DECISION
APPROVING PLANNING FOR DEVELOPMENT OF DRY PORT SYSTEM IN 2021 - 2030 PERIOD WITH A VISION BY 2050
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Maritime Code of Vietnam dated November 25, 2015;
Pursuant to the Law on Planning dated November 24, 2017;
Pursuant to the Law on amendments to some articles concerning planning of 37 laws dated November 20, 2018;
Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 dated June 16, 2022 on increase of efficiency and validity of policies and laws on planning and certain solutions for dealing with difficulties to accelerate the formulation process and improve quality of plannings for the 2021-2030 period;

Pursuant to the Government’s Decree No. 37/2019/ND-CP dated May 07, 2019 on elaboration of the Law on planning;
Pursuant to the Government’s Decree No. 56/2019/ND-CP dated June 24, 2019 elaborating some Articles concerning transport in the Law on Amendments to some Articles concerning Planning of 37 Laws;
Pursuant to the Government’s Decree No. 38/2017/ND-CP dated April 04, 2017 on construction and operational management of dry ports;
Pursuant to the Prime Minister’s Decision No. 1579/QD-TTg dated September 22, 2021 approving the master planning for development of Vietnam’s seaport system in 2021 - 2030 period, with a vision by 2050;
At the request of the Ministry of Transport of Vietnam at the Statement No. 8244/TTr-BGTVT dated July 31, 2023 and the Appraisal Report No. 7233a/BGTVT-KHDT dated July 10, 2023 of the Appraisal Council of the planning for development of dry port system in 2021 - 2030 period, with a vision by 2050.
HEREIN DECIDES:
Article 1. The planning for development of the dry port system in the 2021 - 2030 period, with a vision by 2050, is herein given approval. The planning has the following contents:
I. VIEWPOINT AND OBJECTIVES
1. Viewpoints

- Develop the dry port system in order to optimize the transport of imports and exports for each region and economic corridors; combine the development of dry ports located near seaports for direct support purpose and the development of dry ports located far away from seaports but connected with goods distribution and consumption centers, land border checkpoints and railway border checkpoints for the purposes of well organizing transport system, promoting multimodal transport and reducing transport and logistics service costs.
- Prioritize the establishment and development of dry ports associated with high-capacity transport modes such as inland waterway transport and rail transport; dry ports connected with economic zones, industrial parks, export-processing zones, logistics centers and international land border checkpoints and railway border checkpoints with high transport demands.
- Ensure the inheritance during development of existing dry ports, maximize their capacity, carry out reviews and make appropriate modifications to meet actual demands; combine the construction of new dry ports and relocation of some existing dry ports to establish a synchronous, modern and sustainable dry port system that ensures traffic safety and environmental protection.
- Mobilize all resources and make the best use of private sector resources for investing in development of dry ports under the planning.
2. Objectives
a) General objectives:
Gradually establish and develop the system of dry ports nationwide with the aims of meeting demands for transport of imports and exports, and increasing the capacity of seaports for movement of goods; organize container transport services in a reasonable manner so as to reduce transport costs and time of storage of goods at seaports, and ensure safety of goods; make contribution to reduction of traffic congestion and environmental protection, especially in large cities and areas where large-scale seaports are located. Develop dry ports into focal points for transport, transshipment and distribution of goods associated with provision of logistics services.
b) Specific objectives:
- Objectives by 2030: develop the dry port system capable of meeting 25% - 35% of demands for movement of containerized imports and exports along transport corridors; establish dry ports and dry port clusters with total capacity of about 11,9 - 17,1 million TEU/year. In which, the capacity of dry ports and dry port clusters in the Northern region is expected to reach 4,29 - 6,2 million TEU/year; the capacity of dry ports and dry port clusters in the Central - Central Highlands of Vietnam is expected to reach 0,9 - 1,4 million TEU/year; and the capacity of dry ports and dry port clusters in the Southern region is expected to reach 6,8 - 9,5 million TEU/year.

II. PLANNING CONTENTS
1. Northern region
a) Hanoi - Hai Phong transport corridor
- Planning scope: the following provinces and cities, including Hanoi, Hung Yen, Hai Duong, and Hai Phong.
- Expected capacity of movement of dry ports on the corridor by 2030: about 2,14 - 3,17 million TEU/year.
- Total planning area for dry ports by 2030: about 223 - 331 ha.
b) Lang Son - Hanoi - Hai Phong transport corridor
- Planning scope: the following provinces and cities, including Hanoi, Bac Ninh, Bac Giang, and Lang Son.
- Expected capacity of movement of dry ports on the corridor by 2030: about 460 - 580 thousand TEU/year.

