RESOLUTION
ON PRIMARY TASKS AND SOLUTIONS FOR PROMOTING RAPID RECOVERY AND EFFECTIVE, SUSTAINABLE DEVELOPMENT OF TOURISM
THE GOVERNMENT
Pursuant to the Law on Government Organization dated June 19, 2015; the Law on amendment to the Law on Government Organization and the Law on Local Government Organization dated November 22, 2019;
Pursuant to Decree No. 39/2022/ND-CP dated June 18, 2022 of the Government promulgating Working Regulations of the Government;
At request of the Minister of Culture, Sports and Tourism under Document No. 1765/BVHTTDL dated May 8, 2023 regarding consolidated remarks of members of the Government;
On the basis of voting results of Members of the Government,
HEREBY RESOLVES:

However, tourism in Vietnam is still plagued with drawbacks and issues that need to be remediated: (a) The legal framework that attracts investment in tourism development lacks innovation; market strategies and policies promoting tourism are not promptly amended to adapt to changes to international and regional tourism; (b) Tourism products lack diversity, fail to take advantage of cultural and natural resources, and lack characteristic of Vietnam, each region, each area; (c) Services such as accommodation, commerce, transport, etc. fail to establish an interconnected, sharing ecosystem; tourism product development of each area lacks connection; (d) Infrastructure sstem serving accommodation, shopping, organizing of international cultural, sports events, conferences, seminars, etc. are too insufficient and inconsistent to create an impressive boost, to increase the position and competitiveness of Vietnam’s tourism; (dd) Visa-related policies for tourists contain in appropriate details, short temporary residence period, etc.; (e) Environmental remediation and food safety efforts are limited; (g) Tourism promotion and advertising via international cultural and sports events, etc. are limited and lack high-quality personnel; (h) Digital transformation in tourism fails to catch up with development requirements, fails to synchronize and connect database of central government and local government, of tourism sector and other sectors, and fails to facilitate visa issuance for individual tourists.
In order to enable tourism to develop in a goal-oriented manner with the slogan of “Sản phẩm đặc sắc - Dịch vụ chuyên nghiệp - Thủ tục thuận tiện, đơn giản - Giá cả cạnh tranh - Môi trường vệ sinh sạch, đẹp - Diểm đến an toàn, văn minh, thân thiện” (Unique products - Professional services - Simple procedures - Competitive prices - Clean environment - Safe, civilized, friendly destination) into a leading economic sector and be placed among top 30 countries ranked by tourism competitiveness, the Government hereby requests ministers, heads of ministerial agencies, Governmental agencies, Chairpersons of People’s Committees of provinces and central-affiliated cities (hereinafter referred to as “provincial People’s Committees”), professional associations, and enterprises to adhere to their functions, tasks, and powers to organize implementation of the following primary tasks, solutions:
1. Promoting tourism restructuring towards professional, modern, quality, and sustainable tourism
a) The Ministry of Culture, Sports and Tourism shall
- Continue to implement the Scheme for “Restructruing of tourism to develop into a leading economic sector”, especially the restructuring of tourism market. Continue to implement solutions for promoting rapid development of domestic tourism market and creating foundation for drastic development in the short term. Diversify, effectively exploit major international tourism markets, focus on markets with high willingness to pay, long vacation, develop customer segments based on themed products which Vietnam has advantages in; strengthen study, acknowledge new tourism trends, and propose timely, appropriate policies.
- Strengthen tourism statistic reports, implement tourist survey in accordance with National statistical survey program; continue to implement Tourism Satellite Account according to recommendations of the United Nation’s World Tourism Organization (UNWTO); accurately calculate tourism contribution in GDP.
- Develop and implement Action program for green tourism for 2023 - 2025, protect natural and social environment of important tourism destinations with the goal of “Diểm đến du lịch xanh, sạch, đẹp, văn minh, thân thiện” (Green, clean, pleasing, civilized, friendly tourism destinations).
b) The Ministry of Planning and Investment shall cooperate with the Ministry of Culture, Sports and Tourism in restructuring tourism activities based on Vietnam's potentials, advantages, and global trends in order to adapt to changes of global economy.
c) Minsiters, heads of ministerial agencies, Governmental agencies shall cooperate with Ministry of Culture, Sports and Tourism and provincial People’s Committees in

