DECISION
APPROVING ADJUSTMENT TO DETAILED PLANNING ON TAN SON NHAT INTERNATIONAL AIRPORT BY 2020, WITH ORIENTATION TOWARDS 2030

Pursuant to Vietnam Civil Aviation Law No.66/2006/QH11 dated June 29, 2006 and the Law on amendments to the former Law dated November 21, 2014;
Pursuant to the Law on Construction No.50/2014/QH13 dated June 18, 2014;
Pursuant to the Law on Environmental Protection No.55/2014/QH13 dated June 23, 2014;
Pursuant to Decree No.12/2017/ND-CP dated February 10, 2017 of the Government on functions, duties, rights and organizational structure of the Ministry of Transport;
Pursuant to Decree No.102/2015/ND-CP dated October 20, 2015 of the Government on airport management and utilization;
Pursuant to Decree No.18/2015/ND-CP dated February 14, 2015 of the Government on environmental protection planning, strategic environmental assessment, environmental impact assessment and environmental protection plan;
Pursuant to Decision No.236/QD-TTg dated February 23m 2018 of the Prime Minister on approval for the adjusted planning on development of air transport by 2020, with visions towards 2030;
Pursuant to Announcement No.167/TB-VPCP dated March 29, 2017 of the Government’s Office on conclusion of Prime Minister-Nguyen Xuan Phuc at the Government's regular meeting regarding plan for adjustments to Tan Son Nhat International Airport planning;
Pursuant to Document No.1176/TTg-CN dated August 11, 2017 of the Prime Minister on hire of international consultants to research and review the planning and prepare an extension plan, and make adjustments to Tan Son Nhat International Airport planning;
Pursuant to Announcement No.142/TB-VPCP dated April 15, 2018 of the Government’s Office on conclusion of Prime Minister Nguyen Xuan Phuc at the Government's regular meeting about plans for adjusting extension planning on Tan Son Nhat International Airport;
Pursuant to Document No.752/TTg-CN dated June 13, 2018 of the Prime Minister on adjustment to detailed planning on Ho Chi Minh City Tan Son Nhat International Airport;
Pursuant to Document No.9037/BQP-TM dated August 17, 2018 of the Ministry of National Defense on reporting the implementation of detailed planning on Tan Son Nhat International Airport by the Ministry of National Defense and Ministry of Transport to the Prime Minister;
Pursuant to Decision No.3193/QD-BGTVT dated September 07, 2015 of the Ministry of Transport granting approval for adjustments to detailed planning on Tan Son Nhat International Airport by 2020, with visions towards 2030;
Pursuant to comments on dossier of detailed planning adjustments provided by relevant ministries and entities, including: Document No.4410/BKHDT-KCHTGT dated June 28, 2018 of the Ministry of Planning and Investment; Document No.8130/BTC-DT dated July 09, 2018 of the Ministry of Finance; Document No.1616/BXD-QHKT dated July 04, 2018 of the Ministry of Construction, Document No.3339/BTNMT-KHTC dated June 25, 2018 of the Ministry of Natural Resources and Environment; Document No. 2020/BTP-PLDSKT dated June 07, 2018 of the Ministry of Justice; Document No.1822/BTTTT-CVT dated June 08, 2018 of the Ministry of Information and Communications, Document No.1423/BCA-TCAN dated June 20, 2018 of the Ministry of Social Security. Document No.4424/BNN-KH dated July 11, 2018 of the Ministry of Agriculture and Rural Development, Document No.3104/UBND-DT dated July 11, 2018 of Ho Chi Minh City People's Committees and Document No.7615/BQP-TM dated July 15, 2018 of the Ministry of National Defense which is appraised by Council’s Members on August 28, 2018;
Consider Report No.2012/TTr-CHK dated May 29, 2018 of the Civil Aviation Administration of Vietnam on applying for approval for adjustments to detailed planning on Tan Son Nhat International Airport by 2020 with orientation towards 2030; Document No.3447/CHK-QLC dated August 27, 2018 and Document No.3528/CHK-QLC dated August 30, 2018 of the Vietnam Civil Aviation Administration on completing the dossier of adjustments to detailed planning on Tan Son Nhat International Airport as commented by relevant ministries, agencies and appraisal council;
At the request of Director General of Investment and Planning Department provided in appraisal report No.1016/KHDT dated August 31, 2018,
HEREBY DECIDES:
Article 1. Granting approval for adjustments to detailed planning on Tan Son Nhat International Airport with the following contents:
1. Name of the scheme: Adjustments to detailed planning on Tan Son Nhat International Airport by 2020 with orientation towards 2030
2. Location: Tan Son Nhat International Airport, Ho Chi Minh City
3. Planning period: by 2020 with orientation towards 2030
4. Contents of the adjusted planning
4.1. Airport classification: Level 4E (according to code standards provided by the International Civil Aviation Organization – ICAO) and level I military air base
4.2 Function in national civil aviation airports: international airport
4.3 Purpose: Civil and military airport
4.4 General plan: Plan No.3 in the planning dossier
4.5 Planning objectives
- Airport level: 4E and level I military airport
- Passenger number: 50 million passengers/year
- Freight volume: around o.8 to 1.0 tonnes/year
- Type of aircraft in utilization: A320/321, B747, B777/787, A350 and equivalent type
- Number of aircraft stands: 106
- Approaching to landing method: equipped approaching system
4.6 Airfield planning
- With regard to runways: Runway 25R/07L sized 3.050m x 45m and runway 25L/07R sized 3.800m x 45m remain unchanged. A study on plans for displacing 186m of runway 25L/07R to the south for construction of a bypass taxiway for the runway 07R to satisfy utilization safety regulations is required if it is necessary to build a bypass taxiway used for code C aircrafts. Renovation and repair shall be carried out to ensure utilization as requested.
