CIRCULAR

PRESCRIBING RATES OF FEE FOR THE SUBSTANTIVE EXAMINATION OF NON-COMMERCIAL DOCUMENTS FOR GRANT OF PUBLICATION PERMITS, CHARGE FOR GRANT OF PERMITS FOR IMPORT AND EXPORT OF NON-COMMERCIAL PUBLICATIONS, AND CHARGE FOR REGISTRATION FOR IMPORTATION OF COMMERCIAL PUBLICATIONS 

Pursuant to the Law on Fees and Charges dated November 25, 2015;

Pursuant to the Government's Decree No. 87/2017/ND-CP dated July 26, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Finance;

In compliance with the Prime Minister’s Directive No. 11/CT-TTg dated March 4, 2020 regarding urgent missions and measures to relieve business and production difficulties as well as assure social security in response to the Covid-19 epidemic;

Upon the request of the Director of the Tax Policy Department;

The Minister of Finance hereby issues the Circular prescribing rates of fee for the substantive examination of non-commercial documents for grant of publication permits, charge for grant of permits for import and export of non-commercial publications, and charge for registration for importation of commercial publications. 

Article 1. Rates of fee for substantive examination of non-commercial documents for grant of publication permits, charge for grant of permits for import and export of non-commercial publications, and charge for registration for importation of commercial publications

When submitting applications for grant of permits for publication of non-commercial documents; when submitting applications for grant of permits for import and export of non-commercial publications and registration for importation of commercial publications, agencies and/or organizations, or entities and/or persons, shall be liable for the following fees and charges:

1. From May 26, 2020 to end of December 31, 2020, the to-be-applied rates of these fees and charges will be 50% less than those specified in Article 4 of the Circular No. 214/2016/TT-BTC dated November 10, 2016 of the Minister of Finance, regulating rates of fee, management and use of the substantive examination of non-commercial documents for grant of publication permits, charge for grant of permits for import and export of non-commercial publications, and charge for registration for importation of commercial publications (hereinafter referred to as Circular No. 214/2016/TT-BTC). 

During the effective period of this Circular, the rates of fee for the substantive examination of non-commercial documents for grant of publication permits, charge for grant of permits for import and export of non-commercial publications, and charge for registration for importation of commercial publications, which are stipulated in Article 4 in the Circular No. 214/2016/TT-BTC, shall not be applied. 

2. From January 1, 2021 onwards, the fee for substantive examination of non-commercial documents for grant of publication permits, charge for grant of permits for import and export of non-commercial publications, and charge for registration for importation of commercial publications, shall be paid at the rates which are stipulated in Article 4 in the Circular No. 214/2016/TT-BTC.

Article 2. Entry into force

1. This Circular shall be valid from May 26, 2020 to December 31, 2020. 

2. Matters regarding the scope of application; subjects of application; collecting entities; payers; declaration and statement showing payment and collection of fees and charges; documents evidencing collection, public disclosure of regimes for collection of fees and charges, and other related matters, which are not covered herein, shall be subject to regulations of the Circular No. 214/2016/TT-BTC. 

3. In the course of implementation of this Circular, if there is any difficulty that arises, entities, organizations and individuals should promptly inform the Ministry of Finance for its review and guidance./.
