DECREE

ON PROMULGATING THE VIETNAM'S PRODUCTS AND TARIFF RATES TO IMPLEMENT THE COMMON EFFECTIVE PREFERENTIAL TARIFF SCHEME (CEPT) FOR ASEAN FREE TRADE AREA (AFTA) FOR YEARS 2003-2006

THE GOVERNMENT

Pursuant to the Law on Organization of the Government dated 25th December 2001;
Pursuant to the Law on Import- Export Duties;
Pursuant to the Resolution No. 292/NQ-UBTVQH9 dated 8th November 1995 of the Standing Committee of the National Assembly on Vietnam's Tariff Reduction Program for the Implementation of the ASEAN Agreement on Common Effective Preferential Tariff (CEPT) Scheme;
In accordance with the proposal of the Minister of Finance,

DECREES

Article 1. To promulgate along with the Decree the Vietnam's Products and Tariff rates to implement the Common Effective Preferential Tariff Scheme (CEPT) for ASEAN Free Trade Area (AFTA) for years 2003-2006.

Article 2. The Decree shall come into effect as of the date of signing and substitute the Decree number 21/2002/ND-CP dated 28th February 2002 of the Government on promulgating the Vietnam's Products and Tariff rates to implement the Common Effective Preferential Tariff Scheme (CEPT) for ASEAN Free Trade Area (AFTA) for year 2002 and Decree number 53/2002/ND-CP dated 13th May 2002 of the Government to amend and supplement Decree number 21/2002/ND-CP dated 28th February 2002.

Article 3. The Ministry of Finance shall provide guidance on the implementation of the Decree.

Article 4. The Ministers, the Heads of Ministerial - level Agencies and Organs under the Government and the Chairmen of the People's Committees of the provinces and cities under the Central Authority are responsible for implementing the Decree.
