CIRCULAR
APPLICATION OF INFORMATION TECHNOLOGY IN ONLINE TRAINING IN UNIVERSITY EDUCATION
Pursuant to the Law on Education dated June 14, 2019;
Pursuant to the Law on Higher Education dated June 18, 2012; Law on amendment to the Law on Higher Education dated November 19, 2018;
Pursuant to the Law on Information Technology dated June 29, 2006;
Pursuant to Decree No. 86/2022/ND-CP dated October 24, 2022 of the Government on functions, tasks, powers, and organizational structures of Ministry of Education and Training;
Pursuant to Decree No. 127/2018/ND-CP dated September 21, 2018 of the Government on responsibilities for state management of education;
Pursuant to Decree No. 72/2013/ND-CP dated July 15, 2013 of the Government on management, provision, and use of Internet services and information on the internet;

The Minister of Education and Training promulgates Circular on application of information technology in online training in university education.
Chapter I
GENERAL PROVISIONS
Article 1. Scope and regulated entities
1. This Circular prescribes the application of information technology in online training, including: principles, details, minimum requirements regarding application of information technology in online training in university education.
2. This Circular applies to higher education institutions; education institutions of state authorities, political organizations, socio-political organizations, people’s armed forces providing university education; academies and institutes established by the Prime Minister in accordance with the Law on Science and Technology and providing doctoral education; foreign higher education institutions providing association programs for university education levels (hereinafter referred to as “training facilities”); relevant organizations and individuals.

2. Synchronous online training refers to online training activities where teachers and learners participate in training activities simultaneously (in real-time) in the same learning space.
3. Asynchronous online training refers to online training activities where learners can actively participate in online training activities on the basis of teaching plans of teachers.
4. Online training system refers to a system consisting of software, courseware, and information infrastructures facilitating management and training via the Internet.
5. Online training courseware mean a combination of materials and resources designed to assist studying, teaching, and research process on online environment such as: Coursebooks, online lectures, images, graphs, documents, reference, software, learning applications, instruction documents, simulation software, virtual experiments, evaluation exams.
Article 3. General principles and requirements regarding application of information technology in online training
1. Emphasize initiative, responsibility, and accountability of training facilities in online training.
2. Online training must satisfy quality requirements of training programs; procedures, contents, and quality of online training must be continuously improved; the most advanced and appropriate technology must be utilized for online training.
3. Ensure equality in accessibility and participation in online training activities and center around benefits of learners.
4. Training facilities may invest in or hire information technology services in respect of technical infrastructures in order to facilitate online training; comply with regulations on information safety, personal information safety, cyber security, and intellectual property as per the law.

Article 4. Contents of online training
Directors, principals of training facilities shall decide on subjects and modules in training programs provided online on the basis of regulation on training levels promulgated by the Minister of Education and Training. Online training shall provide similar workload, contents, and knowledge structures to modules in training programs.
Chapter II
MINIMUM REQUIREMENTS REGARDING APPLICATION OF INFORMATION TECHNOLOGY IN ONLINE TRAINING
Article 5. Software system for online training
1. Training facilities shall use any combination of software under Clause 2, Clause 3, Clause 4, and Clause 5 of this Article.
2. Software for synchronous online training must perform the minimum functions below:
a) Assist learners in organizing synchronous online training activities; instructing, assigning tasks simultaneously to all attending learners in the same learning space via video channels, audio channels, text channels, transferring courseware to learners.
b) Enable learners to participate in online training activities; interact, exchange information with teachers and other learners in the same learning space in real time.

