ANNOUNCEMENT
CONCLUSION OF THE PRIME MINISTER PHAM MINH CHINH AT THE ONLINE CONFERENCE BETWEEN THE PRIME MINISTER AND THE COMMUNITY OF ENTERPRISES AND PROVINCES/CITIES ON SOLUTIONS FOR CONTINUING TO SUPPORT ENTERPRISES AMID THE COVID-19 EPIDEMIC
On September 26, 2021, at the Government headquarters, the Prime Minister Pham Minh Chinh chaired an online conference between the Prime Minister and the community of enterprises and provinces/cities on solutions for continuing to support enterprises amid the COVID-19 epidemic. The Conference were attended by the Permanent Deputy Prime Minister Pham Binh Minh, Deputy Prime Minister Le Minh Khai, Deputy Prime Minister Le Van Thanh; Secretary of Communist Party Committee of Ho Chi Minh City Nguyen Van Nen (online attending at the participating node of Ho Chi Minh City) and leaders of ministries and agencies: Ministry of Public Security, Ministry of Planning and Investment, Ministry of Labor - War Invalids and Social Affairs, Ministry of Natural Resources and Environment, Ministry of Transport, Ministry of Information and Communications, Ministry of Finance, Ministry of Industry and Trade, Ministry of Health, Ministry of Science and Technology, Ministry of Construction, Ministry of Culture, Sports and Tourism, Ministry of Agriculture and Rural Development, Government Office, State Bank of Vietnam, Committee for Management of State Capital at Enterprises, Steering Committee for Innovation and Enterprise Development and leaders of enterprises and trade associations. At local nodes, there were Leaders of the Provincial Party Committees, City Party Committees, Chairpersons of the People's Committees, leaders of relevant departments, agencies, enterprises and trade associations in provinces/cities.
After hearing the report of the Ministry of Planning and Investment, the Chairperson of Vietnam Chamber of Commerce and Industry (VCCI); opinions of enterprises, trade associations, leaders of ministries, agencies and local authorities, the Prime Minister Pham Minh Chinh comes to conclusions as follows:
1. After nearly 2 years, COVID-19 has seriously affected to the socio-economic development, health, people’s life as well as production and business of enterprises. The Communist Party and the State recorded and appreciated the cooperation, joint effort, unanimity and sharing of difficulties of the community of enterprises and traders with the Communist Party, State, authorities at all levels and all people, practical, effective and timely contributions in many aspects to the epidemic prevention and control and socio-economic development in Vietnam.
Amid the Covid-19 epidemic with the Delta variant evolving rapidly, complicatedly and unpredictably, the community of enterprises has upheld the spirit of overcoming difficulties, self-reliance, adapted to maintain production, business, employment and income for employees; strongly promoted the spirit of solidarity, mutual support for overcoming challenges; demonstrated the sense of responsibility and noble gesture of Vietnamese enterprises and traders to the country.
2. The Government acknowledged and shared difficulties and challenges that the community of enterprises and traders were facing. Over the past time, the Government has led, directed, promulgated and implemented many policies for both epidemic prevention and control and economic development. Proactively and promptly support enterprises through solutions to create favorable conditions for production, business, goods circulation, debt restructuring, extension, suspension, exemption and reduction of taxes, fees and charges, extension of deadlines for payment of land rents, reduction of electricity bills, electricity prices, etc. The Government will continue to accompany and implement the best solutions possible to support enterprises and employees, strive to bring Vietnam back to the new normal soon; uniformly implement 2 overall strategies including the a strategy for COVID-19 prevention and control in the new situation and a strategy for socio-economic recovery and development in the new normal; First of all, implement the roadmap "Safe and flexible adaption to and effective control of COVID-19".
3. In order to get the goal of effective prevention and control of Covid-19 as well as economic recovery and development, the whole political system, the community of enterprises and traders need to make efforts, reach consensus and determination to overcome difficulties, keep faith, rise to the occasion, never relent in face of difficulty; The more difficult and complicated the Covid-19 situation becomes, the more it is necessary to unite, promote democracy and mobilize collective wisdom.

