At the request of ministries, ministerial agencies, governmental agencies, and Provincial People’s Committees, the Prime Minister hereby gives some guidelines as follows:
1. The list of state-owned enterprises completing equitization (completing initial offering of shares) by year in the 2017-2020 period of ministries, local governments and economic groups with specific details in the Appendix enclosed herewith is hereby given approval.
2. Ministries, local governments and economic groups shall promptly organize the equitization to ensure the approved schedule specified in the abovementioned list; by the 25th of the last month of each quarter and by December 25 every year, send reports on equitization to the Steering Committee for Enterprise Restructuring and Development, Ministry of Planning and Investment, and Ministry of Finance for consolidation, monitoring and supervision.
3. The Ministry of Finance shall play the leading role and cooperate with the Steering Committee for Enterprise Restructuring and Development, and Ministry of Planning and Investment in monitoring and expediting the equitization performed by ministries, local governments and economic groups according to the list specified in the said section 1; submit consolidated quarterly and annual reports to the Prime Minister on performance of tasks assigned under the Government's Resolution No. 01/NQ-CP dated January 01, 2017 and Prime Minister’s Decision No. 707/QD-TTg dated May 25, 2017.
4. Other enterprises shall implement their own equitization plans approved by competent authorities./.