- Focusing in development of products and market; connect tours, itineraries, and tourist attractions in a region and across multiple regions. Establish model of connection between provinces which is joined by national tourism agencies and major enterprises. Encouraging the involvement of tangible and intangible cultural heritage in order to develop tourism rich in Vietnamese traditions, local and regional customs; invest in cultural industry development where cultural tourism is the emphasis.
d) Provincial People’s Committees shall diversify tourism models and products, focus on connection between tourism and other sectors in value chain and associate tourism with green, sustainable development, and the slogan “lấy trải nghiệm của khách du lịch làm trung tâm” (tourist’s experience comes first). Organize effective implementation of control regulations, operation regulations, regional and interregional action plans in tourism development; ensure consistency, sustainability, and international integration; adhere to planning directions of regions, growth poles, regional drivers, travel corridors, tourism centers, and national tourist resorts.
dd) Professional associations and enterprises shall utilize their initiative, creativity, and role as a driving force in recovering and developing tourism. Tourism associations shall assist member enterprises, promote connection, enable enterprises to overcome difficulties, actively adapt, rapidly recover, and practice sustainable development. Renovate business models, restructure enterprises together with digital transformation, renovation, and creativity; develop tourism ecosystem, new tourism models; improve competitiveness; expand market.
2. Enabling international tourists to visit Vietnam
a) The Ministry of Foreign Affairs shall
- Effectively implement tasks relating to economic diplomacy and tasks serving national development, including tourism; act as Vietnam’s representative missions in foreign countries responsible for providing information, advertising, introducing tourism, enabling, and attracting tourists to Vietnam.
- Take charge and cooperate with relevant ministries and central departments in compiling dossiers and requesting the Government to promuoglate Resolution on expansion of eligibility for unilateral visa-free entry. Meanwhile, cooperate with ministries and central departments in promoting negotiation over Agreement on visa-free entry with other countries, especially those that have development level equal to or greater than Vietnam.
b) The Ministry of Public Security shall
- Continue to develop policies and facilitate inbound travel, outbound travel, and general travel for international tourists. Study, evaluate, and submit reports to the Government pertaining to expansion of list of countries eligible for E-visa issuance. Evaluate and conclude E-visa issuance policies, study and expand eligibility for E-visa issuance, submit reports to the Government and request the National Assembly to amend the Law on Entry, Exit, Transit, and Residence of Foreigners in order to further enable foreigners to enter Vietnam in order to ensure consistency between physical visa issuance and E-visa issuance and extend temporary residence period for foreigners entering Vietnam.

- Implement tasks assigned to Ministry of Public Security under Clause 3 and Clause 5 of Resolution No. 46/NQ-CP dated March 31, 2023 of the Government.
- Take charge, cooperate with ministries, central departments, and local governments in effectively implementing Directive No. 10/CT-TTg dated March 31, 2021 of the Prime Minister, ensuring an environment of security, safety, and convenience to attract international tourists.
c) The Ministry of National Defense shall
- Take charge in controlling inbound, outbound people and vehicles; apply information technology, simplify inspection and control procedures to ensure convenience and quickness in inbound and outbound travel in land-based and port border checkpoints.
- Take charge and cooperate with ministries, central authorities, and local governments in ensruing political security, social order and safety in border areas and checkpoints; cooperate in disease prevention, preparedness, search and rescue as per the law.
d) The Ministry of Transport shall
- Implement solutions for promoting expansion of international flight routes to Vietnam: Review Agreements relating to aviation signed with other countries and territories in order to promote implementation and further enable international airports to open flight routes to Vietanm and important tourist attractions in Vietnam.
- Improve operating capacity in airports of Vietnam, especially Noi Bai International and Tan Son Nhat Internaitonal Airport; develop “charter flight” models for tourism purposes. Assist airlines in opening more flight routes from provinces and central-affiliated cities to provinces and cities where domestic airports are located and enabling tourists to access these areas.
- Improve transport services and safety for tourists engaging in traffic, using auxiliary services at terminals, airports, ports.

