ON ISSUING INDICATORS ON MONITORING, SUPERVISING AND EVALUATING PROJECT ON “INNOVATION AND DEVELOPMENT OF VOCATIONAL TRAINING” UNDER THE NATIONAL OBJECTIVE PROGRAM ON EMPLOYMENT AND VOCATIONAL TRAINING IN THE PERIOD OF 2012 – 2015

THE MINISTER OF LABOUR – INVALIDS AND SOCIAL AFFAIRS

Pursuant to Decree No. 106/2012/ND-CP dated December 20, 2012 by the Government on on defining the functions, duties, authorizations and organizational structure of the Ministry of Labour - Invalids and Social Affairs;

Pursuant to Decision No. 135/2009/QD-TTg dated November 04, 2009 by the Prime Minister on issuing the Regulation on managing, operating implementation the National Objective Programs;

Pursuant to Decision No.1201/QD-TTg dated August 31st, 2012 by the Prime Minister on approving the National Objective Program on Employment and Vocational Training in the period 2012-2015;

Pursuant to Decision No. 1672/QD-LDTBXH dated November 19th, 2012 by The Minister of Labour – Invalids and Social Affairs on managing, implementing the National Objective Program on Employment and Vocational Training in the period 2012-2015;

On the request of General Director of the Directorate of Vocational Training,

DECIDE:

Article 1. Issuing together with this Decision are indicators on monitoring, supervising and evaluating the Project on “innovation and development of vocational training” under the National Objective Program on Employment and Vocational Training in the period 2012-2015 (hereinafter referred to as the Project) with the content below:

- The directing, operating the Project (Detail at Annex No. 01).

- The result of implementation the Project (Detail at Annex No. 02).

- The effective of the Project (Detail at Annex No. 03).

In the implementation, the indicators on monitoring, supervising and evaluating the Project could be adjusted to be suitable with the requirement and practical.

Article 2. The responsibility for monitoring, supervising and evaluating the Project and the time for sending report

1. The responsibility for monitoring, supervising and evaluating the Project

a) The Ministries, central agencies, socio-political organization and People’s committee of the provinces and central affiliated cities assigned capital, fund to deploy the Project are responsible for:

- Basing on the indicators on monitoring, supervising and evaluating result of the Project promulgated with this Decision to deploy, implement and concretize the indicators in order to the institutions, units assigned capital, fund of the Project conduct implementation organization.

- Monitoring, supervising and evaluating annual implementation of the Project of the institutions, units assigned capital, fund of the Project under their management authority; synthesizing report on directing, operating the Project (according to Annex 01), the implementation result (according to Annex 02), effective of the Project (according to Annex 03) and sending the report to the Ministry of Labour – Invalids and Social Affairs (through the Directorate of Vocational Training) for synthesis.

b) The institutions, units assigned capital, fund of the Project have the responsibilities for conducting implementation of the Project; self-monitoring, self-supervising, evaluating the result of the Project (according to Annex 02), effective of the Project (according to Annex 03) and annually report to managing agencies and relevant units.

2. Time for sending report

a) The time for sending report of the Ministries, central agencies, Socio-political organization and the People’s Committee of provinces, central affiliated cities as below:

- Annual reports shall be sent latest by March 31st in the next year.

- Midterm reports shall be sent latest by December 31st, 2013.

- Final reports shall be sent latest by March 31st, 2016.

- Extraordinary reports shall be implemented accordance with the requirement of management agencies.

b) The Ministries, Central agencies, Socio-political organization and the People’s Committee of provinces, central affiliated cities regulate the detail of the time of sending report of the institutions, units assigned capital, fund of the Project in order to ensure the time of sending report to the Ministry of Labour – Invalids and Social Affairs

Article 3. Authorizing to the Directorate of Vocational Training preside and coordinate with the Department of Planning and Financial, The Ministries, Central agencies, Socio-political organization and the People’s Committee of provinces, central affiliated cities related to guide and conduct the implementation of monitoring, supervising and evaluating the Project.

Article 4. This Decision takes effect from the date of signing.

Article 5. Chief of the Ministry Office, General Director of the Directorate of Vocational Training, General Director of the Department of Planning and Financial The Ministries, Central agencies, Socio-political organization and the People’s Committee of provinces, central affiliated cities and the Head of the related units are responsible for implementing this Decision./.
