To: People’s Committees of provinces and central-affiliated cities

As the COVID-19 pandemic continues to progress unpredictably, to mitigate negative impacts on business operations of enterprises and local as well as national socio-economic development, the Ministry of Planning and Investment would like to request you to perform the following tasks:

1. Vigorously inform enterprises and workers in your provinces and cities of the pandemic’s situation and of measures against COVID-19 from the Government and yourself so that enterprises and workers can feel rest assured and carry on with their business operations.

2. Assign contact points, which will keep in touch with enterprises in your provinces and cities to motivate them and receive information on difficulties they are experiencing. Promptly cooperate with relevant regulatory bodies, ministries and central authorities in finding suitable solutions.

3. Besides measures against COVID-19, concurrently, take measures to assist enterprises in facilitating export and import of ingredients, goods and production equipment; and in enabling foreign experts, managers, investors, etc. to enter Vietnam soon to join business operations.

4. Urgently direct completion of investment procedures for projects whose investment guidelines are approved by you in accordance with the law to accelerate the execution process, contributing to economic growth in your provinces and cities and of the country.

5. Encourage all Vietnamese partners, local governments, citizens and workers to support foreign nationals, investors and experts working in enterprises in your provinces and cities.

6. Cooperate with the Ministry of Planning and Investment in quickly surveying enterprises engaging in a number of manufacturing sectors to evaluate impact and propose assistance for enterprises to the Government to ensure stable business operations, contributing to socio-economic growth.

7. Consolidate and send enterprise-related issues arising to the Ministry of Planning and Investment to cooperate in resolving them as per the law. In case an urgent and ultra vires measure must be taken, the Ministry of Planning and Investment shall submit a consolidated report to the Prime Minister for consideration and decision.
