Foreword
\r\n\r\nThe QCVN 01 - 133:\r\n2013/BNNPTNN is compiled by the Technical Committee for National Technical\r\nRegulation on Storehouses of Paddy, proposed by the Department of Agro-Forestry-Fishery\r\nProcessing and Commerce and Salt Sector, promulgated by the Ministry of\r\nAgriculture and Rural Development under Circular No. 12/2013/TT-BNNPTNT\r\ndated February 6, 2013 of the Ministry of Agriculture and Rural Development. \r\n

NATIONAL\r\nTECHNICAL REGULATION
\r\nON\r\nSTOREHOUSES OF PADDY
1. GENERAL\r\nPROVISIONS
\r\n\r\n1.1. Scope
\r\n\r\nThis Regulation\r\ndictates technical and managerial requirements of paddy storehouses serving\r\nrice production and export.
\r\n\r\n1.2. Regulated\r\nentities
\r\n\r\nThis Regulation\r\napplies to organizations and individuals exporting rice and other relevant\r\norganizations, individuals.
\r\n\r\n1.3. Definitions
\r\n\r\nIn the Regulation,\r\nthe terms below are construed as follows:
\r\n\r\n1.3.1. Paddy means rice\r\nof Oryza sativa L. that has been harvested and not been husked.
\r\n\r\n1.3.2. Rice means the\r\nremains of paddy that has been husked and partially, entirely removed of bran\r\nand embryo.
\r\n\r\n1.3.3. Preserved\r\npaddy means\r\nprocessed paddy entering storehouse and contained in a storage compartment (for\r\nloose paddy) or piled with proper packaging (for bagged paddy).
\r\n\r\n2. TECHNICAL\r\nPROVISIONS
\r\n\r\n2.1. Regarding\r\ninfrastructures
\r\n\r\n2.1.1. Storehouse\r\nlocation
\r\n\r\n- High, dry, not\r\nflooded or inundated.
\r\n\r\n- Away from sources\r\nof pollution, toxic chemicals, and flammable areas.
\r\n\r\n- Convenient for traffic\r\n(road or waterway traffic).
\r\n\r\n2.1.2. Storehouse\r\npremise
\r\n\r\n- Surrounded by sewer\r\nand drainage system.
\r\n\r\n- Accessible by road\r\nsystem allowing vehicles and motor equipment to operate, handle, and transport\r\npaddy into and out of storehouse.
\r\n\r\n2.1.3. Storehouse\r\nstructure
\r\n\r\n- Paddy storehouse\r\nshall be rigid and able to prevent weather (rain, sunlight, heat) from\r\naffecting paddy. Storehouse shall be designed to facilitate mechanization of\r\npaddy entry and withdrawal.
\r\n\r\n- Storehouse\r\nfoundation: shall be made of concrete with sufficient strength, not subsided,\r\nand at least 30 cm above the minimum standard construction elevation.
\r\n\r\n- Storehouse\r\nplatform: shall be made of concrete, able to support the highest load of\r\nproducts, properly moisture-proof, able to prevent groundwater, higher than\r\nsurrounding ground elevation, flat when paddy is preserved in packaging (or at\r\na sloped angle when preserving loose paddy and fitted with natural drainage\r\nsystem).
\r\n\r\n- Storehouse wall:\r\nshall be strong, watertight, damp-proof, insulated, and closed off to prevent\r\ninsects and pests.
\r\n\r\n- Storehouse roof:\r\nshall be pitched or dome-shaped, watertight, damp-proof, fitted with\r\nventilation and light-transmitting openings.
\r\n\r\n- Storehouse doors:\r\nshall be strong, rigid, closed off to prevent insects and pests and allow\r\nnatural ventilation.
\r\n\r\n2.2. Regarding paddy\r\npiling equipment and arrangement in storehouse
\r\n\r\n2.2.1. General\r\nequipment
\r\n\r\n- Paddy dryers: shall\r\nbe able to process moisture of paddy to achieve technical requirements and have\r\ndrying capacity matching storehouse capacity. Types of dryer:
\r\n\r\n+ Tower dryer.
\r\n\r\n+ Fluidized bed and\r\ntower dryer system.
\r\n\r\n+ Tray dryer.
\r\n\r\n- Equipment serving storehouse entry,\r\nwithdrawal.
\r\n\r\n- Equipment for dealing with incidents during\r\npreservation.
\r\n\r\n- Equipment for measuring, inspecting,\r\nand supervising technical requirement parameters.
\r\n\r\n- Lighting system.
