DECISION
APPROVAL FOR 5-YEAR BUSINESS AND DEVELOPMENT PLAN (2016 – 2020) OF VIETNAM ELECTRICITY (EVN)
THE PRIME MINISTER
Pursuant to the Law on Government Organization dated June 19, 2015;
Pursuant to the Law on Management and use of state investment in enterprises dated November 26, 2014;
Pursuant to the Government's Decree No. 99/2012/ND-CP dated November 15, 2012 on state ownership of state-owned enterprises and state investment in enterprises;
Pursuant to the Prime Minister’s Decision No. 176/QD-TTg dated October 05, 2004 approving the Strategy for development of Vietnam’s electricity industry by 2010 and the orientations towards 2020;
Pursuant to the Prime Minister’s Decision No. 1855/QD-TTg dated December 27, 2007 approving the Strategy for development of Vietnam’s energy industry by 2020 and the orientation towards 2050;
Pursuant to the Prime Minister’s Decision No. 428/QD-TTg dated March 18, 2016 approving the Master Plan for development of national electricity industry for 2011 - 2020 and the orientations towards 2030 (revised Electricity Master Plan VII);
In consideration of the request of the Minister of Industry and Trade and opinions of the Ministry of Planning and Investment,
DECIDES:
Article 1. Approval for 5-year business and development plan (2016 – 2020) of Vietnam Electricity (EVN) with the primary contents below:
I. GENERAL OBJECTIVES
1. Develop Vietnam Electricity (EVN) into a major business corporation which holds the major roles in the electricity industry, ensuring adequate supply of power for socio-economic development; developing Vietnam’s electricity industry rapidly and sustainably; becoming an enterprise that is responsibility for society; improving quality of services.
2. Improve efficiency of business and investment through optimization of existing resources; focus on operation and investment in development of power sources, transmission grid, distribution grid, and electricity sale.
II. PRIMARY OBJECTIVES
1. Invest in development of power source and power grid projects in the national and local master plans for development of electricity industry; ensure punctuality, quality and efficiency of investment. Consider investment in development of sources of renewable energy; enhance implementation of environmental protection measures during development and operation of power projects.
2. Ensure safe and stable operation of the national electricity system; ensure power security and efficiency of the electricity system.
3. Perform assign tasks relevant to investment in development of infrastructure; formulate legal documents; provide training to develop human resources for the competitive electricity market.
4. Implement the plan for arrangement and restructuring of subsidiaries of EVN in accordance with the Scheme for arrangement and restructuring of enterprises affiliated to EVN during 2017 – 2020, which has been approved by the Prime Minister, while developing the competitive electricity wholesale market.
5. Investment in power supply in rural areas, mountainous areas and islands; ensure that most rural households can use electricity by 2020.
6. Enhance application of technological advances to electricity system operation; develop a flexible electricity system with high level of automation of generation, transmission and distribution.
7. Keep improving business efficiency and productivity; improve electricity sale and customer service quality.
8. Provide training to improve the quality of human resources, which will subsequently serve EVN’s development and modernization.
9. Improve life of employees; ensure they have a stable career and good life by improving business efficiency and productivity.
III. PRIMARY TARGETS
1. 5-year power supply plan for 2016 - 2020
a) EVN shall ensure adequate supply of commercial generation with a growth rate of 10,08% per year during 2016 – 2020. To be specific:

b) EVN shall have a plan for adequate supply of commercial generation with a higher growth rate.
2. Power source development plan
a) Projects to be put into operation during 2016 - 2020
Put into operation 21 generating sets of 12 power generation projects with a total output of 6.100 MW, including the following key projects:
- Lai Chau Power Plant (already put into operation in 2016).
- Thermal power plants: Duyen Hai III, Duyen Hai III Expanded, Vinh Tan IV, Vinh Tan IV Extended, Thai Binh I.
b) Initiation of power generation projects:
- Initiate construction of 08+ power generation projects with a total output of 5.540 MW. To be specific:
+ Hydroelectric power plants: Ialy Extended, Hoa Binh Extended, Tri An Extended;
+ Vinh Tan IV Extended thermal power plant (construction initiated in 2016);
+ O Mon III thermal power plant;
+ O Mon IV thermal power plant;
+ Quang Trach I thermal power plant;
+ Quang Trach II thermal power plant.