- With regard to the taxiway system:
+ As for parallel taxiway: Construct 3 additional parallel taxiways, including 1 taxiway located between two existing runways which is 182.5m far from such runway, 1 parallel taxiway to the south of the runway 25L/07R which is 182.5m far from such runway and 117.5m from the existing taxiway and 1 taxiway to the north of runway 25R/07L which is182.5m apart from such runway
+ As for rapid-exit taxiway: Construct 5 additional rapid-exit taxiways for runway 25R/07L.
+ As for entrance taxiways: Construct additional entrance taxiways to connect the runway to the parallel taxiway and parallel taxiway to the northern and southern apron. Construct a bypass taxiway used for code C aircrafts for the runway 07R which connects to the new parallel taxiway in order to help the aircraft landing on runway 25R/07L go to the apron without any impact on landing on runway 25L/07R
- With regard to apron system: Construct additional aprons in front of terminal 3 and southwest apron which could provide 56 aircraft stands in order to increase the number of aircraft stands to 106.
Plan aprons in front of the hangar, freight station, and northern airline service to satisfy the utilization demand.
4.7 Planning on air traffic management area and communication and navigation
- With regard to air traffic control tower: Use the existing air traffic control tower located in the southwest of the international terminal.
- Relocate the VOR air navigation system to a new position which is 550m far from the old one towards the runway 25.
- With regard to the instrument landing system: Install accuracy instrument landing systems on runway 25R, 25L and 07R.
- With regard to the approach lighting system (ALS): Install CAT II ALS on the runway 25L, CAT I ALS on runway 25R and simple ALS on runways 07L and 07R.
- Other supporting instruments are synchronously installed to meet airport utilization demand.
4.8 Airline ground service area planning
- With regard to passenger terminal:
+ Use the existing terminal 1 and 2 and carry out renovation and expansion of such terminals to increase the number of passengers to 30 millions/year
+ Construct an additional terminal 3 in the south with the passenger capacity of 20 millions/year in order to increase total capacity of the whole airport to 50 millions/year.
- With regard to freight and logistics service: Use the existing freight station and construct additional freight stations, freight warehouse and airline logistics department in the north on the land area of 29.21 ha in such a way that the storage capacity of the new freight station is 370.000 tonnes/year which helps to increase total freight capacity of the whole airport to 0.8 to 1.0 million tonnes/year.
- Traffic planning
+ Regarding the main road to the airport: (i) Use the existing Truong Son Street, (ii) expand the main axis connecting Tran Quoc Hao Street with Cong Hoa Street (crossing Phan Thuc Duyen Street, Street 18E, Street C2 and C12) in such a way that 4 to 6 lanes are provided; (iii) expand Hoang Hoa Tham and Tran Nhan Trung Street in such a way that 4 lanes are provided and expand the Street 18E so that it can provides 4 to 6 lanes; (iv) conduct a study on construction of additional overpass which runs from Phan Thuc Duyen Street (Hoang Van Thu Park) crosses Tran Quoc Hoan and Thang Long Street then reaches Chao Lua soccer field to clear the traffic from the city center to the terminal T3; (v) conduct a study on construction of an additional flyover which runs from the end of terminal 2 crosses over internal terminal 1 then follows Thang Long Street to Phan Thuc Duyen Street and splits into 2 branches, one heading to Nguyen Van Troi Street and the other passing Hoang Van Thu park to reach Hoang Van Thu Street; (vi) conduct a study on grade separation between the street connecting Tran Quoc Hoang Street to Cong Hoa Street and Cong Hoa and Truong Chinh Street.
+ Regarding internal roads for the airport: (i) In the South: Construct internal roads connecting to the outer main road and internal terminal 3 which could provide from 2 to 6 lines according to construction investment as required; (ii) In the North: Use 3 existing roads to connect the airline service area to Tan Son and Quang Trung Street and carry out renovation as well as expansion of such road to meet the utilization demand.
+ Regarding taxi parking: Construct additional taxi parking to provide transport services for passenger in terminal 3 in the form of combination between a normal parking with a multistory car park and arrange entrance and exist gate in consistent with the area of the extended land according to the construction investment as required.
+ Regarding to roads for civil service purpose (hereinafter referred to as “civil service roads”): Construct additional civil service roads in the north of the airport which could provide 2 lanes and run along the airport boundary, and connect to the existing civil service road.
