RESOLUTION
on some key solutions to and policies on support of enterprises in FLEXIBLe ADAPTation, rapid recovery and sustainable development towards 2025
THE GOVERNMENT OF VIETNAM
Pursuant to the Law on Governmental Organization dated June 19, 2015; Law on amendments to the Law on Governmental Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to Decree No. 39/2022/ND-CP dated June 18, 2022 of the Government on Working Regulations of the Government of Vietnam;
At the request of the Minister of Planning and Investment,
HEREBY RESOLVES:
Over the last time, COVID-19 and complex global economic and geopolitic developments have been having a great impact on the economy of Vietnam as well as production and business of enterprises. Under great pressure, facing unprecedented difficulties and challenges of the world situation, with the limited resources, under the correct and close leadership of the Communist Party, with the accompaniment of the National Assembly, the joint effort, consensus and high determination of the entire political system, the cooperation and help of international friends, the Government and Prime Minister drastically, consistently and promptly directed ministries, central authorities and local authorities to implement various policies and solutions to maintain macroeconomic stability, control inflation according to the set targets, maintain reasonable exchange rates and interest rates, thereby basically achieving the stability in comparison with major countries and countries in the regions which are subject to changes; significantly reduce the costs of input materials and fuel to alleviate difficulties for production and business.

However, the production and business situation in the coming time is forecasted to continue to face many difficulties: the impact of Covid-19 which is still present; climate change, droughts and floods occurring irregularly; strategic competition of powerful countries; Russian-Ukrainian military conflict which may be prolonged; inflation in many countries which is likely to become persistent in the medium term; prices of petrol, fuel and raw materials which are still high; the slow and difficult recovery of major trading partners, etc. In addition, the value chain shift, requirements of partners and the market towards sustainable production and consumption, trends of green economy, digital economy, the fourth industrial revolution (4IR) which are taking place strongly; Vietnam's commitments when joining the United Nations Framework Convention on Climate Change (COP26); carbon tax issues, instruments for carbon verification which are applied in many countries around the world, etc. are posing a challenge to Vietnamese enterprises to innovate to catch up with new trends. Otherwise they will suffer a reduction in competitiveness and lose opportunities to fully participate in the global value chain.
In the coming time, global, regional and national estimates of the development show that there are both advantages and opportunities, difficulties and challenges. In order to achieve the goals set by Resolution of the 13th Party Congress and fulfill the socio-economic goals and targets for the five years 2021-2025 approved by the National Assembly, Vietnam needs to strongly change the growth model, restructure the economy, perfect the socialist-oriented market economy; improve productivity, quality, efficiency and competitiveness of the economy; in which the enterprise community plays the role of a pioneer, core and important force to successfully implement the set goals.
In order to support Vietnamese enterprises to proactively adapt, quickly recover and sustainably develop in both quantity and quality, to actually become an important force to ensure the autonomy of the economy, the Government requests Ministries, Ministerial agencies, Governmental agencies, the People's Committees of provinces and central-affiliated cities to drastically and effectively implement key points of view, goals, tasks and solutions to support and develop enterprises as follows:
I. POINTS OF VIEW
1. Strictly control the adequate and effective implementation of resolutions, guidelines, lines and policies of the Communist Party and the State on encouragement to develop enterprises; protect the legal property ownership and the right to set up a business of the people and enterprises under the Constitution and laws; facilitate tectonics development, reduce risk, make the business environment healthier; do not criminalize economic and civil relations and strictly handle all law violations; strengthen the trust of the enterprise community and entrepreneurs; ensure the equal rights for all enterprises, avoid discrimination by types and economic sectors in terms of accessibility to resources and incentives.
2. Continue to work together with and support enterprises at the maximum in their development, consider that the resolution of difficulties for enterprises is a major political task. Eliminate bottlenecks with the motto “sớm nhất, hiệu quả nhất” (“the earliest and the most effective elimination”), mobilize and release social resources for development investment. Uphold the spirit of self-reliance, mobilize the strength of national unity, the participation of the whole political system and enterprise community, and expand international cooperation.
3. Ensure the stability, consistency, predictability, clarity, transparency, efficiency and the nature of policies; continue to improve the business environment in the direction of openness, convenience, safety and friendliness and approaching to international standards; simplify pre-inspection, strengthen post-inspection based on clear, transparent and reasonable criteria and standards; promote the application of technology and digital transformation in the system of state regulatory authorities.
4. Proactively formulate policies and prepare necessary resources in order to support enterprises in proactively adapting to changes in the future, foster innovation and develop capacity for competition, rapid and sustainable development.
5. Support key enterprises, be prepared for new business tendencies; develop new business models through innovation, digital economy, sharing economy, circular economy, green economy and sustainable business; promote the formation of enterprises capable of leading in a number of potential industries and fields to create new growth engines and realize sustainable goals.

