On March 7, 2019, the Government promulgated Resolution No. 17/NQ-CP on central tasks and solutions for developing e-Government for the period 2019 - 2020 and orientation to 2025. Continuing on, the Prime Minister promulgated Decision No. 749/QD-TTg dated June 3, 2020 approving the National digital transformation program until 2025 and orientation to 2030; Decision No. 942/QD-TTg June 15, 2021 approving the Development strategy for e-Government towards digital Government for the period of 2021 - 2025 and orientation to 2030.
The recent implementation of Resolutions of the Government and Decisions of the Prime Minister has yielded notable results such as: Technical infrastructure has essentially met requirements; national population database, national enterprise registration database, and national insurance database have been complete and are being operated, utilized effectively; the exchange of electronic documents have been more common; multiple public services have been provided online at level 3 and level 4; national ranking regarding e-Government increases; awareness regarding digital transformation is improved and plays a vital role to socio-economic development during and following COVID-19.
However, recent implementation of e-Government, digital Government, and national digital transformation also saw difficulties and issues such as: Technical infrastructures have not been optimized, professionally operated, nor able to flexibly adapt to new requirements; the connection and sharing of data between authorities remain limited; percentage of public services utilized and percentage of documents processed online remain low; operations of the authorities involve many manual phases which are processed traditionally in form of paper; national ranking regarding digital Government improves but stays in moderate level compared to the region; digital transformation lacks groundbreaking results.
One of many important issues which must be resolved in order to develop digital Government, e-Government and promote digital transformation is the data sharing problem, thus the general public still have to declare, provide data multiple times, especially when they adopt administrative procedures. In addition, the assurance of information safety and cybersecurity, the development of human resources for digital transformation and funding for application of information technology, and the development of e-Government towards digital Government, digital transformation has not been received the deserved attention.
In order to develop e-Government toward digital Government and promote national digital transformation, the Prime Minister hereby directs:

b) Promote development and use of national digital platforms serving digital transformation, development of digital Government, digital economy and digital society in respective fields within their competence and within annual plans.
c) Comply with annual plans by using or migrating to cloud computing, in which, pay close attention to assurance of data centers, cloud computing platforms and services serving digital Government and digital government satisfactory to standards, technical regulations and requirements regarding information safety and cybersecurity; prioritize professional service hiring models.
d) Implement or carry out pilot implementation of Platform for analyzing and processing general data on a ministerial level and provincial level in order to store, consolidate, analyze, and process socio-economic development data from multiple sources in a centralized manner, thereby creating new information and data serving e-Government and digital Government. Deadline: December 2022.
dd) Effectively and thoroughly connect, share data between authorities in a manner that avoids repetitive investment, waste, and complies with Decree No. 47/2020/ND-CP dated April 9, 2020 of the Government. Publicize the list of shared databases and list of data sharing services; restrict sharing information in written form if the information has been gathered by connecting and sharing data with information systems. Do not collect data or request the general public or enterprises to provide information or data upon executing administrative procedures if the information or data has been connected or shared by the authorities, unless the information or data does not meet quality requirements, standards, or technical regulations or unless otherwise prescribed by the law.
e) Cooperate with Ministry of Public Security, Governmental Office, and Ministry of Information and Communications in preparing infrastructures and requirements for satisfying information safety and security in order to connect national databases, field-specific databases, and information systems serving administrative procedures to the National population databases and, for the time being, databases on enterprises, tax, customs, bank, driving license, health insurance, education, and social security in accordance with progress under Decision No. 06/QD-TTg dated January 6, 2022 and Decision No. 422/QD-TTg dated April 1, 2022;
g) Apply databases on population, electronic identification, and electronic verification in order to provide online public services online, prioritize essential public services under Decision No. 06/QD-TTg dated January 6, 2022 and Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister. Deadline: December 2022.
h) Promote the use of high-level online public services, prioritize reviewing and requesting the authorities to promulgate policies for reducing time, fees, and charges for implementing administrative procedures on electronic environment; organize connection and integration in order to provide 100% of qualified level 3 and level 4 online public services on the National Public Service Portal; implement digital document verification; assign each Department, People’s Committee of district, district-level town, commune with goals regarding percentage of online public services solicited and percentage of documents resolved online; mobilize participation of socio-political organizations, enterprises, and the community in publicizing and guiding the use of online public services. Deadline: June 2022.
i) Digitalize documents and results of administrative procedures in the Single-window departments of ministries and provinces from June 1, 2022, of districts from December 1, 2022, and of communes from June 1, 2023. With respect to 25 essential public services under Decision No. 06/QD-TTg dated January 6, 2022, initiate digitalization from July 1, 2022. Focus on effectively implementing plans for digitalizing administrative procedure results in accordance with Decree No. 45/2020/ND-CP dated April 8, 2020.
k) Promote the application of Government specialized digital signature in electronic documents, online public services, digital document verification, administrative procedures, coordination and processing of affairs on cyberspace. Enhance the use of Governmental specialized digital signature authentication services in digital signature and digital authentication; authenticate login in information systems of ministries, central departments, and local authorities.

