DECISION
ON APPROVAL FOR THE PROGRAM “PROMOTING LIFELONG LEARNING OF WORKERS IN ENTERPRISES BY 2030”
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendments to the Law on Government Organization and the Law on Organization of Local Government dated November 22, 2019;
Pursuant to the Law on Trade Unions dated June 20, 2012;
Pursuant to the Law on Vocational Education dated November 27, 2014;
Pursuant to the Law on Education dated June 14, 2019;
Pursuant to the Law on Enterprises dated June 17, 2020;

Pursuant to Decree No. 84/2020/ND-CP dated July 17, 2020 of the Government on elaboration of the Law on Education;
Pursuant to the Government's Resolution No. 50/NQ-CP dated May 20, 2021, promulgating the Action Plan to implement the Resolution of the 13th National Party Congress;
Pursuant to the Prime Minister's Decision No. 1373/QD-TTg dated July 30, 2021 on the approval of the Project "Building a learning society in the 2021 - 2030 period";
At the proposal of the Presidium of the Vietnam General Confederation of Labor.
HEREBY DECIDES:
Article 1. Approve the Program "Promoting lifelong learning of workers in enterprises by 2030" (hereinafter referred to as the Program) with the following contents:
I. OBJECTIVES
1. General objectives:
Continue to arouse and promote the nation's tradition of studiousness among workers; propagate and mobilize workers in enterprises to form the habit of self-study and active lifelong learning; enable workers in enterprises to study and improve their skills, professional qualifications; strengthen the application of information technology in work, access to the open education system, contribute to promote the development of human resources, especially high-quality human resources to meet the requirements of the Fourth Industrial Revolution and international integration.

a) Politics and law: By 2025, it is targeted that 70 percent and by 2030, it is targeted that 90 percent of workers in enterprises will be propagated, disseminated, and fully aware of guidelines of the Party, the State's policies and laws related to workers associated with the theoretical contents of the functions and tasks of the working class and the Vietnamese Trade Union.
b) Professional skills: By 2025, it is targeted that 50 percent and by 2030, it is targeted that 75 percent of workers in enterprises will attend training courses for improving workmanship and vocational skills.
c) Life skills: By 2025, it is targeted that 50 percent and by 2030, it is targeted that 75 percent of workers in enterprises will attend training courses to receive education about necessary life skills.
d) Application of information technology and digital technology: By 2025, it is targeted that 40 percent and by 2030, it is targeted that 65 percent of workers in enterprises will be provided with information and knowledge about information technology and digital technology.
dd) Learning model: By 2025, it is targeted that 30 percent and by 2030, it is targeted that 50 percent of workers in enterprises will be awarded with the title “learning citizen" competent authorities.
II. TASKS AND SOLUTIONS
1. Propagating, disseminating and raising awareness about lifelong learning, contributing to building a learning society
a) Strengthen communication and dissemination to raise awareness and responsibilities of all levels, agencies, employers and workers about lifelong learning, building a learning society in the digital economy, digital society through mass media, social media, grassroots information systems, educational institutions and other methods.
b) Organize the compilation of materials on lifelong learning for workers; training in communication skills, mobilizing workers and employers to participate in lifelong learning activities for trade union officials, especially grassroots trade union officials.

d) Praise, honor and reward examples of studious workers and studious children of workers; replicate good models, good practices in lifelong learning, build lifelong learning models among workers.
2. Taking measures to support workers to study regularly in order to improve the quality and effectiveness of lifelong learning
a) Continue to research, develop and improve the State's mechanisms and policies to support workers to study, receive training and improve their professional qualifications and skills.
b) Contribute to the development of additional training programs and new vocational skills for workers and employees in the vocational education institutions.
c) Mobilize businesses to prioritize funding sources for encouragement of learning and skill improvement; enable workers to participate in lifelong learning.
d) Research and develop to promulgate or propose competent authorities to promulgate mechanisms and policies to support trade union organizations for learning and improving the qualifications and skills of workers.
3. Promoting research and application of information technology and digital technology in organizing lifelong learning activities for workers
a) Colleges and universities: Diversify learning forms and learning methods; promote distance training in accordance with the law on education and training to help workers study and improve their professional and technical qualifications; build, exploit, integrate and share open educational resources and open learning materials with educational institutions, organizations and individuals at home and abroad.
b) Vocational education institutions: Research the labor market, actively coordinate with businesses to diversify and be flexible in training to improve skills and vocational skills for workers; link vocational training by address, diversify training forms, encourage self-study methods to help workers learn and improve their skills.