1. Overall goal: support enterprises in proactively adapting to the new situation, stabilizing production and business and rapidly recovering, innovating and developing sustainable production and business, developing the capacity for competition, deeply participating in global and regional production networks and value chains; increasing quality and quantity, contributing to build an independent and self-reliant economy in association with deep, substantive, practical and effective global economic integration.
2. Specific goals:
Targets by 2025:
a) There are 1,5 million enterprises; 8.000-10.000 business households are converted into enterprises.
b) The business sector is expected to contribute around 65-70% of Vietnam's GDP, around 30-35% of total employment in the economy and 98-99% of total import-export turnover.
c) About 35-40% of total enterprises will apply science, technology and innovation.
d) 100% of business facilities including enterprises, cooperatives and business households will have their awareness of digital transformation heightened; at least 30.000 business facilities will be supported in digital transformation.
dd) The number of enterprises which are named in the list of most valuable brands ranked by prestigious ranking organizations in the world increases by 10% every year.
e) 100% of administrative procedures for provision of online public services of enterprises will be adopted.

III. TASKS and solutions
A. Short-term tasks and solutions to be carried out:
1. Promptly resolve difficulties and legal barriers to facilitate investment and business.
a) Ministries, central authorities and local authorities shall:
- Promptly review and resolve difficulties of the licensed investment projects which are in progress or are pending in order to facilitate investment and business and economic development; accelerate disbursement of public investment capital.
- Review and speedup procedures for construction investment in real estate projects in their areas that have met requirements so that real estate enterprises and construction enterprises can commence construction according to the approved decisions on investment to early complete and bring products to market.
b) The Ministry of Construction and the People’s Committees of provinces and central-affiliated cities shall promptly research and propose solutions to resolve difficulties in terms of legal issues and construction investment procedures of real estate projects; continue to strictly supervise fluctuations of the real estate market and capital mobilization of real estate enterprises and construction enterprises; research the addition of regulations on prudential ratios/capital adequacy ratios of real estate enterprises; report to the Prime Minister in the second quarter of 2023.
c) The Ministry of Transport, relevant ministries, central authorities and local authorities shall speed up implementation and disbursement of public investment capital for construction of socio-economic infrastructure, especially key projects of the country and facilitate investment and business of enterprises, provide solutions to reduce international shipping costs for enterprises.
d) The Ministry of Finance shall:

- Continue to reform tax administration for individual business households in order to gradually reduce the difference in tax policies between enterprises and business households; report to the Prime Minister in the second quarter of 2023.
- Monitor and evaluate the operation of the corporate bond market according to the regulations of Decree No. 08/2023/ND-CP dated March 05, 2023 of the Government on amendments to and suspension of some Articles of Decrees prescribing private placement and trading of privately placed corporate bonds in domestic market and offering of corporate bonds in international market.
dd) The Ministry of Natural Resources and Environment shall consider revising the National technical regulation on the effluent of aquatic Products Processing industry in accordance with actual conditions, technological capabilities, industry-specific factors and international practices, especially phosphorus concentration; consider developing separate technical regulations for wastewater from aquaculture ponds in accordance with actual and specific conditions of the aquaculture industry; report to the Prime Minister in the second quarter of 2023.
e) The Ministry of Agriculture and Rural Development shall:
- Take charge and cooperate with relevant authorities and areas in researching, promoting and drastically carrying out solutions to remove European Commission's “yellow card” for IUU fishing, including improvement of logging regulations and digitization of the harvesting inspection - certification process; report to the Prime Minister in the second quarter of 2023.
g) The Ministry of Construction shall take charge and cooperate with the Ministry of public Security in researching and reviewing standards and regulations on fire prevention and control for construction projects; the Ministry of Public Security shall review standards of fire prevention and control, simplify procedures, create favorable conditions and reduce costs for enterprises while ensuring absolute safety; direct fighting against usury-related crimes, report to the Prime Minister results of implementing Directive No. 12/CT-TTg dated April 25, 2019 of the Prime Minister on actions against usury-related crimes after 3 years in the second quarter of 2023.
h) The Ministry of Science and Technology shall take charge and cooperate with the Ministry of Finance and relevant authorities in considering amendments to regulations on repurposing of the National Foundation for Science and Technology Development of enterprises to carry out tasks including investment in technological Innovation Incubators; commissioning of innovative products; investment in start-ups; report to the Prime Minister in the second quarter of 2023.
i) The Ministry of Planning and Investment shall take charge and cooperate with ministries, central and local authorities and trade associations in developing policies to encourage the formation of sole proprietorships playing the leading role in a number of key economic sectors and fields with competitive advantages; report to the Prime Minister in the second quarter of 2024.
k) Government inspectors shall take charge and cooperate with relevant ministries, central and local authorities in minimizing inspection activities as prescribed, formulating a Directive to replace Directive No. 20/CT-TTg dated May 17, 2017 of the Prime Minister on regulation of the inspection of enterprises; especially minimize the repetition in inspection of tax, social insurance and other specialized inspections; submit a report to the Prime Minister in the second quarter of 2023.

