REQUIREMENTS FOR MOTOR VEHICLE INSPECTION SERVICE BUSINESS
Government's Decree No. 139/2018/ND-CP dated October 08, 2018 on requirements for motor vehicle inspection service business, which comes into force from January 01, 2019, is amended by:

The Government promulgates Decree on requirements for motor vehicle inspection service business 1.
This Decree provides for requirements for inspection service business with respect to automobiles, trailers, semi-trailers hauled by automobiles and similar vehicles (hereinafter referred to as “motor vehicles”); and management of motor vehicle inspection service business.
1. This Decree applies to agencies, organizations and individuals in relation to motor vehicles inspection service management, operation and business.

1. 4 “Motor vehicle inspection” (hereinafter referred to as “inspection”) refers to initial and regular inspection of technical safety and environmental protection for motor vehicles.”
2. 5 “Certificate for inspection of technical safety and environmental protection” for road motor vehicles (hereinafter referred to as “inspection certificate”) refers to a certificate confirming that motor vehicle has been inspected and met all the standards, regulations on technical safety and environmental protection.”
3. 6 “Motor vehicle inspection and registration unit” (hereinafter referred to as “inspection and registration unit”) refers to a public service provider, an enterprise or a cooperative established according to laws, providing public services of verification and registration and issuing inspection certificates.
4. “Certificate of eligibility for motor vehicles inspection” (hereinafter referred to as “certificate of eligibility”) refers to a certificate confirming that the inspection and registration unit is eligible for motor vehicle inspection.
5. 7 “Inspector” refers to a person who is trained and issued with an inspector certificate to perform any or all stages of motor vehicle inspection and is responsible for the inspection result. There are two ranks of inspectors: motor vehicle inspectors (herein referred to as “inspectors”) and high-level motor vehicle inspectors (herein referred to as “high-level inspectors”).
6. 8 “Inspection staff” refers to any person who receives, returns, stores documentation, inserts data, searches, examines, compares dossiers of vehicles undergoing inspection, prints inspection results and performs other tasks under assignment by an inspection and registration unit.”.
7. 9 "Staff in charge of inspection division” refers to a high-level inspector who is responsible for the inspection result in line under his/her management.
8. “Inspection station” refers to the area where inspection equipment, support equipment and other facilities are located.
9. “Inspection line” refers to the place where positions of inspection and installation of inspection equipment are arranged. An inspection line comprises two types:

b) Type II inspection line: able to inspect a motor vehicle with weight distributed on each single axis up to 13.000 kg.
10. 10 “Organization establishing inspection and registration units” refers to a juridical person that is established and operates according to regulations of law.”.
Article 4. Principles of motor vehicle inspection services 11
1. Only holders of certificates of eligibility are eligible for provision of motor vehicle inspection services.
2. The inspection shall be independent, objective, transparent and compliant with regulations of law.
3. If inspection and registration units fail to meet the demands for inspection of organizations and individuals, inspection and registration units and human resources of the People's Police and the People's Army may participate in assistance in inspecting motor vehicles within the scope of this Decree.
4. The construction and establishment of an inspection and registration unit shall be consistent with provincial planning, specialized planning and relevant plannings, especially specific factors of local areas, remote areas, mountainous areas and islands; and the number of and the density of vehicles registered in provinces. The application of modern technology and equipment for inspection is encouraged.
5. The location of the inspection and registration unit shall comply with regulations on connection of the traffic system; facilitate entry, exit and inspection of motor vehicles; ensure safety and convenience during operation and not cause obstruction and traffic jams, especially in large urban areas.”.

Article 5. General requirements 12
Organizations shall meet requirements for facilities, organizational structure and human resources prescribed in this Decree and National Technical Regulation on inspection and registration units eligible for obtaining certificates of eligibility issued by the Ministry of Transport.
Article 6. Requirements for facilities 13
1. Premises of the inspection and registration unit mean a land plot for facilities of motor vehicle inspection to be located, with the areas regulated below:
a) Regarding inspection and registration units with one Type I inspection line, minimum area of the premises for inspection activities is 1.250 m2;
b) Regarding inspection and registration units with one Type II inspection line, minimum area of the premises for inspection activities is 1.500 m2;
c) Regarding inspection and registration units with two inspection lines, minimum area of the premises for inspection activities is 2.500 m2;
d) Regarding inspection and registration units with at least three inspection lines, usable area for each corresponding additional inspection line should not be less than 625 m2;