- Expedite preparation for construction of Tan Phuoc I thermal power plant project by 2020.
- Initiate construction of solar power plants added to the master plans.
The list of power generation projects to be put into operation and built during 2016 – 2020 is provided in Appendix I hereof.
3. Power grid development plan
a) Develop and put into operation about 300 works of the transmission grid at 500 kV and 220 kV with a total length of 12.200 of power line and a total substation capacity of 66.000 MVA.
b) Invest in power grid works to reduce overloading, improve voltage quality and ensure that the nationwide 220 kV transmission grid and 110 kV grids in major cities meet N-1 reliability standards by 2020.
c) Consider investing in grids connecting regional countries to increase import of electricity from Laos, Cambodia and China, including 500 kV lines and 220 kV lines connected to their grids, substations and AC-DC-AC (back to back) stations.
d) Develop the 110 kV grid, medium-voltage grids and low-voltage grids from 35 kV to 0,4 kV to maintain distribution, reliability and quality.
The list of 550 kV and 220 kV grids to be invested in during 2016 – 2020 is provided in Appendix II hereof.
4. Plan for power supply in rural areas, mountainous areas and islands
- Invest in power supply projects in the rural areas specified in the Program for power supply in rural areas, mountainous areas and islands by 2020 approved by the Government in Resolution No. 73/NQ-CP dated August 26, 2016 within the budget set for 2016 – 2020.
- Keep allocating sources of funding for improvement of existing power grids in rural areas in order to ensure reliability and quality of power, adequate supply of power for life and business operation in rural areas.
5. Business efficiency and productivity criteria:
- Reduce the ratio of power usage for transmission and distribution to 6,5% by 2020.
- Reduce the System Average Interruption Duration Index (SAIDI) to under 400 minutes by 2020.
- Electricity access index: reduce the time needed for application for power supply in accordance with the Government’s Resolution to improve power distribution service quality and national competitiveness; reduce the total electricity access time to under 30 days by 2020.
- Ensure that productivity increase rate faster than that of salary. Raise annual average productivity by 8 – 10%. Average commercial generation is expected to reach 2,5 million kWh per employee by 2020.
6. Finance and business plan during 2016 -2020
a) The finance and business plan during 2016 -2020 below has been approved:
- During 2016 – 2020, EVN shall ensure that the ratio of profit to equity is at least 3%; the liability is less than 3 times smaller than equity; self-investment ratio is over 30%; the debt repayment ratio is ≥ 1,5.
- Remaining exchange differences by December 31, 2016 may be carried forwards to the next 5 years as instructed by the Ministry of Finance.
- Consider increasing EVN’s charter capital on the basis of increase in state funding for relocation of power projects, retained profit, receipt of rural power grids funded by state budget and other lawful sources of funding.
- Set the average electricity price according to market prices on the basis of the average electricity retailing price bracket to maintain financial indicators.
b) Investment plan
Mobilize an investment of about 720.576 billion VND during 2016 – 2020 from domestic and overseas sources, to be specific:
- Net investment needed: | 505.510 billion VND; |
+ Power sources: | 232.609 billion VND; |
+ Transmission grid: | 96.406 billion VND; |
+ Distribution grid: | 172.141 billion VND; |
+ Other works: | 4.354 billion VND; |
- Capital contribution to electricity projects: | 2.707 billion VND; |
- Repayment of principal and interest: | 212.359 billion VND. |
IV. 5-YEAR PLAN IMPLEMENTATION SOLUTIONS
1. Solutions for generation and supply of power
- Safe and stable of the electricity system: stick to the schedule for repair of power plants and grid works; ensure usability of generating sets; improve performance of power plants, especially coal-fired thermal power plants.
- Reasonably mobilize power from hydroelectric power plants, from independent power plants and backup sources of customers, and from electricity import.
- Maintain the primary source of energy for generation: optimize the use of energy sources, especially hydropower, gas, domestic coal and imported coal.
- Put new power plants into operation on schedule and ensure their stability.
- Improve the quality of electricity sale process and customer service; reduce the electricity access time in accordance with applicable soft law regulations.
2. Management and organization solutions
- Arrange and restructure affiliates and subsidiaries under the EVN Restructuring Scheme approved by the Prime Minister.
