CIRCULAR

AMENDING, SUPPLEMENTING A NUMBER OF ARTICLES OF THE CIRCULAR No. 38/2013/TT-BGTVT DATED OCTOBER 24, 2013 OF THE MINISTER OF  TRANSPORT THAT AMENDS AND SUPPLEMENTS A NUMBER OF ARTICLES OF THE CIRCULAR No. 46/2012/TT-BGTVT DATED NOVEMBER 07, 2012 OF THE MINISTER OF TRANSPORT REGULATING DRIVER TRAINING, DRIVING TESTS, AND ISSUANCE OF DRIVING LICENSES

Pursuant to the Law on Road Traffic dated November 13, 2008;

Pursuant to the Law on Vocational Training dated November 29, 2006;

Pursuant to the Government’s Decree No. 107/2012/NĐ-CP dated December 20, 2012 defining the functions, tasks, entitlements and organizational structure of the Ministry of Transport;

At the request of Director General of Organization and Personnel Department and Director General of Directorate for Roads of Vietnam;

The Minister of Transport promulgates the Circular amending and supplementing a number of articles of the Circular No. 38/2013/TT-BGTVT dated October 24, 2013 of the Minister of Transport amending and supplementing a number of articles of the Circular No. 46/2012/TT-BGTVT.

Article 1. Amending, supplementing a number of articles of the Circular No. 38/2013/TT-BGTVT dated October 24, 2013 of the Minister of Transport that amends and supplements a number of articles of the Circular No. 46/2012/TT-BGTVT dated November 07, 2012 of the Minister of Transport regulating driver training, driving tests, and issuance of driving licenses

Amendments to Clause 15 of Article 1 are as follows:

“Article 61. Plan of converting into issuance of driving license made of PET materials

Driving licenses that were previously made of cardboard shall be converted into driving licenses made of PET materials as follows:

1. Auto driving license shall be converted before December 31, 2015;

2. Driving license of category A4 shall be converted before December 31, 2015;

3. Permanent driving license (categories A1, A2, A3):

a) Issued before 2003: shall be converted before December 31, 2016;

b) Issued before 2004: shall be converted before December 31, 2017;

b) Issued before 2007: shall be converted before December 31, 2018;

d) Issued before 2010: shall be converted before December 31, 2019;

dd) Issued after 2010: shall be converted before December 31, 2020;

Article 2. Effect

This Circular takes effect since December 31, 2014.

Article 3. Implementation

Chief of the Ministry Office, Chief Inspector, director generals of Directorate for Roads of Vietnam, directors of the Services of Transport of central-affiliated cities and provinces, heads of relevant agencies, organizations and individuals shall be responsible for executing this Circular./.