b) Inspection stations with only one Type II inspection line: Minimum size including clearance around the vehicle (length x width x height): 36 x 5 x 4,5 (m);
c) Regarding inspection stations with several adjacent inspection lines, the distance between centers of inspection lines should be at least 4 meters and the distance between the center of the outermost line and inner face of the station's wall should be at least 2,5 meters.
d) In case inspection lines are positioned in several inspection stations, minimum total length of the inspection stations should be equal to the length of corresponding inspection lines as prescribed in Point a, Point b of this Clause.
3. The inspection line must be located or erected with inspection tools and equipment in conformity with National Technical Regulation promulgated by the Ministry of Transport, ensuring the whole inspection of systems, subassembly, parts of motor vehicles on roads to meet regulations on technical safety and environmental protection as prescribed in the Law on Road Traffic.
Article 7. Requirements for organizational structure and human resources 14
1. The organizational structure of an inspection and registration unit shall have at least the following divisions:
a) Management division includes the Director, Deputy Director or staff in charge of inspection and registration with a view to organizing management and administration of the inspection and registration unit; in which there must be at least 01 leader of the unit eligible for signing the inspection certificate specified in Article 24 of this Decree;
b) Inspection division includes inspection staff and inspectors with a view to inspecting and evaluating the technical condition of vehicles;
c) Office includes professional staff and other staff with a view to performing office works and supporting inspection activities.

a) At least 01 eligible head under regulations in Article 24 of this Decree;
b) At least 01 inspection staff;
c) Inspection line shall have at least 02 inspections to perform all stages of inspection. The personnel specified in Points a and b of this Clause may participate in inspection in inspection lines and may be considered as inspectors in such inspection lines;
d) Professional staff with a view to performing tasks specified in Clause 6 Article 3 of this Decree.”.
ISSUANCE, REISSUANCE, SUSPENSION AND REVOCATION OF CERTIFICATES OF ELIGIBILITY 15
Article 8. Procedures for issuance of certificates of eligibility 16
1. After completing investment and construction according to regulations of law, the organization establishing inspection and registration units shall make 01 application for the certificate of eligibility and send it to the Department of Transport and the Department of Transport - Construction (herein referred to as “the Department of Transport”). An application includes:
a) A written request, using form specified in Appendix VII issued with this Decree;

c) Inspection of whether facilities and inspection line in reality comply with National Technical Regulation;
d) Layout of overall ground and buildings with inspection lines and equipment;
dd) Written approval for the investment policy of the local competent authority (certified copy or authentic copy for comparison).
2. Procedures for issuance of a certificate of eligibility
a) Within 03 working days after receiving the complete and valid application, the Department of Transport shall notify the organization establishing inspection and registration units of time of inspection at the premises. If the application is not complete and valid, the Department of Transport shall notify the organization establishing inspection and registration units in writing and provide explanation;
b) Within 05 working days from the date of notification of inspection, the Department of Transport shall undertake an inspection visit to the unit's premises. The inspection result shall be recorded using Form in Appendix I issued herewith. In case of satisfaction, within 05 working days, the certificate of eligibility using form specified in Appendix II issued together with this Decree and the code of vehicle inspection unit specified in Appendix VI issued together with this Decree shall be issued; in case of dissatisfaction, within 05 working days, the Department of Transport shall notify the organization establishing inspection and registration units in writing for remedy and re-inspection.
3. The receipt of the application and the provision of processing result shall be carried out in person at the Department of Transport, by post or by online form. Required documents as to every form of receipt shall comply with Clause 1 hereof.”.
Article 9. Procedures for re-issuance of certificates of eligibility 17
1. Procedures for re-issuance of certificates of eligibility due to revocation are the same as procedures for issuance of such certificates for the first time as instructed in Article 8 hereof.