c) Cao Bang - Hanoi - Hai Phong transport corridor
- Planning scope: the following provinces and cities, including Hanoi, Thai Nguyen, Bac Kan, and Cao Bang.
- Expected capacity of movement of dry ports on the corridor by 2030: about 200 - 250 thousand TEU/year.
- Total planning area for dry ports by 2030: about 20 - 25 ha.
d) Lao Cai - Hanoi - Hai Phong transport corridor
- Planning scope: the following provinces and cities, including Hanoi, Phu Tho, Yen Bai, Lao Cai, Tuyen Quang, and Ha Giang.
- Expected capacity of movement of dry ports on the corridor by 2030: about 585 - 900 thousand TEU/year.
- Total planning area for dry ports by 2030: about 60 - 95 ha.
dd) Northern coastal transport corridor (National Highway 1 and National Highway 10)

e) Dien Bien - Hanoi - Hai Phong transport corridor
- Because the movement on this corridor by 2030 is still low, planning for development of dry ports thereon is not yet made.
2. Central - Central Highlands of Vietnam
a) National highway 8 transport corridor
- Planning scope: the following provinces and cities, including Nghe An and Ha Tinh.
- Expected capacity of movement of dry ports on the corridor by 2030: about 200 - 250 thousand TEU/year.
- Total planning area for dry ports by 2030: about 20 - 25 ha.

c) National highway 9 transport corridor
- Planning scope: the following province and city, including Quang Binh and Quang Tri.
- Expected capacity of movement of dry ports on the corridor by 2030: about 100 - 200 thousand TEU/year.
- Total planning area for dry ports by 2030: about 10 - 20 ha.
d) Economic zone of Da Nang, Hue and Quang Nam
- Planning scope: the following provinces and cities, including Hue, Da Nang, and Quang Nam.

dd) National highway 19 transport corridor
- Planning scope: the following provinces and cities, including Quang Ngai, Binh Dinh, Kon Tum, and Gia Lai.
- Expected capacity of movement of dry ports on the corridor by 2030: about 200 - 330 thousand TEU/year.
- Total planning area for dry ports by 2030: about 20 - 33 ha.
e) National highway 29 transport corridor
- Planning scope: the following provinces and cities, including Phu Yen, Dak Lak, and Khanh Hoa.
- Expected capacity of movement of dry ports on the corridor by 2030: about 150 - 220 thousand TEU/year.
- Total planning area for dry ports by 2030: about 15 - 22 ha.

Dry ports on transport corridors are developed as follows:
a) Ho Chi Minh City economic zone (within the Belt Road No. 4):
- Planning scope: the following provinces and cities, including Ho Chi Minh City, Dong Nai, Binh Duong, and Long An.
- Expected capacity of movement of dry ports on the corridor by 2030: about 3,2 - 4,24 million TEU/year.
- Total planning area for dry ports by 2030: about 309 - 400 ha.
b) Dak Nong - Binh Phuoc - Ho Chi Minh City transport corridor:
- Planning scope: the following provinces and cities, including Ho Chi Minh City, Binh Duong, Binh Phuoc, and Dak Nong.
- Expected capacity of movement of dry ports on the corridor by 2030: about 1,86 - 2,65 million TEU/year.
- Total planning area for dry ports by 2030: about 186 - 265 ha.

- Expected capacity of movement of dry ports on the corridor by 2030: about 350 - 600 thousand TEU/year.

d) Ca Mau - Can Tho - Ho Chi Minh City transport corridor:
- Planning scope: the following provinces and cities, including Ho Chi Minh City, and provinces of Mekong Delta.
- Expected capacity of movement of dry ports on the corridor by 2030: about 530 - 780 thousand TEU/year.
- Total planning area for dry ports by 2030: about 53 - 78 ha.
dd) Ho Chi Minh City - Vung Tau transport corridor:
- Planning scope: the following provinces and cities, including Ho Chi Minh City, Dong Nai, and Ba Ria - Vung Tau.

e) National highway 1 transport corridor
- Planning scope: the following provinces and cities, including Ninh Thuan, Binh Thuan, Dong Nai, and Ho Chi Minh City.
- Expected capacity of movement of dry ports on the corridor by 2030: about 260 - 390 thousand TEU/year.
- Total planning area for dry ports by 2030: about 26 - 39 ha.
g) National highway 20 transport corridor
- Planning scope: the following provinces and cities, including Ho Chi Minh City, Dong Nai, and Lam Dong.
- Expected capacity of movement of dry ports on the corridor by 2030: about 50 - 100 thousand TEU/year.
- Total planning area for dry ports by 2030: about 5 - 10 ha.

III. LAND USE DEMAND
Total land area to be used for developing dry ports under the planning by 2030 is about 1.199 - 1.707 ha, of which the land area to be additionally allocated is about 784 - 1.211 ha.
IV. DEMAND FOR INVETSMENT FUNDING BY 2030
Total investment funding for development of dry ports by 2030 is about VND 27,4 - 42,38 thousand billion.
V. INVESTMENT PROJECTS GIVEN PRIORITY BY 2030
Investment in some dry ports on transport corridors connected with large-scale seaports in Northern region (such as Hai Phong seaport) and in Southern region (such as Ho Chi Minh City and Ba Ria - Vung Tau seaports) is given priority.
(Details of priority dry ports are available in Appendix II enclosed herewith).
VI. PRIMARY SOLUTIONS, MECHANISMS AND POLICIES
1. Mechanisms and policies