4.9 Airport supporting work planning
- With regard to emergency fire station: Construct 1 additional fire station in the north of the airport on the land area of 3 ha which is located near the taxiway connecting the parallel taxiway to the apron in the front of freight station, hangar.
- With regard to the off-airport transfer services: Construct an additional off-airport transfer service in the south of the terminal 3 on a land of 3,500m2.
- With regard to ground instrument yard: Construct a number of additional yards on a land of total area of 3 ha.
- With regard to the hangar: Build at least 4 additional hangars in the north of the airport for repair of large-scale aircrafts and construct synchronous technical infrastructure facilities such as taxi parking, traffic road, water supply and drainage system or power generation system in front of the hangar for use demand
- With regard to fuel depot: (i) In the north: construct additional fuel depots to satisfy development demand in the future, (ii) In the south: Use the existing fuel depot
- With regard to airline catering service and other service works: Construct additional synchronous technical infrastructure facilities in the northeast of the airport such as taxi parking, traffic road, water supply and drainage system or power generation system
4.10 Technical infrastructure facility planning
- With regard to the power generation system: Establish additional power generation systems in the north and south of the airport which supplied by 22kV grid of the city. Install more power generators in each department in the terminal 3 and expand the power generation system located in the east of the terminal 3 on the land area of about 1,500m2.
- With regard to water supply systems: Use the city water supply system (i) In the south: Establish an additional water treatment system in the east of the terminal 3 on a land area of 1,500m2; (ii) In the north: Establish a water treatment system near the airline catering service facility on an area of 6,500m2.
- With regard to water drainage systems and reservoirs: Use ditches and sewers for drainage purpose in the 3 following directions: (i) the northern water drainage which releases the water into Hy Vong - Tham Luong canal; (ii) the southeast water drainage system which released water into Nhat Ban canal; (iii) the southern water drainage system which releases water into Nhieu Loc - Thi Nghe canal. Build additional reservoirs and pumping stations in the north of the airport which release water into Hy Vong canal. Construct an additional reservoir to regulate water flow in combination of the park in the north. Build additional ditches with cover, underground sewers and ditches at locations specified in the planning on construction of additional taxiways
- With regard to the system for wastewater treatment and solid waste transshipment: (i) In the south: Establish an additional wastewater treatment system in the west of the terminal 3 on a land area of 2,000m2; (ii) In the north: Establish an additional system for wastewater treatment and solid waste transshipment near the airline catering service department on a land area of 5,850m2.
- With regard to security fence: Fencing construction site of new works to complete the fencing system.
4.11 Land use planning
Total land area specified in the adjusted planning is 791,000 ha (excluding the land area for national defense purpose), including:
- Area of the existing Tan Son Nhat Airport: 540.10 ha
- Area of the land for national defense that is temporarily transferred to be used as an apron: 19.79 ha
- Area of the land for national defense that is associated to the civil aviation land: 18.80 ha
- Area of the additional land in the south: 35.66 ha
- Area of the additional land in the north: 171.65 ha
Article 2. Implementation
1. With regard to investment route: According to management and use of the land for national defense and favorable conditions for land clearance, the investment route shall be specified as follows:
- As for southern works: Prioritize investment in the terminal 3, apron, traffic road and supporting works constructed on the land area transferred by the Ministry of National Defense in order to reduce traffic congestion. Keep invest in expansion of terminals, aprons and supporting works specified in the planning according to the development demand and use of the land transferred.
- As for northern works: Immediately invest in construction of reservoirs and pumping stations on the land area transferred by the Ministry of National Defense to prevent flooding. Encourage private sector involvement in investment and establish procedures for land clearance compensation under soft law provisions in order to invest in construction of technical airline service works not specified in the planning.
- As for works within the airfield: Prioritize investment in expansion of runways, parallel taxiways, connecting taxiways and supporting works to increase the airport capacity. Invest in construction of northern parallel taxiways and taxiways connecting to the former taxiway to satisfy the demand for utilization of technical airline service facilities in the north.
- As for the main road to the airport: Make investment after the adjusted planning is approved in consistent with the Ho Chi Minh City traffic planning.
2. The Civil Aviation Administration of Vietnam shall:
- take charge and cooperate with relevant agencies and local authorities in publishing, managing and implementing the planning, and adding the contents mentioned above into the local planning.
- conduct study and receive the appraisal report for management purpose and implement the planning as regulated.
- Ask for advice from the Ministry of Transport to work with the Ministry of National Defense and relevant agencies on legal procedures and methods for work operation to meet the existing demand with the aim of reducing traffic congestion and minimizing impacts on national defense activities.
Article 3.
1. This Decision comes into force from the day on which it is signed. Other contents of the planning shall remain unchanged as specified in Decision No.3193/QD-BGTVT dated September 07, 2015 of the Ministry of Transport.
2. Chief of the Ministry Office, Chief of Ministry Inspectorate, Director General of Investment and Planning Department, Finance Department, Science and Technology Department, Environment Department, Traffic Infrastructure Department, Transport Department and Traffic Safety Department, Directors of Department of Construction and Traffic Work Quality Management, Vietnam Civil Aviation Administration and Directors of relevant agencies shall take responsibility to implement this Decision./.