3. If the inspection and registration unit changes its location, premises, inspection station, re-arrangement of inspection lines different from those mentioned in the issued certificate of eligibility or changes inspection equipment affecting the number of inspection lines permitted for operation, it shall notify the Department of Transport of such changes (enclosed with the inspection of whether facilities and inspection line in reality comply with National Technical Regulation). Within 5 working days from receipt of the notification, the Department of Transport shall inspect and verify changes. In case of satisfaction, a certificate of eligibility shall be issued within 5 working days; In case of dissatisfaction, the Department of Transport shall, within 5 working days, send a notice to the inspection and registration unit to correct objectionable conditions and for re-inspection.”.
Article 10. Suspension of motor vehicle inspection service business
1. 18. The operation of the inspection and registration unit shall be suspended for 01 month if the unit commits one of the following violations:
a) Failing to meet one of conditions, requirements prescribed in this Decree and National Technical Regulation on inspection and registration units;
b) At least two times inspectors are subject to administrative penalties according to regulations of Clause 1 Article 38 of Government’s Decree No. 100/2019/ND-CP dated December 30, 2019 on administrative penalties for violations against regulations on road traffic and rail transport within 12 consecutive months;
c) The inspection and registration unit assigns inspectors to conduct inspection in disconformity with the inspector certificate.
2. 19 The operation of the inspection and registration unit shall be suspended for 03 months if the unit commits one of the following violations:
a) The inspection and registration unit performs inspection and issues inspection certificates to motor vehicles without compliance with technical regulations and standards;
b) At least three times inspectors are subject to administrative penalties according to regulations of Clause 1 Article 38 of Government’s Decree No. 100/2019/ND-CP or at least two inspectors have their inspector certificates revoked within 12 consecutive months, except for case where the inspector certificate is revoked as prescribed in Clause 6, Article 18 of this Decree;

d) The inspection and registration unit continues to commit one of the violations specified in Clause 1 Article 10 of this Decree within 12 consecutive months.”.
3. As the case may be and depending on the severity of violation, inspection and registration units may also face penalties for administrative violations as per the law.
Article 11. Revocation of certificates of eligibility
The inspection and registration unit shall have its certificate of eligibility revoked in one of following cases:
1. Falsify applications, documents to be eligible for issuance of certificates of eligibility.
2. Intentionally erase and falsify contents of the issued certificate of eligibility;
3. Stop performing inspection for more than 12 consecutive months.
4. Be suspended from inspection activities more than two times in 12 consecutive months.

Article 12. Procedures for suspension of operation, revocation of certificates of eligibility
1. 21 Within 05 working days from the date of detection of violations or receipt of notification of violations from competent authorities, the Department of Transport shall make a decision on suspension of operation, revocation of the certificate of eligibility, give notification to the Vietnam Register and relevant agencies for cooperation in implementation.”.
2.22 The inspection and registration unit shall return the certificate of eligibility to the Department of Transport in case of revocation and at the same time stop inspection activities immediately after the effective date of the decision.
3. The inspection and registration unit having its certificate of eligibility revoked is only considered being re-issued with another certificate of eligibility after 36 months since the revocation date.
4. After the certificate of eligibility is revoked and inspection activities are suspended, the head of the inspection and registration unit and inspectors shall be responsible to the law for inspection results issued and still in force.
5. After the certificate of eligibility is revoked and inspection activities are suspended, relevant organizations and individuals shall continue to perform other obligations and responsibilities according to laws.
6. 23 The inspection and registration unit shall remedy violations mentioned in the decision on suspension and may resume operation when the remedy for violations has been completed, and at the same time notify the unit's operation to the Department of Transport and Vietnam Register.”.
Article 13. Procedures for bringing inspection activities to a halt
1. In case of an abrupt halt for at least one day, the inspection and registration unit shall give notification to the local Department of Transport and the Vietnam Register, specifying reasons and remedial plans; post notice at the lounge and maintain personnel for handling matters related to inspection documents.

a) The inspection and registration unit shall give a report on reasons for the halt and duration to the local Department of Transport and the Vietnam Register 30 days prior to the halt and at the same time post a notice at the lounge and via means of mass media;
b) The inspection and registration unit shall maintain personnel for handling matters related to inspection documents.
3. In case the inspection and registration unit makes a request for a halt for more than 12 consecutive months.
a) The inspection and registration unit shall give a report on reasons for the halt and duration to the local Department of Transport and the Vietnam Register 30 days prior to the halt and at the same time post a notice at the lounge and via means of mass media;
b) Return the certificate of eligibility;
c) 24 Transfer all the records of motor vehicles to other registration units as instructed by the Department of Transport.
MANAGEMENT AND OPERATION OF INSPECTION AND REGISTRATION UNITS

