On May 26, 2016, the Government promulgates Decree No. 47/2016/ND-CP, which takes effect as of July 15, 2016, to provide for the statutory pay rate for officials, public employees and armed forces' personnel. Accordingly, the statutory pay rate of VND 1,210,000 per month shall apply as of May 01, 2016. For the consistent payment of costs of medical examination and treatment covered by health insurance, Vietnam Social Security provides the detailed guideline as follows:

1. Each health insurance card holder must not make the co-payment if he/she has taken the medical examination and treatment in a proper manner as regulated provided that total costs of one time of medical examination and treatment does not exceed VND 181,500 (one hundred eighty one thousand five hundred dongs), equivalent to 15% of the statutory pay rate.

2. The maximum amount paid to a health insurance card holder who is eligible for using high-quality services with higher costs is VND 48,400,000 (forty eight million four hundred thousand dongs), equivalent to the sum of minimum salaries of 40 months.

3. If the sum of costs of medical examination and treatment is higher than the sum of statutory pay rate-based salaries of 6 months, the co-payment rate shall be VND 7,260,000 (seven million two hundred sixty thousand dongs).

4. Regulations herein shall take effect as of May 01, 2016.

Provincial social security offices shall instruct health facilities within their authority to implement this official dispatch for the purpose of ensuring benefits of health insurance card holders as regulated./.