a) The Ministry of Finance shall take charge and cooperate with relevant authorities in:
- Continuing to improve forecasting works and combination between fiscal and monetary policies and macro-economic policies and balance central budgets to support a number of entities heavily affected by the price of petrol, such as protecting fishermen at sea, supporting transport enterprises and low-income earners according to regulations.
- Continuing to drastically and effectively implement solutions to support taxes, fees, charges and land rents issued by competent authorities in order to implement the socio-economic recovery and development program.
- Focusing on researching, completing and submitting solutions to reduce land rents for enterprises and organizations to competent authorities for decision; continuing to cooperate with ministries, central authorities and associations in reviewing and proposing to the Government adjustments to export tax and import tax on input materials for production in order to support domestic production and business.
- Promulgating a Circular in April 2023 to provide guidelines for use of regular funding from state budget for support for SMEs according to Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government.
- Reviewing and evaluating difficulties in implementing Decree No. 34/2018/ND-CP dated March 03, 2018 of the Government on establishment, organization and operation of credit guarantee funds for SMEs and propose solutions to resolve; report to the Prime Minister in the second quarter of 2023.
- Cooperating with the Ministry of Agriculture and Rural Development in providing solutions to reduce costs for input materials for production of agricultural products and aquatic products, especially animal feed.
b) The Ministry of Agriculture and Rural Development shall cooperate with the Ministry of Finance in implementing solutions to reduce costs for input materials for production of agricultural products and aquatic products, especially animal feed.
c) The Ministry of Construction shall instruct, resolve under its jurisdiction or consult the Government and the Prime Minister about resolution of difficulties and problems relating to management of project, cost, construction norms, construction materials, construction quality and construction contract; instruct and inspect provinces at which prices of common types of construction materials are published according to regulations of law in the second quarter of 2023.

- Increasingly monitor and direct major oil and gas traders and distributors to strictly comply with regulations on reserve for circulation, ensuring no shortfall in petroleum product supply; proactively calculate, have solutions to be self-sufficient in domestic supply.
- Consider proposing amendments to Decision No. 28/2014/QD-TTg dated April 07, 2014 of the Prime Minister providing regulations on structure of electricity retail tariff, consider applying the same retail electricity prices to tourist accommodation establishments as those for production sectors in accordance with Resolution No. 08-NQ/TW dated January 16, 2017 of the Politburo on developing tourism into a key economic sector; report to the Prime Minister in the second quarter of 2023.
- Develop and carry out energy-efficient solutions, focusing on load adjustments.
d) The State Bank of Vietnam shall:
- Direct credit institutions to continue to mobilize credit capital for enterprises’ production, especially fields which are prioritized and encouraged to develop according to the guidelines of the Government and the Prime Minister; speed up the implementation of Decree No. 31/2022/ND-CP dated May 20, 2022 of the Government on interest subsidies provided by state budget for loans of enterprises, cooperatives, and household businesses.
- Promote the development of non-cash payment and digital transformation; take charge and cooperate with relevant ministries and central authorities in completing the Decree on regulatory sandbox of financial technology (fintech) operation in banking sector.
c) The People’s Committees of provinces and central-affiliated cities shall:
- Formulate and implement plans for reducing payments for water use of enterprises in their provinces/cities.
- Speed up the development of a rural transport system serving agriculture and daily transport of rural employees to factories; develop and expand appropriate concentrated agricultural and aquaculture production areas.

