DECISION
ON ISSUING THE ESTIMATED NORM FOR DETECTION AND DESTRUCTION OF BOMS, MINES AND EXPLOSIVE OBJECTS
MINISTER OF DEFENSE
Pursuant to Decree No. 30/2004 / ND-CP dated 01/16/2004 of the Government on functions, tasks, powers and apparatus organization of the Ministry of Defense;
Implementing the agreement of the Ministry of Construction in document No. 1487/BXD-KTTC dated 12 July 2007 upon agreed norm for detection and destruction of boms, mines and explosive objects
Considering the proposal of Engineering Arm Commander in the Statement No. 1674/TTr-CB dated 18 July 2007,
DECIDES:
Article 1. Issuing the “Estimated norm for detection and destruction of boms, mines and explosive objects” for site clearance in service of construction of works nation-wide.
Article 2. All performing forces must strictly comply with the technical Procedure for detection and handling of boms, mines and explosive objects issued under the Decision No. số 95/2003/QD-BQP dated 07 August 2003 of the Minister of Defense and this estimated Norm.
Article 3. This Decision takes effect after 15 days from its signing date and replaces the estimated No. 41/2004/QD-BQP dated 08 April 2004 of the Minister of Defense.
Article 4. General Staff, Heads of the General Departments, Commanders of Military Zones, Army Corps, Arms and Heads of agencies and units concerned are liable to execute this Decision. /.