4. Organizing emulation movements, campaigns, supporting activities to promote lifelong learning among workers
a) Promote learning campaigns to improve professional knowledge, legal consciousness and life skills among workers; build and maintain the habit of reading and self-study, a sense of lifelong learning in accordance with the specific condition of each individual with the message "Lifelong learning - opportunities for sustainable employment".
b) Launch emulation for learning and improving professional skills in association with emulation of Good Worker and Creative Worker among workers; continue to roll out the movement of reviewing theory, practicing skills, contests of good workers, "Golden hand".
c) Enable workers to participate in learning such as: Supplementing books, newspapers, brochures, posters, media publications on new technology platforms and environments.
d) Encourage and negotiate with employers to include the content of improving the education and skills of workers into the collective labor agreement, regulations of the enterprises and units.
dd) Continue to mobilize the participation and coordination of enterprises to effectively roll out campaigns and emulation movements to promote workers' learning and creativity.
5. Strengthening coordination among all levels, agencies, educational institutions, vocational education institutions; strengthening international cooperation in the field of lifelong learning for workers
a) Strengthen coordination among all levels, agencies, education and training institutions, vocational education institutions and enterprises in organizing workers to study legal knowledge and vocational skills; career, life skills, basic theoretical contents about the working class and Vietnamese trade union organization, etc.
b) Make an effective coordination with the employer in propagating, mobilizing and supporting and enabling workers to study and improve their professional qualifications and skills.

III. FUNDING
1. Funding for the implementation of the Program including: the state budget shall provide support according to the ability to balance and decentralize the budget as prescribed in the Law on State Budget; funding from trade union finance on the basis of balancing revenues and expenditures of trade unions at all levels (excluding the state budget) and other lawful mobilized sources, in which:
a) State budget support for the following expenditures: i) Expenditures on holding conferences and seminars to introduce and train the implementation of the Program; ii) expenditures on investigation and survey on the situation and learning needs of workers in order to have appropriate and effective forms and measures of propagation; iii) propagation expenditures: organizing propagation activities (production of radio and television programs on the mass media, distribution of publications, media products, materials for propagation activities) on promoting lifelong learning of workers in enterprises; iv) expenditures on law dissemination and education, raising awareness and responsibilities of all levels and sectors on promoting lifelong learning activities among workers in enterprises; v) expenditures on performing the tasks of inspecting and supervising the implementation of the Program.
b) Trade union finance shall cover the following expenditures: i) Expenditures on organizing dialogues and negotiations with employers to enable workers to study; ii) expenditures on propagation, compilation of documents, training for trade union officials to carry out the task of propagating and disseminating laws, improving qualifications, professional skills and life skills for workers; iii) launching, organizing and implementing emulation movements on promoting lifelong learning of workers in enterprises; reward collectives and individuals with outstanding achievements in the implementation of the Program.
c) Other funding sources for the following expenditures: i) Expenditures on training and holding training and retraining to improve professional qualifications and skills for employees when they first enter the enterprise, for workers before changing jobs in the enterprise; ii) encourage enterprises to prioritize funding to improve skills for workers.
2. Based on the assigned tasks, annually, the Labor Confederation of provinces and centrally-affiliated cities shall develop a plan to implement the Program and report it to the People's Committees of the provinces and centrally-affiliated cities; and also make an estimate and send it to the finance agency of the same level to allocate funds for the implementation of the Program.
3. The preparation and enactment of cost estimates, accounting and finalization shall comply with the provisions of the Law on State Budget, the Law on Accounting and guiding documents.
IV. IMPLEMENTATION
1. Vietnam General Confederation of Labor