a) 26 Qualifications: Obtaining a bachelor’s degree in mechanical engineering, the training program shall cover the following subjects: automotive theory, automotive structures, structure calculation, technical maintenance, internal combustion engine, automotive electricity or equivalent subjects. If there are some subjects which are not covered by the above program, they may be trained at higher education institutions;”.
c) Having passed the inspector test as prescribed by the Ministry of Transport. The inspection test result shall be recorded using Form in Appendix IV issued herewith;
d) Having a driving license that remains effective.
2. Eligibility for high-level inspector certificate 28
a) Qualifications: Obtaining a bachelor’s degree in mechanical engineering, the training program shall cover the following subjects: automotive theory, automotive structures, structure calculation, technical maintenance, internal combustion engine, automotive electricity or equivalent subjects.
b) Having experience of at least 36 months as an inspector;
c) Having passed the high-level inspector test as prescribed by the Ministry of Transport. The inspection test result shall be recorded using Form in Appendix IV issued herewith.
Article 15. Procedures for issuance of inspector certificates 29
1. Persons who meet requirements as prescribed in Article 14 hereof may request the Vietnam Register to issue inspector certificates 30. An application for inspector certificate 31 includes:

b) Resume according to the form in Appendix III enclosed herewith (in case of application for the first issuance 33 or re-issuance after revocation 34);
c) Copies extracted from master register or authenticated copies or copies enclosed with authentic copies of university degrees, transcripts for comparison;
d) 35 Written confirmation of probation period of the inspector issued by the inspection and registration unit; written confirmation of the warranty and maintenance center according to regulations in Point b Clause 1 Article 14 of this Decree, if any;”.
dd) One (01) color 4x6 photo, taken for no more than six months.
2. Procedures
a) The applicant shall complete the application as prescribed in Clause 1 of this Article and submit ti to the Vietnam Register. Regarding an inspector (distinguished from high-level inspector), the application shall be submitted within 12 months from the date of completion of probation period;
b) Within three working days from the date of receipt of the application, the Vietnam Register shall receive and inspect the application. If the application is satisfactory, the Vietnam Register shall give notification to the applicant 36 of the time for evaluation of professional competence in the inspection line and knowledge of relevant standards, regulations. If the application is unsatisfactory, reasons shall be specified in writing;
c) The Vietnam Register shall carry out the evaluation and record inspector's practices in the evaluation record according to the form in Appendix IV enclosed herewith; if the performance is satisfactory, the inspector certificate shall be issued within five working days from the date of evaluation. Otherwise, the applicant may request the Vietnam Register to make re-evaluation after one month from the date of evaluation;
d) 37 The receipt of the application and the provision of processing result shall be carried out in person at Vietnam Register, by post or by online form. Required documents as to every form of receipt shall comply with Clause 1 hereof.

Article 16. Procedures for re-issuance of inspector certificates 39
1. 40 Within 30 days before the inspector certificate expires, the inspection and registration unit, the inspector shall send written request for re-issuance of the inspector certificate (accompanied by color 4x6 photo, taken for no more than six months) to the Vietnam Register.
Within 05 working days from the date of receipt of the written request, the Vietnam Register shall notify the time and location of evaluation of the inspector practices at the inspection and registration unit. The duration for evaluation shall not exceed 05 working days from the date of notification. Within 03 working days from the date of evaluation, if the result is satisfactory, the inspector certificate shall be issued. If the result is unsatisfactory, the reason shall be clearly stated in the inspector evaluation record and the applicant may request the Vietnam Register to make re-evaluation after one month from the date of evaluation.
2. If the inspector certificate 41 is lost or damaged, the inspector may request the Vietnam Register to re-issue the inspector certificate 42. The Vietnam Register shall rely on records to re-issue the inspector certificate 43 after five working days from the date of receipt of the written request, specifying that an inspector certificate 44 is re-issued and the lost or damaged certificate 45 is annulled. The re-issued inspector certificate 46 shall have validity period not exceeding the validity period of the former inspector certificate 47.
Article 18. Revocation of inspector certificates 49
The inspector shall have his/her inspector certificate revoked in following cases:
1. 50 Falsifying inspection results or failing to comply with regulations, procedures, standards, technical regulations and instructions related to inspection, thereby causing serious consequences related to vehicle safety.
2. Falsifying applications to enable the inspector certificate 51 to be issued.