e) The Ministry of Culture, Sports and Tourism shall cooperate with ministries, ministerial agencies, Governmental agencies, provincial People's Committees within their functions and powers in reducing, simplifying regulations relating to business operations under Resolution No. 68/NQ-CP dated May 12, 2020 of the Government, enabling enterprises to operate and serve tourists.
3. Attracting investment in focused development of tourism, especially national tourist resorts
a) The Ministry of Culture, Sports and Tourism shall organize rapid and effective implementation of “Planning for Vietnam’s tourism system for 2021 - 2030 and vision to 2045” upon being approved by competent authority; prioritize investment in driving areas and areas with potentials for national resorts; organize specialized programs and projects promoting evening economy and sharing economy in tourism.
b) The Ministry of Construction shall take charge and cooperate with Ministry of Culture, Sports and Tourism and provincial People’s Committees in promoting general planning for construction of national resorts as per assignment of the Prime Minister.
c) The Ministry of Transport shall upgrade traffic connectors between airway, road, and waterway, and invest in improvement of airports and docks. Effectively implement public investment projects regarding infrastructures; upgrade of traffic infrastructures to allow vehicles to access tourist resorts and key tourism areas.
d) The Ministry of National Defense shall invest in dual-use constructions such as airports, ports, military tourist attracts, and military museums for tourism development.
dd) The Ministry of Planning and Investment shall study and propose solutions for promoting public-private partnerships, mobilizing domestic and international social resources to invest in tourism infrastructures, amenities, and improve competitiveness in terms of logistics and personnel costs.
e) The Ministry of Environment and Natural Resources shall take charge and cooperate with Ministry of Agriculture and Rural Development in determining types of agriculture land and land areas eligible for planning for both agricultural and tourism purposes
g) Provincial People’s Committees shall

- Mobilize resources, attract investment in tourism development, especially investment in tourist attractions and resorts according to planning, connecting infrastructure system, and characteristic tourism products.
- Actively and affectively engage in local and interregional cooperation agreements on tourism development. Enable tourism enterprises to build and develop new products. Simplify administrative procedures to promote tourism.
4. Developing products and communicating, advertising, promoting tourism
a) The Ministry of Culture, Sports and Tourism shall
- Develop, improve tourism models and services on the basis of potentials, competitive edge, heritage value, and traditional cultural characteristics such as vacation at seas, islands, historical and cultural tourism, ecotourism, agritourism, rural tourism, MICE tourism, golf tourism, medical tourism, food tourism. Improve competitiveness in terms of service prices and quality.
- Take charge and cooperate with ministries, central departments, and local governments in organizing international events regarding culture, sports, conventions, conference, advertising fine culture and images of Vietnam in diplomatic activities and international events.
- Develop national tourism brand associated with history, tradition, fine traditional values, seas, island; develop Vietnam into a truly safe, attractive, humanity, hospitable, convenient destination that “làm hài lòng du khách, ấm lòng chủ nhà” (pleases the tourists, warms the hosts),
- Develop database on international tourists; renovate methods, tools, and application of digital technology in tourism promotion; utilize strength of communication and increase advertisement on social media. Organize tourism promotion that is based on specific goals, conforming to development direction of tourism products and brands on the basis of market study and outlook results.
- Continue to expand, diversify market with rapid growth potentials, large number of potential visitors, high willingness to pay, and longer stay period; promote private sector involvement in tourism promotion, mobilize cooperation of foreign representative missions, and utilize Vietnamese cultural centers in other countries.

