ON APPLICATION OF URGENT MEASURES IN PREVENTION AND CONTROL OF COVID-19 IN THE TRANSPORT SECTOR

Implementing Official Dispatch No. 914/CD-TTg dated July 6, 2021 of the Prime Minister on strengthening safety measures to prevent and control the Covid-19 pandemic to realize dual goals, the conclusion of Prime Minister Pham Minh Chinh at an online meeting with Ho Chi Minh City and 07 provinces of southern key economic regions on the prevention and control of the Covid-19 pandemic (Notice No. 177/TB-VPCP dated July 6, 2021 of the Government Office), the Ministry of Transport (MOT) requests relevant agencies and units within their scope to urge, direct and strictly implement the following matters:
1. Based on the functions and tasks of their agencies and units, they strictly follow the direction of the Prime Minister in the Notice of conclusion No. 177/TB-VPCP dated July 6, 2021 above.
2. Continue to firmly enforce directives of the Politburo, the Secretariat, the Government, the Prime Minister, the National Steering Committee for Covid-19 Prevention and Control, the Ministry of Transport's Steering Committee for Covid-19 Prevention and Control and the Ministry of Health's instructions and rules on pandemic prevention and control with a proactive, drastic, strong, sincere, and effective spirit in order to achieve the dual goals. Strictly implement solutions to prevent, detect, isolate, localize pandemic outbreak and provide intensive care. Pay special attention to the implementation of regulations on distance and zoning; avoid unnecessary expansion outside and loose management inside; ensure sufficient supply of food and necessities to people in the areas of lockdown, quarantine, and social distancing. Apply compulsory pandemic prevention and control measures to all people coming from pandemic-hit areas as prescribed.
3. All drivers, attendants and passengers on vehicles transporting passengers and goods, from Ho Chi Minh City to other provinces/cities or vice versa, are required to have a valid certificate of negative test for SARS-CoV-2 (according to current regulations of the Ministry of Health), except for the vehicles that transport people to and from hospitals or medical centers in urgent cases but the health supervision and control and pandemic prevention and control measures must be taken.
Vehicles that transport food, essentials, and production materials, shuttle buses that pick up officials, managers, experts, workers, etc. working at agencies, enterprises, factories, and industrial parks to commute daily between Ho Chi Minh City to neighboring provinces and vice versa (including drivers and attendants on vehicles) are allowed to operate provided that they comply with every measures to prevent and control pandemic as prescribed by the Ministry of Health, and must be approved by the People's Committees of neighboring provinces and cities; complete daily health declaration by QR Code in accordance with the regulations of the competent authority.
4. The management of people and vehicles to/from Ho Chi Minh City and related localities: Directorate for Roads of Vietnam shall take charge and cooperate with agencies and units of the Ministry of Public Security, the People's Committee of Ho Chi Minh City, the Southeast, the Southwest and the provinces bordering Ho Chi Minh City in splitting traffic flows, regulating specific time for vehicles to avoid congestion, maintain stable transport of goods and passengers, and meeting the requirements for pandemic prevention and control.
5. Heads of enterprises, transport units, bus terminals, ports, ferry terminals, railway stations, airports, airfields, and vehicle owners are responsible for directly inspecting, urging and implementing the regulations on Covid-19 prevention and control at the units under their management.

7. Agencies and units, according to their functions, tasks and powers, actively resolve difficulties and obstacles in pandemic prevention and control and socio-economic development in Ho Chi Minh City and 07 provinces in the southern key economic region following the “3 No” motto “Don’t say no, don’t say difficult, don’t say yes but don’t do”.
8. In the event that Ho Chi Minh City and other localities in the region have to carry out a large-scale lockdown, social distance or isolation, the Directorate for Roads of Vietnam must have a specific scenario to handle the problem such as splitting traffic flows, circulation of goods, supply of materials and necessities, receipt and treatment of patients, etc. so as not to make a major disturbance to people's lives./.