- Review and amend EVN’s internal rules and regulations.
- Participate in development of Vietnam’s electricity market following the roadmap approved by the Prime Minister.
3. Financial solutions
a) Improvement of business performance:
- Reduce costs, improve business efficiency and productivity.
- Issue new and amend existing financial management regulations, control costs; change the norms to reduce production costs in every stage; keep implementing cost optimization.
- Promulgate the “productivity norms for electricity generation and business” suitable for improvement of technology and asset management.
- Establish the salary scale according to employees’ positions and performance.
- Keep strictly controlling annual employment targets of each unit. Consider reassignment of existing employees; outsource auxiliary works.
- Adjust electricity sale prices according to market mechanism promulgated by the Prime Minister; ensure profitable electricity business to make reinvestment and expansion.
- Intensify inspection of imposition of electricity sale prices according to purposes and users; enhance management measures to reduce power loss.
b) Enhance financial management to improve capital efficiency:
- Carry out reassessment of assets of the parent company and its affiliates; follow procedures for increasing charter capital of EVN and its affiliates.
- Prepare statements of investment upon project completion in accordance with regulations of the State.
- Pay debts and prepare statements thereof; enhance management of inventory and fixed assets.
- Promulgate new and amend existing regulations on financial management and cost control.
4. Investment solutions
a) Capital source assurance
- Efficiently use capital from ODA and foreign loans; prepare a plan for disbursement of ODA loans under the schedule in the loan agreement.
- Diversity methods for attracting domestic and foreign investment. Calculate necessary investment in each project and program, which is the basis for negotiation with domestic commercial banks and international financial institutions to obtain ODA loans and concessional loans. Obtain foreign loans for export through bidding for supply of equipment or EPC; mobilize capital by issuing bonds domestically and internationally.
- Efficiently use state capital for relocation serving power generation projects and implementation programs for electricity supply in rural areas, mountainous areas and islands.
- Strictly control the costs of investments throughout the process: preparation, implementation, completion, acceptance, transfer and statement.
- Complete the system of processes, regulations, unit prices and cost limits in management and investment.
- Implement various solutions that are appropriate for the EVN Restructuring Scheme approved by the Prime Minister.
- Cooperate with World Bank in international issuance of EVN bonds or taking foreign loans under partial guarantee by World Bank (15 - 20%) and the Ministry of Finance.
b) Assurance of punctual progress of generation and grid projects
- Make investment in development of generation and grid projects mentioned in the revised Electricity Master Plan VII as assigned by the Government; review provincial electricity system development plans to make appropriate adjustments.
- Ensure uniform development of generation and grid works, between the transmission grid and distribution grid.
- Improve the capacity of project management boards; closely supervise the contractors’ performance.
- Closely supervise work quality.
- Propose solutions to the Prime Minister and ministries in order to ensure quality and punctuality of each project.
5. Application of modern technologies for cost reduction and productivity improvement
- Apply new technologies and devices to improve productivity, the ability of monitor status of devices to prevent accidents such as: live-line working, live-line insulator washing using high-pressure water; automated substation control.
- Seek cooperation with capable units in domestic manufacture of devices and parts with good quality, reasonable prices, and adequate supply to serve repair.
- Improve project management capacity and technology to participate in import substitution of auxiliary devices of thermal power plants.
6. Saving and efficient use of electricity
- Apply methods for stable and safe operation of the electricity system; prepare reasonable plans for repair of power plants; enhance technical management and utilization of devices; minimize risks, reduce costs of fuel and power loss in order to make the best use of power sources.
- Participate in development and implementation of policies on power saving and power efficiency increase.
Article 2. Implementation
1. Relevant Ministries, within the scope of their competence, shall give instructions and cooperate with EVN in organizing the implementation of this Decision.
2. The People’s Committees of relevant provinces shall prepare their own local electricity system development plans and provide land for development of power projects specified in the Appendix hereof.
3. The Board of members of EVN is responsible for implementation of the approved plans.
Article 3. This Decision comes into force from the day on which it is signed.
Article 4. Ministers, Heads of ministerial agencies, Presidents of the People’s Committees of provinces, the Chairperson of the Board of members and General Director of EVN are responsible for the implementation of this Decision./.
