- People’s Committees of provinces and central-affiliated cities;
- Vietnam Airlines, Vietjet Air, and Bamboo Airways.
On October 31, 2021, Ministry of Health promulgated Official Dispatch No. 9270/BYT-DP regarding adoption of quarantine measures for pilots of Vietnam Airlines Corporation entering from international flight legs.
Implementing direction of Deputy Prime Minister Vu Duc Dam regarding facilitating return of Vietnamese; convenient and safe entry of businessmen, experts, hi-tech workers, etc. and foreigners (under Official Dispatch No. 7581/VPCP-KGVX dated October 19, 2021 of the Office of the Government), in order to agree on epidemic control measures to be adopted among airlines providing international flights; Ministry of Health (Standing body of the National Steering Committee for COVID-19 Control) hereby requests Ministry of Transport, Ministry of Public Security, Ministry of National Defense, Ministry of Foreign Affairs, People’s Committees of provinces and central-affiliated cities, and airlines to adopt the followings for aircrew members (flight crews, flight attendants, and other airline personnel depending on flight requirements):
1. For international flights with return flight in the same day, aircrew members who do not make entry or reside overnight in foreign countries and have received adequate COVID-19 vaccine as per the law:
1.1. Cargo flights; international passenger flights that satisfy the following requirements: all passengers possess certificate of COVID-19 vaccination or certificate of recovery from COVID-19, negative SARS-CoV-2 test results conducted via quick antigen test or RT-PCR within 72 hours prior to the flight; aircrew members shall monitor health at home or residence within 7 days and test for SARS-CoV-2 using quick antigen test or RT-PCR on the first day after returning. During this period, aircrew members are allowed to fly subsequent domestic flights and international flights while strictly complying with COVID-19 control measures.
1.2. Passenger flights where at least one passenger has not been adequately vaccinated against COVID-19:
Aircrew members shall quarantine at home or residence within 7 days and conduct SARS-CoV-2 test via quick antigen test or RT-PCR on the first day and the seventh day from the date of entry. During this period, aircrew members are allowed to fly subsequent domestic flights and international flights if they are tested negative to SARS-CoV-2 via quick antigen test or RT-PCR within 24 hours prior to the flight.

2.1. Cargo flights; international passenger flights must satisfy the following conditions: all passengers have obtained certificate of COVID-19 vaccination or certificate of recovery from COVID-19, are tested negative to SARS-CoV-2 via quick antigen test or RT-PCR within 72 hours prior to the flight:
Aircrew members shall quarantine at home or residence within 7 days and conduct SARS-CoV-2 test via quick antigen test or RT-PCR on the first day, the third day, and the seventh day from the date of entry. During this period, aircrew members are allowed to fly subsequent domestic flights and international flights if they are tested negative to SARS-CoV-2 via quick antigen test or RT-PCR within 24 hours prior to the flight.
2.2. Passenger flights where at least one passenger has not been adequately vaccinated against COVID-19:
Aircrew members shall participate in concentrated quarantine within 7 days from the date on which the flight finishes, conduct SARS-CoV-2 test with quick antigen test or RT-PCR on the first day and the seventh day from the date on entry, and monitor their own health for the next 7 days. During periods of quarantine and self-health monitor, aircrew members are allowed to fly subsequent domestic flights and international flights if they are tested negative to SARS-CoV-2 via quick antigen test or RT-PCR within 24 hours prior to the flight.
Ministry of Health hereby requests the People’s Committees of provinces and central-affiliated cities and airlines to cooperate in implementation.
