Re: prevention and control of COVID-19 classified as a class-B infectious disease

To:

- Ministries, ministerial authorities, Governmental authorities;
- People’s Committees of provinces and central-affiliated cities.

On October 19, 2023, the Ministry of Health issued Decision No. 3896/QD-BYT on downgrading classification of coronavirus disease 2019 (COVID-19) from class A to class B under the 2007's Law on Prevention and Control of Infectious Diseases, which enters into force from October 20th 2023.

In order to unify prevention and control of COVID-19 classified as a class-B infectious disease, the Ministry of Health requests Ministers, ministerial authorities, Governmental authorities, and People's Committees of provinces and central-affiliated cities to direct the implementation of the following contents:

1. According to the COVID-19 epidemic situation, declaring epidemic outbreak and end of epidemic outbreak; and establishing steering committees for COVID-19 prevention and control at all levels according to the 2007 Law on Prevention and Control of Infectious Diseases.

2. Reviewing, annulling or amending documents and guidelines that have been issued and are no longer conformable with the current situation when the classification of coronavirus disease 2019 (COVID-19) is downgraded from class A to class B.

3. Organizing prevention and control of COVID-19 classified as a class-B infectious disease according to the following regulations and guidelines:

a) Regarding COVID-19 monitoring and prevention

- Guidelines for COVID-19 monitoring and prevention issued together with Decision No. 3985/QD-BYT dated October 29, 2023.

b) Regarding treatment and infection control at healthcare establishments

- Guidelines for infection prevention and control at healthcare establishments issued together with Decision No. 2609/QD-BYT dated June 20, 2023.

- Guidelines for diagnosis and treatment of COVID-19 issued together with Decision No. 2671/QD-BYT dated June 26, 2023 of the Minister of Health.

- Guidelines for post COVID-19 rehabilitation and self-management of related illnesses issued together with Decision No. 1242/QD-BYT dated May 18 2022 of the Minister of Health.

4. Regarding guidelines for payment for treatment of COVID-19 patients and policies applicable to anti-pandemic participants and issuance of demands and assurance about funding for medical examination and treatment and COVID-19 monitoring in case when the classification of coronavirus disease 2019 (COVID-19) is downgraded from class A to class B, complying with regulations in Official Dispatch No. 6922/BYT-KHTC dated October 29, 2023 of the Ministry of Health.

5. Strengthening communications about risks and measures for preventing and controlling COVID-19; encouraging the fulfillment of 2K (Mask - Disinfection) requirements to protect the health of individuals, families and the community, especially at crowded places, including public transport, healthcare establishments, etc. Regular updating information on the epidemic situation and relevant policies on COVID-19 prevention and control so that people understand, agree and proactively participate in COVID-19 prevention and control.
