On June 27, 2013, the Government promulgated the Decree No. 66/2013/ND-CP, providing for the basic wage level for cadres, civil servants, public employees and armed forces. After receiving opinion of the Ministry of Health at the Official dispatch No. 4105/BYT-BH dated July 10, 2013, the Vietnam social insurance agency guides as follows:

1. From July 01, 2013, the minimum wage in accordance with provisions of Law on medical insurance and documents guiding implementation of medical insurance that provide for the payment level and level enjoyed medical insurance will be called as the basic wage level. The basic wage level that is used as basis for determining the medical insurance payment level for several subject groups and the payment level for medical examination and treatment expenses under medical insurance in some cases will be VND 1,150,000.

2. When a person possessing medical insurance card has medical examination and treatment in accordance with regulation, and leaves from the hospital from July 01, 2013 onwards and have total expenses for medical examination and treatment less than 15% of the basic wage level (VND 172,500), this person will not have to perform payment.

3. For high technical services with large expenses that the patients under medical insurance regime use from July 01, 2013 onwards: The maximum payment level for use of high technical services with large expenses applied to some subjects in accordance with regulation will be 40 minimum wage months and equal VND 46,000,000 (forty six million VND).

Request social insurance agencies in provinces and central-affiliated cities, social insurance units under the Ministry of National Defense, and the Center of medical insurance assessment and multi-level payment to guide establishments using laborers, subjects participating in medical insurance and medical examination and treatment establishments for implementation and ensuring rights and benefits of patients insured medically in accordance with regulation.