m) Improve capacity, service quality, and expand centralized connection, supervision, and control of access to the specialized data transmission network in a stable, coherent manner in order to connect 4 administrative levels and serve digital Government. Deadline: September 2022.
n) Implement the IPv6 conversion; prioritize IPv6 conversion for Web portal and public service portals in order to allow the general public and enterprises to access and use government services via IPv6. Deadline: December 2022.
o) Thoroughly implement solutions for cybersecurity, specifically: internal software is developed by professional entities and compliant with Framework for safe software development; information systems have adequately information safety measures implemented in levels; information systems are inspected and assessed for information safety prior to being put into use, upgraded, revised, and periodically as per the law; information system is managed and operated in a 4-layer model under Directive No. 14/CT-TTg dated June 7, 2019 of the Prime Minister.
p) Classify, identify, and approve safety level propositions of information systems and safety assurance measures for information systems in levels in a manner satisfactory to regulations and law and national standards regarding information system safety in levels. Deadline: classify, identify, and approve safety level propositions of information systems before December 2022; adequately implement safety assurance measures for information systems in levels for active information systems before June 2023.
q) Improve and train officials, public officials, employees under management regarding digital transformation, development of digital Government, digital economy, and digital society in accordance with annual plans; pay close attention to improving and training data analysis and extraction skills in decision-making, policy-making, and cyber information safety assurance; mobilize social sources to improve and train community digital technology network in order to assist the general public and enterprises in using digital platforms and engaging in activities in cyberspace.
r) Establish network of community digital technology in order to assist the implementation of digital Government, digital economy, and digital society from central level to local, ward, commune, team level whose primary forces are entities specialized in information technology and which is joined by Communist Youth Union of Ho Chi Minh City, Vietnam Farmer’s Union, Vietnam Cooperative Alliance, Vietnam Women’s Union, and representatives of communication, telecommunication, and information technology enterprises; participate in the nationwide Network of community digital technology. Deadline: June 2022.
s) Submit reports on the use of state budget for e-Government, digital Government, information technology, and digital transformation to the Ministry of Information and Communications on an annual basis. Deadline: December each year.
t) On an annual basis, measure, assess, and publicize ranking of e-Government, digital Government, digital transformation development of agencies and organizations under management. Deadline: December each year.
u) Implement primary tasks under Decision No. 27/QD-UBQGCDS dated March 15, 2022 of the Prime Minister - National Committee for Digital Transformation.