3. Overcome supply chain disruptions, diversify export markets, and expanding domestic markets.
a) The Ministry of Industry and Trade shall take charge and cooperate with ministries, central authorities, commodity associations and foreign partners in supporting enterprises in diversifying the supply of partners and suppliers of raw materials, fuel, auxiliary materials and input components, thereby satisfying production and business demands; supporting enterprises and industries in responding with trade barriers, including trade remedies; supporting enterprises in developing capacity for participating in global value chains, applying e-commerce in market access, diversifying export markets, directing international trade offices to actively support enterprises in connecting with partners and penetrating into foreign markets, increasing application of the information technology, expansion of domestic markets; restructuring commodities and markets, avoiding dependence on certain markets; linking enterprises, using each other's goods, maintaining and dominating domestic markets; cooperating with ministries, central and local authorities in promptly removing difficulties arising in the process of import and export of goods through border checkpoints.
b) The Ministry of Foreign Affairs shall direct overseas Vietnamese representative missions to actively support enterprises in connecting with partners and penetrating into foreign markets; mobilize and encourage overseas Vietnamese entrepreneurs and intellectuals to connect and cooperate in investment and business and consume products and goods of Vietnamese enterprises in foreign markets.
4. Focus on supporting enterprises in creating job opportunities and job stability for employees; speed up implementation of policies and solutions to support for employees, training, retraining and refresher training in improving vocational skills for employees.
a) The Ministry of Labor, War Invalids and Social Affairs shall assume its responsibities for:
- Completing instructions in support for vocational training for employees in SMEs as prescribed in Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government elaborating on certain Articles of the Law on Provision of Assistance for Small and Medium-sized Enterprises in the second quarter of 2023.
- On the basis of the current situation, continuing to review and research appropriate solutions to support employees of enterprises.
- Closely monitoring developments of labor relations, labor changes in enterprises, establishing channels for collection of information on labor-employment situation and labor relations in their areas; surveying labor demands of enterprises to promptly connect with enterprises which have plans to lay off employees due to shortage of orders.
- Evaluating and consulting competent authorities about promulgation of policies and support for training in improving occupational skills for employees to be ready for adapting with job changes (if any).

c) Local authorities shall speed up the disbursement of rent assistance packages for employees; promote the application of information technology and provide specific instructions for enterprises in the process of managing and reviewing dossiers on the online system, thereby enabling employees and enterprises to benefit from support policies.
B. Medium-term and long-term tasks and solutions to be carried out:
1. Continue to improve business environment, cut and simplify regulations relating to business.
a) Ministries, central authorities and local authorities shall:
- Focus on resolving difficulties due to vague, overlapping and contradictory regulations on investment, land, construction and natural resources and environment of legislative documents; integrate legislative documents to ensure the consistency, uniformity, transparency, searchability, comprehensibility and accessibility of the legal system; take the initiative or propose to competent authorities reduction or simplification of regulations that create new barriers, causing difficulties for investment, production and business, except for cases in which assessment of the impact on enterprises is necessary. Simplify or appropriately change administrative procedures related to enterprises to be able to effectively apply digital technology and operate online public services.
- Formulate and propose to competent authorities issuance of the planning under their management as the basis for enterprises to develop plans and strategies for investment, production and business with a sustainable and long-term vision.
- Speed up implementation of Decision No.882/QD-TTg dated July 22, 2022 of the Prime Minister on approval of the National Action Plan for green growth in the period of 2021-2030, Decision No. 687/QD-TTg dated June 07, 2022 on the Scheme for circular economy development in Vietnam, Decision No. 167/QD-TTg dated February 08, 2022 on 2022-2025 Program to support private sector enterprises in sustainable business.
- Organize periodic dialogues between ministries, central and local authorities and enterprises to promptly remove difficulties; carry out substantive assessment of the enterprise community’s proposal handling process; improve the efficiency of public investment; encourage investment by the business sector, contributing to rapid and sustainable economic growth.
b) The Ministry of Industry and Trade:

- Formulate and implement solutions to develop a number of large domestic retail groups that are competitive in the region, play a pivotal role and lead the market according to the Domestic Trade Development Strategy in the period to 2030, with a vision to 2045; research, develop and propose to competent authorities promulgation of strategies for the development of industries including textiles and garments, footwear, automobiles, steel, paper, milk, plastic, etc. as a basis for enterprises to develop long-term and sustainable business plans and strategies.
c) The Ministry of Justice shall effectively execute the interdisciplinary legal assistance program for SMEs in the period of 2021-2025.
d) The State Bank of Vietnam shall create a stable and safe monetary and banking business environment, encourage healthy competition, ensure discipline, respect the law and respect the laws of the market; operate monetary policy in a proactive and flexible manner, uniformly and effectively coordinate with fiscal policy and other macroeconomic policies in order to control inflation.
2. Promote digital transformation and innovation in enterprises
a) The Ministry of Plan and Investment shall:
- Accelerate assistance for enterprises in digital transformation according to the Law on Provision of Assistance for Small and Medium-sized enterprises to improve business performance as well as capacity and competitive advantages of enterprises.
- Effectively operate the National Innovation Center to support and develop the startup and innovation ecosystem, contributing to innovate the growth model on the basis of scientific and technological development; effectively organize the Vietnam Innovative Startup Investment Fund Forum and the National Innovation Network.
b) The Ministry of Information and Communications shall:
- Speed up the execution of the National Digital Transformation Program by 2025, with a vision towards 2030 and the National Strategy for development of Vietnam’s digital technology businesses by 2030; construction new infrastructure (such as 5G, data center, etc.).

c) The Ministry of Science and Technology shall:
- Consider and accelerate the development of science and technology enterprises, make sure eligible enterprises are given incentives in terms of corporate income tax, land and credit as prescribed.
- Consider proposing and effectively executing the program for supporting science and technology enterprises in development, national programs under management of the Ministry of Science and Technology.
d) The Ministry of Agriculture and Rural Development shall take charge and cooperate with ministries, central and local authorities in promoting digital transformation in the field of agriculture, mobilizing social resources, concretizing specific targets for each stage and implementation roadmap.
dd) The People’s Committees of provinces and central-affiliated cities shall formulate plans and allocate resources to support enterprises, especially SMEs in their provinces/cities, in digital transformation, innovation, technology transfer in a manner that is suitable for their scales.
3. Support the implementation of labor restructuring, improvement of the quality of human resources meeting the requirements of innovation and industrial revolution 4.0
a) The Ministry of Labor, War Invalids and Social Affairs shall:
- Cooperate with the Ministry of Information and Communications in applying information technology to organize job fairs, support employers in online recruitment; organizing employment matchmaking between areas in a region, between regions or nationwide; investing in forming modern online job exchanges to directly connect employees and employers without any geographical barrier.
- Consider promulgating regulations on part-time employment in the agricultural and fishery industries to enable enterprises to employ part-time employees, thereby creating jobs and preventing poverty and hunger.

- Diversify capital sources to promote the creation of new jobs, high-quality jobs, decent jobs, green jobs, digital transformation, climate change response and creation of jobs for employees in disadvantaged and remote areas.
b) The Ministry of Planning and Investment shall take charge and cooperate with the Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs and the Ministry of Science and Technology in promoting the human resource development for innovation and the Industrial Revolution 4.0.
c) The People's Committees of provinces and central-affiliated cities shall formulate plans and allocate annual resources to support business start-up training and consultancy, improve corporate governance capacity for enterprise management teams; improve skills, change industries and professions for employees.
4. Enhance the effectiveness of applying policies and resources to support enterprises to improve competitiveness, proactively integrate internationally, follow and predict new business trends and new market trends.
a) The Ministry of Planning and Investment shall continue to promote the implementation of the Law on Support for Small and Medium-sized Enterprises with a focus on supporting enterprises to transform from business households, start-ups, digital transformation, and participation in value chain clusters; execute the Program to support private enterprises for sustainable business in the period of 2022-2025, which supports enterprises to apply circular economy models, inclusive business and sustainable business.
b) The Ministry of Finance shall allocate and offset recurrent expenses covered by state budget to implement policies on support of enterprises in sustainable business and production, structure and technology conversion to modernization, carbon mitigation according to regulations of the Law on State Budget and relative legal documents.
c) The Ministry of Industry and Trade shall promote the execution and diversification of programs for national trade promotion, national industrial promotion, domestic market development, national brand building; improve training, consultation, provision of information for enterprises to take advantages of free trade agreements, thoroughly understand requirements and conditions of technology, sustainable business and carbon mitigation of partners and international markets; effectively apply early warning systems in business in order to provide information for enterprises to avoid anti-dumping lawsuits, or related information when accessing export markets.
d) The Ministry of Agriculture and Rural Development shall cooperate with the Ministry of Industry and Trade in promoting provision of solutions to support formation and development of chains of production, processing, consumption, export and tracing of origins of essential commodities, agricultural products and food, take advantage of domestic demand; consider proposals for development of domestic raw material areas serving agricultural production to replace import materials in order to seize the initiative in supply and price.
dd) The State Bank of Vietnam shall direct credit institutions to prioritize enterprises investing in green economy and carbon mitigation for the purpose of green growth according to regulations of law.

