To: Social Insurance of provinces and central-affiliated cities

In recent time, Social Insurance of provinces and cities (hereinafter referred to as “provincial Social Insurance”) have strictly adhered to directions of Vietnam Social Security in implementing various solutions for expediting collection and reduction of social insurance (BHXH), health insurance (BHYT), and unemployment insurance (BHTN) premium arrears where they have closely cooperated with employers, urged employers to incur social insurance, health insurance, unemployment insurance, sent notice on payment results to employers, conducted specialized inspection and irregular inspection in respect of entities that are at least 3 months behind with social insurance, health insurance, or unemployment insurance premiums.

To further implement tasks in 2023 where specific objective is to reduce the rate of social insurance, health insurance, and unemployment insurance premium arrears to the minimum, Vietnam Social Security hereby requests directors of provincial Social Insurance, heads of relevant entities affiliated to Vietnam Social Security to implement the followings:

I. In respect of provincial Social Insurance

1. Supervise direction of Vietnam Social Security, local governments in effective implementation of scenarios for developing social insurance, health insurance, unemployment insurance participants. Produce regular reports on social insurance payment of local entities to Chairperson of People's Committees of provinces and Steering Committee for social insurance, health insurance policy implementation; actively propose solutions for improving quality operation of Interdisciplinary debt collection team and take actions against violations in social insurance payment as per the law.

2. Flexibly cooperate with entities behind with social insurance payment in sending written motivation, working in person, organizing customer conferences, organizing inspectorates, etc.; publicize information on incoming examination and inspection, transfer petition for prosecution to investigating authority in regard to entities behind with payment.

3. Cooperate with press and media agencies, praise entities properly perform the obligation to pay social insurance, health insurance, and unemployment insurance premiums, publicize list of enterprises behind with social insurance, health insurance, unemployment insurance premiums on mass media.

4. Request competent authorities to cut commendations and honorable mentions of entities behind with social insurance, health insurance, unemployment insurance premium payment.

II. In respect of entities affiliated to Vietnam Social Security

1. Contribution Collection - Insurance Book and Card Department

Monitor and expedite social insurance payment of provinces, cooperate with Organization and Personnel Department, Awards and Emulation Department in requesting the General Director to praise, commend, or reprimand local governments for failing to reducing social insurance premium arrears.

2. Inspection Department:

Urge provincial Social Insurance to implement solutions according to Official Dispatch No. 2279/BHXH-TTKT dated July 26, 2023 of Vietnam Social Security regarding increase in irregular specialized inspections and administrative penalties for violations in social insurance, unemployment insurance, health insurance payment, consolidate and report to General Director; incorporate the urging for collection and irregular inspection with arrears reduction results of provincial social insurance in evaluating and ranking year end emulation.

3. Media Center

- Cooperate with central newspaper and journalism agencies in uploading direction of figureheads of the field to reduce arrears in enterprises. Publicize information of entities behind with payment, failing to pay, intentionally violating the law on mass media.

- Instruct provincial social insurance to cooperate with press and newspaper agencies in publicizing information of entities behind with payment, failing to pay social insurance, health insurance, unemployment insurance on mass media.

- Monitor, consolidate feedback of local governments and entities, and report to Vietnam Social Security.

- Sending of notice on C12 payment results is not considered sending of expediting official dispatches/request for discussion.

- Reports shall be submitted on a daily basis from December 11, 2023 to December 31, 2023 inclusive.

- Report data of December 11, 2023 shall be sent before 8:30 a.m. of December 12, 2023. Daily report data of December 12, 2023 and onwards until December 31, 2023 shall be sent before 6:30 p.m.