a) Assist learners in planning for asynchronous online training, transfer courseware to learners, assign learning tasks, examine and evaluate learning results of learners; monitor and assist learners in accessing learning contents; advise, assist, and provide answers for questions and issues of learners.
b) Allow learners to access, utilize learning contents; carry out learning activities and examine, evaluate at request of teachers; make questions and provide answers in respect of teachers and other learners in the same learning space.
c) Allow training facilities to manage learning documents, progress, results of learners and teaching activities of teachers; accurately record learning process of each learner; assist management of other information of training facilities and education authorities.
4. Software for management of online learning contents shall perform functions similar to those of software for asynchronous online training (Clause 3 of this Article) and allow teachers to design learning contents, online courseware.
5. Massive open online course (MOOC) software shall perform functions similar to those of software for asynchronous online training (Clause 3 of this Article) and provide a variety of contents and methods for organizing online courses; be applied in online training on large scale in terms of learners, teachers, training facilities.
Article 6. Online courseware
1. Contents of online courseware must meet requirements of training programs, carry academic characteristics, be easy to use, and fulfill self-learning demands of learners.
2. Solutions for evaluation and control shall be required for regular update and improvement of courseware quality.
3. Online courseware must be evaluated prior to being used. Training facilities may develop, share courseware and online courses independently or by cooperating with training facilities.

1. Personnel for implementing online training consist of: teachers, system administration and operation teams, courseware design and production teams, advisor and teaching teams.
2. Teachers must be obtain the following skills in online training: managing, directing, guiding, and answering learners via online training methods; expertly using online learning management software and information technology measures serving online training.
3. Administration and operation team of online training system must understand information technology systems relating to online training of training facilities; receive instructions and transferred technology for administration, management of information and technology systems in order to ensure stable, safe operation.
4. Courseware design and production teams must understand courseware design and production process; expertly use tools to design, develop courseware for online training.
5. Advisor teams and teaching staff must grasp activities of online training, guide learners to participate and use information technology applications prior to organizing online training courses, monitor learning process of learners.
Article 8. Information infrastructures and safety of online training system
1. Infrastructures of online training systems must meet management and use requirements of online training activities; ensure sufficient bandwidth and server capability; satisfy information safety requirements as per the law.
2. Training facilities must implement solutions for maintaining cyberinformation safety and possessing data; extract, use data, and protect private information in online training.

Article 10. Quality control for online training
Training facilities are responsible for quality and implement quality control measures for online training:
1. Develop regulations on quality control for online training appropriate to requirements of training programs and training program quality inspection in accordance with applicable regulations of the Minister of Education and Training.
2. Courses are designed and updated on a regular basis to suit learners' demands.
3. Solutions shall be developed to assist and respond to demands of learners, teachers; regulations shall be developed to receive and resolve feedback of learners, teachers, and relevant organizations to gauge users’ satisfaction.
Article 1. Regulation on organizing online training
Directors and principals of training facilities shall organize development and promulgation of regulations on organizing online training in order to organize and manage online training in a quality and effective manner, including regulations on:
1. Contents of online training; methods for organizing teaching, learning, exams, evaluation of training results.
2. Management, operation, and use of information technology systems in online training.

4. Intellectual property of courseware, data possession, protection of private data and information, identity verification, data encoding, and access management.
5. Credit recognition on online training system of training facilities and other online training systems.
6. Reception and response to feedback of learners, teachers and assessment of users' satisfaction during online training.
7. Procedures for document storage, supervision, inspection for online training; procedures for improving online training quality.
8. Other relevant regulations.
Chapter III
ORGANIZING IMPLEMENTATION AND IMPLEMENTATION CLAUSES
Article 12. Responsibilities of directors and principals of training facilities
1. Assume responsibility for applying information technology in online training in accordance with this Circular and relevant law provisions.

3. Enable learners, system administration teams, technical support teams, learning advisor teams, courseware design and production teams to participate in professional advanced training.
4. Organize assessment of effectiveness of information technology application in online training via feedback channel of learners, teachers, support personnel in order to develop appropriate amendments; conform to reporting regulations at request of Ministry of Education and Training.
5. Promulgate regulations on online training organization.
Article 13. Entry into force
1. This Circular comes into force from February 13, 2024.
2. This Circular replaces Circular No. 12/2016/TT-BGDDT dated April 22, 2016 on application of information technology in online training management and organization.
Article 14. Responsibilities for implementation
Chief of Ministry Office, Directors of Information Technology Department, heads of relevant entities affiliated to Ministry of Education and Training; directors and principals of training facilities providing online training are responsible for the implementation of this Circular./.