b) Direct trade unions at all levels to implement the Program, in association with the implementation of political, economic and social tasks of the sector, locality and unit.
c) Annually organize inspection and urge; to preliminarily and finally summarize and evaluate the results of the implementation of the Program, and report to the Prime Minister.
2. Ministry of Education and Training
a) Direct the Departments of Education and Training to coordinate with the Labor Confederations of provinces and cities in implementing the Program; direct higher education institutions to strengthen programs, build, integrate and share open educational resources and open learning materials to support workers while working and studying.
b) Review regulations according to its competence, propose competent authorities to amend, supplement and replace regulations on scholarships, social allowances, tuition fee exemption and reduction, tuition fee support and living expenditures on workers participating in the study.
c) Preside over, guide and organize the annual Lifelong Learning Week; coordinate with the Vietnam Association for Study Promotion to roll out and set standards for the title of "learning citizen".
3. Ministry of Labor - Invalids and Social Affairs
a) Direct the Departments of Labor - Invalids and Social Affairs to coordinate with the Labor Confederations of provinces and cities in implementing the Program; direct vocational education institutions to apply the forms of in-service training, distance training, guided self-study, enable workers to receive vocational training and improvement of professional skills to meet the needs of businesses and the labor market.
b) Take charge and coordinate with the Vietnam General Confederation of Labor and other ministries, sectors and branches in, researching, building, and promulgating mechanisms to encourage, support and enable workers to receive vocational training in various forms.

d) Take charge of the inspection, examination and supervision of the implementation of regimes and policies for workers by the employer, including the content that the employer performs the responsibility to support workers to study to improve their professional qualifications and skills.
4. Ministry of Information and Communications
a) Take charge and coordinate with the Vietnam General Confederation of Labor in directing and guiding the central and local press agencies and the grassroots information system about the objectives, tasks and solutions, situation and results of the implementation of the Program.
b) Take charge and coordinate with the Vietnam General Confederation of Labor in directing the press and media agencies on regimes and policies directly related to the lawful and legitimate rights and interests of workers.
c) Take charge and coordinate with the Ministry of Culture, Sports and Tourism in guiding the organization of the annual Vietnamese Book and Reading Culture Day.
5. Ministry of Culture, Sports and Tourism
a) Take charge of building operation models, sharing and collaborating on information sources, data, and learning support products and services on the basis of digital technology in order to improve the quality of operations, human resources at cultural and sports institutions, serving the lifelong learning needs of workers.
b) Cooperate with the Vietnam General Confederation of Labor in providing professional training on culture and sports for trade union officials; disseminating and guiding the development of a culture of behavior among workers.
6. Ministry of Finance

b) Coordinate with the Vietnam General Confederation of Labor and relevant ministries, departments and branches in guiding the Program's activities; coordinate in inspecting and examining the implementation of the Program.
7. Vietnam Study Promotion Association
a) Take charge and coordinate with the Vietnam General Confederation of Labor in guiding the standards of "learning citizenship" among workers in enterprises.
b) Coordinate propagation and mobilization for workers to strive for the title of "learning citizen".
8. Vietnam Federation of Trade and Industry
a) Take charge and coordinate with the Vietnam General Confederation of Labor and relevant ministries, agencies and sectors in propagating and mobilizing employers to develop annual plans and spend funds, time, facilities for the training and organization of training and retraining to improve professional qualifications and skills, and vocational retraining for workers in the enterprise.
b) Take charge and coordinate with the Vietnam General Confederation of Labor in mobilizing employers to prioritize funding to support workers' study.
9. People's Committees of provinces and centrally affiliated cities
a) Formulate annual and period-by-stage Program implementation plans in line with local socio-economic development plans; direct departments, agencies, branches, socio-political organizations to coordinate with Vietnam Trade Union organizations in implementing the Program.

c) Improve the quality and operational efficiency of continuing education institutions in close association with enterprises to organize classes to improve culture, life skills education, foreign language, informatics for workers. Strengthen the connection of vocational education institutions with enterprises to provide training and retraining to improve professional qualifications and skills for workers.
d) Coordinate to monitor, urge and inspect the implementation of the Program in the province.
Article 2. This Decision comes into force as of the date of signing for promulgation.
Article 3. The Ministers, the heads of the ministerial-level agencies, the heads of the Governmental agencies, the presidents of the People's Committees of the provinces and centrally-affiliated cities and the relevant organizations and individuals shall implement this Decision.