b) The Ministry of Industry and Trade shall integrate Vietnam tourism brands and images in Vietnam National Brand Program and other trade promotion programs held by Ministry of Industry and Trade in and out of Vietnam, associate trade promotion with tourism promotion; integrate propagation of Vietnam tourism brands and images in development of commercial infrastructures serving tourism.
c) The Ministry of Agriculture and Rural Development shall take charge and cooperate with Ministry of Culture, Sports and Tourism in:
- Effectively organizing Program for rural tourism development in new rural development of 2021 - 2025 approved by the Prime Minister under Decision No. 922/QD-TTg dated August 2, 2022.
- Promoting development of tourism products relating to agriculture, tourism products, rural scenery, and community culture, improving experience, maximizing tourism in agricultural areas, associating tourism with rural areas and farmers, develop rural occupations, craft villages, and services.
- Promoting connection and assistance for rural community in agritourism and rural tourism via travel agencies; establish “điểm đến vệ tinh” (related destinations) of major tourism centers in order to refer to rural destinations, especially for international tourists.
d) The Ministry of Information and Communications shall cooperate with Ministry of Culture, Sports and Tourism in promoting tourism communication and advertisement, developing promotional communication programs and campaigns in new and modern format.
dd) Provincial People’s Committees shall develop one distinctive tourism product, one unique destination for each area.
e) The Vietnam Television, the Voice of Vietnam, and the Vietnam News Agency shall take charge and cooperate with ministries, agencies, and local governments in effectively propagating, advertising tourism while improving quality of international communication products; diversify methods of communication to allow foreign nationals to access the information.
5. Assisting tourism enterprises

b) The Ministry of Culture, Sports and Tourism shall
- Take charge and cooperate with ministries, central departments, and local governments in developing competitive enterprises penetrating deep into global tourism supply chain; diversify tourism enterprise models appropriate to development trends and requirements.
- Cooperate with ministries, central departments, and local governments in studying incentive policies, support packages to enable tourism enterprises and household businesses to access funding sources and stimulus packages, and requesting competent authority to review and promulgate accordingly.
c) The Ministry of Finance shall study, propose preferential credit package, enable tourism enterprises to access preferential funding sources.
d) The Ministry of Transport shall
- Study amendments to regulations on management and coordination of landing, takeoff slots in airports and aerodromes in a manner where slots are flexibly utilized in provision of internaitonal and domestic flights by Vietnamese airlines; assist airlines in communciating with aviation authorities of foreign countries pertaining to the use of foreign airport slots on the basis of reciprocity in order to enable airlines to best serve tourism development.
- Cooperate with relevant ministries and central departments in adjusting price ceiling in order to match airfare with market regulations in the short term and resolving difficulties faced by Vietnamese airlines to enable them to increase their potentials and competitiveness compared to international airlines.
dd) The Vietnam Tourism Association shall play the primary role in guiding, assisting enterprises in developing and competing in a healthy manner, profiting in a legitimate manner, and complying with policies, regulations of the Communist Party and Government. Discover, consolidate remarks and propositions, and request competent central, local authorities to solve difficulties faced by tourism enterprises.
6. Improving personnel training and advanced training quality

- Develop tourism personnel to achieve sufficient quantity, balance tourism structure, ensure quality, satisfy market requirements, and conform to product development, spatial arrangement direction.
- Develop standards, standardize tourism personnel, and diversify training methods. Prioritize training and advanced training in skills related to tourim, tourism management capacity, and participate in global tourism supply chain. Increase cooperation between enterprises and training facilities in training tourism personnel.
- Continue to study, consult policies pertaining to social security, vocational education and training training, increase tourism personnel, and establish Tourism Professional Certification Board.
- Establish Vietnam Tourism Occupational Skill Board which prioritizes functions of Vietnam Tourism Occupation Board and Vietnam Tourism Certification Board in a manner that satisfies requirements for integrating with ASEAN economic community, prevents overlapping, repetition, or addition of administrative procedures in vocational training and issuance of tourism professional training.
- Increase professional skill training and training for transferrable skills, new skills, enable tourism personnel to adapt to the ever-changing world of occupation.
- Develop regulations on assisting tourism vocational education and training facilities; implement programs and schemes for improving tourism professional skills. Develop tourism teaching staff and trainers; enable social sectors to enage in developing tourism personnel, attracting businessmen, craftsmen, and skilled employees to engage in the training. Encourage enterprises to engage in providing training for personnel and training at tourism enterprises. Promote international cooperation in training tourism personnel.
- Prioritize resources in keeping outcome standards of vocationa education and training to international standards; assist vocational education and training faciliites in diversifying training programs and fulfilling tourism personnel in the short term and in the long term.
- Evaluate domestic labor demands, study and propose promulgation, amendment of legislative documents, create favorable regulations on issuing work permit in a manner that satisfies domestic benefits and working environment and facilitates development of regulations on managing entry and exit and attracting foreigners to work in Vietnam.
- Integrate tourism development schemes and projects in the National target program for sustainable poverty reduction.