4. 53 Being convicted by the court due to commission of violations against regulations on vehicle inspection.”.
5. Having civil act capacity lost or limited;
6. 54 Failing to carry out inspection activities or provide guidance or evaluate the inspector practices at least 12 consecutive months.”.
7. Working for two inspection and registration units at the same time.
8. 55 Setting down requirements which are not included in regulations issued by the Ministry of Transport on inspection of technical safety and environmental protection of motor vehicles, thereby causing difficulties for organizations and individuals.”.
Article 19. Procedures for revocation of inspector certificates 56
1. Within 05 working days from the date of detection of violations or receipt of notification of violations from competent authorities, the Vietnam Register shall make a decision on revocation of inspector certificates and give notification to relevant agencies for cooperation and make public notice on the website of the Vietnam Register.
2. Inspectors shall return their inspector certificates to the Vietnam Register and at the same time stop participating in inspection of motor vehicles in inspection and registration units after the effective date of the decision.
3. The inspector who has his/her inspector certificate revoked is only considered being re-issued with another inspector certificate after 36 months from the date of revocation. If the inspector has his/her inspector certificate revoked according to regulations in Clause 6 Article 18 of this Decree, he/she will be considered being re-issued with another inspector certificate upon request.”.

1. The head of an inspection and registration unit shall be appointed according to regulations of law and be responsible for inspection of motor vehicles in the unit.
2. The head of an inspection and registration unit shall be a high-level inspector or an inspector who has performed inspection for at least 36 months.
Article 25. Regulations on operation of the inspection and registration unit

2. 62 Maintain facilities, organizational structure and personnel according to regulations of this Decree; ensure that testing equipment and instruments normally operate; ensure inspection and calibration of testing equipment and instruments in accordance with the law on metrology. During the inspection, the inspection and registration unit shall comply with regulations of law on environmental protection, occupational safety and hygiene, fire safety and fighting.”.
3. Collect service charges and fees for motor vehicle inspection and other amounts receivable (if any) and fulfill financial liabilities as per the law.
4. Within 18 months since the certificate of eligibility is issued, the inspection and registration unit shall construct, apply and maintain quality management system according to ISO 9001;
5. Post at inspection stations procedures and inspection contents; schedule of prices, fees, charges, inspection cycle, hot lines of the Vietnam Register and other notifications as prescribe.
6. Transmit data and send reports as prescribed.
7. 63 Manage and issue templates and certificates of inspection in accordance with regulations.”.

1. Ministry of Transport:
a) Unify state management of motor vehicle inspection activities and organize the implementation of this Decree;
b) Issue legal documents which specify the implementation of this Decree;
c) Issue national technical regulations on units inspecting and registering motor vehicles;
d) Organize inspection, examination and handling of violations according to regulations of law;
dd) Cooperate with the Ministry of Public Security and the Ministry of National Defense in implementation of regulations of Clause 3, Article 4 of this Decree;
e) Take charge of formulation of regulations and agree with the Ministry of Finance before promulgating regulations on prices for motor vehicle inspection services in accordance with the law on prices.
2. Ministry of Finance:
Cooperate with the Ministry of Transport in promulgating regulations on prices for motor vehicle inspection services in accordance with the law on prices.

a) Issue legal documents within its jurisdiction on metrology for measuring instruments used in motor vehicle inspection activities;
b) Take charge and cooperate with relevant ministries and central authorities in organizing inspection, examination, verification and calibration of measuring instruments used in motor vehicle inspection activities in accordance with the law on measurement.
4. People's Committees of provinces and central-affiliated cities
a) Cooperate with the Ministry of Transport in implementation of regulations of this Decree;
b) Direct the Department of Transport and local functional agencies to perform state management of motor vehicle inspection service business in provinces and cities; strictly control the establishment of registration units to ensure compliance with regulations of law and this Decree.
5. Vietnam Register
a) Organize the inspection of motor vehicle inspection service business activities nationwide; handle or recommend handling of violations within their jurisdiction;
b) Develop, manage and provide guidance on the consistent use of management software programs, inspection database, data transmission and management of data on inspected motor vehicles and the database on inspectors nationwide; connect and share data on inspected motor vehicles with functional agencies to cooperate in performance of state management; give warning on the Inspection Management Program for violating vehicles upon requests of functional agencies;
c) Compile documents and organize training and refresher training for inspectors and inspection staff upon requests made by inspection and registration units, organizations and individuals; disseminate legal documents, update and supplement inspection practices; provide guidance for the Department of Transport on management and inspection of motor vehicles;