a) Ministries, central authorities and local authorities:
- Urgently review proposals of the VCCI, associations and enterprises at the Conference to promptly handle violations as prescribed by law, create the most favorable conditions for enterprises' production and business, make sure interests are harmonized and risks are shared between the State and enterprises, focus on effectiveness instead of pretentiousness, walk the talk.
- Accelerate the progress in guiding and implementing Resolution No. 105/NQ-CP dated September 09, 2021 of the Government and policies and solutions for COVID-19 prevention and control with the spirit of close public-private cooperation to uniformly promote the resources of the State and enterprises.
- Take priority over development and completion of regulations, this is one of the key potential tasks; continue to review problems in existing legislative documents to promptly resolve them by which authorities face the problems in an independent manner. All policies must focus on the people and enterprises, take the people and enterprises as the center for serving; promptly propose plans for resolving and handling cases outside their jurisdiction.
- Review and annul unnecessary administrative procedures to reduce costs and procedures for enterprises; open all resources for investment and business; well implement the COVID-19 prevention and control along with promotion of production and business of enterprises; strengthen decentralization in close and effective association with inspection, supervision and management of the State.
b) Ministry of Health shall provide specific guidance on anti-covid measures for enterprises, industrial parks, hi-tech parks, export processing zones, etc. (Note: Survey regulated entities when formulating the guidance).
c) Ministry of Planning and Investment:
- Urgently complete the Program for Sustainable Economy Recovery by 2023, which includes initial and overall/long-term solutions for supporting enterprises in recovery of economy and submit it to the Government.
- Continue to advise and promote activities of special working teams of the Prime Minister in terms of resolving difficulties of enterprises and the people who are affected from COVID-19; review and resolve difficulties and promote implementation of investment projects as well as public investment projects of ministries, central and local authorities.

- Promote support of enterprises in digital transformation; early complete the Program for support of digital transformation for enterprises, cooperatives and household businesses for the period of 2021-2025 and submit it to the Prime Minister.
d) Ministry of Justice shall promptly take charge and cooperate with relevant ministries, agencies and organizations in completing dossiers of the Bill on amendments to certain Articles of the Laws including the Law on Public Investment, Law on Public-Private Partnership Investment, Law on Investment, Law on Bidding, Law on Electricity, Law on Enterprises, Law on Support of Small and Medium-Sized Enterprises, Law on Customs, Law on Excise Taxes, Law on Enforcement of Civil Judgments in order to completely resolve shortcomings between laws, ensure consistency, and overcome difficulties in implementation thereof.
dd) Ministry of Labor, War Invalids and Social Affairs shall promptly complete the Resolution amending Resolution No. 68/NQ-CP on some policies on supporting employees and employers who facing difficulties due to the in difficulty due to the Covid-19 epidemic and submit it to the Government; submit amendments to Decision No. 23/2021/QD-TTg dated July 07, 2021 to the Prime Minister.
e) Ministry of Industry and Trade:
- Continue to monitor, assess and consider solutions for reducing costs of essential goods such as electricity, petrol and oil.
- Have a specific action program to raise the ability to take advantage of preferential tariffs of Free Trade Agreements to facilitate import and export of goods and handle difficulties about policies related to rules of origin in Free Trade Agreements.
- Cooperate with the Ministry of Finance in inspecting import of materials, goods and equipment temporarily imported for re-export to ensure the compliance with regulations of law, and contribute to increase imports and limit trade gap.
g) Ministry of Construction shall promptly research and review problems about houses of workers, unfinished projects and works which are directly affected from anti-covid measures, submit them to the Government for consideration of and amendments to relative legislative documents to promptly resolve difficulties for the people and enterprises.
h) Ministry of Agriculture and Rural Development shall direct the strengthening and create conditions to maintain and develop agricultural production in the epidemic situation without interruption to supply; develop a plan to restore the labor market for enterprises, especially export enterprises.

k) The People’s Committees of provinces and central-affiliated cities
- Expeditiously develop and announce a plan for COVID-19 prevention and control and economy/production and business recovery in the situation of safe, flexible adaptation and effective control of epidemics; together with enterprises, actively research and agree on plans and conditions for safe production and business, suitable to local epidemics and actual conditions of enterprises; Workers and employees in enterprises and traders are given priority to have vaccination in a safe, scientific and effective manner under the guidance of the Ministry of Health.
- Study solutions to develop the Program for Sustainable Economic Recovery by 2023, ensure implementation of solutions to adapt to the epidemic control roadmap, focusing on recovering key sectors and fields of provinces/cities.
- Strengthen communications between local authorities and enterprises in order to promptly resolve difficulties of enterprises and evaluate the results of handling the recommendations of the community of enterprises.
l) Request the community of enterprises to:
- Continue to uphold their national spirit, solidarity and self-reliance, further promote their initiative and self-control and improve their sense of responsibility, make efforts to overcome difficulties, challenge; provide mutual support, cooperation and sharing.
- Actively renovate production and business models, restructure enterprises associated with digital transformation; improve capacity and competitiveness; concern retention of employees, labor transformation, labor restructuring; invest more in technology, strongly apply technology to turn challenges into opportunities; create new value standards, pay more attention to serving the people and domestic needs; expand the market, move towards participating in the global value chain.
- Actively donate plans to authorities at all levels to develop plans for reopening of each province/city; contribute initiatives to the Program for Sustainable Economic Recovery by 2023, including contents related to the recovery of businesses.
m) Request organizations and associations of enterprises to proactively research and assess challenge and chance of sectors and fields, promptly share, guide and consult member enterprises and industries; strengthen the linkage among member enterprises and cooperation for mutual benefits; proactively propose solutions and initiatives to develop enterprises and recover the economy to the Government.
