DECISION

ON APPROVAL FOR LISTS OF PROJECTS FUNDED BY UNITED NATIONS INDUSTRIAL DEVELOPMENT ORGANIZATION (UNIDO)

THE PRIME MINISTER

Pursuant to the Law on Government organization dated December 25, 2001;

Pursuant to the Government’s Decree No.38/2013/ND-CP dated June 23, 2013 on management and allocation of Official Development Assistance (ODA) and concessional loans granted by sponsors.

At requests in the Statement No. 4956/BKHDT-KTDN dated July 31, 2014 by the Ministry of Planning and Investment.

HEREBY DECIDES

Article 1. To approve the list of projects for eco-industrial parks for sustainable industrial zones in Vietnam with grants from the Global Environment Fund (GEF) and State Secretariat for Economic Affairs (SECO) as follows:

1. Governing authority: Ministry of Planning and Investment

Project owner: Economic Zone Management Department

Co-executive organizations:

- The Ministry of Industry and Trade, Ministry of Natural Resources and Environment and Ministry of Science and Technology.

- People’s Committees of Ninh Binh, Danang and Can Tho.

2. Project purposes: To intensively transfer, apply and introduce technologies and green production techniques and chemical management methods in an attempt to reduce hazardous wastes, greenhouse emissions and water contaminants.

3. Project objectives:

- To draw up plans for industrial zone development and management, environmental pollution and industrial pollution; to define responsibilities and propose measures for green technology investment by:

+Improving regulatory authorities’ capacity for eco-industrial park planning and management

+Providing State regulatory authorities and enterprises in such eco-industrial park (EIP) with training courses in green technology transfer and application, carbon dioxide reduction methods and production methods.

+ Identifying potential enterprises in EIP to be trained in such above-mentioned courses.

+Piloting projects for EIP.

+Propagating EIP development.

4. Duration: 36 months from the date of approval

5. Total investment: 53,229,265 USD, including:

a) ODA Grant aid: 4,554,000 USD, including:

- ODA grant aid from GEF via UNIDO: 3,524,000 USD

- ODA grant aid from SECO via UNIDO: 1,000,000 USD.

- ODA Grant aid from UNIDO: 30,000 USD.

b) Counterpart capital granted by the Ministry of Planning and Investment: 2.268 billion VND (equal to 108,000 USD), in cash.

c) Co-funding:

- Co-funding from Vietnamese cooperating authorities: 38,597,265 USD, in kind. Including the co-funding from:

+The Ministry of Planning and Investment: 1,500,000 USD

+ The Ministry of Industry and Trade: 50,000 USD

+The Ministry of Science and Technology: 50,000 USD

+ The People’s Committee of Ninh Binh: 10,572,359 USD

+ The People’s Committee of Danang: 19,500,000 USD

+ The People’s Committee of Can Tho: 6,924,906 USD

- UNIDO: 200,000 USD, in kind.

- Co-funding in cash and concessional credit for technology innovation from:

+ Green Credit Trust Fund of SECO (GCTF): 3,000,000 USD, in cash.

+ Vietnam's Environment Protection Fund (VEPF): 5,000,000 USD, in concessional credit.

+ Vietnam Development Bank (VDB): 770,000 USD, in concessional credit. 1

6. Sources of finance and Vietnam's financial institutions:

- ODA: 100% from the State budget

- Counterpart funds, in cash, self-arranged by the governing authority under current regulations of the Law on the State budget.

- Co-funding, in kind, for projects or programs other than those mentioned above executed in Vietnam by relevant entities.

- One 07-seat car.

Article 2. The Ministry of Planning and Investment shall compile, assess, approve and sign project documents with project sponsors and execute such projects in accordance with current regulations of laws.

Article 3. This Decision enter into force from the date on which it is signed.

The Minister of Planning and Investment, Minister of Environment and Natural Resources, Minister of Finance, Minister of Foreign Affairs, Minister of Industry and Trade, Minister of Science and Technology, Presidents of People’s Committees of Ninh Binh, Danang and Can Tho, and Heads of relevant agencies shall be responsible for the implementation of this Decision.
