NOTICE
CONCLUSION OF DEPUTY PRIME MINISTER LE MINH KHAI IN THE MEETING REGARDING PROPOSITIONS OF VINGROUP ON POLICIES FOR INCENTIVISING PRODUCTION AND PROMOTING USE OF ENVIRONMENTALLY FRIENDLY ELECTRIC AUTOMOBILES AMONG CONSUMERS
On May 19, 2021, at the Government headquarter, Deputy Prime Minister Le Minh Khai held the meeting regarding propositions of Vingroup on excise tax and registration fee for electric automobiles. Attendees of the meeting consisted of heads of the following ministries and agencies: Finance, Industrial and Trade, Legal Affairs, Natural Resources and Environment, Office of the Government, representatives of Ministry of Transport, Chairperson of Vietnam Chamber of Commerce and Industry (VCCI) and representatives of Vingroup. Upon receiving propositions of Vingroup, reports of Ministry Of Industry And Trade, Ministry of Finance and presentations of meeting attendees, Deputy Prime Minister Le Minh Khai concludes as follows:
1. Highly appreciate rapid preparation of initial assessment reports of Ministry Of Industry And Trade and Ministry of Finance regarding propositions of Vingroup regarding pilot policies which promote development of electric automobile manufacturing industry in Vietnam for the purpose of the meeting.
2. Attending agencies all agree on the need for a more intensive solution for assisting development of electric automobiles in Vietnam, conforming to Resolution No. 23-NQ/TW dated March 22, 2018 of the Poliburo on orientation for developing national industrial development policies until 2030 and vision to 2045 and Decision No. 1168/QD-TTg dated July 16, 2014 of the Prime Minister approving Development strategy for Vietnamese automobile industry until 2025 and vision to 2035. Hereby request ministries and agencies to continue with research and advise the Government and Prime Minister regarding simultaneous solutions and policies to encourage manufacturing and use of electric automobiles.
3. Regarding current propositions of Vingroup regarding pilot implementation of preferential treatment for excise tax and registration fees for 5 years:
Hereby assign Ministry of Finance to take charge and cooperate with Ministry Of Industry And Trade, Ministry of Justice, Ministry of Natural Resources and Environment, Ministry of Transport and the VCCI in fully acknowledging points set forth in the meeting, consolidating and reviewing assessment of Vingroup’s propositions, which must clarify necessity, assess and provide specific solutions within their competence and regulations and law (legislative documents to be issued or amended, implementation progress, deadline for submission to competent authority, etc.), report to Prime Minister before June 10, 2021.
