DECISION

ON THE ORGANISATION OF THE TECHNICAL CREATIVENESS COMPETITION

THE PRIME MINISTER

Pursuant to the Law on Government Organisation dated December 25th 2001;

Pursuant to the Law on Science & Technology dated June 9th 2000;

Basing on the proposal of the Central Council Chairman of the Vietnam Union of S&T Associations (VUSTA)

DECIDES:

Article 1. Scope and time for the organisation of the Competition. The Technical Creativeness Competition is organised once every two years nationwide and in ministries, provinces and cities centrally affiliated.

Article 2. Subjects and fields of the competition

1. Subjects of the competition are Vietnamese individuals, organisations in-and-out of the country; foreign individuals, organisations working and living in Vietnam, without discrimination of age, nationality, profession, having technical, creative/innovative solutions in the stated field of competition.

Article 3. Implementing organisation

1. VUSTA presides, in cooperation with the Ministry of Science & Technology, the Vietnam Trade Union and the Ho Chi Minh Communist Youth League, on the set up of the Organisation Board of the National Technical Creativeness Competition.

2. The Organisation Board of the National Technical Creativeness Competition has got the following tasks:

a) Directly organising the National Technical Creativeness Competition on national scope;

b) Guiding ministries, provinces and cities directly affiliated to central authorities, relevant organs and units to organise Technical Creativeness Competitions in those ministries, provinces and cities.

3. The ministries, provinces and cities directly affiliated to Central authorities, basing on concrete conditions of their respective units, shall organise the Technical Creativeness Competition according to the guidance of the national Technical Creativeness Competition organisation board, and select typical technical creativeness solutions to be sent for participating in the national competition.

Article 4. Source of budget for organising the competition.

1. The source of budget for organising the Competition in national level comprises:

a) Support expenditure from state budget being allocated as estimated disbursement for the cause of science & technology sustained by VUSTA.

b) Expenditure financed and other legitimate expenditure sources mobilized from individuals, organisations, domestic and foreign enterprises.

2. The source of budget for organising the Technical Creativeness Competition at ministries, provinces and cities comprises:

a) Support expenditure from state budget being allocated as estimated disbursement for the cause of science & technology of ministries, provinces and cities.

b) Expenditure financed and other legitimate expenditure sources mobilised from domestic and foreign in dividuals, organisations, enterprises.

Article 5. This decision shall be valid after 15 days, counting form the date of publication in the Official Gazette

Article 6. The Ministers, Heads of ministerial level agencies, Heals of ministerial bodies, Chairmen of provincial, cities People’s Committees and Heads of organs mentioned in clause 1, Article 3, are responsible for implementing this Decision.