\r\n\r\n2.2.2. For mechanized\r\nstorehouse
\r\n\r\n2.2.2.1. Equipment in mechanized\r\nstorehouse
\r\n\r\nSpecific equipment\r\nbelow shall be required:
\r\n\r\n- Storehouse entrance shall be located\r\nwhere it is convenient for entry, withdrawal, traversal and incident inspection\r\nwhen necessary. Windows shall be fitted with overhang or\r\nshutters to prevent rain splatter; natural ventilation openings shall have two\r\nlayers, the inner layer consists of mesh to prevent birds and insects while the\r\nouter layer consists of glass or shutters to allow easy opening and closing.
\r\n\r\n- Handling, transport, entry and\r\nwithdrawal equipment (including: conveyor belts, buckets, transmission chains,\r\nsuction machines, lifting devices) shall have adequate operating capacity\r\nmatching that of storehouse.
\r\n\r\n- Pallet shall be required to prevent damp.\r\n
\r\n\r\n- Equipment for handling incidents\r\nduring preservation including: mechanical ventilation equipment (have\r\nsufficient capacity, ensure proper ventilation, prevent dust and moisture in\r\nstorehouse, satisfy technical requirements of paddy storehouse); fumigation\r\nequipment (or fumigation measures when necessary) shall be required.
\r\n\r\n- Internal\r\nlighting system (including electric lighting and natural light-transmitting\r\nopenings) shall provide sufficient light. Lights\r\nshall be safely guarded to prevent shattering and prevent shattered shards from\r\nmixing with products.
\r\n\r\n- Measuring, inspecting, and supervising\r\nequipment includes: thermometer, hygrometer; scales for storehouse entry and\r\nwithdrawal; quality analysis and inspection equipment.
\r\n\r\n2.2.2.2. Paddy\r\nstacking in mechanized storehouse
\r\n\r\n- For loose paddy: Up to 3,5 m of\r\nstacking height. Weight of a storage compartment shall not exceed 500 tonne.
\r\n\r\n- For bagged paddy: Each package (of a\r\ntype 50 kg/package) shall be piled to form a stack, each stack weighs from 100\r\ntonne to 250 tonne. Recede 0,3 m for every 6 or 7 layers\r\nof package to form a tier. Every package in a tier shall be\r\nfastened with each other to prevent the stack from fall over during\r\npreservation. (In regard\r\nto bagged paddy where each bag is heavier than 50 kg, bags forming a stack\r\nshall not lean or tumble during preservation and each stack weighs from 100 tonne\r\nto 250 tonne).
\r\n\r\n- Minimum separation distance between\r\npaddy stack and the wall shall be 0,5 m, between the top of a stack the roof\r\n(or ceiling) shall be 1,5 m, and between stacks shall be 1 m.
\r\n\r\n2.2.3. For silo\r\nstorehouse
\r\n\r\nSilo\r\nstorehouse shall be used to contain and preserve paddy in loose form.
\r\n\r\n- Silo storehouse shall have cylindrical (or cuboid) body, inverted\r\nconical bottom or flat bottom with discharge mechanism, diameter ranging from 6\r\nm to 20 m, height ranging from 10 m to 30 m, airtight doors, and ventilation\r\nopenings. Silos shall be made of\r\nconcrete, metal, or galvanized metal plates; A minimum of two silos shall be\r\nrequired and able to mix ingredients during preservation. Silo storehouse shall be fitted with:
\r\n\r\n+ Handling and\r\ntransport equipment.
\r\n\r\n+ Equipment system\r\nserving silo entry, withdrawal, and mixing when necessary.
\r\n\r\n+ Automatic scale\r\nsystem, inspection scale, packaging scale for storehouse withdrawal.
\r\n\r\n+ Ingredient\r\ninspection, supervision, and processing: thermometer, hygrometer, system for\r\nventilating and steaming ingredients in silos.
\r\n\r\n2.3. Sanitation,\r\nenvironment, insect and pest prevention requirements
\r\n\r\n2.3.1. Sanitation\r\nregime
\r\n\r\n- Regulations on food hygiene and safety\r\nshall be required.
\r\n\r\n- Storehouse shall remain clean on a regular\r\nbasis, shall not reek of moldy, rotten, foul smell of animal carcasses or feces\r\nof rats, mice, bugs, cockroaches, and other pests.
\r\n\r\n- Transport vehicles shall be of\r\nsufficient hygiene standards, covered from sunlight and rain, and meet\r\noccupational safety standards.
\r\n\r\n- Do not place chemicals and other commodities in paddy storehouse.