dd) Continue to perform tasks specified in Articles 8 and 9 of this Decree when the Department of Transport has not yet performed such tasks and there is written request;
e) Hand over the application for the certificate of eligibility (a copy certified by the Vietnam Register or an electronic application) to the Department of Transport for storage and management according to its jurisdiction.
6. Department of Transport:
a) Organize and manage motor vehicle inspection activities; inspect, examine and handle violations against regulations on motor vehicle inspection service business in this Decree and other relevant laws in its province;
b) Issue, re-issue, suspend and revoke certificates of eligibility; inspect and evaluate the maintenance of conditions in terms of facilities, personnel and inspection activities;
c) Notify (in writing or via a software program) results of implementation of the contents specified at Points a and b of this Article to the Vietnam Register;
d) On the website of the Department of Transport, publish the list of inspection and registration units that have certificates of eligibility granted, suspended or revoked; list of inspectors and inspection staff under its management.
7. Organization establishing inspection and registration units
a) Take responsibility for the legitimacy of applications for certificates of eligibility;

c) Strictly forbid illegally interfering in motor vehicle inspection by affiliated inspection and registration units;
d) Jointly take responsibility in case inspection and registration units commit violations against regulations of this Decree and relevant laws.
8. Inspection and registration unit
a) Comply with conditions specified in this Decree and relevant laws on conditions for business and inspection of motor vehicles; ensure that measuring instruments normally operate; ensure inspection, verification and calibration of measuring instruments in accordance with the law on measurement;
b) Cooperate with competent state agencies in performing tasks related to the assessment of technical status and environmental protection of motor vehicles;
c) Ensure inspection time (at least 08 hours/day and 05 days/week); publicly announce the inspection time at the headquarter of the unit;
d) Hand over archives related to motor vehicles under the guidance provided by the Department of Transport when they are dissolved or their certificates of eligibility are revoked;
dd) Be subject to inspection and examination by competent authorities of conditions for motor vehicle inspection service business;
e) Appoint qualified inspectors to participate in training to improve and increase motor vehicle inspection skills when there are changes in relevant standards, regulations, legal regulations and scientific and technical progress in inspection of motor vehicles;

i) Fail to carry out inspection in case of non-compliance with decisions on administrative penalties for violations against regulations on road traffic; in case vehicle owners or violators do not come to headquarters of persons having authority to impose administrative penalties to settle or handle violations by the deadline recorded in administrative violation records or written notices of persons having authority to impose administrative penalties; in case of warning on the Inspection Management Program. After vehicle owners and violators fulfil these obligations, the inspection shall be conducted according to regulations.”.
Article 28. Transition clauses
1. Any certificate of eligibility granted before the effective date of this Decree shall remain effective till the end of validity period noted thereon.
2. Any certificate of eligibility granted before the effective date of this Decree shall remain effective till the end of validity period noted thereon. Any person who is joining a training course or probation to become an inspector may be issued with a certificate of eligibility as prescribed in regulations in force during the training or probation period.
3. Any inspection and registration unit obtaining a certificate of eligibility and any inspector obtaining an inspector certificate before July 01, 2016 shall meet sufficient conditions prescribed in this Decree before July 01, 2019, except for Clause 1, Clause 2 Article 6 and Point a, Point b Clause 1 Article 14 of this Decree.

“Article 3. Implementation
1. This Decree comes into force from June 08, 2023.
2. Transitional clauses

b) From the effective date of this Decree, any person who is practicpating in probation to become an inspector may have the probation period specified at Point b, Clause 13, Article 1 of this Decree;
c) The Vietnam Register shall not issue certificates of training in inspection from the effective date of this Decree;
d) Applications for certificates of eligibility for motor vehicle inspection service business submitted at the Vietnam Register before the effective date of this Decree shall comply with regulations of Decree No. 139/2018/ND-CP;
From January 01, 2026, the Department of Transport shall issue and re-issue certificates of eligibility according to regulations of Clause 8, Clause 9, Article 1 of this Decree;
e) Inspection and registration units shall continue to apply motor vehicle inspection service tariff at current time until a new tariff is provided;
g) If the legislative documents referred to in this Decree are approved for amendments or superseded by other legislative documents, the new documents will prevail./.
3. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of People’s Committees of provinces and central-affiliated cities and relevant organizations and individuals shall be responsible for the implementation of this Decree./.
