OVERSEAS EDUCATION CONSULTING TRAINING PROGRAM
Pursuant to Decree 69/2017/ND-CP dated May 25, 2017 of the Government on functions, tasks, powers and organizational structure of the Ministry of Education and Training;
Pursuant to Decree No. 86/2021/ND-CP dated September 25, 2021 of the Government on travelling abroad of Vietnamese nationals for studying, teaching, conducting scientific research, and performing academic exchange;
At request of Director of Department of International Cooperation;
The Minister of Education and Training promulgates Circular on Overseas education consulting training program.
Article 1. The Overseas education consulting training program is attached hereto.
Article 2. This Circular comes into force from March 01, 2022.

Article 3. Chief of the Ministry Office, Director of Department of International Cooperation, heads of relevant entities affiliated to Ministry of Education and Training, principals of overseas education consulting training facilities, and relevant organizations and individuals are responsible for the implementation of this Circular./.

The Overseas education consulting training program (hereinafter referred to as “Training program”) serves as the basis for the development of detailed programs, compilation of materials, organization of training, and issuance of overseas education consulting training certificates by overseas education consulting training facilities (hereinafter referred to as “training facilities“) as per the law.

1. Individuals giving advice on overseas education and employed by overseas education consulting service providers (hereinafter referred to as “consulting service providers”) or individuals who wish to improve their knowledge and skills in overseas education consulting operation.
2. Organizations and individuals related to training activities and issuance of certificate of completion of overseas education consulting training course.
III. OBJECTIVES OF THE TRAINING PROGRAM
1. General objectives
Equip learners with basic knowledge regarding regulations and law on education and vocational education; specialized knowledge and professional skills necessary regarding overseas education consulting operation; the ability to utilize acquired skills and knowledge when giving advice on overseas education.
2. Specific objectives
A learner, after completing the training, can:
- Grasp all principles and policies of the Communist Party and regulations and law of the State in education and vocational education; legislative documents on education and vocational education; relevant regulations and law relating to overseas education consulting operation; bridged training and recognition of certificates; regulations and law on immigration.
- Grasp and utilize basic knowledge regarding education and vocational systems of Vietnam and other countries/territories; overseas education consulting operation; basic knowledge regarding culture and tradition of host countries/territories and skills required in order to provide overseas education consulting service.

IV. CONTENTS OF THE TRAINING PROGRAM
1. Volume of Training program
Total: 10 credits, 230 teaching periods, among which are 70 periods for theory teaching and 160 periods for discussion and practice (1 credit equals 15 periods of theory teaching, 1 period of theory teaching equals 2 periods of discussion and practice, each period lasts 50 minutes).
Training facilities may add to these basic program requirements if necessary depending on actual requirements.

Requirements:
1. Be able to present policies and principles of the Communist Party and laws of the State regarding education, vocation education, cooperation, investment with foreign countries, international integration regarding education and vocational education, and applicable laws regarding provision of overseas education consulting service.
2. Be able to utilize acquired knowledge in overseas education consulting activities.
Basic contents:
1. Resolutions of the Communist Party regarding education, vocational education, cooperation and investment with foreign countries in education, vocational education, and international integration regarding education and vocational education.
2. Law on Education, Law on Vocational Education, Law on Higher Education, and guiding documents relating to international cooperation in education and vocational education.
3. Basic contents of strategies regarding Vietnamese human resource development, education human resource development, education and vocational education development in Vietnam from time to time.
4. Applicable regulations and law of the Government regarding cooperation and investment of foreign countries in education and vocational education, overseas training schemes, and guiding documents.
5. Regulations on entry and exit of Vietnamese nationals and relevant legislative documents.

Module name: Education and vocational education systems of Vietnam and some other countries/territories
Requirements:
1. Be able to present basic contents regarding education and vocational education systems of Vietnam and some other countries/territories, worldwide education development trends, and education quality assurance of foreign education institutions.
2. Be able to interpret Conventions and Agreements recognizing certificate equivalency between Vietnam and other countries/territories, recognizing and verifying certificates of Vietnam.
3. Be able to utilize acquired knowledge in overseas education consulting activities.
Basic contents:

2. Be able to plan for events, seminars, negotiations, and signing of agreements.

2. Skills in compiling documents, email, and agreements on cooperation.
3. Skills in negotiating, discussing, drafting contracts, and signing agreements with overseas education institutions.

Name: Overseas study market
Requirements:
1. Be able to present basic characteristics of overseas study market regarding: legal system, education system, vocational education system, dominant majors, cultural characteristics, living and studying conditions, education quality, cost, security, part-time job policy.
2. Be able to analyze characteristics, strengths, and weaknesses of each country/territory.
Basic contents:
Based on practical demands, training facilities shall identify overseas study market by countries/territories with the same characteristics, geographic locations, or languages.