c) The Ministry of Culture, Sports and Tourism shall
- Take charge and cooperate with relevant ministries, departments in placing orders and assigning training tasks for higher education institutions that provide tourism training.
- Cooperate with the Ministry of Education and Training and the Ministry of Labor - War Invalids and Social Affairs in providing training, improving tourism personnel quality to meet international regulations and standards.
- Cooperate with relevant ministries and central departments in studying application, ensuring feasibility and effectiveness of vocational training and education programs in tourism sector.
d) Provincial People’s Committees shall promugate policies on attracting personnel for the provinces and assisting community-based tourism development. Communicate and guide inhabitants and local communities in tourist resorts to be more responsible and civilized. Organize training and refresher training for community that serves tourism.
dd) Professional associations and enterprises shall
- Improve administration capacity and properly conform to business culture. Successfully implement regulations, policies for employees, develop a safe, friendly, fair, sustainable working environment and welcoming, cheerful, hospital employees.
- Invest, develop tourism personnel to satisfy requirements, diversify vocational education and training methods in tourism sector via public-private partnerships (PPP) in order to encourage enterprises to engage in providing training for tourism personnel.
7. Promoting digital transformation, start-up, and innovation in tourism

- Take charge and coperate with Ministry of Public Security in developing and implementing the Scheme for tourism development in a manner associated with economic development goals of Scheme for development of population, identification, and electronic verification application serving national digital transformation for 2022 - 2025 and vision for 2030 (approved by the Prime Minister under Decision No. 06/QD-TTg, dated January 6, 2022) in order to develop major database on tourism while prioritizing integration of citizen identity data with tourism data in order to facilitate tourism statistical reports and tourist management.
- Develop smart tourism ecosystem that assists state management operation, tourim operation, and increases tourist’s experience including developing national tourism database; developing national tourism website, national tourism application “Du lịch Việt Nam - Vietnam Travel”, “thẻ Việt” (national card) - smart tourism card serving tourists; developing digital platform of “Quản trị và kinh doanh du lịch” (Tourism administration and business).
b) Ministry of Information and Communications shall
- Cooperate with the Ministry of Culture, Sports and Tourism in effectively implementing tasks under the Program for National Digital Transformation under Decision No. 749/QD-TTg dated June 3, 2020 of the Prime Minister; developing national tourism database and digital platforms connecting tourism information system with relevant sectors for the purpose of serving policy-making, government administration and management, tourism enterprises and domestic, international tourists.
- Cooperate with the Ministry of Culture, Sports and Tourism in promoting digital transformation, establishing and developing smart tourism ecosystem in Vietnam, designing, developing, organizing, and operating a national tourism website and one national tourism mobile network professionally with diverse, interesting, and helpful contents.
c) Professional associations shall promote close and effective cooperation between tourism enterprises and major corporations in telecommunication and information technology on the basis of market mechanism while ensuring equal benefits and shared risks.
8. Organizing implementation
a) Ministries, ministerial agencies, Governmental agencies, and provincial People’s Committees shall:
- Develop plans for implementation within their field to implement, supervise implementation of the Resolution in order to promote rapid recovery and effective, sustainable development of tourism.

b) The Ministry of Culture, Sports and Tourism shall develop action plan for implementation of the Resolution; take charge in expediting, examining, and supervising the implementation; consolidate, assess implementation of the Resolution, and report to the Prime Minister on a periodic basis./.