- Promulgate regulations on statistical reports on dry ports, including statistical indicators and policies for making investments in construction and operational management of dry ports in combination with the establishment of dry port databases in a scientific and uniform manner with the aims of promptly serving performance of specialized state management tasks and meeting demands for information of organizations and individuals in accordance with regulations of law in force and international integration requirements.
- Perfect relevant law provisions to facilitate the multimodal transport of goods to and from dry ports.
- Review and revise relevant law provisions on flood control systems so as to make the best use of coastlines and river terraces for developing dry port infrastructure associated with inland waterways connected to seaports, thereby relieving the burden on road transport systems.
2. Raising investment capital
Expand and diversify investment forms towards improvement of private sector involvement; encourage and enable enterprises of different business types to invest in construction and operation of dry ports in different forms as prescribed by laws; provide assistance and incentives in terms of credit extension, taxes, prices, fees, charges, technology transfer and transfer of rights to operate inaldn ports in conformity with specific social - economic conditions of each local area.
3. International cooperation, science, technology and environment
- Intensify domestic and foreign investment promotion by means of incentive policies, thereby facilitating business and investment activities.
- Implement regional and international agreements and treaties on dry ports to which Vietnam is a signatory; Continue efficiently implementing the Intergovernmental Agreement on Dry Ports of UNESCAP, promote international recognition of dry ports, facilitate investment in dry port infrastructure, improve operational efficiency and environmental sustainability in transport sector, and promoting the development of international multimodal transport corridors; Continue implementing the Decision No. 604/QD-TTg dated May 08, 2015 of the Prime Minister of Vietnam approving the “ASEAN transport connectivity enhancement by 2020 with orientations by 2030” scheme.
- Intensify cooperation and take advantage of support from partners and international organizations for developing human resources and fulfilling environmental protection, disaster preparedness and control, and climate change adaptation tasks.

- Develop digital platforms, connections and data sharing within the system connecting related parties of the supply chain, including cargo owners, freight forwarders, domestic transport service providers, ports, shipping lines, customs authorities, etc.
4. Human resource development
Provide training for and attract high-quality human resources, especially human resources in charge of managing and operating dry port infrastructure; do research on implementation of mechanisms for ordering of training programs for human resources in fields/sectors related to management and operation of dry ports.
5. Organizing implementation of the planning
Intensify cooperation, inspection and supervision of organization of planning implementation tasks so as to ensure that dry ports will be invested in and operated according to their functions, scale and roadmap specified in the approved planning; ensure the consistency between dry ports and relevant infrastructure facilities. Organize business conferences to consider issues concerning development, management and operation of dry ports.
- Promote close cooperation between ministries, central-government authorities and local governments in implementing the planning and allocating land areas for developing dry ports; encourage local governments to proactively adopt land policies to give support in construction of dry ports; combine plannings for logistics centers, dry ports and bonded warehouses to establish a consistent master plan.
- Intensify the connection of dry ports with rail transport and inland waterway transport by means of combined planning for commodity stations, ports and inland landing stages which should be suitable for dry ports; facilitate the connection of railway routes from dry ports to the national railway network as prescribed; eliminate bottlenecks relating clearance of river crossing bridges in inland waterway transport of containers.
Article 2. Implementation organization
1. The Ministry of Transport of Vietnam shall:

b) Provide information about the planning for being input into the national database and information system on planning as prescribed.
c) Formulate plans and provide necessary solutions for implementing the planning in a consistent, feasible and efficient manner.
d) Closely cooperate with the Ministry of National Defence of Vietnam and relevant ministries, central-government authorities and local governments during the implementation of the planning with the aim of ensuring its satisfaction of national defense and security requirements.
dd) Cooperate with local governments in properly managing potential dry ports on transport corridors specified in the planning and inland ports to be developed after 2030.
e) Cooperate with local governments in managing and regulating the process and scale of investment in dry ports within dry port clusters, ensuring total capacity of dry port clusters defined in this planning.
g) Assume the full responsibility for the accuracy of contents, information, data, figures, maps and database included in the dossier of the planning for development of dry port system in the 2021 - 2030 period, with vision by 2050.
2. Within the ambit of their assigned functions, tasks and powers, ministries and central-government authorities shall cooperate with the Ministry of Transport of Vietnam and provincial People’s Committees in allocating resources and proposing appropriate mechanisms and policies for pursuing objectives of this planning in a feasible and efficient manner, and ensuring the consistency between this planning and sectoral and local development plans or plannings.
3. Responsibilities of Provincial People’s Committees:
a) People's Committees at all levels shall, within the ambit of their assigned tasks and powers, organize state management of local dry ports in accordance with regulations of law; sufficiently provide and properly manage land areas serving the planning implementation.

c) Assume responsibility to invest in transport infrastructure facilities connecting dry ports to major arterial roads (such as national highways, expressways, inland waterways, and railways).
Article 3. This Decision comes into force from the date on which it is signed.
Article 4. Ministers, heads of ministerial agencies, heads of Governmental agencies, Chairpersons of Provincial People’s Committees and relevant agencies shall implement this Decision.
