DECISION
APPROVING ROADMAP FOR APPLICATION OF BUILDING INFORMATION MODELING (BIM) IN CONSTRUCTION SECTOR
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on Amendments to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to the Law on Construction dated June 18, 2014; the Law on amendments to the Law on Construction dated June 17, 2020;
Pursuant to the Government’s Decree No. 15/2021/ND-CP dated March 03, 2021 on elaboration of regulations on management of construction projects;
At the request of the Minister of Construction of Vietnam at the Statement No. 51/TTr-BXD dated December 05, 2022 of the Ministry of Construction of Vietnam and the Official Dispatch No. 647/BXD-VP dated February 28, 2023,

1. Scope and regulated entities
a) The Roadmap applies to public investment projects, projects funded by non-public investment state capital, public-private partnership (PPP) projects and projects funded by other capital sources.
b) Organizations and individuals involved in the application of BIM in construction sector shall comply with this Roadmap.
2. Purpose and requirements of the application of BIM
a) The application of BIM is aimed at, in design stage, improving quality of design products and intensifying the exchange of information between construction authorities, main investors, consulting firms and contractors; in construction stage, assisting the formulation of plans for construction and execution of projects, organization and management of resources during the construction stage, and control of construction quality; and in acceptance testing and transfer of construction works for operation, assisting the acceptance testing activities and serving the management and operation of construction works.
b) Regulatory authorities may use BIM model as a tool supporting their performance of state management tasks (including appraisal of feasibility study reports, construction designs carried out after fundamental designs; grant of construction permits; management of construction activities; inspection of acceptance testing activities, etc.).
c) Depending on requirements regarding fundamental designs, construction designs carried out after fundamental designs, and as-built documentation, when applying BIM, BIM files must display architecture and main dimensions of the construction works; three-dimensional shapes of main structures of the construction works; air conditioning - ventilation and drainage systems. Any drawings of components in two-dimensional format must be made in digital format when they are attached to BIM files. Drawings and main volumes of work items must be extracted from BIM files.
d) Regarding investment projects prescribed in this Article, main investors should adopt solutions for encouraging entities that have capability and experience in applying BIM to submit their bids during contractor selection process.
3. Roadmap for application of BIM

b) Stage 2: from 2025, the application of BIM is compulsory for works of class II or higher class of public investment projects, projects funded by non-public investment state capital and PPP projects of which preparations are initiated.
c) BIM files of projects/construction works for which the application of BIM is compulsory shall be considered as part of their designs and as-built documentation. Main investors or entities in charge of investment preparations shall provide BIM files and other documents as prescribed to serve the appraisal of feasibility study reports, construction designs carried out after fundamental designs, applications for construction permit and acceptance testing tasks.
d) Regarding construction works of new investment projects funded by other capital sources, main investors are required to provide BIM files to serve the appraisal of feasibility study reports, construction designs carried out after fundamental designs, applications for construction permit and acceptance testing tasks according to the following roadmap: class-I and special-class works from 2024; all class-I, class-II and special-class works from 2026.
dd) Main investors shall decide contents and levels of application of BIM.
e) From 2023, in respect of construction works applying BIM, regulatory authorities shall use BIM model as a tool supporting their performance of tasks such as appraisal of feasibility study reports, construction designs carried out after fundamental designs, grant of construction permits and inspection of acceptance testing activities.
g) Main investors of projects which apply BIM according to the prescribed roadmap shall organize updating of BIM models to serve their management, operation and warranty of construction works.
h) Enterprises are encouraged to apply BIM to their construction activities before the schedule specified in this Roadmap.
Article 2. Implementation organization
1. The Ministry of Construction of Vietnam shall:

b) play the leading role and cooperate with relevant Ministries and regulatory authorities in reviewing, studying and amending mechanisms and policies for construction activities, quality control, warranty of construction works, national technical regulations, technical standards and economic-technical norms for application of BIM; promulgating and organizing the implementation of legislative documents, within its competence, on application of BIM in construction sector, management and operation of construction works.
c) organize and mobilize resources for studying and carrying out trial application of technologies on the BIM platform with the aims of formulating and revising guidelines, technical standards and national technical regulations on and improving efficiency in the application of BIM.
d) play the leading role in developing and consistently managing BIM database which should be synchronous and thoroughly connected from central to local government; providing guidance for relevant Ministries in charge of managing provincial-level construction authorities, specialized construction works and main investors on BIM requirements, provision and management of BIM data. BIM database shall be a part of the information system and national database of construction industry prescribed in the Law on Construction.
dd) organize information dissemination activities to increase social awareness about BIM.
2. Ministries and Provincial People’s Committees shall:
a) closely cooperate with the Ministry of Construction of Vietnam in implementing this Roadmap in sectors and fields under their management; promulgate, within their competence, mechanisms and policies for encouraging the application of BIM to construction activities in sectors and fields under their management; formulate guidelines on application of BIM to specialized construction activities.
b) direct main investors, project management boards and relevant units to prepare resources necessary for application of BIM according to the announced Roadmap.
c) direct specialized construction authorities to organize receipt and management of BIM data provided from main investors of projects that apply BIM model, and integrate it into the national database of construction industry.
Article 3. This Decision comes into force from the date on which it is signed.
