\r\n(Room 201, 2nd Floor, V-tower Building, 649 Kim Ma, Ngoc Khanh\r\nWard, Ba Dinh District, Hanoi)

At the request of the Office of the Government of\r\nVietnam under the Official Dispatch No. 6537/VPCP-DMDN dated July 23, 2019 for\r\nresponse to enquiries of Shinmei Akafuji Rice Vietnam Co. Ltd. about recording\r\nof contributed capital and charter capital according to actual exchange rate,\r\nthe Ministry of Planning and Investment of Vietnam gives opinions hereunder:

Pursuant to the provisions in Appendixes I.1, I.3,\r\nI.7 enclosed with the Circular No. 16/2015/TT-BKHDT dated November 18, 2015 of\r\nthe Ministry of Planning and Investment of Vietnam prescribing document\r\ntemplates used in following investment procedures and reporting investment\r\nactivities in Vietnam, the capital contribution registered by an investor or\r\nbusiness organization when implementing an investment project shall be\r\nexpressed in VND and foreign currencies (if any).

Pursuant to the provisions in Appendixes II.1,\r\nII.2, II.3, II.4 enclosed with the Circular No. 16/2015/TT-BKHDT, capital\r\ncontributions specified in the Investment Registration Certificate shall be\r\nwritten in documents issued by regulatory authorities in VND and foreign\r\ncurrencies (if any).

Hence, your Company is requested to fully\r\ncontribute capital in VND as specified in the Investment Registration\r\nCertificate.
