CONTINUATION OF CONTROL MEASURES FOR INDIVIDUALS ENTERING AND LEAVING HO CHI MINH CITY, BINH DUONG PROVINCE, DONG NAI PROVINCE, AND LONG AN PROVINCE

PRIME MINISTER telegraphs:

- People’s Committees of Ho Chi Minh City, Binh Duong Province, Dong Nai Province, and Long An Province;

- People’s Committees of provinces or central-affiliated cities:

- Special taskforces of the Government implementing COVID-19 epidemic management.

Given cooperation, support, and reinforcement of central and local forces, Ho Chi Minh City, Binh Duong Province, Dong Nai Province, and Long An Province (hereinafter referred to as “Ho Chi Minh City and 3 surrounding provinces”) have made efforts to control the epidemic and are making necessary adjustments to restore manufacturing and business operations to bring people’s lives to a new normal safely and surely.

The demand to travel within “Ho Chi Minh City and 3 surrounding provinces” and in other provinces, cities of the general public are great and reasonable. However, the epidemic situations in “Ho Chi Minh City and 3 surrounding provinces” remain complicated despite being under control due to the fact that the epidemic has infiltrated deep within the community. On the other hand, people in “Ho Chi Minh City and 3 surrounding provinces” who have received the first shot of COVID-19 vaccine remain vulnerable to virus infection and can infect other people when vaccine coverage in other local administrative divisions is still low; widespread epidemic infection will overload medical system and seriously effect lives and health of the general public.

Continue to control people entering and leaving “Ho Chi Minh City and 3 surrounding provinces”. Governments of provinces and cities in “Ho Chi Minh City and 3 surrounding provinces” must agree and organize solutions for individuals entering and leaving “Ho Chi Minh City and 3 surrounding provinces” safely and thoroughly. Governments of Ho Chi Minh City and 3 surrounding provinces are responsible to the Prime Minister when allowing their locals to depart to other provinces and cities outside of “Ho Chi Minh City and 3 surrounding provinces”.

Other provinces and cities shall continue to cooperate with Ho Chi Minh City and 3 surrounding provinces in publicizing, mobilizing, and providing necessary support to prevent the general public from returning to their hometown on their own volition. Cooperate in bringing workers and employees from their hometown back to Ho Chi Minh City and 3 surrounding provinces to restore manufacturing and business operations.

Ho Chi Minh City and 3 surrounding provinces shall agree on solutions for managing people moving within Ho Chi Minh City and 3 surrounding provinces to facilitate restoration of manufacturing and business operations.

Ministry of Transport, Ministry of Public Security, Ministry of National Defense, and Ministry of Health shall direct enhancement of control posts at road connecting Ho Chi Minh City and 3 surrounding provinces.

Special taskforces of the Government shall implement COVID-19 epidemic management and cooperate with Ministry of Health in monitoring and expediting implementation while promptly reporting to the Prime Minister for new command when necessary./.
