To: Social Security agencies of provinces and centrally-affiliated cities
As prescribed in Section XII of the Classification List of arduous and hazardous works and occupations annexed to the Decision No. 1629/LDTBXH-QD dated December 26, 1996 of the Ministry of Labor, War Invalids and Social Affairs, the “industrial sewing” occupation is classified as Class 4 based on which social insurance benefits are implemented in accordance with regulatory policies. During the period of implementation of this Decision, in the absence of specific regulations on the classification list of occupations in the industrial sewing line, the inconsistent implementation of social insurance benefits for the industrial sewing occupation may cause adverse impacts on social insurance rights and interests of employees. After consulting with the Textile and Garment General Company of Vietnam (Official Dispatch No. 1619/BHXH-TCHC dated December 12, 2001), Vietnam Social Security hereby advises employees holding the following job titles in the “industrial sewing” occupation that they are classified as class IV in the Decision No. 1629/LDTBXH-QD mentioned above:
1. Fabric count and measurement workers;
2. Fabric spreading workers;
3. Cutting and trimming workers;
4. Numbering workers;
5. Interlining handling workers;
6. Interlining fusing workers;
7. Semi-finished fabric homogeneity assurance workers (or fabric separating and bundling workers);
8. Sewing machine operating workers;
9. Semi-finished fabric aligning and repairing workers;
10. Quality control (or commodity inspection and collection) workers;
11. Sewing machine maintenance and repair workers;
12. Ironing, folding and packaging workers;
13. Carton packing workers;
14. Industrial cleaning workers at production areas;
15. Semi-finished fabric modification workers;
16. Foremen or line leaders (in case of lack of workforce in the manufacturing process, foremen and line leaders shall become supplementary workers).
The Social Security agencies of provinces and cities shall apply these specific classifications to employees working in the industrial sewing occupation in order to implement social insurance benefits.
If any worker in the industrial sewing occupation has been awarded the social insurance booklet in which his/her job title has not yet been inscribed according to the aforestated classification list, the Social Security agency of a province and city where he/she has registered his/her social insurance policy shall make a written confirmation of insertion of information about his/her occupation in the social insurance booklet (without reissuing another social insurance booklet) which serves as a basis for implementation of social insurance benefits from January 2002.
In the course of implementation, if any query or difficulty arises, the Social Security agencies of cities and provinces must inform the Vietnam Social Security to request its review and possible solutions.