a) In every December, advise the Government and Prime Minister about the list of primary tasks to be implemented in the following year in order to develop e-Government, digital Government, promote digital transformation, improve national ranking, and effectively implement the National digital transformation program until 2025 and orientation to 2030, E-Government development strategy towards digital Government for the period of 2021 - 2025 and orientation to 2030 and other relevant programs, strategies, planning, and plans.
b) Coordinate, promptly deal with difficulties relating to data connection and sharing among authorities, and submit reports to the Prime Minister.
c) Adopt measures for encouraging and promoting the use of remote digital signature services among the general public in online administrative procedures. Deadline: June 2022.
d) Take charge and cooperate with Ministry of Finance and Ministry of Planning and Investment in reviewing the use of state budget for digital Government, information technology, digital transformation; on an annual basis, submit reports to the Prime Minister - National Committee for Digital Transformation and propose major directions regarding funding allocation in the following year. Deadline: December each year.
dd) Take charge organizing training for at least 10.000 digital transformation officials in central authorities, local authorities, groups, state corporations, communication and press authorities in 2022 in order to deal with urgent needs for resources for development of e-Government, digital Government, and digital transformation. Deadline: December 2022.
e) Promote migrating actions of the general public and enterprises on cyberspace in accordance with the Program for promoting development and use of national digital platforms for digital transformation and development of digital Government, digital economy, and digital society. Deadline: October 2022.
g) Promote the development and use of domestically made digital technology products and services via the Program for Make in Vietnam information technology products and services; create market for digital technology enterprises in Vietnam. Deadline for assessment and reports on implementation results: December each year.
h) Carry out pilot implementation of virtual assistants aiding public officials and public employees; organize assessment, learn from experience, and propose duplication. Deadline: December 2022.
i) On an annual basis, rank the development level of e-Government, digital Government, and digital transformation of ministries, ministerial agencies, Governmental agencies, People’s Committees of provinces and central-affiliated cities, groups, state corporations, and other appropriate entities depending on development stage. Deadline: May each year.

a) Expedite and guide ministries, central departments, and local governments to:
- Standardize and restructure professional procedures for dealing with administrative procedures by effectively utilizing digital technology, reducing costs, and create favorable conditions for the general public and enterprises.
- Digitalize documents and results of administrative procedures in accordance with Decree No. 107/2021/ND-CP dated December 6, 2021 and Decision No. 468/QD-TTg dated March 27, 2021.
- Integrate online public services of ministries, central departments, and local governments on the National public service portal; ensure that 100% of level 3 and level 4 online public services of ministries, central departments, and local governments have been integrated by December 2022. Prioritize integration of essential public services in accordance with Decision No. 06/QD-TTg dated January 6, 2022 and Decision No. 422/QD-TTg dated April 4, 2022.
- Provide, connect, and share information, data from national databases, field-specific databases, and information systems of ministries, central departments, and local governments with the National reporting information system and Information and operation coordination center of the Government, Prime Minister in a continuous, safe, and secured manner as per the law.
b) Develop information systems serving coordination and direction of the Government, Prime Minister in real time, and adopt tools for analyzing data and forecasting direction and order based on digital data. Deadline: annual task.
Take charge consolidating and allocating professional funding from annual state budget in order to implement e-Government, digital Government, and digital transformation development tasks on the basis of propositions of ministries, authorities, and local governments and balance capacity of the budget according to the Law on State Budget and relevant guiding documents for implementation of the Directive.
5. Ministry of Planning and Investment shall

b) Take charge consolidating annual public investment plans on the basis of propositions of ministries, authorities, and local governments in accordance with principles, rules, and quotas on capital allocation approved by the authorities according to the Law on Public Investment and relevant guiding documents to implement the Directive.
6. Ministry of Public Security shall
Organize implementation of Decision No. 1911/QD-TTg dated November 15, 2021 of the Prime Minister; Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister as per approved plans.
7. Ministry of Home Affairs shall
a) Develop the National database on officials, public officials, and public employees in the authorities for synchronous, consistent, transparent, and timely management while creating essential data for the development of digital Government. Deadline: December 2022.
b) Organize implementation of the Program for general government administrative reform for the period of 2021 - 2030 while adhering to the development of e-Government towards digital Government.
8. Ministry of Construction shall
Take charge and cooperate with Ministry of Information and Communication in conducting preliminary assessment of smart city implementation in Vietnam and report to the Prime Minister. Deadline: June 2022.
9. Vietnam Government Certificate Authority shall