Part 1.
EXPLANATION AND GENERAL PROVISIONS
1. Estimated norm for detection and destruction of boms, mines and explosive objects (DDBMEO)
Is the technical and economic norm providing for the necessary consumption of materials, labor and machinery to finish a working volume unit of boms, mines and explosive objects after war in accordance with working contents, conditions and technical requirements in compliance with regulation. This norm is used to prepare estimate for activities of detection and destruction of boms, mines and explosive objects for investment in capital construction.
2. Estimated norm for detection and destruction of boms, mines and explosive objects is defined by the following grounds:
- Technical Procedure for detection and handling of boms, mines and explosive objects issued with Decision No. 95/2003/QD-BQP dated 07 August 2003 of the Minister of Defense.
- Obstacle removal and arrangement Charter issued in September 1987 of the Engineering High Command.
- Estimated norms for detection and handling of boms, mines and explosive objects issued by the Ministry of Defense in documents:
+ No. 1128/QP dated 31 July 1987 of the Ministry of Defense on detection and handling of boms, mines and explosive objects.
+ No. 1162/QP dated 24 November 1995 of the Ministry of Defense on detection and handling of boms, mines and explosive objects.
+ No. 813/1999/QD-BQP dated 05 June 1999 of the Ministry of Defense on detection and handling of boms, mines and explosive objects.
+ No. 41/2004/QD-BQP dated 08 April 2004 of the Ministry of Defense on detection and handling of boms, mines and explosive objects.
3. Consumption of materials, labor and performance machinery
3.1. Material consumption:
Is the amount of primary materials, auxiliary materials (including lost materials and transferred materials) need for performance and completion of work volume of detection and destruction of boms, mines and explosive objects.
3.2. Labor consumption:
Is a number of direct labor days (of professional servicemen) to perform work volume of of detection and destruction of boms, mines and explosive objects and personnel for detection and handling of boms, mines and explosive objects. Due to the special nature of this work, so the labour is calculated according to the worker grade of primary professional serviceman of 10 grades.
3.3. Consumption of performance machinery
Is a number of shifts directly using machinery to finish a work volume unit of detection and destruction of boms, mines and explosive objects.
4. Contents of Volume of estimated norm for detection and destruction of boms, mines and explosive objects
This Volume consists of 02 parts:
- Part I. Explanation and general provisions
- Part II. Estimated norm, including 3 chapters
+ Chapter I: Site clearance
+ Chapter II: Detection and destruction of boms, mines and explosive objects on the ground.
+ Chapter III: Detection and destruction of underwater boms, mines and explosive objects
- 01 Annex: Norm of investigation and survey cost to prepare plan and estimate; inspection of quality of detection and destruction of boms, mines and explosive objects
5. Other provisions
5.1. Signals
Are all magnetic objects (or non-magnetic) lying in the ground or underground including iron, steel, shrapnel, types of bomb-mine-explosive object...which man or detectors currently used can detect them (indicated by change of sound, deflection of hand of clock, by some kinds of bar or number on liquid-crystal display regardless of size ...) but they must have size ≥ (30 x 7,6) mm (equivalent to a rifle bullet) and must be digged up and handled.
5.2. Signal density
Signal density: is a number of signals to be digged for identification of categories to conduct the handling and is averaged over a certain area unit (signal density of various kinds are directly related to the schemes and plans for performance and cost estimation for detection and destruction of boms, mines and explosive objects);
5.3. Areas having minefields
Are the areas laid with numerous mines in a certain specification. The areas having minefields are mainly located in the Northern and Southwest border belt, around the old warehouses and military bases of the US and the puppet regime.
5.4. Areas having no minefield:
Are the areas with unexploded bombs-mines-explosive objects remaining after war, including shrapnels or steel debris. When conducting the building of infrastructure works and restoring production, it is required to perform the detection and handling of bombs, mines and explosive objects. The bombs, mines and explosive objects usually lie in a depth up to 5m underground, particularly to 10-15m.
5.5. Special areas:
Are areas which are used as bomb and munition destruction site: munition depots exploded many times; around military bases, posts or battlefields of the US and the puppet regime; a number of areas in the Northern border belt with multiple overlapped layers of mine.
For special areas, it is required to prepare plan and estimate of detection and destruction of bombs, mines and explosive objects.
5.6. Mine detection:
Providing for the detection and destruction of boms, mines and explosive objects and magnetic objects with mine detector at a depth up to 0.3m. (according to the features of the machine).
5.7. Bomb detection:
Providing for the detection and destruction of boms, mines and explosive objects and magnetic objects with bomb detector at a depth up to 0.3 - 5 – 10 m and deeper (according to the features of the machine).
5.8. Transport and destruction of bombs, mines and explosive objects:
The transportation of boms, mines and explosive objects to another place for destruction has a separate plan which shall be submitted to the competent authorities for approval. The expenditure for detection and destruction of collected boms, mines and explosive objects is from the contingency expenditure for detection and destruction of boms, mines and explosive objects from 3-5% of estimated value
5.9. Identification of range of detection and destruction of boms, mines and explosive objects:
- The identification of range of detection and destruction of boms, mines and explosive objects must have scientific basis and comply with current regulations.
- The identification of range of detection and destruction of boms, mines and explosive objects must be by professional bodies of the Ministry of Defense. Such professional bodies have consultation function and directly identify the range of detection and destruction of boms, mines and explosive objects as required and take responsibility for performance result.
5.10. Identification of area of detection and destruction of boms, mines and explosive objects
Based on the features of detector, purpose of use and safety assurance requirements for works (both in performance and use in the future), the following areas shall be included:
- Area of usable space of works includes the whole or a part of area assigned for use (based on the survey data and provided documents on pollution reality of bombs-mines-explosive objects).
- Area of safety corridor specified of each works taking into account the importance of such works.
- For areas with uneven topography (with slope), the area for detection and handling of bombs-mines-explosive objects is calculated as per the topographical slope.
6. Application provision
This norm is a basis to calculate the detailed unit price for each type of work for preparing estimate, payment and finalization of work volume of detection and destruction of boms, mines and explosive objects in capital construction. It is necessary to apply the following provisions upon application of norm:
- Material cost: includes the cost of primary material, auxiliary material and transferred material (if any). The material cost is defined based on the local price of material at lhe time of estimate preparation.
- Labor cost: is the total direct labor cost for performance of detection and destruction of boms, mines and explosive objects.
+ For projects using state capital, the labor cost is defined based on workday allowance benefits as prescribed by the State.
+ For projects using capital sources other than state capital, the labor cost is defined based on the salary of primary professional serviceman of group I (grade 7/10 and 8/10) as per the current basic payroll and other prescribed allowances (hazard, danger allowances level 0.4, mobility allowances level 0.4, area allowance and attraction allowances when working at localities having regulations on entitlement of corresponding allowances.
- Performance machinery is based on the uniform price list of machine shift issued by the Ministry of Defense and defined by the method of preparation for machine shift instructed by the Ministry of Construction.
- The costs:
+ Overall cost calculated by 40% of labor cost in the estimate.
+ Advanced taxable income by 5.5% of direct cost in the estimate (no calculation of advanced taxable income for projects using state capital).
- In addition, the adjustment coefficients are also applied upon the change of state policy benefits at the time of performance as instructed by the Ministry of Construction.
The application of classification of signal density for application of norm and classification of signal density (table 3 and table 6) is used for preparation of performance estimate and based on a number of actual signals upon finalization but not exceeding the prescribed number corresponding to each type of depth to dig and handle in table 4 and 5 of this Volume of estimated norm.
In case the work of detection and destruction of boms, mines and explosive objects in which the technical requirements and performance conditions are different from the provisions of norm, the investor and performing units shall, based on the requirements and specific conditions, temporarily calculate the norm and submit it to the competent authorities for approval.

