IMPLEMENTATION OF “ACTION PROGRAM FOR TRANSITION TO GREEN ENERGY AND REDUCTION IN CARBON DIOXIDE AND METHANE EMISSIONS OF TRANSPORT SECTOR”
(Enclosed with Decision No. 1679/QD-BGTVT dated December 22, 2023 of the Minister of Transport)
Implement the Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister on approval for action program for transition to green energy and reduction in carbon dioxide and methane emissions of transport sector towards net-zero emissions by 2050 by way of national resources in association with cooperation and assistance from international community, especially developed countries in both finance and technology transfer, even for implementation of the mechanisms according to the Paris Agreement.

The list of specific programs, tasks and projects on implementation of “action program for transition to green energy and reduction in carbon dioxide and methane emissions of transport sector” is provided in Appendices I and II enclosed herewith.
1. Agencies and units affiliated to the Ministry of Transport
- According to their assigned functions and tasks and this Plan, organize performance, supervision and assessment, and send annual reports on implementation results to the Ministry of Transport.
- Make plans to mobilize resources in order to call for international aid to programs, tasks and projects that they are assigned to preside over implementation in Appendices enclosed herewith, thereby serving as the basis for mobilization of resources for deployment.
Take charge of consolidating proposals to apply for amendments and promulgation of legal documents of agencies and units; collect opinions from relevant agencies and units; consolidate and submit these legal documents to the Minister who will consider adding them to annual programs for formulation of legal documents.
- Advise establishing transport management policies in direction of emission reduction and energy conservation; develop public passenger transport services by vehicles powered by electricity and green energy in urban centers nationwide;

4. Transport Infrastructure Department
Take charge of proposing formulation of policies on development of infrastructure of charging stations and green energy suppliers for main expressways, national highways, nationwide road network and roads in connection with seaports, inland waterway ports and airports.
5. Planning and Investment Department
Act as a conduit to provide advice on formulation of and propose mechanisms and policies to assist in the transition to vehicles powered by electricity and green energy in transportation.
- Take charge of making plans and balancing regular expenditures so that units affiliated to the Ministry of Transport implement relevant programs, projects and tasks.
- Provide advice on formulation of and propose mechanisms and policies on financial support for the transition to vehicles powered by electricity and green energy in transportation.
7. Science -Technology and Environment Department
- Preside over giving advice on establishment and completion of the system of national technical regulations/standards and regulations on quality of technical safety and environmental protection applicable to vehicles powered by electricity and green energy.

- Act as a conduit to monitor, urge, inspect and assess implementation of this Plan; consolidate implementation results upon request of the heads of the Ministry of Transport.
8. International Cooperation Department
- Preside over and cooperate with relevant agencies and units in strengthening appeal to international aid organizations for implementation of the action program for transition to green energy and reduction in carbon dioxide and methane emissions of the transport sector;
- Advise participating in international conventions, forums and conferences; and overseas short-term training courses related to the transition to use of electricity and green energy and response to climate change in transportation.
9. Organization and Personal Department
- Consolidate proposals of agencies and units for training in the transition to use of electricity and green energy and reduction in carbon dioxide and methane emissions of the transport sector so as to add such proposals to periodical and annual plans for training and its organization of the Ministry of Transport.
- Advise the heads of the Ministry of Transport to direct its Education and Training Institutions to add contents of the transition to use of electricity and green energy and reduction in carbon dioxide and methane emissions of the transport sector to training programs provided for students and public employees of the transport sector.
10. Institution of Transport Science and Technology
- Proactively conduct research into green technologies and use of green energy for transportation.

11. Transport and Development Strategy Institute
- Develop a transport development strategy by 2030, with a vision to 2050.
- Perform research tasks and propose measures and policies related to the transition to use of electricity and green energy and reduction in carbon dioxide and methane emissions of the transport sector.
12. Education and Training Institutions of the Ministry of Transport
- Proactively develop and execute programs for integrating contents of the transition to use of electricity and green energy and reduction in carbon dioxide and methane emissions of the transport sector into training programs.
- Proactively develop and create new training majors in equipment and vehicles powered by electricity and green energy in conformity with the actual demands.
- Funding for performance of tasks in development of legal documents, institutions, policies, etc. is mainly derived from state budget and other lawful sources.
- Regarding programs, tasks and projects on transfer of green technology and reduction in GHG emission, the support from the international community, especially developed countries, for both finance and technology transfer, even for the implementation of the mechanisms according to the Paris Agreement (hereinafter referred to as "international support”) is mobilized to the maximum.
