DECISION
ON CRITERIA FOR SPECIALITY-BASED CLASSIFICATION AND EQUIVALENT RATINGS OF PRIVATE HEALTH FACILITIES
THE MINISTER OF HEALTH
Pursuant to Government's Decree No. 75/2017/ND-CP dated June 20, 2017 on functions, duties, rights and organizational structure of the Ministry of Health;
Pursuant to Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health on guidelines for speciality-based classification of system of health facilities;
Pursuant to Circular No. 21/2017/TT-BYT dated October 5, 2017 of the Minister of Health on amendments to the list issued together with Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health on speciality-based classification of system of health facilities;
At the request of Director of Department of Examination and Treatment Management.
HEREBY DECIDES:
Article 1. To promulgate criteria for speciality-based classification and equivalent ratings of private health facilities enclosed with this Decision.
Article 2. According to these criteria, health authorities competent to license medical examination and treatment (the Ministry of Health or the Department of Health) shall determine suitable level and equivalent rating of private health facilities in writing.
Article 3. Authorize the Director of Department of Examination and Treatment Management to provide guidelines for this Decision.
Article 4. This Decision comes into force on the date of its signature.
Article 5. The Chief of the Ministry Office, the Ministerial Chief Inspector, Director of Department of Examination and Treatment Management, Directors, Directors General affiliated to the Ministry of Health shall implement this Decision./.

CRITERIA
FOR SPECIALITY-BASED CLASSIFICATION AND EQUIVALENT RATINGS OF PRIVATE HEALTH FACILITIES
(Issued together with Decision No. 6062/QD-BYT dated December 29, 2017 of the Minister of Health)
I. Purposes:
The speciality-based classification and equivalent ratings of health facilities are bases for registration of insurance-covered primary healthcare, contracts for providing insurance-covered healthcare and payment methods of insurance-covered healthcare.
II. Speciality-based classification and equivalent ratings of private health facilities:
1. Bases for speciality-based classification of private health facilities:
The speciality-based classification and equivalent ratings of private health facilities shall be done according to quantity of hospital beds, labor composition, health worker qualifications, scope of specialities, infrastructure, health equipment, positions, functions and duties of health facilities.
2. Criteria for speciality-based classification of private hospitals:
a) The private hospitals shall be classified according to 5 categories below:
- Quantity of hospital beds: | 15 points |
- Labor composition, health worker qualifications: | 17 points |
- Scope of specialities | 52 points |
- Health equipment: | 12 points |
- Positions, functions and duties: | 4 points |
b) Speciality-based classification scoring scale:
- Level I: 90 points ≤ total score ≤ 100 points.
- Level II: 70 points ≤ total score ≤ 90 points.
- Level III: 40 points ≤ total score ≤ 70 points.
- Level IV: total score < 40 points.
3. Detailed speciality-based classification scoring scale:
3.1. Quantity of hospital beds:15 points
a) Polyclinic hospitals:

| 30 ≤ hospital beds ≤ 100 | 5 points |
b) Speciality hospitals:

3.2. Labor composition, health worker qualifications: 17 points
a) Labor composition:

| > 60% deans obtaining master’s degrees or attaining speciality level 2, the rest obtaining at least bachelor’s degrees | 3 points |
| 20% ≤ deans ≤ 60% obtaining postgraduate qualifications, the rest obtaining at least bachelor’s degrees | 2 points |

4. Speciality-based classification of clinics and private maternity wards:
Polyclinics, specialized clinics, private maternity wards are classified as level III health facilities as prescribed in Circular No. 43/2013/TT-BYT and Circular No. 21/2017/TT-BYT dated October 5, 2017 of the Minister of Health on amendments to the list issued together with Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health on multi-level healthcare applied to system of health facilities;
III. Rules for equivalent ratings of private health facilities:
1. Private hospitals classified as level I hospitals shall have equivalent rating with class I hospitals.
2. Private hospitals classified as level II hospitals shall have equivalent rating with class II hospitals.
3. Private hospitals classified as level III hospitals shall have equivalent rating with class III hospitals.
4. Private hospitals classified as level IV hospitals shall have equivalent rating with class IV hospitals.
5. Polyclinics, specialized clinics, and private maternity wards are classified level III health facilities as prescribed in Circular No. 43/2013/TT-BYT and Circular No. 21/2017/TT-BYT dated October 5, 2017 of the Minister of Health on amendments to the list issued together with Circular No. 43/2013/TT-BYT dated December 11, 2013 of the Minister of Health on multi-level healthcare applied to system of health facilities shall have equivalent rating of class III.