IV. ORGANIZATION OF IMPLEMENTATION
1. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities, within their assigned functions, tasks and powers, shall:
a) Speedup promulgation of legislative documents to organize the prompt and effective implementation of policies and solutions assigned in the Resolution.
b) Regularly organize inspection and supervision to ensure the progress towards goals and missions and reports as prescribed herein. For monitoring, supervision, survey and assessment of goals: the Government Office shall be responsible for the goals mentioned in Clause 2a, Section II; the Ministry of Planning and Investment shall be responsible for the goals mentioned in Clauses a, b and d, Section II; the Ministry of Science and Technology shall be responsible for the goals specified in Clause 2c, Section II; the Ministry of Industry and Trade shall be responsible for the goals specified in Clause 2dd, Section II; the Ministry of Labor, War Invalids and Social Affairs shall be responsible for the goals specified in Clause 2g, Section II hereof.
c) Promptly consolidate proposals and difficulties of enterprises in industries, fields and areas assigned to manage to handle or transfer them to competent authorities for handling.
d) Strictly handle officials who cause difficulties and harassment for enterprises according to regulations of law.
2. Vietnam Chamber of Commerce and Industry (VCCI) shall collect proposals and difficulties of enterprises and submit them to state regulatory agencies for handling; submit quarterly reports on the implementation situation to the Prime Minister and transfer them to the Ministry of Planning and Investment for consolidation, monitoring and disclosure on the business web portal; actively hold consultation on legal policies; promote orientation and advocacy of building business ethics, business culture of respecting the law, social responsibility, and harmonization of interests in Vietnam enterprise community and Vietnam’s CEO community; strengthen the connection of enterprises and business associations to participate in the formulation and implementation of regional and local economic and industry development plans.
3. Business associations and industry associations shall
a) Develop specific and feasible programs and solutions to continue to improve operation quality and well perform the role of a representative organization of the enterprise community, entrepreneurs and employers in Vietnam; encourage and increase the role of entrepreneurs in Vietnam in the period of promoting industrialization, modernization and international integration; establish and widely apply ethical standards, business culture of respecting the law, social responsibility, harmonization of interests of Vietnamese entrepreneurs in the socialist-oriented market economy; uphold the spirit and responsibility of Vietnamese enterprises and entrepreneurs to the nation.

c) Act as representatives and increase benefits for their members in domestic and international relations; act as connection points and advocates for policies, maintain dialogues with the Government and relations with domestic and foreign agencies and organizations in terms of laws and policies governing activities of the enterprise community.
d) Closely cooperate with central and local business support agencies in developing and effectively executing programs and solutions to support enterprises, promoting business connection between domestic enterprises and foreign enterprises, between local enterprises, between economic corporations, large enterprises and SMEs.
dd) Collect proposals and difficulties of enterprises and submit them to state regulatory agencies for handling; send the copies to the Ministry of Planning and Investment for consolidation, monitoring and disclosure on the business web portal.
4. The Ministry of Planning and Investment shall cooperate with relevant ministries and agencies in urging, inspecting and supervising the implementation of the Resolution, annually report to the Government; carry out preliminary and final assessment surveys and propose amendments to this Resolution.
V. entry into force
1. This Resolution comes into force from the day on which it is signed and replaces Resolution No. 35/NQ-CP dated June 15, 2016 of the Government on support and development of enterprises by 2020.
2. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities are responsible, to the Government and Prime Minister, for the implementation of this Resolution./.