2. Be able to produce plans for organizing international education events for a selected market.
3. Be able to provide overseas study advice for a presumed applicant.
Basic contents:
1. Research into overseas study at a consulting service provider, develop consolidated and overview reports on overseas study consulting operation of the service provider.
2. Practice looking for information of specific market, proposing solutions for advertising and introducing the market, and developing reports.
3. Produce plans for developing partners and organizing international education events.
4. Develop enrolment solutions and provide overseas study advice for presumed applicant.
V. GUIDING IMPLEMENTATION OF TRAINING PROGRAM

Learners shall apply for courses in accordance with enrolment announcement of training facilities.
2. Training activity organization
2.1. Forms of training: in-class training, in-class and online training. In which, online training time must not take more than 30% of total duration of a Training program.
2.2. Language used in teaching and exams: Vietnamese.
2.3. Training methods: presentation, discussion, scenarios, QnA, self-learning, self-research, and practical research. Increase the application of positive teaching methods in solving practical issues in order to assist future learning and working affairs of learners.
2.4. Teaching - learning activities must combine theory and practice, knowledge, experience and practical skills.
2.5. Ensure sufficient learning materials to allow learners to research in advance.

Contents of materials must be practical and compiled in open format in order to enable lecturers and speakers to add and update new contents in legislative documents relating to overseas study consulting and practical experience in the lectures.
3.2. Lecturers and speakers
Lecturers delivering lecture for the program include: lectures of training facilities whose professional titles are lecturer or higher, or managers, scientists who have professional titles equivalent to lecturer and experienced in teaching or engaging in work relevant to the contents about which they are invited for delivering lecture. Training facilities must ensure that at least 50% of lecturers engaging in the training program are full-time lecturers.
Speakers and visiting lecturers of training facilities; guests and experts from the authorities, diplomatic representative missions, international education and training organizations, consulting service providers must have experience in teaching or engaging in work relevant to the contents about which they are invited for delivering lecture.
Lecturers or speakers delivering lectures are responsible for researching materials, updating new documents, knowledge, and typical scenarios in order to equip learners with basic and practical knowledge and skills.
4. Training result assessment and certificate issuance
4.1. Exam and test organization
At the end of module 1 and module 2 of the Training program, a learner must take a mid-course test which lasts at least 60 minutes and comes in form of a writing exam. At the end of each course, a written exam which lasts at least 90 minutes or a multiple choice test which lasts at least 60 minutes will take place. Mid-course test and end-course exam shall be graded on the scale of 10 and shall be considered unqualified if graded below 5.
Learners who participate at least 80% of the duration of a module are eligible for mid-course test and end-course exam. Learners whose mid-course test is graded at least 5 are eligible for end-course exam. Learners may retake the test or exam 2 times if their mid-course test or end-course exam is unqualified.

4.2. Issuance of certificate
Learners whose end-course grade is 5 or higher shall be issued with certificate of overseas study consulting course completion. Training facilities shall issue certificates in accordance with the laws.
Form of certificate of overseas study consulting course completion shall conform to certificate form of national education system prescribed by Ministry of Education and Training. Printing, issuance, and management of certificate of overseas study consulting course completion shall conform to Regulations on degree and certificate management issued by Ministry of Education and Training.
VI. REQUIREMENTS TO BE FULFILLED BY TRAINING FACILITY WHEN IMPLEMENTING TRAINING PROGRAM
1. Based on Training program under this document, training facilities shall compile, appraise, and approve detailed training program, teaching and studying materials.
2. Prepare all training requirements according to this Circular.
3. Organize training and issue certificate in accordance with regulations of Minister of Education and Training; assume responsibilities for quality and training effectiveness; assume legal responsibilities for training and certificate issuance as per the law.
4. Establish a council for recognizing certificates of completion of modules in the training programs of Vietnam and foreign countries.
5. Publicize the list of learners issued with certificate on the training facilities’ website.

7. Submit reports in accordance with Article 28 of Decree No. 86/2021/ND-CP dated September 25, 2021 of the Government.
8. Storage of documents
- Training facilities are responsible for producing and storing documents for every training course in accordance with applicable regulations and law on document storage in order to serve inspection and examination of competent authorities.
- Documents to be stored include: enrolment announcement, decisions on class opening, lists of learners’ excerpts (full name, year of birth, level of specialty, address); lists of lecturers and speakers’ excerpts (full name, year of birth, level of specialty, workplace, address); lecture schedules, study timetables, exam question sheets, exam papers, transcripts; records of handling violations during examination (if any); decisions on certificate issuance; lists of learners issued with certificates of each course bearing signatures of learners of that course.
Duration of document storage shall conform to Circular No. 27/2016/TT-BGDDT dated December 30, 2016 of Minister of Education and Training.
9. Conduct self-inspection and examination regarding management and implementation of Training program in accordance with this Circular./.
