Implementing the Plan for restoring scheduled international passenger flights to Vietnam of the Ministry of Transport after obtaining consent of the Government under Document No. 334/TB-VPCP dated December 10, 2021; Document No. 13352/BGTVT-HTQT dated December 15, 2021 of the Ministry of Transport implementing guidance of the Government regarding the Plan for restoring scheduled international commercial flights and agreement between Vietnamese aviation authority (Letter dated December 17, 2021) and Japanese aviation authority (Letter dated December 22, 2021), the Civil Aviation Authority of Vietnam hereby provide guidance and requests airlines, relevant agencies and entities to implement the following:
1. In addition to permitted flights, airlines shall submit application for flight permit to Civil Aviation Authority of Vietnam in accordance with the agreement between Vietnamese aviation authority and Japanese aviation authority with specific frequency and airways below:
- Vietnam Airlines: Hanoi/Ho Chi Minh City - Tokyo and vice versa, 3 flights/direction/week.
- Vietjet Air: Hanoi/Ho Chi Minh City - Tokyo and vice versa, 1 flight/direction/week.
- Japan Airlines and All Nippon Airways, Tokyo - Hanoi/Ho Chi Minh City and vice versa, no more than 4 flights/direction/week shared between the 2 airlines.
2. Airlines are responsible for carrying out inspection to ensure that passengers have met all epidemic control requirements prior to boarding the aircraft. Specifically, passengers must obtain COVID-19 Negative Test Result Certificate prior to entering Vietnam; Vaccination Certificate of COVID-19/Vaccination Passport or COVID-19 Recovery Certificate (according to Document No. 10688/BYT-MT dated December 16, 2021 of the Ministry of Health). Passengers who have not been sufficiently vaccinated or received recovery certificate must obtain the Certificate of sufficient facility and equipment for home quarantine (according to document No. 5599/BYT-MT dated July 14, 2021 of the Ministry of Health) or verify their reservations (at least 7 days of stay) in hotels deemed fit for quarantine by local authority.

4. Airports Corporation of Vietnam Joint-stock Company is responsible for preparing adequate premise, equipment, and resources to enable thorough implementation of two-way scheduled passenger flights as mentioned above.
