cities shall
- Organize selection of project developers, allocation of land fund for development of electricity constructions as per the law; take charge and closely cooperate with project developers in implementing site preparation, compensation, relocation, and migration for electricity source and electrical grid projects as per the law.
- Cooperate with ministries and relevant agencies in implementing the JETP Declaration.
Article 2. This Decision comes into force from the date of signing.
Article 3. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of People's Committees of provinces and central-affiliated cities, and relevant organizations, individuals shall be responsible for the implementation of this Decision.

a) Details: Mobilize private investment in electrical grid development, including: (1) Identify scope, priority, and model of investment of the private sector in electrical grid; (2) Provide support via legal framework to facilitate investment of private sector; (3) Provide support for cross-border transmission and offshore transmission.

a) Details: Assist in upgrading ESS to meet objectives defined under the Electricity Planning VIII, including: (1) Improving capability of officials, technicians regarding connectivity requirements; (2) Developing policy framework for ESS, including regulations on electricity market pertaining to provision of auxiliary services; (3) Evaluating the demands for battery energy storage system (BESS) and other storage units; assisting feasibility study.

1. Support for development of off-shore wind power
a) Details: Assist development of off-shore wind power by: (1) Improving capability and providing technical support for Ministry of Industry and Trade, Ministry of Natural Resources and Environment, other organizations, developing policies regarding marine spatial planning and off-shore wind power; (2) Provide financial support to reduce costs incurred by first off-shore wind power projects such as measuring wind velocity, conducting geophysics surveying, and assisting 2 GW of installation capacity; (3) Provide financial support for collection of environmental data and data on constant wind velocity in areas with technical potential, storage of data, formation of data model and communication of data in order to plan, invest, and operate wind power plants and electrical grid; (4) Survey off-shore wind power planning.