Scope of application:
To be applied to all areas having minefields left over after war in all types of topography such as: plain, midland, forest and mountain, swamp and coastal mangrove forest.
Contents of work:
- Observing, inspecting and clearing all plants and creeper (the remaining stumps must not be higher than 0.05 m)
- Removing plants and obstacles out of the performance area in accordance with technical requirements of detection and destruction of boms, mines and explosive objects.

Scope of application:
To be applied all areas having boms, mines and explosive objects left over after war but are not minefields in all types of topography such as: plain, midland, forest and mountain, swamp and coastal mangrove forest with obstacles to be cleared (Equivalence of forest types)
Contents of work:
- Observing, inspecting and clearing all plants and creepers (the remaining stumps must not be higher than 0.05 m)
- Removing all plants and obstacles out of the performance area. Clearing way, setting stakes and dividing cells (25x25) m in according with technical requirements of detection and destruction of boms, mines and explosive objects.

010.0200. SITE CLEARANCE BY HANDS COMBINED WITH GAS OR OIL BURNING
Scope of application:
To be applied to all areas with or without minefields in all types of topography such as: plain, midland, forest and mountain, swamp and coastal mangrove forest with dense trees.
Contents of work:
- Inspecting, felling trees and clearing way 2-3m wide as service road.
- Burning trees with gas in each celss, inspecting and removing all unbunrt trees and branches in accordance with technical requirements of detection and destruction of boms, mines and explosive objects.
- Removing trees, branches and obstacles out of the area of detection and destruction of boms, mines and explosive objects.

Scope of application:
Removing single or double barbed wire fence is applied to areas with minefields in all types of topography such as: plain, midland, forest and mountain, swamp and coastal mangrove forest.
Contents of work:
- Observing, inspecting and using long explosive amount to remove fence, clearing minor road, setting stakes and dividing cells.
- Removing all debris of wire, steel stakes and obstacles out of area of detection and destruction of boms, mines and explosive objects.

Chapter 2.
DETECTION AND DESTRUCTION OF BOMS, MINES AND EXPLOSIVE OBJECTS ON THE GROUND
020.0100. DETECTION AND DESTRUCTION OF BOMS, MINES AND EXPLOSIVE OBJECTS BY HANDS UP TO A DEPTH OF 7CM
Scope of application:
To be applied to areas having minefields with bounding mines, explosion-sensitive mines and plastic mines and the minefields with magnetic objects which the detector is not effective.
Contents of work:
- Preparing, inspecting, setting stakes for cell division, marking detection strip and using spade and observing with naked eyes and boring in accordance with technical requirements, detecting, digging up and safely handling.
- Collecting and transporting boms, mines and explosive objects or iron debris to the prescribed place