\r\n\r\n- Periodic sanitation of storehouse\r\ninterior: periodic sanitation regime is required, including that for: ceiling\r\n(or roof), wall, floor, door, ventilation openings, ventilation ducts, and\r\nequipment in storehouse.
\r\n\r\n- Periodic sanitation of storehouse\r\nexterior: storehouse yard, grounds, drainage system, and auxiliary structures\r\nshall be thoroughly cleaned.
\r\n\r\n- Sanitation areas shall be separate\r\nfrom storage area and remain cleat at all time.
\r\n\r\n2.3.2. Environmental\r\nhygiene requirements
\r\n\r\n- Storehouse shall meet sanitation\r\nstandard requirements; storehouse equipment shall be located in areas\r\nsatisfying industrial sanitation and environmental hygiene requirements.
\r\n\r\n- Do not contaminate areas inside and\r\noutside of storehouse during operation and use in a manner that affects\r\nsurrounding environment and scenery.
\r\n\r\n- Environmental hygiene and food safety\r\nshall be maintained when adopting measures for eliminating insects and pests in\r\nstorehouse.
\r\n\r\n2.3.3. Preventing,\r\neliminating insects and pests
\r\n\r\n- Appropriate measures and equipment\r\nshall be required to prevent and minimize the presence of insects and pests in\r\nstorehouse.
\r\n\r\n- If insects and/or pests are present in\r\nstorehouse, measures shall be taken to eliminate the insects and pests. Only\r\nchemicals and instruments allowed for use shall be utilized.
\r\n\r\n3. FIRE\r\nSAFETY, STORM AND FLOOD PROTECTION, AND OCCUPATIONAL SAFETY REQUIREMENTS
\r\n\r\n3.1. Fire safety\r\nrequirements
\r\n\r\n- Fire prevention and firefighting\r\nregulations shall be required.
\r\n\r\n- Adequate fire prevention and\r\nfirefighting equipment, facilities shall be required; fire safety regulations\r\nshall be adhered to.
\r\n\r\n- Fire prevention and firefighting plans\r\nand response forces shall be established for emergency situations.
\r\n\r\n- Equipment and organization of fire\r\nprevention, firefighting shall conform to Decree No. 35/2003/ND-CP dated April\r\n4, 2003 of the Government and Circular No. 04/2004/TT-BCA dated March 31, 2004\r\nof the Ministry of Public Security.
\r\n\r\n3.2. Storm and flood protection\r\nrequirements
\r\n\r\n- Storm and flood protection\r\nregulations shall be required.
\r\n\r\n- Storm and flood prevention plans and\r\nresponse forces shall be required for emergency situations.
\r\n\r\n- Storm and flood\r\nprotection equipment shall be required.
\r\n\r\n- Equipment and\r\norganization of storm and flood protection shall conform to Ordinance No.\r\n9-L/CTN dated March 20, 1993 of the President and Decree No. 32/CP dated May\r\n20, 1996 of the Government.
\r\n\r\n3.3. Occupational\r\nsafety requirements
\r\n\r\n- Officials, staff,\r\nand employees of storehouse shall be fitted with personal protective equipment\r\nas per the law, receive training and advanced training regarding electricity\r\nsafety and machinery operation.
\r\n\r\n- Separate dressing\r\nrooms for employees to put on/take off protective clothing before entering and\r\nafter leaving storehouse.
\r\n\r\n4. REGULATIONS\r\nON MANAGEMENT
\r\n\r\n4.1. This\r\nRegulation, upon being published, shall serve as the basis for organizations,\r\nindividuals exporting rice to invest in construction of paddy storehouse and\r\napplication, certification of eligibility for rice export.
\r\n\r\n4.2. This\r\nRegulation serves as the basis to enable state authority to inspect, evaluate,\r\nand verify eligibility for rice export of organizations, individuals.
\r\n\r\n5. RESPONSIBILITIES\r\nOF ORGANIZATIONS AND INDIVIDUALS
\r\n\r\nOrganizations,\r\nindividuals under Section 1.2 are responsible for adhering to this Regulation.
\r\n\r\n6. ORGANIZING\r\nIMPLEMENTATION
\r\n\r\n6.1. The\r\nMinistry of Agriculture and Rural Development shall cooperate with ministries,\r\ncentral departments, authorities, and local governments (where paddy\r\nstorehouses serving rice export are located) shall publicize, guide, and\r\ninspect compliance with this Regulation.
\r\n\r\n6.2. Depending\r\non practical situations during implementation, organizations and individuals\r\nshall request the Ministry of Agriculture and Rural Development to amend when\r\nnecessary.
